Quantitative Safety Risk Assessment using Aviation Safety Data (항공안전데이터를 사용한 위해요인 위험도 정량적 평가기법)

  • To manage State Safety Program (SSP) in a more integrative and proactive manner, an aviation safety authority of the state shall detect and assess the risk of emerging or hidden safety hazards before they provoke accidents or incidents(ICAO, 2018). In case of South Korea, safety risk assessment is conducted by calculating the likelihood and severity of the hazard following ICAO's safety management manual. It is reasonable to extract the safety risk likelihood by calculating the number of occurrence caused by the hazard. However, it is ambiguous to assess the safety risk severity defined as the extent of harm that might be expected to occur as a consequence of the identified hazard. In this paper, a safety risk assessment method which quantitatively calculates the risk of hazard using aviation safety data(i.e. aviation safety mandatory report, etc.) is proposed. By utilizing the proposed method, the existing process that safety risk is being subjectively assessed by safety inspectors can be supplemented. So that essential aviation safety policy decision making can be accomplished by the accurate result of safety risk assessment.

Enhancing the Reliability of OTT Viewing Data in the Golden Age of Streaming: A Small Sample AHP Analysis and In-Depth Interview

  • With the OTT media market growing rapidly, the significance of trustworthy data verification and certification cannot be emphasized enough. This study delves into the crucial need for such measures in South Korea, exploring the steps involved, the technological and policy-related considerations, and the challenges that may arise once these measures are put into place. Drawing on in-depth interviews and the analytical hierarchy process (AHP), this study surveyed various stakeholder groups, both directly and indirectly related to OTT data authentication and certification. By assessing the severity of OTT data-related issues and identifying the requirements for reliability-improvement policies, participants shared their valuable insights and opinions on this pressing matter. The survey results clearly indicate a divided opinion among stakeholders and industry experts on the reliability of OTT data, with some expressing trust while others remain skeptical. However, there was a consensus that advertising-based AVOD is more reliable than SVOD. By analyzing the priorities of authentication and verification, this study paves the way for the establishment and operation of a Korean MRC (KMRC), centered on the OTT media industry. The KMRC will serve as a vital platform for ensuring the authenticity and accuracy of OTT data in South Korea, providing businesses and industry players with a reliable source of information for informed decision-making. This study highlights the pressing need for reliable data authentication and certification in the rapidly growing OTT media market, and provides a persuasive case for the establishment of a KMRC in South Korea to meet this critical need.

Application of the Large-scale Climate Ensemble Simulations to Analysis on Changes of Precipitation Trend Caused by Global Climate Change (기후변화에 따른 강수 특성 변화 분석을 위한 대규모 기후 앙상블 모의자료 적용)

  • Recently, Japan's Meteorological Research Institute presented the d4PDF database (Database for Policy Decision-Making for Future Climate Change, d4PDF) through large-scale climate ensemble simulations to overcome uncertainty arising from variability when the general circulation model represents extreme-scale precipitation. In this study, the change of precipitation characteristics between the historical and future climate conditions in the Yongdam-dam basin was analyzed using the d4PDF data. The result shows that annual mean precipitation and seasonal mean precipitation increased by more than 10% in future climate conditions. This study also performed an analysis on the change of the return period rainfall. The annual maximum daily rainfall was extracted for each climatic condition, and the rainfall with each return period was estimated. In this process, we represent the extreme-scale rainfall corresponding to a very long return period without any statistical model and method as the d4PDF provides rainfall data during 3,000 years for historical climate conditions and during 5,400 years for future climate conditions. The rainfall with a 50-year return period under future climate conditions exceeded the rainfall with a 100-year return period under historical climate conditions. Consequently, in future climate conditions, the magnitude of rainfall increased at the same return period and, the return period decreased at the same magnitude of rainfall. In this study, by using the d4PDF data, it was possible to analyze the change in extreme magnitude of rainfall.

