셰일가스 자원을 중심으로 한 중국의 에너지·광물자원 조사·탐사·개발 기술 정책분석 (Analysis on Survey, Exploration and Development Policy and Technology of China : Focused on Shale Gas Resources)

  • 중국 정부와 산하기관들은 자국의 불안정한 자원수급을 위해 노력하고 있다. 중국 국토자원부(MNR)는 광물에너지자원 잠재력과 가채매장량 평가를 위해 중국 국토자원규획(1999~2010), 중국 광산자원조사규획(2008~2020), 중국 셰일가스산업정책 공고(2013), 중국 셰일가스 자원평가 및 우선 개발지역 선정 프로젝트(2012), 중국 셰일가스 개발규획(2011~2015) 등과 같은 국가 차원의 시책을 시행하였다. 중국의 셰일가스 자원은 국가 매장량의 대부분으로 평가된 우수한 잠재력을 가진 쓰촨분지와 타림분지, 2개의 거대 퇴적분지는 있는데, 이미 전 국토에 걸쳐 셰일가스 가채 매장량이 광범위하게 분포하는 것으로 조사되었다. 중국의 셰일가스 가채 매장량 규모는 31조 $m^3$(1,115조 cubic feet) 정도로 평가되고 있으며, 중국의 미국, 캐나다와 함께 세계 3대 셰일가스 상업생산이 가능한 국가 중의 하나이다. 지금 중국은 셰일가스의 상업생산을 증진하기 위한 기술개발과 가채 매장량의 확충을 위한 조사 탐사활동에 매진하고 있다. 중국의 이러한 정책과 개발 관련 기술분석을 토대로 할 때, 우리는 국제 유가시장 변동 등에 따른 중국의 셰일가스 개발과 R&D 동향을 적극적으로 모니터링 되어야 한다고 사료된다.

  • 상수원수질보호는 국민의 건강과 생존에 관한 중요한 문제이기 때문에 어느 나라 할 것 없이 상수원 수질오염을 방지하기 위해 여러 가지 정책적 노력을 기울이고 있다. 본 논고에서는 미국, 유럽 등 해외의 상수원보호구역제도와 관련된 정책을 고찰함으로써 우리나라의 상수원보호구역 제도의 정책대안을 모색하고자 한다.

AHP 분석을 이용한 원유 및 가스 해외 수송사업 진흥 정책 연구 (A Study on the Demand of the Promotion Policy for the Oil and Gas Overseas Transportation Projects by AHP)

  • Korea's LNG and crude oil are the most important energy and export raw materials, but 100% import resources by overseas. However, tanker shipping companies, which play the most crucial role in energy cargo security, are very small in number and size, which can be a factor in the supply chain crisis. Therefore, this paper studied the policy of expanding tanker transportation necessary for the transport of crude oil and LNG in Korea. In the existing literature, there was no policy study necessary for tanker ships, but referring only to the importance of overseas energy development and transportation, so we tried to derive various demands necessary for expanding the tanker fleet through expert interviews and AHP which was conducted on 89 related energy institutions to derive policies and their priorities. The results of the study are as follows. As for the policy, the financial support policy was the highest priority, followed by the business and the mutual cooperation policy of related agencies. Tax support (22.6%) and ship financing (19.4%) were the highest priorities, followed by the Energy Intermediate Promotion Act (11.9%), Tanker Guarantee Insurance (10.6%), Energy Budget Independence (9.3%), and Korea Trader Development (8.2%). Energy governance (6.3%), information center establishment (6.2%), and energy procurement committee (5.5%) ranked seventh, eighth, and ninth. The research results show that it is necessary to supply sufficient ships to the market through the expansion of ship finance for tankers and to follow business support policies such as guarantee insurance. In addition, it was also possible to derive that the financial resources need to be determined by law and independent budgets for consistency and continuity.

바이오매스 순환단지조성을 위한 거버넌스 구축방안 연구 (A Study of the Efficient Planning of Governance for Building Biomass Circulation Estate)

  • This research estimates the necessity of a better governance plan on the purpose of fulfillment energy recovery by building resource recycling system for biomass resources and waste resources that derive from agricultural and mountain village areas. The utilization of new renewable energy technology which uses waste and biomass sources diverse as variety of resources, collecting method, operator etc. and is structurally complicated the formation of policy is also very difficult. There is failure because of the problems which occurs from the policy led by government. Biomass Town Development Project should be made through the central government and the local government integrated support system and should be formed a consultative group in order to process the project mutually with these two department including the experts from the related areas. This consultative group, while government organizations carry out the hub function of strategic knowledge management, should carry out the control tower function to be able to be net working transfer the information with the cooperation of private and government so vitalize the communication area among the related actors. And to be able to increase the participation rate of the local people the consistent and various educations should be given so a smooth business promotion progress will be desired through the change of perception and coactive participation of people.

