A Comparative Analysis for the Awareness of the Integration of Korea's Port Authorities (우리나라 항만공사 조직구성원들의 통합의도에 관한 비교연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities (PA) in Korea, this study introduces the concept of the integration of PA and analyses the awareness of intention of integration. This study is based on analysing the surveys conducted by the members of PA. This research shows that there were different perceptions on the autonomy, business strategy intension, information sharing efficiency, competition, environment and technique change, capital finance, easy finance risk, curtailment of expenditure, personnel management efficiency in PA. Results of the study indicate that YGPA has more clear understanding on the awareness of integration of PA than other PAs. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

The Factors Affecting on the Integration Intention among the Port Authority Members in Korea (우리나라 항만공사 조직구성원들의 통합의도 및 영향요인 연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

Seaport Concentration and Competition Development in the Arctic Region of Russia along the North Sea Route (러시아 북극지역 항만의 집중 및 경쟁현상에 관한 연구-북극해 항로를 중심으로)

  • Russia has access to unique port locations and routes, one of them is North Sea route, which have been a major debate topic for last several decades. In order to handle any shipments along the route, an adequate and capable port system must be present. This study aims to identify development and competition patterns from 2007 to 2016 of Russian ports in the Arctic basin, concentration trends in particular. The objectives achieved through utilizing the Herfindahl-Hirschman Index (HHI), concentration ratio (CR), the Gini coefficient and Lorenz curve, and shift-share analysis. Results demonstrate concentration trend, positive overall growth and lack of real competition. Originality of this study lies in the fact that certain analysis had not been done in previous studies, but importance of it may be found in several papers. Findings of this paper may assist policy-makers, port authorities and other researchers in understanding and further study on the region.

A Study on the Optimal Concession Contract Decision Model between Port Authority and Terminal Operators (항만공사와 터미널운영사간 최적임대계약 결정에 관한 모형)

  • The competition between port authorities (PAs) and terminal operating companies (TOCs) in providing port logistics services has gained importance. The PAs enter into leasing contracts with TOCs in various ways. This study aims to model a contract method that maximizes the joint profit between a PA and a TOC. Particularly, this study aims to model the equilibrium by comparing four types of contract schemes in the non-coordination, cooperation, Cournot, and collusion models. The results of the analysis show that the two-part tariff scheme generates a higher joint profit than the fixed and fee contracts. It is understood that risk- and profit-sharing between the PAs and TOCs helps the latter to maximize the throughput and the joint profit. These results are expected to provide an important theoretical basis for decision-making about port rent and freight between the PAs and TOCs.
