Changes in the Korea's port industry due to global supply chain reorganization (글로벌 공급망 재편에 따른 한국 항만업의 경기 변화)

  • Purpose - The purpose of this study is to analyze the changes in the business environment, business conditions, and detailed indicators related to management of Korea's port industry companies as global supply chains have been reorganized since the shock of COVID-19 in 2020 and uncertainties in the global economy have expanded. Design/methodology/approach - This study use the business survey index of the port industry to analyze. It is a weighted BSI with the weight of workers applied. Findings - Since 2020 the BSI in the port industry including business conditions, sales unit price, profitability, and financial conditions fluctuated, but it has been generally above normal level(100). During the analysis period, the BSI for export sales was found to be better than that of domestic sales. Employment BSI was generally stable, and in the case of facility BSI, the port industry was shown to be very active in facility investment. Research implications or Originality - First, it is necessary to make manpower training systems to cultivate experts in the port industry to cope with uncertainties caused by the rapidly changing global economy and the global supply chain environment. Second, it is necessary to support for investment in technology and facilities for automation and smartization. Finally, it is necessary to establish a continuous monitoring system for the business conditions.

  • Port industry has achieved a remarkable growth with a help from increase in container shipment and above all, transshipment that reflects international competitive power of Port industry amounts to 36% of the national harbor shipment. Therefore, this study speculates the impact of Port industry on national economy using the inter-industry relation table. As it considers the reason why international competitive power in Port facilities decreased as absence of investment, it is to present an effective investment plan for Port industry. Though Port industry as one of main national key industries play an important role in production of national economy, it has been evaluated as having relatively less importance. And when Port industry is managed independently, relying on foreign countries without improvement, price increase due to improper agreement of foreign enterprises and problems relating to securing safe transportational vehicles will have tremendous impact on national economy. And they should try to create added-value and support re-export of the exported and imported shipment through their processing and packaging by making Port zones bonded area. production of national economy, it has been evaluated as having relatively less importance. Empirical Analysis of Selection Criteria of Container Ports in the Bay of Bengal (벵갈만 지역의 컨테이너항만 선택 기준에 관한 연구)

  • The purpose of this study is to provide a comparative evaluation of container port criteria at four major container ports in the Bay of Bengal, including Colombo Port in Sri Lanka, Chennai Port in India, Chittagong Port in Bangladesh and Yangon Port in Myanmar. Important container port selection criteria are identified and comparisons among container ports are made using previous studies, personal interviews and questionnaires, completed by top shipping companies, freight forwarders, logistics service providers, and experts in Myanmar. The AHP method is used to verify the research model and hypothesis. This study identified five main criteria and eleven sub-criteria when choosing potential regional hub ports among the four ports in the Bay of Bengal. The main findings from the five main criteria suggest that port efficiency is the highest priority criteria, and the second priority is port costs. The criteria of geographical location and available port facilities are the third and fourth most important, respectively, and the last priority is port's hinterland. Regarding the relative competition among these ports, Colombo Port obtained the highest priority among the four influential factors except for port hinterland. This study has certain limitations that will require future research. First, the sample group for the population size is relatively small. Second, interviewees had limited experience answering questionnaires using this methodology and a limited amount of time was available for respondents for the interviews.

A Study on the prospect of Sea & Air multi-transport in the perspective of international logistics environment

  • The positive and negative opinion to cargo demand of Incheon's SAMT in the near future remains cloudy. Considering port and shipping environmental changes and the logistics situation of China which explains the lack of facilities in Chinese airports, the creating of SAMT cargoes of the Incheon region could catches a favorable opportunity to be a logistics hub in the North-East Asia. On the other hand, as open-sky policy and direct-call service has been carried out between China and N.A.(North America), Incheon could cause a loss of competitiveness in SAMT because the enhancement in the aspect of the connectivity of Chinese airlines and shipping lines makes customer sent to last destination their cargoes whenever they want. In the same context, this paper analyses on conditions of domestic and international SAMT and proposes in this uncertainty future forecasting of SAMT of Incheon by scenario planning according to changes in integrated SAMT, measuring the likelihood of final scenario. This study shows the Sea & Air multi-transport volume will have either slight increase or decrease from the current condition. Consequently, RFS expansion and system & service improvement through strong ties with major cities in China will be required in a short run aspect. Nonetheless, we also need to take domestic & international transportation environment into account in the long run.

  • This study concerns the importance of internal marketing, employee's attitude, and customer orientation through the change of port industry and the operational condition of domestic container terminals. In accordance with this, the structural relationship among variables, which are internal marketing, employee's attitude and customer orientation in container terminals need to be acknowledged to secure competitive advantage and to maintain continuous transaction relationship with customer through the empirical research. The purpose of this study is to firstly, understand the current facilities and situation of container terminals in Busan port, and its changing environment of port industry. Secondly, provide basic information through the seeking whether the concept of internal marketing is able to apply into port industry. Thirdly, establish the theoretical system through the literature consideration on internal marketing, employee's attitude and customer orientation in container terminals. Finally, draw useful suggestions for managing container terminals through the structural relationship among variables, which are internal marketing, employee's attitude and customer orientation in container terminals.

