보안정책 서버의 경보데이터 분석을 위한 데이터마이닝 엔진의 구현 (Implementation of Data Mining Engine for Analyzing Alert Data of Security Policy Server)

  • 최근 네트워크 구성이 복잡해짐에 따라 정책기반의 네트워크 관리기술에 대한 필요성이 증가하고 있으며, 특히 네트워크 보안관리를 위한 새로운 패러다임으로 정책기반의 네트워크 관리 기술이 도입되고 있다. 보안정책 서버는 새로운 정책을 입력하거나 기존의 정책을 수정, 삭제하는 기능과 보안정책 결정 요구 발생시 정책결정을 수행하여야 하는데 이를 위해서는 보안정책 실행시스템에서 보내온 경보 메시지에 대한 분석 및 관리가 필요하다. 따라서 이 논문에서는 정책기반 네트워크 보안관리 프레임워크의 구조 중에서 보안정책 서버의 효율적인 보안정책 수립 및 수행을 지원하기 위한 경보데이터 관리기를 설계하고 구현한다. 경보 데이터 관리기는 데이터 마이닝 기법을 적용하여 경보 관리기나 고수준 분석기가 효율적으로 경보데이터를 분석하고 능동적인 보안정책관리를 지원할 수 있도록 한다.

재가와 시설의 양육미혼모 정부지원 차이에 대한 연구 (Study on the Differences of the Government Social Support for Unmarried Mother Child-rearing between at the Home and in the Facilities)

  • 이 연구의 목적은 재가 양육미혼모와 시설 양육미혼모의 사회적 지지 중 정부지원의 차이를 조사하고 정책대안을 마련하고자 함에 있다. 최근에는 양육미혼모들이 증가하고 있으나 정부의 지원은 충분하지 못하며, 가장 기초적인 생계유지에도 도달하지 못하고 있다. 양육미혼모에 대한 정부지원의 차이를 조사한 결과재가 양육미혼모가 시설 양육미혼모보다 연령과 학력이 높았으며, 직업을 더 많이 가지고 있는 것으로 나타났다. 아동의 월령 또한 재가 양육미혼모의 아동이 더 높은 것으로 나타났다. 위기지원과 친자검사를 제외한 정부지원은 시설 양육미혼모가 더 높게 나타났으며, 재가 양육미혼모가 더 어려움을 겪고 있는 것으로 나타났다. 이와 같은 연구결과를 바탕으로 양육미혼모들의 안정된 정착을 위한 현실성 있는 정부정책을 제언하였다.

노근리 디지털 아카이브 수집정책 연구 (Collection Development Policy for the No Gun Ri Digital Archive)

  • 수집정책은 기록관리기관에서 장서를 구축하는 데 있어 법적 당위성과 내용적 일관성을 위해 반드시 필요한 문서다. 특히, 구조적, 재정적 지속성이 부족한 디지털 아카이브에서는 장서 구축의 가이드라인이 절실하다. 하지만, 디지털이라는 태생적 특성과 대다수 프로젝트 형식으로 이루어지는 디지털 아카이브의 특이성으로 인해 수집정책의 요소와 내용은 실물 기록물을 수집하는 기관의 수집정책과는 달라지게 된다. 본 연구는 노근리 디지털 아카이브를 위한 수집정책을 마련하기 위해 시작되었다. 선행연구와 이론적 배경의 분석을 바탕으로 기존의 디지털 아카이브 수집정책 사례를 조사하고, 노근리사건과 노근리 디지털 아카이브의 성격과 특성을 분석하였다. 이렇게 탐구된 내용을 기반으로 노근리 디지털 아카이브의 수집정책을 구축하였다.

열처리 온도가 전기방사방법을 이용하여 제조한 PEMFC용 TiO2 담체의 물리적 특성에 미치는 영향 (Effects of Calcination Temperature on Characteristics of Electrospun TiO2 Catalyst Supports for PEMFCs)

  • Polymer Electrolyte Membrane Fuel Cell (PEMFC) is a power generation system to convert chemical energy of fuels and oxidants to electricity directly by electrochemical reactions. As a catalyst support for PEMFCs, carbon black has been generally used due to its large surface area and high electrical conductivity. However, under certain circumstances (start up/shut down, fuel starvation, ice formation etc.), carbon supports are subjected to serve corrosion in the presence of water. Therefore, it would be desirable to switch carbon supports to corrosion-resistive support materials such as metal oxide. $TiO_2$ has been attractive as a support with its stability in fuel cell operation atmosphere, low cost, commercial availability, and the ease to control size and structure. However, low electrical conductivity of $TiO_2$ still inhibits its application to catalyst support for PEMFCs. In this paper, to explore feasibility of $TiO_2$ as a catalyst support for PEMFCs, $TiO_2$ nanofibers were synthesized by electrospinning and calcinated at 600, 700, 800 and $900^{\circ}C$. Effects of calcination temperature on crystal structure and electrical conductivity of electrospun $TiO_2$ nanofibers were examined. Electrical conductivity of $TiO_2$ nanofibers increased significantly with increasing calcination temperature from $600^{\circ}C$ to $700^{\circ}C$ and then increased gradually with increasing the calcination temperature from $700^{\circ}C$ to $900^{\circ}C$. It was revealed that the remarkable increase in electrical conductivity could be attributed to phase transition of $TiO_2$ nanofibers from anatase to rutile at the temperature range from $600^{\circ}C$ to $700^{\circ}C$.

