A Study on the Optimal Combination of Berth and Crane in Container Terminal (컨테이너터미널 사용자비용을 최소로 하는 선석과 크레인의 최적구성에 관한 연구)

  • Recently, the traffic volume has been greatly increased partly because of high growth rate of domestic and world economy, and partly because of increased transhipment demand resulting from the destruction of Kobe port by earthqwake early this year. So, container facilities in Pusan Port are under serious congestion. The congestion costs in connection with container traffic in Pusan Port is estimated to be 29.3 billion won in 1994. In 1995 the situation is still worsening. PECT has continued to grow annually by 35% in cargo handling exceeding more than 31% of the total container volumes handled in Korea. The BOR of container berths in PECT in 1994 is 75% reflecting extreme congestion in container traffic. The reason for such serious congestion in PECT is the shortage of container handling facilities in comparison with ever-increasing cargo traffic. In order to solve the provisional problem, the shortage of handling capacity, a model developed to optimize the operation of PECT is described and demonstrated. The model minimizes total port costs, including the costs of dock labour, facilities and equipment, ship, containers, and cargo. The object of this study is, through the model results, mainly to determine the optimal combination of berths and cranes under various circumstances and to show that total costs per ship or unit of cargo served can be reduced by increasing the number of cranes per berth and berth utilization above present levels. Eventually, the results obtained with this model in PECT suggest that increase to 3 in the number of cranes per existing berth could reduce the need for major investments in berths and even reduce operating costs.

  • The present study analyzed the railway transport characteristics of bulk cargo flowing in and out of trade ports in South Korea. Bulk cargo transport in freight stations located behind trade ports was examined using actual flow data, and new implications were drawn accordingly. The results showed that bulk cargo volume in freight stations located behind trade ports is gradually decreasing, and it is also failing to secure a competitive edge against road transport. This downfall can be mainly attributed to the decrease in competitiveness of railway transport as well as the emergence of new trade ports that do not have lead-in track for port. Therefore, greater effort is required to strengthen the connection between new trade ports and railway freight stations.

  • This study is to find subjects for the Automated Container Terminal(ACT) development and container terminal system. Also we analyze the present condition of the container terminal system in Pusan port and its automation level by systems approach. And this paper aims at evaluating on the priority of R&D investment until the beginning of the second stage of New Pusan Port Project(2006). In this process we have considered 8 evaluation indexes(cost, labor, area, time, volume, reliability. safety, convenience) to analyze 6 subsystems. The priority of R&D until target year by sub-systems is as follow: 1. Cargo Handing System, 2. Transfer System, 3. Port Entry System, 4. Storage System (Distribution & Manufacturing System included), 5.Inland Transport System, 6.Port Management & Information System.

  • The purpose of this study was to analyze the risk and vulnerability of marine accidents based on statistical data on marine accidents at Ulsan Port, which has the largest amount of liquid cargo in Korea. It was found to be quite vulnerable to the risk of marine accidents, environmental damage, and vulnerability to environmental pollution accidents. Based on analysis results, marine accident scenarios and accident response strategies were prepared. Additionally, as a response strategy to prepare for large-scale marine pollution accidents at Ulsan Port, it is necessary to establish control equipment and infrastructure, as well as establish a control center to integrate marine accident safety functions. In particular, in the case of liquid cargo specialized ports such as Ulsan Port, considering the size of the cargo volume and the frequency of marine pollution accidents, it is urgent to build professional safety management institutions, which should make the port safer.

  • The purpose of this study is to predict the railway cargo volume on Busan new-port and north-port, in order to revitalize railway transport. This paper is organized as follows. Section 1 presents the description of the objective and methods on this study. Section 2 presents the status of Railway Cargo volumes and Construction plan of railway facilities in Busan New port. Section 3 presents the Forecast Railway Cargo volume using a volume ratio, actual volume records and another predicted datas. Section 4 summarizes our conclusions and further research topics. Especially, korea faces enforcement of green Logistics policy. Modal shift to trail freight transportation is one of ways, but there are no more detail plans. so it need that a cooperation system in government department, a indirect subside policy shift to rail freight transportation from trucking for revitalization of Railway Freight transportation.

Role of the Ships' Routeing of JiangSu in the development of Port and Channel

  • Yangtze River channel is in natural condition for a long time. There are more to be done in grade of navigation and transport. Since 1980's the rate of vessel in JiangSu channel is going up every year, especially for ocean vessels. Meanwhile, the serious factors such as no sailing at night have become a battlement causing the long period for vessels, high cost for shipowners, lower competitiveness for JiangSu ports along the Yangtze River. It also can not meet the port logistic development. After the Ships' Routeing in JiangSu has been carried out. It has improved the safety of navigation in JiangSu area and reduced the risk of pollution or other damage to the marine environment caused by ships colliding or anchoring in or near JiangSu channel. By analyzing, compareing, calculating and model forecasting. The main focus of the paper is put on the study the development of port, channel in JiangSu and efficiency in many fields. Navigation efficiency of the sailing at night; Safety efficiency of reducing the risk by ships; More efficiency of the higher cargo volumes of the other ports in Yangtze River with the increase cargo volume of JiangSu ports along Yangtze River. The purpose of this study is: To get the social and economical efficiency after the Ships' Routeing in JiangSu has been carried out. Also the role of the Ships' Routeing of JiangSu in the development of Port and Channel.

