Design and Implementation of an HNS Accident Tracking System for Rapid Decision Making (신속한 의사결정을 위한 HNS 사고이력관리시스템 설계 및 구현)

  • HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %).   • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

ArcGIS based Analysis of Multiple Accident Areas Caused by Marine Plastic Litter in Republic of Korea

  • Marine accidents involving the entanglement of marine litter have continued to increase, with over 300 to 400 cases per year according to the statistical agency. Entanglement of marine litter may also lead to large-scale marine accidents which cause capsizing and sinking, thereby further causing detrimental casualties and material damages, and thus exceptional attention and care are required. In this study, Incheon, Busan, and Geoje and Tongyeong were found to be the high-frequency locations for accidents, which were selected by considering the ArcGIS analysis about the marine accidents of entanglement of marine litter and the occurrence frequency by the standard. The characteristics of the multiple accident areas involving entanglement of marine litter were the coastal cities where fishing facilities or marine leisure related conditions were activated, with the port which handles much of the traffic of outbound and inbound vessels located nearby. Marine plastic pollution impacts not only the marine ecosystem and food chain, but also the hull and engine of ships, and may further pose threats to the safety of vessels and crews. It is necessary to find a common link between the relevant areas and to strive to remove the root causes of marine accidents by reducing marine litter.

  • In this paper, ship accidents are analyzed briefly and the main objective is to investigate a potential technological approach for risk assessment of vessel stability. Ship nonlinear motion equation and main parameters that induce ship capsizing in beam seas have analyzed, the survival probability of a ferry in random status have estimated and finally find out a risk assessment concept for ship's intact stability estimation by safe basin simulation method. Since a few main parameters are considered in the paper, it is expected to be more accurately for estimating ship survival probability when considering ship rolling initial condition and all other impact parameters in the future research.

  • To propose an ergonomic layout on the bridge, this study conducted a usability evaluation on the on-bridge navigational equipment of a college training ship that is in use at present. Through the usability evaluation on the training ship navigators, the possibility of operational errors with navigational equipment, the possibility of readout errors with display devices and even the effect of navigational equipment on navigation were evaluated beyond the scope of existing layouts, which adopt only the importance and usage frequency of navigational equipment. By taking ergonomic variables into consideration, this study suggested an optimized layout for on-bridge navigational equipment using a mathematical programming model.

  • 해양사고 발생시 효율적인 대응을 위한 정보지원시스템을 연구하였다. 미국을 중심으로 현재 개발되어 운영 중인 해양사고 대응 지원 정보시스템의 사례를 연구하였으며, 국내 해양사고 발생시 활용할 수 있는 정보시스템의 현황을 검토하였다. 국내외 사례 검토를 통하여 외국 시스템과 국내 시스템의 차이 및 시사점을 분석하였으며, 국내 시스템의 향후 개발방안을 고찰하였다. 또한 국내 해양사고 대응 정보시스템의 개발 및 효율적 운영을 위한 기반 구축 및 체제 정비 방안을 제시하였다.

  • 1970년대에는 일반적으로 상선에 30-40명의 선원이 탑승했었지만, 최근에는 선박의 자동화와 경제적 문제 때문에 점점 선원수를 줄이고 있는 실정이다. 그러나 최근 통계에 따르면 해양사고의 약 80% 정도가 human error에 의해 발생하고 있으며, 이러한 이유중의 하나는 선원 1명당 부과되는 작업량 과다에 있기도 하다. 즉 선원수의 감소는 업무 또는 작업량의 증가를 가져왔고, 하루에 14-18시간 일하는 것은 특별한 일이 아니게 되었다. 따라서 사고의 증가를 유발하지 않는 범위 내에서 선원수의 감소 범위 산정은 경제적 문제로 인해 크게 대두되고 있다. 현재 안전성과 효율성을 고려한 선원수 산정에 대한 정확한 근거 및 산정자료는 없지만, 최근 IMO, 미해안경비대 (US Coast Guard ; 이하 USCG) 등에서 안전승무정원(safe manning)에 관한 논의 및 연구가 진행되고 있다. 본 논문에서는 선박의 안전승무정원의 평가모델에 대한 최근 국내외 연구현황을 정리하고, 국내 수용을 위한 방안을 제시하고자 한다.

Merging of Satellite Remote Sensing and Environmental Stress Model for Ensuring Marine Safety

  • A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. It lastly is shown that based on ship information extracted from JERS data, a qualitative evaluation method of environmental stress is introduced.

  • This paper suggests an evaluation of risk level for damage of marine accidents in SRRs. Qualitative analyses in words is sometimes priorior to quantative analyses in numeric symbols. This paper intoduces a concept of fuzzy theory with the plenty of related literature riview and AHP in the Korean SRRs of RCC and RSC. The methodology of this paper is maxㆍmin composition of fuzzy extensive principle, defuzzifiation is centroid of gravity methods. At the result, the evaluation of risk level is especially over Serous for smarine accident of Taean, Gunsan, Mokpo, Yosu, Tongyoung, Busan SRR. This paper recommends that many Resale Vessels and Equipments need to the reduction of risk level about those.

  • 해양오염사고를 표시하는 기존의 방법은 사고의 위치를 점으로 표시하는 방법, 사고의 빈도나 규모를 해도에 영역(Heat map)으로 표시하는 방법, 사고정보를 코드화하여 그래프로 표시하는 방법, 그리고 사고의 위험도를 평가하여 해도에 구획을 정하여 해당 구획의 위험도를 표시하는 방법 등이 해양사고 관련 연구나 분석에 주로 이용되어 왔다. 하지만, 이런 기존의 사고표시방법은 정보를 제한적으로만 표시할 수 있어, 종합적인 사고정보를 전달하기에는 한계가 있다. 따라서, 본 연구에서는 해양오염사고의 정보를 효율적으로 이용 및 전달하기 위해 기름유출사고를 시각화하여 압축적으로 표현할 수 있는 방안에 대하여 연구하였다.
