Climate change is one of the most discussed issues in international for a today. Evaluating the effect of climate change at a regional level and setting up an appropriate policy to address the issues associated with climate change require a proper evaluation process on the climate change and adaptation projects already implemented. Although various evaluation approaches to climate change adaptation programs have been proposed, it is rare to find a proper systematic approach to evaluating the reliability of those climate change adaptation programs. In the current situation regarding the system to evaluate climate change adaptation programs, the purpose of this study is to suggest a theoretical and standardized evaluation system on the reliability of climate change adaptation schemes. The new approach suggested in this paper will be appropriate when requiring a confidence level for adaptation programs that are specially localized and categorized. Using various quantitative and qualitative evaluation methods with the inherent reality mechanism, we provide a conceptual framework to measure the reliability of climate change adaptation programs with a flexible adjustment process. With the proposed framework, it is possible to provide the level of confidence on the results collected from the evaluation systems and construct a standardized, system-wide assessment procedure toward climate change adaptation policies. By applying this approach based on scientific evidence on the reliability of climate change adaptation policies, appropriate and efficient climate change adaptation programs will be properly designed for and implemented in Korea.

Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.

Although open innovation (OI) has been an important research theme for over a decade, its theoretical framework has been relatively under-researched. As OI involves a wide range of innovation activities, a firm's capacities in the use of the various firm resources play a critical role in OI implementation. However, it is unclear how they affect firms' performances for little is known of OI capacities. Based on a theoretical framework derived from the literature, this study looks into the relationships between six OI capacities (inventive, absorptive, transformative, connective, innovative, and desorptive) and financial performance using the Korean Innovation Survey (KIS) 2008 data. The research model was tested using structural equation modelling (SEM) while potential differences in capacities between different firm groups were also investigated. The results indicate that 1) OI capacities are significantly associated with firms' financial performance; 2) capacities are highly correlated with one another; and 3) some capacities are differently configured between different types of firms. Findings suggest that policy makers should pay more attention to helping firms enhance OI capacities and attempt to develop relevant policies in order to complement inadequate capacities.

With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.

Purpose: This study discusses how Indonesia's response to the Corona Virus Disease-19 pandemic based on the perspective of housing policy capacity which consists of resources, organizations, and networks, politics, systems, and finance. Research design, data and methodology: This study used a qualitative method through a literature review. Data collection techniques were carried out by searching various sources and literature related to housing capacity theory and various data on Indonesia's response to the Covid 19 pandemic. Based on a literature review, this study adapted and modified the five components of capacity, namely resource capacity, organizational and network capacity, political capacity, system capacity and financial capacity in Indonesia in responding to the Covid-19 pandemic. Data analysis used analytical themes which consist of understanding the data, generating initial codes, looking for themes, reviewing themes, defining and naming themes, producing of manuscripts. Results: The results show that the weakness of the system capacity greatly affects Indonesia's housing policy capacity in responding to the Covid-19 pandemic and on the other hand the five housing capacities are an integrated process within the housing policy framework in Indonesia, especially to overcome the Covid-19 pandemic. Conclusions: The findings of this study are the importance of building a system capacity that is directly integrated with housing policy and the strengthening of the resources capacity, organizations, and networks, politics, and finance in the context of Indonesia's housing policy, especially in dealing with the Covid-19 pandemic situation.

CBM (Condition-Based Maintenance) has increasingly drawn attention in industry because of its many benefits. CBM Problem Is characterized as a state-dependent scheduling model that demands simultaneous maintenance actions, each for an attribute that influences on machine condition. This problem is very hard to solve within conventional Markov decision process framework. In this paper, we present an intelligent machine maintenance scheduler, for which a new incremental decision tree learning method as evolutionary system identification model and shortest path problem as schedule generation model are developed. Although our approach does not guarantee an optimal scheduling policy in mathematical viewpoint, we verified through simulation based experiment that the intelligent scheduler is capable of providing good scheduling policy that can be used in practice.

정보보호 기술이 부분적, 폐쇄적, 개별적 개발에서 개방적, 광역적, 통합적으로 변모해 감에 따라 각각의 보안시스템을 구조적으로 통일하고 분산된 관리 방법을 일원화하기 위한 연구의 필요성이 증대되었다 그러나 아직까지는 각각의 보안시스템을 하나로 통합시켜 관리할 수 있는 공통된 프레임워크가 존재하지 않는다 따라서 이 논문에서는 각각의 보안 시스템을 체계적으로 관리하고 분산된 관리 방법을 일원화 할 수 있는 정책기반 네트워크 보안 관리 모델을 제시한다.

China is becoming a global hot topic because of its rapid economic growth. However, the country show signs of not meeting the expectation of retaining its long-term industrial competitiveness and economic growth, especially with a widening rich-poor gap and natural resource exhaustion. Realizing inclusive growth requires study of an inclusive innovation solution. In this paper, we analyze the feasibility and development path of China's inclusive innovation based on the framework of a National Innovation System, identify examples of inclusive innovation in China, and seek to provide policy suggestions for China's future sustainable development.

This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

최근 네트워크 구성이 복잡해짐에 따라 정책기반의 네트워크 관리기술에 대한 필요성이 증가하고 있으며, 특히 네트워크 보안관리를 위한 새로운 패러다임으로 정책기반의 네트워크 관리 기술이 도입되고 있다. 보안정책 서버는 새로운 정책을 입력하거나 기존의 정책을 수정, 삭제하는 기능과 보안정책 결정 요구 발생시 정책결정을 수행하여야 하는데 이를 위해서는 보안정책 실행시스템에서 보내온 경보 메시지에 대한 분석 및 관리가 필요하다. 따라서 이 논문에서는 정책기반 네트워크 보안관리 프레임워크의 구조 중에서 보안정책 서버의 효율적인 보안정책 수립 및 수행을 지원하기 위한 경보데이타 분석기를 설계하고 구현한다. 경보 데이타 저장과 분석을 위해서 데이타베이스 스키마를 설계하고 저장된 경보데이타를 분석하는 모듈을 구현하며 경보데이타 마이닝 엔진을 구현하여 경보데이타를 효율적으로 분석하고 이를 통해 경보들의 새로운 유사패턴그룹이나 공격시퀀스를 유추하여 능동적인 보안정책관리를 지원할 수 있도록 한다.
