간호사의 정치적 역량 개념 개발 (Concept Development of Political Competence for Nurses)

  • Purpose: The purpose of this study was to define and clarify the concept of political competence for nurses. Methods: A hybrid model method was used to investigate the dimensions, attributes, and definitions of the concept. In the theoretical stage of the study, literature on nursing, politics, and other discipline were reviewed. In the fieldwork stage, individual in-depth interviews and focus groups interviews were conducted with politically seasoned experts or activists who had an understanding of the concept of political competence for extensive descriptions in nursing and field of health care. Results: The concept of political competence was represented in four dimensions as political knowledge, political efficacy, political interaction, and political activity. In the political knowledge dimension, there were three attributes, namely, political knowledge, political information and systematic analysis ability. The political efficacy dimension had three attributes of internal political efficacy, external political efficacy, and self-pride of nursing profession. The political interaction dimension had three attributes of organizations and community service, networking, and persuasive power. The political activity dimension had six attributes of political leadership, political expression, assertive behavior, political advocacy, political participation, and policy intervention. Conclusion: This concept development might provide a basic understanding of developing a measurement tool and for constructing a theory promoting nurses' political competence.

민주화 이후 정치행위자들의 의료민영화 및 의료공공성 관련 정치적 행위 분석 (Analysis of political conducts of the political players on privitization of healthcare service and public healthcare service after the democratization)

  • 본 논문은 민주화 이후 정치행위자들의 의료민영화 및 의료공공성 관련 정치적 행위를 경험적으로 분석하였다. 이를 위하여 1993년부터 2012년까지 주요 일간신문을 활용하여 내용분석하였다. 분석결과 첫째, 민주화 이후에도 정당이 국민의 요구를 수렴하여 주도적으로 정책을 결정해 나가지 못하였으며 정당은 보수적인 성향이 강하였고 일관된 정책적 이념지향성을 보이지 않았다. 둘째, 민주화 이후 공공의료 이슈에서 시민운동의 역할이 커졌음에도 불구하고 정부의 역할에 비해서는 작았다. 시민대중운동의 공공의료 발전에 대한 기여도가 대통령과 경제부처의 민영화에 대한 영향력을 상쇄할 정도는 아니었다. 셋째, 민주화 이후 김대중, 노무현, 이명박 정권 모두에서 공공의료 발전과 민영화가 함께 진행되었다. 민주화 이후 복지국가의 성격이 질적으로 변화했다고 보기 어려우나 정권별 대통령의 이념성향, 복지부의 역량, 민영화 주도 부처의 종류의 차이에 따라 복지국가 발전 정도가 달랐다.

The Effects of the SNS Activities of Politicians on Political Efficacy and the Intention to Participate in Voting

  • Political activities through social networking service (SNS) are common in the political communication environment. The main aim of this study is to present logical and empirical evidence on the effects of politicians' SNS activities. To achieve this goal, this research analyzed the relationship between the SNS activities of politicians and the political efficacy and political participation of citizens through a survey of 644 people. The results of the survey analysis showed that politicians' SNS activities have a positive effect on both the internal and external efficacies of citizens and that these efficacies positively influence political participation. This finding means that the SNS activities of politicians promote political participation by increasing the political efficacy of citizens and states. The results also suggest that SNS, with its characteristics of communication and interaction, plays a crucial role as a political communication medium. Therefore, with SNS, a variety of information sources on politics can be offered, suggestions from citizens can be embraced, and such suggestions can be revealed to politicians as a means of promoting political efficacy and participation.

A Study on Public Ethics of Care: Care, Justice and Economics of Social Service

  • Purpose - This paper explores a new possibility of care ethics for social service. As the needs for care have been growing rapidly in various social fields, 'care' became an important concept in envisioning a welfare state. However, due to the lack of proper ethics and political stance applied to the newly arisen needs and challenges, there exist lots of confusions and difficulties. Research design, data, and methodology - Introducing the feminist ethics of care, this paper examines the relationship of care and justice in social service. As a main research perspective, this study has focused on Kittay's public ethics of care and Tronto's political ethics of care. Results - Drawing on the main research perspective, this study discusses on the necessity of a political conceptualization for an integrative care ethics. In the process, The specialty and professionality of care work as a relational labor was reconsidered. Kittay's care ethics provides a persuasive justification for social support for care workers as well as care receivers, and Tronto's ethics shows us the role of care politics for democratic citizenship. Conclusions - Tronto's ethics of care with Kittay's gives us valuable insights to envision a new public ethics for social service that takes into account both care and justice properly.

The political proposals for working wives are as follows ; Now societal recognition that all children are the responsibility of our society is needed to provide the good quality child care service. Our society should support the child care service to be provided a variety of service by child care staff. and should promote the administration and direction in child care center and service. Most of all. societal support, administration and direction should be the same in home-based care and center-based care.

