Is Port Authority the Best Choice of Korean Port Reform?

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

항만공사체제하의 민간자본 활용방식 (Private Finance under the Port Authority System in Korea)

  • 기존의 항만개발방식은 관리청 주도하에 비관리청사업과 민간투자사업이 중심을 이루었다. 그러나 항만공사체제가 등장하면서 이들 상호간에 역할 및 기능분담체계를 명확히 정리하고 기존의 항만개발방식과 더불어 항만공사가 효율적으로 민간자본을 활용할 수 있는 방안을 모색해야 한다. 이에 따라 항만시설의 개발 및 관리 운영에 관한 업무의 전문성과 효율성을 제고하기 위하여 항만공사를 단일 창구로 하는 항만개발사업을 수행하고 항만개발방식의 시설공사를 항만공사로 이관하여 종합적인 관리기반을 구축하는 것이 필요하다. 이를 위하여 해양수산부가 민간자본활용 방식을 항만법과 민간투자법에 의한 방식으로 구분하듯이 항만공사가 항만법 원용방식과 민간투자법 원용방식을 통하여 민간자본을 활용한다면 항만공사는 독립채산제에 의한 운영이 가능하고 불필요한 절차 없이 항만시설을 소유할 수 있다. 또한 항만법 민자방식의 시설공사에서 해양수산부가 민간사업자에게 시달한 사업허가서를 실시협약으로 전환하고 민간투자법 민자방식의 시설공사에서는 실시협약의 당사자를 해양수산부에서 항만공사로 점진적으로 전환하는 것이 필요하다.

  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

A study on the Enhancement of Transshipment Competitiveness of Busan Port by Analyzing Factors Affecting Transshipment Competitiveness

  • It is understood that carriers evaluate several features of ports when fixing the T/S port. Those features can be enumerated as Geographic condition of port, Service network with overseas ports, Level of port productivity, Port infrastructure, Port services level, Port Authority's Policy direction mand Cost competitiveness. The objectives of this study are to: 1) determine if those factors could affect the T/S competitiveness of the port; and 2) to evaluate how Busan port conforms to those determinants factors in such extent. According to results of the analysis after surveying National global carrier, Intra-Asia carriers, Global overseas carriers, Terminal operators, and Busan Port Authority known to be highly influential samples, all factors were proven to be factors affecting the T/S competitiveness of the port. Meanwhile, in the analysis through AHP (Analytic Hierarchy Process) methodology about the order of weight among those factors, Cost competitiveness was answered as the most important factor. On the other hand, in the analysis to find the situation if Busan port conforms to those factors, Busan port was proven to satisfy those conditions to a moderate extent. In the analysis about the order of strength among those factors, Busan port was answered to have the highest strength in the geographic condition. However, it showed the bottom level of strength in the Cost competitiveness which was answered as the most important factor among samples for determining the T/S competitiveness of the port. This indicates that Government and Port Authority of Busan have to concentrate policy capabilities on the improvement of cost competitiveness of Busan port to enhance the T/S competitiveness. In this paper, four policy recommendations are given : Integration of Busan port operation into New port, Combining multiple operators into one or a few, Attracting Global mega carriers as the New port terminal operators, and Continuous Infrastructure expansion.

Dual-Port SDRAM Optimization with Semaphore Authority Management Controller

  • This paper proposes the semaphore authority management (SAM) controller to optimize the dual-port SDRAM (DPSDRAM) in the mobile multimedia systems. Recently, the DPSDRAM with a shared bank enabling the exchange of data between two processors at high speed has been developed for mobile multimedia systems based on dual-processors. However, the latency of DPSDRAM caused by the semaphore for preventing the access contention at the shared bank slows down the data transfer rate and reduces the memory bandwidth. The methodology of SAM increases the data transfer rate by minimizing the semaphore latency. The SAM prevents the latency of reading the semaphore register of DPSDRAM, and reduces the latency of waiting for the authority of the shared bank to be changed. It also reduces the number of authority requests and the number of times authority changes. The experimental results using a 1 Gb DPSDRAM (OneDRAM) with the SAM controllers at 66 MHz show 1.6 times improvement of the data transfer rate between two processors compared with the traditional controller. In addition, the SAM shows bandwidth enhancement of up to 38% for port A and 31% for port B compared with the traditional controller.

