Standards on the Effectiveness of the Rights to Social Security of People with Disability (장애인 사회보장수급권의 실효성 기준에 관한 연구)

  • This study attempts to examine standards on the effectiveness of the rights to social security of people with disability. The current research makes the standards on effectiveness of social security rights to the disabled. This standards draw four right areas and five general principles from debates about effectiveness of general social security rights and extend for applying three social area to the disabled. Four right areas are benefit coverage, benefit structure, benefit restriction and rights relief. Five general principles are enforceable rule principle, national finance principle, unconditional principle, adequacy principle and penalties principle. These four right areas and five general principles apply to three social security areas of income support, employment security and medical security. Measurement values are 'high' and 'low'. These measurement values divided into two that are used to ensure same intervals. This study on standards to the effectiveness of the rights to social security of people with disability has political and theoretical implications. First, in political aspects, these standards provide objective understanding of the present level of social security policies for the disabled. Second, theoretically the current study expands debates about the effectiveness of general social security through multi-disciplined research. At once this study is significant to establish empirical research foundation.

  • The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

  • The purpose of this article is to depict the relationship between the frames of leadership and the dependent variables such as job satisfaction, respect from subordinates, promotion, and effective attainment of unit objectives. To attain this purpose, four types of multiple leadership frame, such as structural, human resources, political, and symbolic frames were surveyed through questionnaire and analyzed by SPSS. The major findings are : 1) In general, the symbolic frame is an important factor having a stronger influence on job satisfaction, respect from subordinates, promotion, and effective attainment of unit objectives. 2) In details, the human resources frame shows a positive effects on job satisfaction and respect; the structural frame on effective attainment of unit objectives; the political frame, to a certain degree, on promotion; and the symbolic frame, especially on respect from subordinates, promotion, and effective attainment of unit objectives.

A Study of Board Function Effectiveness and Organizational Performance in Korean Community Chest Organizations (복지 비영리 조직의 이사회 기능 효과성과 조직성과에 관한 연구 : 한국사회복지 공동모금회를 중심으로)

  • Little empirical study has been conducted concerning board function effectiveness and organizational performance in nonprofit nongovernmental human service organizations in Korea. Using the evaluations of 107 board members and 17 executive directors in Korean Community Chest and 16 regional community chests, this study attempted to examine the level of board function effectiveness and its relationship with organizational performance in these community chests. This study used board function scale developed by Holland and Jackson (1998) to measure board function effectiveness in the following 6 dimensions: contextual dimension: educational dimension: interpersonal dimension: analytical dimension: political dimension: and strategic dimension. This study showed that using 4 points scale, mean of overall board function effectiveness evaluated by board members is 2.62 and mean of overall board function effectiveness evaluated by executive directors is 2.73. That is, it showed that means of overall board function effectiveness are located in the middle point between negative evaluation and positive evaluation. On the other hand, using parametric correlation analysis method, it was found that in these community chests the association between board function effectiveness and organizational performance measured by fund-raising growth rate in $1999{\sim}2000\;and\;1998{\sim}2000$ is very weak and statistically nonsignificant. This study also revealed that using nonparametric correlation analysis method, the association between consensus level in evaluation by board members and executive directors about board function effectiveness, and organizational performance is still very weak and statistically nonsignificant. Finally, this study discussed the direction of future research in board function effectiveness and its relationship with organizational performance and the areas of board management that requires substantial efforts for promoting effectiveness of nonprofit human service organizations in Korea.

Importance of Political Elements to Attract FDI for ASEAN and Korean Economy

  • Purpose - Recent empirical studies have shown that FDI is expected to be strongly associated with democratic governance, political stability, and sound macroeconomic conditions of the host country. We attempt to take it a step further to see if governments implement a major change in institutional characteristics, will the institutional reform toward better governance have a substantive effect in enhancing FDI inflows. This paper thus aims to analyze the importance of good governance as an important factor in the attractiveness of FDI inflows in ASEAN+3 (Korea, China, Japan) countries. Design/methodology - To determine the effects of good governance on FDI inflows across ASEAN+3 countries recorded between 1996-2018, the Worldwide Governance Indicators (WGI) are used to investigate the impact of good governance on FDI inflows. The model has been estimated by using fixed effects to show the robustness of the results. Findings - Our main findings can be summarized as follows: Political Stability, Rule of Law, and Voice and Accountability have a statistically significant impact on the inflow of FDI in the ASEAN+3 Countries, especially for Korean economy. Moreover, GDP growth continue to exert their positive influence. However, Regulatory Quality, Government Effectiveness and Control of Corruption, though equally important, are insignificant to attract FDI inflows. The key finding is that good governance has a significant impact on inward FDI in the ASEAN+3 countries. Originality/value - Existing studies focus on the impact of political factors on FDI across countries. This paper instead attempts to investigate which type of good governance is the most important in promoting FDI inflows across ASEAN+3 countries, which is essential for multinationals to consider when choosing a foreign site as a possible FDI destination.

  • little attention has been given to the analysis of electronic democracy media, although electronic democracy, if adopted in Korea, is expected to enhance the quality of the political culture to a large extent. This research is to compare electronic democracy media, such as Internet, cable TV, teleconferencing, fax, and ARS and suggest recommendations on the successful Introduction strategy of electronic democracy in Korea. The analysis of collected data yields research findings, such as the fact that internet will be the most effective medium and a strategy for popularizing internet needes to be developed in advance.

  • The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.

Exploring Factors Influencing Life Satisfaction of Youth using Random Forests (랜덤포레스트를 활용한 청년 삶의 만족도 영향 요인 탐색)

  • This study was conducted to explore the factors that affect youth life satisfaction in order to find ways to increase their life satisfaction. For this purpose, we utilized data from the National Youth Policy Institute's '2021 Youth Socio-Economic Survey' to study 2,041 youth aged 18-34 as of 2021. The randomForest method was applied to explore various variables that affect youth life satisfaction. A total of 21 variables were analyzed, including demographic and socio-demographic factors and psychological and emotional factors.The results of exploring the variables affecting youth life satisfaction using randomForest are as follows. First, all 21 predictors were found to have an impact on young adults' life satisfaction. Second, the most significant impact on youth life satisfaction was found to be 'work values'. Third, it can be seen that young people's perceptions of society, such as 'political effectiveness' and 'perception of older generation', are also variables that affect youth life satisfaction. Based on these findings, the variables affecting youth life satisfaction are explained and discussion points are presented.

  • Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.
