Storage Assignment Policies in Automated Storage/Retrieval Systems

  • Automated Storage and Retrieval Systems (AS/RSs) are an important facility for modern material management. The expected benefits of these capital-intensive facilities are gained when their control policies and their physical design parameters are determined simultaneously. In this paper we present several analytical models that capture the impact of the storage assignment policy and of the rack design on the expected storage and retrieval times. Sequential and interleaved service modes are considered for sequencing the storage and retrieval requests. We further investigate the impact of the rack structure on the relative performance of the following storage assignment policies : closest open location (random), full turnover-based policy, and class-based. Our analysis clearly indicates that significant savings in crane travel time are realized when implementing full turnover-based policy, rather than random. These savings become more and more pronounced as the profile of the storage racks approaches the square-in-time shape. Furthermore, it is shown that a class-based policy, with a small number of storage classes, will capture most of these savings and be easier to manage in practice.

  • 본 연구는 국민 친화적인 공공서비스를 발굴하고, 유비쿼터스 관련 산업의 발전을 도모하고자 우리나라에서 정책적으로 추진하고 있는 u-공공서비스의 정책 현황을 살펴보고, 본 정책의 계속적인 활성화를 위한 비전 및 추진전략을 제시하고자 한다. 따라서 첫째, 본 연구는 u-기반 공공서비스 활성화 방안을 마련하고, 둘째, 실용중심의 핵심과제를 발굴하며, 셋째, 향후 u-공공서비스 활성화를 위한 산 학 연 관 협력 체제를 도출하는 데 목적이 있다.

Concept of the Cloud Type Virtual Policy Based Network Management Scheme for the Whole Internet

  • In the current Internet system, there are many problems using anonymity of the network communication such as personal information leaks and crimes using the Internet system. This is why TCP/IP protocol used in Internet system does not have the user identification information on the communication data, and it is difficult to supervise the user performing the above acts immediately. As a study for solving the above problem, there is the study of Policy Based Network Management (PBNM). This is the scheme for managing a whole Local Area Network (LAN) through communication control for every user. In this PBNM, two types of schemes exist. As one scheme, we have studied theoretically about the Destination Addressing Control System (DACS) Scheme with affinity with existing internet. By applying this DACS Scheme to Internet system management, we will realize the policy-based Internet system management. In this paper, to realize it, concept of the Internet PBNM Scheme is proposed as the final step.

융합연구의 활성화를 위한 연구 성과와 정책 결정의 영향 관계에 관한 연구 (A Study of Relationship between Research Outcome and Policy Decision Making: For invigoration of Convergence Research)

  • 본 연구에서는 연구의 성과와 정책 결정 사이에 개입되는 영향과 사례들에 대해 살펴보았다. 복잡한 사회적 문제 해결에 있어 융합연구에 대한 기대와 더불어 융합연구가 직면한 현재의 이슈에 대해 살펴보았고 정책적, 재정적 지원 측면에서 과소평가되고 다소 부족하게 지원된다는 측면에서 이러한 영향관계에 대한 탐구를 통해 학제 간 융합연구가 정책적인 영향력을 행사하고 결과적으로 융합연구의 활성화를 이루는 방안에 대해 탐구하였다. 첫째로 융합연구의 정의에 대해 살펴보고, 둘째로 정책의 정의와 정책이 어떻게 만들어지는지를 살펴보았다. 셋째로 연구(지식)와 정책 관계를 4가지 유형으로 분류하여 연구결과가 과학적 증거로서 정책에 어떻게 영향을 미칠 수 있는지, 융합 연구에 의한 기술적 변화가 어떻게 정책으로 형성될 수 있는지를 탐구하고, 그 관계에 긍정적인 영향을 미치기 위해 어떤 난제를 해결해야 하는지에 대한 통찰력을 제공하기 위해 다양한 사례를 모색하였다.

장애인 건강관리를 위한 지역사회 재활보건의료서비스 전달체계 구축 방안 (A Policy Alternatives on Developing Health Care Delivery System for Disable Person in the Community)

  • This policy alternatives for establishment of rehabilitation health care delivery system for the disabled in the community were developed based on the data of current health status and situations of health care management for disabled persons in Korea. This research was conducted with secondary data analysis for identifying health status and current situations of managing health of disabled persons, and discussed current issues for establishing rehabilitation health care delivery systems in the community. Observing the health status and current situations of managing health of disabled persons, scope and target population of disabled person extended. so prevalence rates increased. and the severity of disability intensified and specified. The summary of issues of health management for disabled persons included; 1) absence of comprehensive and systematic policy in rehabilitation health care systems. 2) absence of consumer based rehabilitation health care facilities and delivery systems that are considered as the characteristics of disabled persons 3) fixed form of projects based on the provider and lack of variety in the programs. Hereafter. to overcome these problems. policy alternatives should 1) establish a comprehensive rehabilitation health care policy for disabled persons. 2) establish comprehensive and specific community based rehabilitation health care delivery systems that can promote preventing disability. providing medical care for disabled persons, establishing rehabilitation management for disabled persons and health care when returning to society. 3) provide training and secure manpower for rehabilitation, but the training case managers who will take the roles as an expert rehabilitation nurse mediators for multidisciplinary team work are needed immediately. and 4) include efficient connection and provision of independent services for welfare rehabilitation service and health care. Conclusively. a community based rehabilitation health care delivery system should be comprehensive policy vision of the government on rehabilitation health care delivery System rehabilitation service has to be constructed systematically under suitable facilities con consumer characteristics and rehabilitation health care policy. By doing this, consumer comprehensive community rehabilitation health care delivery system could be constructed disabled person.