The Devices to Strengthen the Competitiveness of the Port of Busan Relating to the Change of Logistics Environment in North-East Asia (동북아 물류환경변화에 따른 부산항의 경쟁력 강화 방안)

  • With trend of container ships becoming larger and faster, the environment surrounding ports in North-East Asia is rapidly changing. Korea's largest port of Busan processed more than 10 million 20- feet equivalent containers in 2003, surpassing the 10-million TEU mark for the first time in its three decades of operation. However, the Port of Busan , the world's third-largest port in 2002, was eclipsed by Shanghai since July in 2003. The first massive strike of truckers crippled the Korea's logistics system in May and in September, the Port of Busan suffered from the second strike of truckers and damage by a powerful typhoon. By contrast, the port of Shenzhen in China increased its container-processing volume by 39.9 percent to 10.65 million TEU in 2003, and Shanghai, which passed Busan in terms of container volume in the middle of last year, further consolidated its position as the world's No. 3 port with an annual volume of 11.28 million TEU. After all, Busan recorded an annual container volume of 10.40 million TEU, slipping to fifth in rankings in 2003 and Busan's bid to become a Northeast Asian hub has suffered a further setback as these chinese ports overtook the port of Busan. But the port of Busan is located in the main trunk liking North America, Europe and South-East Asia. Once the project of Busan Newport is accomplished and the railway between South and North Korea is connected to TCR and TSR, the Port of Busan will have the most potential to become the international logistics center as the starting point of the land and sea routes encompassing all over the world.

Evaluation of the needed CY Area in Pusan Port under the On Dock Operation System (부산항의 On Dock 운영화에 따른 소요 CY 면적 산정에 대하여)

  • To develop the port productivity and effictiveness, the introduction of the On Dock Operating System in Pusan Container Terminals has to be considered and the present Off Dock CY be closed step by step. This work aims to evaluate the needed CY area in Pusan Port under the On Dock Operating System. This researching flow is as follows. Firstly, estimate total sea-borne container cargo volumes in Korea and distribute them to all container terminals according to the past trends and the planned port development. Secondly, estimate the average period and the average tiers stored at On Dock CY in case of On Dock Operating System. Thirdly caculate the needed CY Area to handle the distributed container cargo volume under the On Dock Operating System. Finally, the following results are obtained. (1) In 1998, opening the Gamman Terminal, 827 thousands cubic meters are insufficient. (2) In $2001\sim2004$, the insufficiency of needed CY Area will be maximized and estimated to be 936 thousands cubic meters in 2001. (3) In $2005\sim2011$, opening the Gadu Terminal, the insufficiency of needed CY Area will be decreased and estimated to be 240 thousands cubic meters in 2011.

The selection of import-export goods contributing to activate port hinterland operation - focusing on Port of Incheon (항만 배후단지 운영에 기여하는 수출입품목 선정에 관한 연구 - 인천항을 중심으로 -)

  • The aim of this study is to select the import and export goods which contribute to activate the operation of port hinterland. The spatial ranges of this study are A-am 1 logistics complex and 4dock hinterland. The Factor Analysis(FA) and Analytic Hierarchy Process(AHP) are used as the methodologies. Eleven low evaluation factors including 'creation of traffic cargo volume' are selected by precedent studies and four high evaluation factors including 'effective management' are grouped through factor analysis. As the result of priority among low evaluation factors through AHP, 'creation of traffic cargo volume' is the most important factor. Moreover using the AHP, 'electronic component' is the most important item which activate the Port of Incheon and its hinterland. So cargos which have the potential to create traffic cargo volume such as 'electronic component' must be managed strategically and this study can be used as important index when people concerned attract items.

  • World trade has been increasing continuously in total volume, on the other hand, environmental protection on sea and conservation of fishery resources has been rising up the major issue. All of the world are pushing their efforts two major purposes to the full, one is taking competitive place in marine transportation throughout the world and another Is environment protection. Pusan Port as world leading Port put its all effort in bring more ocean going vessels and securing their traffic route by providing them more information related marine traffics through PTMS in port. During two years of operation, statistics of marine traffic accidents showed that many dynamic casualties such as collisions, groundings, and rammings has been decreased. However, due to increasing cargo volume, limited water area and unpredictable weather condition, potential risks still exist high. In this paper, in order to maximize the efficiency of PTMS and reduce various risks in the future, we examine risk factors over operational results and experience, and propose reasonable operational methods of PTMS.