여성농업인의 역할 유형별 정책적 지원방안 (A Study on the Support Policy for Woman Farmers by Role Types in Korea)

  • The objectives of this study were: a) to classify the rural women's roles according to degree of participation in farming and decision making, b) to find out the needs for support policy considering the role types, and c) to put forward the programs for supporting rural women according to their role types. This study was based on a literature review, empirical analysis, and opinions from a panel of experts and professionals including rural women in Korea. Based on the findings from this study, the following suggestions should be considered for supporting the rural women according to the types of their roles: 1) Government should enhance the support system for rural women in terms of policy and social system. Careful considerations on the status of woman farmers according to their role types should be reflected in the policy and social system. 2) Family cultural reform, farming helper system, reducing the housework burden, supporting educational expenses, and providing more opportunities for closer contact to the community actions and educational programs should be included in the support system. 3) Rural women's participation in various community action and educational programs should be encouraged by providing diverse incentives, appropriate information and educational supports designed to support woman farmers.

R&D Tax Concession Program in the Australian Government

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

The Relationship Between Family Ownership, CEO Demographic Characteristics and Dividend Policy: Evidence from Indonesia

  • The objective of this study is to examine the effect of family ownership and family CEO on the dividend policy of family firms by using the demographic characteristics of the CEO as a moderator. Dividend policy is a decision taken by the firm in determining whether the profits earned by the firm will be distributed to shareholders in the form of dividends or will be reinvested in the company as retained earnings for future internal resources. Using samples from non-financial family firms listed on the Indonesian Stock Exchange in 2013-2017, 93 firms were selected based on adequate data. We also used logit regressions to provide robustness. The results show that family ownership and family CEO have a positive effect on the dividend payout ratio. This finding supports the family income hypothesis. Among CEO demographic characters, CEO age significantly strengthens the positive effect of family CEO on dividend payout ratio. While CEO tenure does not significantly strengthen the positive effect of family CEOs on dividend payout ratios. Meanwhile, leverage, ROA, and firm size significantly affect the dividend payout ratio, but firm age does not significantly affect the dividend payout ratio.

테크노파크 역할에 대한 탐색적 연구: 충남 TP성과분석을 중심으로 (Exploratory Analysis Of Performance On ChungNam TechnoPark)

  • A technopark is an industrial and technological complex where personal, material and technological resources, scattered to businesses, academic institutions, research facilities and governments are gathered into a single place. Technopark's role is facets. The aim of this study is to offer new policy services for firms by utilizing the exploratory methodology for Chungnam Technopark's performance for three year (2011 ~2013). Through the findings, this study suggests that policy support for firm's growth in Chung Nam Region have been effective and fruitful in terms of total sale and increase of employees. But, technological performance measured by patents has not enough to catch the innovation. Chungnam Technopark should be more focused on technological policy supports including R&D as well as commercialization. Ultimately in order to have sustainabilities for own firm's growth, firms should keep going on ceaseless create the new technological performance. In that sense, for regional specific industry Technopark's role has been critical for not only firm's current growth but firm's innovation competency.

대학교 음주관련 정책 환경이 대학생 음주문제에 미친 영향 (Effects of Policy and Environmental Characteristics of University on Drinking Problems among University Students)

  • Objectives: This study is to examine that drinking problems among university students were accounted for not only by student's individual characteristics but alcohol policy and environmental characteristics of the university in which students were enrolled. Method: Secondary data analysis was employed in which variables under study were derived from a raw data of a nationwide representative sample in 2009. Raw data under analysis included 3,665 students from 63 universities across Korea. Organizational and environmental characteristics of the university were collected from university administrators while individual characteristics and drinking behavior from the students in using self-administrated questionnaire. Multilevel regression analyses were employed to describe alcohol policy effects on students's drinking problems measured by AUDIT by using HLM7.0. Results: ICCs indicate that variation in drinking problem depends on alcohol policy of university. Multilevel regression models identified statistically significant factors in explaining variance of drinking problems. Group means on drinking problem are affected by indicators representing alcohol policy with level of drinking problem of student being decreased in accordance to level of availability of alcohol on campus. Conclusions: It is concluded that drinking problems among university students were associated with both individual characteristics and alcohol policy of the university they enrolled. This study supports policy belief that interventions at environmental as well as individual level are required to prevent drinking problem among university students.