  • Minutes of the state council are the highest level records which can show the overall decision making process at the state level. The purpose of this study is to suggest the methodology for designing historical contents based on relational structure of minutes of state council and records of ministries in the period of Rhee Regime. The methodology has three steps; first, it suggests directions of DB design that represent the basic information and agenda of the state councils through the period of Rhee Regime. Second, it proposes subject classification scheme for major policy matters in the period. to which each agenda will be assigned and related ministries' records will be linked. Third, it suggests the basic structure and procedures to develop the historical contents on each subject matter based on the minutes and relational records of ministries.

A Study on the Effect of On-Line Shopping on the Travel Demand (온라인 쇼핑의 통행수요 변화 잠재력 추정)

  • On-line shopping allows consumers to order goods via internet and receive them at homes or workplaces. Emergence of online shopping industry has brought the changes in the structure of freight industry, in the location selection pattern of industrial clusters and in the consumer's travel pattern. This trend is likely to continue, especially in Korea, as the society sees increases in women's participation in workforce, in population of the elder and in production pattern of manufacturing individually customized goods. Despite on-line shopping's heavy influence on travel demand, no study on this particular topic has been done yet, and thus the effect of on-line shopping on travel demand has not been properly reflected on policy making process. This paper suggests the transportation strategy to cope with this change based on the analysis of the effect of on-line shopping on personal travel demand.

An Integrative Literature Review on The Oral Health Sector of Korea National Health Promotion Plan

  • Background: The establishment of a strategy for the reduction and prevention of oral disease, a global pervasive disease, is considered one of the important national health policy strategies. In Korea, the 5th Comprehensive National Health Promotion Plan is currently in progress, but there is insufficient research on the transition process or improvement direction in the field of oral health. Methods: Changes in Comprehensive National Health Promotion Plan's Oral health sector in three countries were compared, and the direction of the three countries (Korea, the United States, and Canada) in accordance with the recent Oral health paradigm was confirmed. In this study, we reviewed the existing literature using the narrative review method to draw implications for strategies and directions for oral health promotion in Korea. Results: In Korea, the oral health promotion strategy is included in the 5th Comprehensive National Health Promotion Plan, and the project is being led by the government. The United States prepared a national-led oral health promotion strategy and suggested multi-disciplinary cooperation to improve overall oral health and reduce the oral health inequality. For more active intervention, Canada established an oral health-related department and assigned experts, while emphasizing cooperation between the government and the private sector. Conclusion: As a result of this study, Korea is also making efforts to improve oral health, but more active government intervention is needed to reduce the inequality in oral health by population group. To this end, it is necessary to establish a strong multi-sectoral cooperation system and prepare a strategy for implementation.

A Study on the Relocation of A New Industry Cluster Firm in the Non-Metropolitan Region: The Case of the Bio-Health Cluster in the Chungcheong Region (비수도권 신산업 클러스터 기업의 역외 이전에 관한 고찰: 충청권 바이오헬스 기업 사례)

  • This study conducted an in-depth case study of bio-health companies in the Chungcheong region to examine the factors influencing the relocation of new industry cluster firms in non-metropolitan areas. Focusing on the experiences and perceptions of key stakeholders within the cluster, which have been relatively overlooked in previous research, this narrative research explored the factors that lead entrepreneurs who initially founded their businesses in non-metropolitan areas to relocate to metropolitan areas as well as the decision-making process involved. Through interviews with 61 key stakeholders within the Chungcheong cluster, it was observed that entrepreneurs receive various benefits from local stakeholders during the initial stages of entrepreneurship. However, as the company enters a phase of significant growth, matters such as securing specialized talent and market accessibility lead them to contemplate relocating to metropolitan areas. Based on case studies of companies that both remained and relocated in the Chungcheong region, this study examines structural drawbacks within non-metropolitan clusters and provides policy implications.