The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

A Study on Intra-Regional Cooperation in Trade and Investment : The Case between Incheon, Korea, and Three Provinces in Northeastern China (인천과 중국 동북 3성 지역 간 교역 및 투자 협력에 관한 연구)

  • This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.

A Systematic Approach to Port related Problems An Analysis on the Actual Condition of physical Distribution System of Pusan port (항만관련문제의 시스템적 고찰 부산항 물류시스템의 실태분석)

  • From the viewpoint of physical distribution, the port transport process can be regarded as a system which consists of various subsystems such as navigational aids, quay handling, transfer, storage, information If management, and co-ordination with inland transport. The handling productivity of this system is determined by the production level of the least productive subsystem. So, a productivity analysis on the flow of cargoes through each subsystem should be made in order to achieve efficient port operation. The purpose of this paper is to analyze the productivity of each subsystem in Pusan port, and to bring forward problems and finally to draw up plans for their betterment. Analyzed results on the productivity of each subsystem are as follows, i) It is known that the number of tugs with low HP should be increased by a few, the number of tugs with medium HP is appropriate, and the number of tugs with high HP is in excess of that necessary. ii ) In the case of container cargoes, it is found that the transfer and storage systems in BCTOC have the lowest handling capability, with a rate of $115\%$, leading to bottle-necks in the port transport system, while the handling rate of the storage and quay handling systems in general piers is in excess of the inherent capability. iii) In the case of the principal seaborne cargoes passing through general piers, there is found to be a remarkable bottle-neck in the storage system. In the light of these findings, both the extension of storage capability and the extension of handling productivity are urgently required to meet the needs of port users. Therefore, iv) As a short-term plan, it is proposed that many measures such as the reduction of free time, the efficient application of ODCY, etc must be brought in and v) In the long-trun, even though the handling capability will accommodate an additional 960,000 TEU in 1991, the scheduled completion date of the third development plan of Pusan port, insufficiency of handling facilities in the container terminal is still expected and concrete countermeasures will ultimately have to be taken for the port's harmonious operation. In particular, the problem of co-ordination with inland transport and urban traffic should be seriously examined together in the establishment of the Pusan port development. As a method of solving this, vi) It is suggested that Pusan port (North port) should be converted into an exclusive container ternimal and overall distribution systems to the other ports for treating general cargoes must be established. vii) And finally, it is also proposed that the arrival time (cut-off time) of influx cargoes for exports such as general merchandise and steel product should be limited, with a view to securing cargoes suitable for the operational capability of BCTOC.

Development of 3D Terrain Visualization for Navigation Simulation using a Unity 3D Development Tool

  • 3D visualization of navigation simulation is to visualize the environment conditions (e.g. nearby ships, dynamic characteristics, environment, terrain, etc) for any users on ships at sea. Realistic 3D visualization enables the users to be immersed to it and guarantees the reliability of the simulation. In particular, terrain visualization contains many virtual objects, so it is time and cost-intensive for object modelling. This paper proposes a 3D terrain visualization method that can be realized in a short time and with low cost by using the Unity 3D development tool. The 3D terrain visualization system requires bathymetric and elevation terrains, and Aids to Navigations (AtoNs) to be realized. It also needs to include 3D visualization objects including bridges, buildings and port facilities for more accurate simulation. Bathymetric and AtoN elements are acquired from ENC, and the elevation element is acquired from SRTM v4.1 digital elevation chart database developed by NASA. Then, the bathymetric and elevation terrains are generated, and the satellite images are superposed by using this terrain information. The longitudinal and latitudinal information of the AtoNs are converted to the 3-axis information to position the AtoN locations. The 3D objects such as bridges, buildings and port facilities are generated and the terrain visualization is completed. The proposed method realizes more realistic 3D terrain visualization of Busan Port.

Design Conditions for Dolphin Berth by Tanker Fleet Analysis

  • Energy acquisition due to the increase of oil price is one of the most important issues and policy for most countries. Various tankers have been built in the world and sent to the trade market. It is necessary to build the port infrastructure and facilities to give them proper services such as mooring, packing, storing, and transshipment, etc. However, the domestic guidelines or standards for design and construction for the dolphin berth among these facilities are out of date and do not meet the recent trend of tanker types. Therefore, it requires amendment on the guidelines or standards. In this study, a detailed analysis of the tanker fleet, covering 8,000 ships under operation and order to build, is made to estimate the proper PBL(Parallel Body Length) of each tanker class. After discussion and comparison on the dolphin berth design and construction codes of various countries, those are the leading countries of tanker operation and management, suggestion was made to amend on the design code. The referred codes are of Korea, Japan, UK, USA, and Canada. The analysis of tanker fleet shows the PBL as 0.45L under the normal ballast condition. In order to verify the deduced amendment on the domestic design code for dolphin berth, it was selected one of the domestic dolphin berth, located at the Yeosu oil terminal, which is almost completed to construct. The design criteria and expected tankers to moor in that terminal were analyzed and the appropriateness and countermeasure for deficiency were summarized.