정치인의 유튜브 정보서비스 질이 정치인 이미지 및 신뢰와 유권자의 사회·정치 참여의도에 미치는 영향 (Politicians' YouTube Information Service Quality Impact on Politician Image and Trust and Voters' Social and Political Participation Intention)

  • 본 연구는 정치인의 유튜브 정보서비스 질과 정치인 이미지 및 신뢰와 유권자의 사회·정치 참여의도의 구조적 관계를 실증 분석하는 것이 목적이다. 이를 살펴보기 위해 유권자 306명을 대상으로 온라인 설문조사로 표집했으며 분석한 결과는 다음과 같다. 먼저, 정치인 유튜브 정보서비스의 질 요인들은 정치인의 이미지에 긍정적 영향을 미치는 것으로 나타났고. 그중 적시성, 신뢰성은 정치인의 신뢰에 긍정적 영향을 미쳤으나 유희성은 영향을 미치지 않았다. 유튜브를 통한 정치인 이미지와 신뢰 모두 유권자의 사회·정치 참여의도에 긍정적인 영향을 미치는 것으로 나타났다. 간접효과를 살펴본 결과, 정치인 이미지는 정보서비스의 질과 사회·정치 참여의도에 간접효과를 나타냈으며, 정치인 신뢰는 적시성·신뢰성에서만 사회·정치 참여의도에 간접효과가 있는 것으로 나타났다. 본 연구는 정치인의 이미지와 신뢰가 시민들의 사회 및 정치참여에 호소하는 주요 변인이라는 사실이 유튜브에서도 적용된다는 것을 밝혀낸 의의가 있다.

A Study on Political Reform and Ethical Improvement

  • Through this incident, it reminds me of the idea that personnel appointments are everything once again. Public officials should try to be good at ethics and conduct. If a public official fails to fulfill his or her role as a public official, how can the public trust him or her? You should know that the country does not exist under that official. Looking back on the constitutional history after liberation, it is undeniable that the collusion between politicians and businessmen shocked the people with many suspicions and distrust, and the various irregularities they caused disrupted healthy democracy and the national economic order. In this respect, this paper focuses on Korean political reform measures, but also examines ways to improve public officials' ethics. This paper focuses on that political reform should move in the direction of revitalizing the function of the National Assembly and allowing autonomous and independent parliamentary activities. Parliamentary activities should not be too dampened, and it should not end in a brief promotion in consideration of election votes. The ruling and opposition parties should seriously consider and implement this political reform plan. As one of the people, I hope that this privilege reform plan can be a touchstone for the advancement of political culture. This paper was studied as follows. First, the purpose and justification of political reform were identified. Second, it emphasized the need to improve public service ethics. Third, the problems and improvement measures of political reform were considered.

Differentiated impacts of SNSs on Participatory Social Capital in Korea

  • This study investigates whether different SNS with different characteristics have different impacts on participatory social capital in Korea. At least in Korea, SNS are categorized into five types (community, blog, micro-blog, profile-based service and instant message service), and participatory social capital is specified by three types (off-line political participation, on-line political participation, on-line civic engagement). Using Nielsen KoreanClick's web-based survey data, our regression analysis shows that SNS which are more open and focused on information sharing contribute more to participatory social capital.

정부기관의 정치 불신에 관한 실태분석 (Analysis on Political Distrust of Governmental Agencies)

  • 본 논문에서는 미국, 일본, 한국의 3개국을 중심으로 정치 불신의 실태분석에 그 목적을 두고 있다. 2008년 세계가치관조사에 의하면 3개 국가의 정치불신은 국민의식 수준을 기준으로 할 때 70%를 상회하고 있다. 특히 한국의 경우 우리나라는 미국, 일본과 비교해 볼 때 극단적 불신계층을 보면 의회와 정당에 대해 가장 높은 불신비율을 보이고 있다. 이는 정당과 의회의 미흡한 정치서비스 수준에 대해 국민의 불평행위를 해소할 수 있는 정치 메커니즘을 갖추고 있지 않다는 것을 시사한다. 그래서 결과적으로 정치불평 행태채널은 정치 메카니즘 내부에 더 존재할 수 있도록 만들어져야 할 것이다. 또한 이제까지 한국의 정당들은 사회발전과 국민통합의 역할을 수행하지 못하고 사회에 오히려 부정적 영향을 미쳤던 것이 사실이며 이러한 것도 장래 개선되어야 할 것이다. 이러한 정치불신은 민주주의를 저해하는 가장 큰 요인이므로 이를 개선해 나가기 위한 국민적 합의가 필요하다.

Determinants of Audit Fees and the Role of the Board of Directors and Ownership Structure: Evidence from Jordan

  • This research extends the literature on the effect of board characteristics and ownership structure on audit fees; these factors affect the firm's agency costs and how the auditor assesses various risks, hence the audit efforts and fees. The paper introduces political connections as a determinant of audit fees for the first time in Jordan, where the political connection is prevalent and affects decision making on the Jordanian boards. The sample consists of 109 manufacturing and service firms listed on the Amman Stock Exchange (ASE) over the years 2012-2019. Data is obtained from the ASE and the company's annual reports. Board characteristics are measured by board size, independence, leadership duality, meetings frequency, political connections, and audit committee. Ownership structure was measured by concentration, foreign ownership, and Institutional ownership. The study hypotheses were tested by using Generalized Least Squares regression. The Findings showed that larger boards, politically connected firms, and firms with leadership duality are more likely to pay higher fees. Besides, Firms with greater foreign ownership pay less fees, whereas the rest of the variables are insignificant. Results suggest that political connections play a major role in determining audit fees; this provides a recommendation to policymakers in Jordan to reconsider regulations regarding political connections.