  • Since 1949, the UK has implemented a national land planning strategy to sustain rural areas, emphasizing the concept of 'Natural Beauty.' This involves designating "Areas of Outstanding Natural Beauty (AONB)" as a political approach to conserving rural landscapes and fostering a societal consensus on environmental conservation. AONB adopts an integrated and systematic approach to achieve harmony between the environment and human activities. This study investigates the implications of the AONB rural landscape management approach through case studies of the Cotswolds Conservation Board and Cannock Chase Joint Committee. It examines the legislative designation and supporting processes of AONB, analyzing the governance system to clarify the roles of authorities in policy decision-making. AONB's system revolves around joint committees or conservation boards of local authorities responsible for establishing, implementing, and monitoring management plans. The planning process involves a harmonious management plan system reflecting regional demands, including regular forums. AONB serves as a powerful tool for local residents to engage in the development of their region through stewardship. The study suggests that understanding the AONB model could provide a foundation for developing rural landscape conservation and spatial management plans tailored to Korea's context in the future.

An Exploratory Study of business support policy by growth phases for Small and medium sized enterprises -Focused on Cheonan and Asan in ChungNam- (중소기업의 성장단계별 지원정책에 관한 탐색적 연구 -충청남도 천안·아산지역을 중심으로-)

  • This study performed empirical analysis to estimate SMEs needs in terms of business support policy by growth stages(start-up growth expansion). The subject is the SMEs in Cheonan and Asan, ChungNam and the results are as follows. First, In the initial start-up stage, management plays a key role in dealing with money, labor force, markets and technology while running the organization is a key role of the management in the expansion stage. Major policies to help SMEs grow includes money provision needed in the start-up stage, domestic marketing assistance and the provision of human resources in the growth stage, and assistance in foreign marketing and R&D in the expansion stage. Second, To achieve markets businesses aim at entering the existing and niche markets in the initial phase, and creating new markets in the growth phase. Third, Labor force for technology, sales and management planning in the start-up stage, marketing in the growth stage, and labor force for production in the expansion stage are core man- power needed. Fourth, Money for technology development, securing land for factories, organizing man power, securing markets and running the company is needed in the initial and growth stages while fund for facility investment is needed to grow in the expansion stage. Five, Regarding technology, the initial stage needs technology related to new product development, renewing existing products, improving the existing manufacturing process or developing new manufacturing process, while the growth stage needs processing techniques, and the expansion stage needs technology for developing new manufacturing process. Sixth, Making supply contracts with conglomerates, SMEs and public institutions, and sales to foreign markets are ways for SMEs to grow sales. Seventh, What SMEs wish to get includes business incubating support, R&D assistance, information exchanges, practical use of the R&D results, merchandising support, help with the land to build factories and custom-made support for management in the foundation stage while the support they want to get in the growth stage and in the expansion stage is training assistance and trial production respectively.

Research on the Re-organization of the Administration of Labor's Records in the custody of the National Archives (노동청 기록의 재조직에 관한 연구 - 국가기록원 소장 기록을 중심으로 -)

  • The Administration of Labor was responsible for the technical and practical functions like policy-making of labor matters and implementing the relevant laws. However, there has been a few record transferred to the National Archives to help find out the labor policy-making process. This is one of the typical examples that shows the discontinuity and unbalance, and disorderly filing of the administrative records in Korea. Naturally it is almost impossible to retrieve the appropriate content through the records file-name. Users should be at the trouble to compare the record items and their content one by one. For the re-organization of the Administration of Labor' records, this research suggests the four-level analysis of functions of the Administration. The Administration of Labor' survived records could be linked to each level function. And the publication of the 'Records Abstract Catalog' providing users with more information about the records would pave the way for easier access to the records. In addition, it also suggests the logical re-filing of the survived records of which we cannot find the order or sequence. This re-organization of the survived records would help to establish the acquisition and appraisal policy of the labor records as well as the new way of description and finding tool hereafter. Drawing up labor history map is a starting point for the acquisition strategy of the labor records, which could allow users to gain systematic access on the survived records. Of course, extensive investigation and research on the survived records is a prerequisite for the map. It would be required to research on the survived records of the other government agencies, including economic-social area ministries and investigation agencies and the National Assembly as well. It is also needed to arrange and typify the significant incidents and activities on thematic and periodic frames in the labor history. If possible to understand or connect the survived records and these accomplishments comprehensively, it would be of great help for the acquisition of the labor records and the related oral records projects.