농업환경자원관리를 위한 팜맵 활용전략에 관한 연구 (Farm-map Application Strategy for Agri-Environmental Resources Management)

  • In this study, a farm map utilization strategy for sustainable agricultural environmental resource management was derived. In addition, it is intended to present an efficient method of providing farm map-related services. As a result of the demand survey, the additional information required for the farm map includes 29% of information on crops grown on farmland, 21% of management-related information such as the owner or business entity, 17% of topographical information including slope, 15% of agricultural water information, 17% of land status information, and the addition of functions. 2% was investigated. As a result of intensive interview survey, it was found that it can be used for information on crops cultivated by agricultural businesses, actual cultivated area by township, arable land consolidation division boundary, and management of agricultural promotion zones. The farm map can be used as basic data to efficiently manage agricultural environmental resources. Since the status of support for individual farms or lots, such as soil improvement agent support and organic fertilizer support, may belong to personal information, it can be processed and provided in units required by administration or policies, such as administrative boundaries, subwatersheds, and watersheds. It can serve as a basis for executing the direct payment currently supported only by individual farms, even in a community unit that manages environmental direct payments.

병원서비스지역 내 병원자원과 의료서비스 이용 간의 관련성 분석 (The Effects of Hospital Resources on the Service Uses: Hospital Service Area Approach)

  • Background: This study explored the relationship between hospital resources and services uses in outpatient/inpatient-based hospital service area (HSA) in Korea. Methods: Study hospitals included all acute care hospitals except tertiary hospitals. Inpatient and outpatient hospital claims from the Korean National Health Insurance (NHI) program in 2010 were used to identify the service uses. Hospital resources and the degree of insurance premium in study areas were identified with the NHI corporation data. Study variables were computed by summing the service uses or hospital resources of study hospitals in each HSA. Service uses were represented by the total medical charges and number of visits/inpatient days. Hospital resources were measured by number of beds, number of doctors, and number of computed tomography (CT). The economic status of NHI enrollees in each HSA was controlled by the average monthly premium of NHI program per household in each HSA. The degree of using local hospitals was controlled with the localization index. Results: Analysis results showed that hospital resources such as beds, CT were statistically related to the service uses. And also localization index was found to have positive significant relationships with service uses. Conclusion: Hospital resources such as beds, CT had not only positive impacts on inpatient service uses, but also influences on the outpatient setting. Health policy makers will require monitoring and assessing the hospital resources in Korea.

중국의 광물자원 탐사개발 관련 최신 정책 고찰 (Review of the Current Policy Related to Exploration and Development of Mineral Resources in China)

  • 국제 정치 경제 상황의 급변에 따라 광물에너지자원 안정적 확보의 문제가 점점 커지고 있기에, 중국은 안정적인 광물에너지자원 확보를 위한 전략과 정책 수립에 만전을 가하고 있다. 중국은 희토류수출 쿼터제 폐지이후에 희토류산업 정책시행 방침을 수립하였고, 6대 희토류기업이 전국의 모든 희토류 광산 및 정련제련기업을 통합하고자 한다. 중국은 비전통 석유 가스 탐사 개발 투자를 늘리고 적극적인 기술연구개발 등을 통해 중국내 에너지 안보를 제고하고자 하고, 세계 최대의 셰일가스 부존국가로서 상업생산을 증진하기 위한 기술개발과 조사 탐사활동에 매진하고 있다. 중국은 해외에서 안정적인 자원 확보를 위해 장기계약 추진과 지분투자 또는 공동투자 벤처를 만들고 있다. 중국은 경제발전과 연동된 자원산업 발전전략으로는 자원사업과 환경산업 발전전략의 통합, 자원관리 국제화, 공급선 다양화 및 고도화, 산업연계전략 강화, 집단화 및 다각화 전략을 제시하고 있다.

유휴농지 활용을 위한 정책사업 모델개발 (Development of Policies and Business Models of Utilizing Idle Farmlands)

  • Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.

통합물관리 정책실현을 위한 전력산업 벤치마킹 연구 (A benchmarking of electricity industry for improving the integrated water resources management (IWRM) policy)

  • 최근 물 관련 정책기조는 수량과 수질을 통합 관리하는 것으로 관련법 제·개정 및 구조개편 등을 시행하였고. 이 같은 구조개편이 주 정책수단이다. 통합물관리를 위해서는 수자원의 수요·공급량 계측 등의 기술적인 부분이 뒷받침된 상황에서 수자원을 공정하게 배분하고 운영·관리할 수 있어야 한다. 관련 기술의 발전에도 통합물관리가 어려운 이유는 관리주체가 다양하고 이해관계가 복잡하기 때문이다. 본 연구에서는 현 정책의 개선사항을 전력거래소 벤치마킹을 통하여 제시하였다. 비영리기구인 전력산업의 전력거래소처럼 물 관리 분야에서도 현 구조개편에 더해 물을 운영·관리·감시·조정할 수 있는 실무적이고 전권적인 기구가 필요하다. 물 정책도 전력산업의 구조 및 체계, 성과, 문제점을 통하여 과감한 정책전환을 고려해야 할 시점이다.

Assessment of Innovation Policy Coordination Through Korean Office of Science, Technology and Innovation (OSTI)

  • The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
