Comparison of Air Pollution Management Policies between China and Korea

  • With the rapid development of China's industrialization and urbanization, air pollution has become a growing concern. The emergence of air pollution not only affects people's health, but also restricts the development of China's social economy. This paper puts forward specific measures for air pollution control by examining the causes of air pollution and by comparing air pollution status and management policies between Korea and China. Methods of control involve improving the urban environmental management mechanism, spreading awareness of urban environmental management and air pollution management laws and regulations system, strengthening clean energy utilization and urban environmental greening, increasing investment and management funds and more. Through these measures, urban environmental management in China can be accelerated and level of environmental management improved.

The Regional Characteristics of Nonpoint Source Pollutant Loads in Mid-stream of Nakdong River (낙동강 중류유역의 지역별 비점오염 특성)

  • The characteristics of non-point source pollutant loads in middle-stream of Nakdong River Were studied through analysis of pollutant loads of 8 sub-watersheds divided based on administrative district. The pollutant concentration of each sub-watershed was collected from Nakdong-River Water Research Institute and Daegu Regional Environmental Office, respectively. Pollution items analysed in this study were BOD, SS, T-N and T-P. High degree of non-point pollution was observed from Gumi, Goryeong, Gyeongsan, Daegu and Sungju, and pollution was usually increased during rainy season. This result indicates that a given pollution condition within the watershed can be more sensitive than location factor to the level of water quality. The main sources of non-point pollution were population and livestock, as well as landuse factor, and were found to significantly contribute to the water pollution. Alternative solutions for controlling pollution sources, therefore, should be provided to meet target levels of water quality in this region.

  • While overall input of oil into the sea has actually declined over the years 1975-92, major spills have regularly occurred in certain locations which have had serious effects upon local environments and hence caused public outcry. The purpose of this paper is to suggest the scheme for maximizing the compensation for oil pollution, which can be adopted in Korea, by analysing the mandatory 1969 Civil Liability Convention(CLC), the 1971 Fund Convention and two voluntary schemes (TOVALOP andCRISTAL). The paper examines the major subjects which are as follows : major pollution incidents and international response, the present situation of oil pollution in Korea, the role of flag of convenience tankers in oil pollution, the mode of oil pollution damages and tanker owner's liability, international compensation system fer oil pollution, Korean compensation system for oil pollution damage, and its problems to be tackled.

  • The main purpose of this research project is to monitor the present state of agricultural environment and to develope the countermeasures for the protection of the environment from the pollution by animal wastes. The results of this research were described largely 3 parts, 1) Monitoring of present state of environmental pollution by animal wastes, 2) Monitoring of animal wastes treatment technology, 3) Strategies for the protection of environmental pollution from animal wastes in future. The current most important problems from animal wastes are water pollution and air pollution commonly regardless of domestic or foreign country. Especially, intensive livestocks breeding pattern in restricted area is actually a real reason of eutrophication, soil acidification, ground water contamination, irrigation water pollution. As a result from this research project, authors recommend the 3 type of strategies for the protection of environmental pollution by animal wastes, 1 . Development of non-discharge type of wastes treatment technology 2. Manufacturing local structure for animal waste recycling system 3. Development of new international environmental program for transfer bioresource and soil environment prevention.

Artificial Intelligence and Air Pollution : A Bibliometric Analysis from 2012 to 2022

  • The application of artificial intelligence (AI) is becoming increasingly important to coping with air pollution. AI is effective in coping with it in various ways including air pollution forecasting, monitoring, and control, which is attracting a lot of attention. This attention has created high need for analyzing studies on AI and air pollution. To contribute for satisfying it, this study performed bibliometric analyses on the studies on AI and air pollution from 2012 to 2022 using the Web of Science database. This study analyzed them in various aspects such as the trend in the number of articles, the trend in the number of citations, the top 10 countries of origin, the top 10 research organizations, the top 10 research funding agencies, the top 10 journals, the top 10 articles in terms of total citations, and the distribution by languages. This study not only reports the bibliometric analysis results but also reveals the eight distinct features in the research steam in studies on AI and air pollution, identified from the bibliometric analysis results. They are expected to make a useful contribution for understanding the research stream in AI and air pollution.

  • In this study, the air pollution management system based GIS has been developed to estimate the emission rate and air pollution modeling of air pollutants, effectively. This system is able to estimate emission rate of air pollutant and to analyze the emission characteristics with high spatial and temporal resolution. air pollution modeling. The air pollution management system was applied to Gwangyang Bay including large industry complex with a large number of emission sources. The air pollution management system was constructed using the spatial database of emission sources in Gwangyang Bay. It was found that the estimated emission rates of air pollutants is similar to the emission characteristics in Gwangyang Bay. Also, the spatial distribution of pollutants was similar to the location of emission sources. The predicted results of air pollution model was showed a good correlation coefficient (0.75) for TSP. The air pollution management system is expected to be effective tool (database system (GIS)) for the management and the control of air pollution.

  • This Paper Proposes new pollution indices as a quantitative measure of environmental impact. The pollution index for a process is defined by using pollution balance equations. Three pollution indices were defined on the basis of waste characteristics: mass, BOD, and toxicity. Such pollution indices can be effective and valuable tools for minimizing the waste production of a process in terms of environmental impacts, and, when used with cost estimates, for objectively determining the optimal process. In this paper, the application of these indices was demonstrated in a case study involving the production of detergent, as reported in the literature. Pollution indices for the existing process and two improved processes were calculated and compared to evaluate environmental impacts of these processes.

Determination of Interception Flow by Pollution Load Budget Analysis in Combined Sewer Watershed (II) - Establishment of Intercepting Capacity and Reduction Goal of Overflow Pollution Load - (오염부하 물질수지 분석을 통한 합류식 하수관거 적정 차집용량 결정(II) - 차집용량과 월류오염부하 삭감목표 설정 -)

  • The objective of this study is to evaluate a criteria of intercepting capacity and a reduction goal of overflow pollution load in combined sewer system. In the current criteria of intercepting capacity in the domestic sewage facility standard, it is known that three times of peak sewage (Q) in dry period or runoff flow by 2mm/hr is not appropriate since the intercepted flow is estimated by runoff and show different result even in the same watershed. Though a reduction goal of overflow pollution load can be determined from 1) same level of storm-water runoff pollution load in separated storm sewer, 2) less than 5% sewage load in dry weather period, by the domestic sewage facility standard, the simulated results from storm-water model show large differences between two criteria. While it is predicted that sewage pollution load standard three time larger than separated storm sewer standard in high population density and urbanized area, it is shown that separate storm sewer standard larger than sewage pollution load standard in middle population density and developing area. Accordingly, it is proposed that more reasonable intercepting flow and reduction goal of overflows pollution load should be established to minimize discharging pollution load in combined sewer systems. For the purpose, a resonable standard has to be amended by pollution load balance considering the characteristics of a watershed for generation, collection, treatment, and discharging flow.

Increasing Returns and Pollution Haven Activities (수확체증 하에서의 오염처리비용회피활동에 관한 연구)

  • The demand for the study about the pollution haven activities under increasing return to scale is increasing since the trade theory under increasing return to scale has been developed. In this paper, based on Davis (1998)'s argument about home market effect, pollution haven activities under increasing return to scale is developed. The result shows that pollution haven effect can be identified with the high trade barriers. When the trade barriers are lowered, both pollution haven effect of heavy polluted industries and migration of low polluted industries are mixed together. Even the behavior under pollution haven hypothesis and that of pollution haven effects are co-existed. Therefore, to keep both environmental protection and continuous economic development, the local government of the region with high environment preservation value encourages the productivity increase of the environmental technique.