컨테이너 터미널 경쟁력향상을 위한 항만마케팅 전략에 관한 연구 (A Study on the Port Marketing Strategy for Strengthening the Competitive Power of the Container Terminal)

  • The intensification of the competition among container terminals has led to important affect such as, decision making or aggressive intervention of customers for terminal operation. Therefore, in case of developed ports, the large transition of port operation is composed of the press of terminal customer than decision making of terminal manager. Overall port tariffs for using terminal is made out by the conference of terminal customers than the supreme headquarters of terminal operation, and the related investment of terminal has been made according to requisition or proposal of customers. Therefore, among decision making problems that shippers, shipping companies, and freight forwarder among decision making problems that shippers, shipping companies, and freight forwarder face, the choice of the container terminal is one of the most important problems. So, the decision making of the users seems to have a significant impact on the competitive power of container terminals. The main objective of this study is to design port marketing strategy for strengthening the competitive power of container terminals. The results of this study were found as follows: Firstly, port authority should establish user-oriented operation policy of terminal as the means of activating the opinion window, using terminal monitoring system(TMS). Secondly, terminal planning and development of government should be made to minimize the lead time, to induce the civil capital and to utilize the economies of scale. Thirdly, port authority needs to endeavor to analyze the information of competing foreign terminals as well to promote the concentrated marketing for the terminal on the users, to train the expert and to develop the new port charge system. Fourthly, to improve the competitive power of the container terminal, Port Authority should optimize the subsystems related to port marketing, far more these systems should be joined organically to work effectively. Finally, port authority system should be introduced, Namely, port should have the enterprise inclination as well s the public inclination.

LA/LB항과 부산항의 저탄소 항만운영에 관한 비교연구 - 비용부담을 중심으로 - (A Comparative Study on Low-Carbon Port Management of Busan and LA/LB - On the Basis of Port Management Cost -)

  • 전 세계적으로 기후변화에 대응하기 위한 노력이 본격화되는 가운데, 그동안 관심이 적었던 항만으로부터의 탄소배출량이 상당량에 이르고 이의 억제를 위한 노력이 LA/LB(Los Angeles/Long Beach)항만을 중심으로 선진항만에서 전개되고 있다. 우리나라는 최근 Green Port 전략의 일환으로 부산항에서 저탄소 항만운영정책이 강화되고 있다. 저탄소 항만운영은 단기적으로 항만비용을 증가시켜 가격경쟁력을 약화시킨다. 따라서 부산항의 경우 저탄소 항만운영으로 인한 비용을 항만이용자에게 부담시키지 않고 항만당국이 저탄소를 위한 정책을 시행하고 비용을 부담하고 있다. 반면 LA/LB의 경우 저탄소 항만운영의 비용을 선주 및 화주 등 항만이용자에게 부담시키고 있다. 본 연구에서는 부산항과 LA/LB항의 저탄소 항만운영에 관한 비교분석을 통해 부산항의 지속가능한 항만운영의 시사점을 제시하였다.

효율적인 항만공사의 운영과 관리를 위한 데이터 웨어하우스 구현방안에 관한 연구 (A Study on Implementing a Data Warehouse for Efficient Operating and Managing a Port Authority)

  • 데이터 웨어하우스는 운영 시스템이 아닌 "경영층의 의사결정지원을 위한, 통합적, 시계열적, 주제 지향적, 비휘발성적인 데이터의 집합"으로 정의된다. 데이터 웨어하우스는 기업정보처리를 위한 기본적인 아키텍처로 데이터가 공급되었다고 해서 정보의 창조와 사용과 직결되지는 않는다. 데이터 웨어하우징 시스템은 데이터 공급이 아니라, 정보의 사용을 주목적으로 하고 있다. 현재의 항만공사 운영시스템인 Port-MIS에서는 데이터베이스 구성이 전체적인 데이터 아키텍처 하에서 구성되지 않고 업무별 데이터베이스, 목적별 데이터베이스 형태로 구성되어 있다. 이러한 점들 때문에 데이터베이스 확장에 한계가 있고 데이터 불일치 등이 발생할 수 있으며, 전사적 데이터 자산관리가 이루지기 어렵다고 볼 수 있다. 이에 본 연구에서는 항만공사의 운영을 위한 데이터 웨어하우스 구현 방안을 개념적 연구로 제안하였다.