정책기반 RFID 장치 관리 모델 (A Policy-driven RFID Device Management Model)

  • 기존의 RFID 시스템은 서로 다른 회사마다 각자의 방식으로 태그 및 리더를 관리한다. 따라서 RFID 시스템 관리자들은 개별적으로 존재하는 회사의 고유 태그 이벤트, 데이터 포맷 등의 규격을 각각 이해하고 설계해야 하는 어려움이 생기게 된다. 이를 보완하기 위해 EPCglobal 표준과 ISO/IEC 표준 등 기존의 RFID 시스템에 구속되지 않는 정책 기반 RFID 서비스 관리 모델이 제안되었다. 하지만 기존에 제안했던 서비스 관리 모델은 이벤트 관리를 목적으로 하고 있기 때문에 장치 관리 기능까지 포함하고 있지 않다. 따라서 본 논문에서는 제안된 정책 기반 서비스 관리 모델을 보다 구체화하여 확장된 장치 관리 정책 모델을 제안한다. 제안하는 장치 관리 정책 모델은 회사마다 상이하게 존재하는 미들웨어, 이기종 RFID 장치, 다양한 응용프로그램들에 대해 통합적으로 제어 관리를 수행 할 수 있도록 해준다. 또한 제안하는 정책 모델을 이용하여 RFID 장치 관리 정책이 RFID 시스템에서 실시간으로 변환되고 처리되는 과정을 예제를 통해 보인다.

  • The paper establishes a policy classification system in order to classify and evaluate the science and technological innovation policies in Korea. We rebuild an innovation system model based on the national innovation system(NIS) concept. The model consists of human capital infrastructure(HCI), institutional infrastructure(II), technological infrastructure(TI), technology market(TM), industrial organization(IO), and innovation networks(IN). We give these 6 components of the modified system 1-digit number, respectively. Then we build the sub-systems according to these components, classify the policy categories in more detail, and finally complete the 3-digit policy classification table. This policy classification table may be useful in studying the science and technological innovation policy in both theoretical and empirical aspects. For example, the table can be the tool to examine the program portfolio profile(PPP) or to implement the questionary survey on the actual policies.

마이스터고등학교 직업교육정책 수립 단계에 대한 평가 (Policy Evaluation for Policy Formation Stage of Meister High Schools)

  • The purpose of this study is to evaluate policy formation stage of Meister high schools. The study analyzed the differences in the recognition of teachers, students, parents, and vocational education specialists about policy evaluation for policy formation stage of Meister high schools. The conclusions based on the results of the study are as follows: First, in context area the recognition of students showed relatively low level. It reflects that the principle of democracy is needed to the policy formation stage of Meister high schools. The participation of stake holders in the policy formation stage is essential. Second, in input area teachers recognized that the financial resources were sufficient. Vocational education specialists recognized that human resources, such as excellent teachers and Meister teachers, needed to recruited adequately. Third, many policies and institutions need to be established for Meister high schools. The Meister high schools should be selected based on the principle of equity. In the selection process vocational education specialists should be included for the principle of professionalism.

Channel-Based Scheduling Policy for QoS Guarantees in Wireless Links

  • Proportional Fair (PF) share policy has been adopted as a downlink scheduling scheme in CDMA2000 l×EV-DO standard. Although It offers optimal performance in aggregate throughput conditioned on equal time share among users, it cannot provide a bandwidth guarantee and a strict delay bound. which is essential requirements of real-time (RT) applications. In this study, we propose a new scheduling policy that provides quality-of-service (QoS) guarantees to a variety of traffic types demanding diverse service requirements. In our policy data traffic is categorized Into three classes, depending on sensitivity of Its performance to delay or throughput. And the primary components of our policy, namely, Proportional Fair (PF), Weighted Fair Queuing (WFQ), and delay-based prioritized scheme are intelligently combined to satisfy QoS requirements of each traffic type. In our policy all the traffic categories run on the PF policy as a basis. However the level of emphasis on each of those ingredient policies is changed in an adaptive manner by taking into account the channel conditions and QoS requirements. Such flexibility of our proposed policy leads to offering QoS guarantees effectively and. at the same time, maximizing the throughput. Simulations are used to verify the performance of the proposed scheduling policy. Experimental results show that our proposal can provide guaranteed throughput and maximum delay bound more efficiently compared to other policies.

Striving Towards a Holistic Innovation Policy in European Countries - But Linearity Still Prevails!

  • The concept of a holistic innovation policy is defined in this article, with discussions of what it is, why it is relevant, and how it can be implemented to enhance product innovation. It is shown that the innovation systems approach has diffused rapidly during the latest decades and has completely replaced the linear view in the field of innovation research. The majority of European countries are striving in the direction of developing a more holistic innovation policy. However, it is concluded that the innovation policies in European countries are still dominantly linear despite the fact that holistic policy seems to be the driving vision. Innovation policy is behindhand. Why innovation policy is still linear is also preliminarily discussed. Policymakers attending conferences on innovation are practically always in favor of holistic (systemic, broad-based, comprehensive, etc) innovation policies, have abandoned the linear view by learning from innovation research. The division between "linear" and "holistic" seems to be located within the community where innovation policies are designed and implemented, a community composed of policymakers (administrators/bureaucrats) and elected politicians. Perhaps the dividing line is between these two groups in that politicians, who actually make the decisions, may still reflexively believe in the linear view. Nevertheless, there seems to be a failure in communication between researchers and politicians in the field of innovation and there is therefore a strong need to involve innovation researchers in policy design and implementation to a much higher degree. Another way to increase the degree of holism could be to separate innovation policy from research policy, since their integration tends to cement the linear character of innovation policy. The empirical results are based on a questionnaire sent to twenty-three EU Member States, out of which nineteen (83%) responded. Part of the work for this article was carried out for the European Research and Innovation Area Committee (ERAC) of the European Commission (DG RTD).
