Analyzing the Effects of Policy PR on the Policy Support, Government Trust (정책PR이 정책지지, 정부신뢰에 미치는 영향 연구)

  • Government has been doing policy PR to acquire policy support and government trust of people. Because it is believed that policy support and government trust of people can be a driving force of government activity. In this perspective, this study analyzed the effects of government's policy PR on the policy support and government trust of people focusing on the corporation partnership policy. According to the results, first people who have more positive attitude to the policy PR activity and its result, they have more positive attitude to the policy and its support. Second, people who have positive attitude to the corporation partnership policy, they have more positive attitude to the policy support. Third, people who have more positive attitude to policy support, they have more government trust(professionalism, ethicality, reliability). These results show that policy PR is effective method for inducing policy support and government trust of people. And for improving government trust. it is needed not only policy PR but also fair and transparent execution of policy.

A Study on Prioritization of Biopharmaceutical Industry Promotion Policy: Focusing on IPA analysis of Gyeonggi-do policy tasks (바이오의약품산업 육성 정책 우선순위 도출에 관한 연구 : 경기도 정책과제의 IPA 분석을 중심으로)

  • The purpose of this study was to derive policy priorities for fostering the biopharmaceutical industry. In this study, the urgency and importance of the policy to foster the biopharmaceutical industry in Gyeonggi-do was investigated, and the priorities of the policy in the biopharmaceutical industry were analyzed through IPA analysis. As a result of the study, the top priority support tasks for the biopharmaceutical industry promotion policy were 'R&D support', 'Expert training', and 'commercialization support'. As a result of deriving policy priorities for each biopharmaceutical sector, 'R&D support' and 'Expert training' were found to be high in common, and differences in policy priorities for each industry such as cell therapy products and advanced bio-convergence products were confirmed. Also, as for the policy demand, R&D funding support, clinical trial support, and commercialization funding support were found to be high. Based on these results, the government's policy to foster the biopharmaceutical industry was supported with a focus on 'R&D support' and 'Expert training', and policy implications were drawn that customized support is needed in consideration of the characteristics of each industry field.

Development of Child-Care Support Policy Strategies in Response to Declining Young Children's Population (영유아 인구 감소에 대응하기 위한 보육현장 지원정책 제안)

  • Objective: The purpose of this study is to develop a child-care support policy strategy in response to the decrease in the population of children aged 0-5 years. This will be achieved by collecting opinions from a panel of experts on child-care support policies through a Delphi survey. Methods: To achieve the purpose of this study, a panel of 20 experts in child-care policy was selected, and a Delphi survey was conducted over three sessions. Data collected through the Delphi survey underwent analysis, including frequency analysis, descriptive statistics, content validity ratio, coefficient of variation, agreement, and convergence. Data processing was carried out using Excel 2016 and SPSS 26.0. Results: As a result of the study, a child-care support policy strategy addressing the decrease in the population of children aged 0-5 years was developed, comprising three policy areas, nine policy tasks, and 38 detailed policy tasks. Conclusion/Implications: Based on these results, it is anticipated that the study will not only enable the preparation of a strategy for child-care support policy to address the decrease in the population of children aged 0-5 years but also offer significant implications for shaping the direction of child-care support policy in alignment with the common good.

A Study on History of Child Care Support Policy and Community Based Child Care Support Policy in Japan (일본 보육지원 정책의 변화과정 및 지역사회 맞춤형 보육지원 정책에 관한 연구)

  • The purpose of this study was to inquire into the formation and alteration of child care support policy and the actual of community based child care support policy in Japan in order to draw implications for child care policy in Korea. For the purpose of this study, the research contents are as follows. First, inquire into the formation and alteration of child care support policy. Second, inquire into the actual community based child care support policy. The major literatures reviewed were 'Child Rearing Visions' and 'Child Rearing New System'(The Cabinet Office, 2010) in Japan. For child care policy in Korea, two implications were drawn from community based child care support policy in Japan. First, it is necessary to establish macroscopic, comprehensive child care policy. And, the policy has to consider local finance and conditions of the community. Second, the child care budget based on liaison government and community should be expanded. Also, it has to provide child care support service through a community network.

  • Korean sixth industrialization policy is similar to that of Japanese such as goal of policy, setup and promotion method of specific policy projects as it benchmarked a Japanese case. First of all, the certification systems of both countries, the most representative policy, are very alike that the governments officially certificate management bodies, prepare the ground for continuous sixth industrialization, devide intermediate support organization into the central unit and regional unit, and have the function of support and control of sixth industrialization management bodies. Furthermore, both countries create fund for sixth industrialization as an investment support policy, and push forward with the phased support policy businesses such as individual support and connected support for management bodies. However, there are some differences between certification systems of both countries such as process-oriented or result-oriented for certification, subtle differences of the role in support organization, and the range and rate of support.

  • Family policy and parents support policy are similar in that they are both object-oriented, not function-oriented. An object-oriented policy, different from a function-oriented policy, is demander-oriented in that it combines the existing policies from the object-perspective. Parents support policy and family policy are very similar in that they are both object-oriented policies and emphasize the perspective of the demanders: the parents and family. As is the case for all policies, if the ministries concerned with the policies are different, the projects are promoted from different delivery systems, so it is difficult to link them together. However, it is essential to relate the two policies because a partnership between families and schools, the subjects of the policy, is the basis of healthy family and a healthy society. Therefore, this research analyzes the current family policy and parents support policy, and examines the necessity and possibility of relating the two policies. This analysis is meaningful in that it seeks consilience between the policy areas, and seeks a new demander-oriented paradigm construction system.

  • The purpose of this study is to investigate the effect of beauty services owners 'support policy on entrepreneurship performance in the beauty service industry through the effects of entrepreneurs' personal characteristics, managerial factors, capital factors and store factors on entrepreneurial performance. As a factor affecting the start - up performance of beauty service companies, it was analyzed that human resource management which is a sub - variable of managerial management factors, capital factors at start - up and store factors influenced entrepreneurship performance. The study on the effect of funding policy, education support policy, and consulting support policy on the start-up achievement of beauty service companies is as follows. The government funding policy, educational support policy, and consulting support policy have no effect on human resources management, start - up capital, and store factors which have significant effect on start - up performance. This is because institutional support for funding is not an institutional support for proving the policy effect but an effective support plan for creating entrepreneurial achievement is needed. Educational support policy and consulting support policy are reflected in the politics reflecting the characteristics of beauty service companies and realistic Education support and consulting support are necessary. In particular, it needs to be expanded to reflect the actual management activities and performance creation processes of other beauty service companies, which are different from the policy support of existing small business owners.

The Evaluation on the Execution Results of Middle School Educational Officials' Promotion Policy in Busan Metropolitan City (부산광역시 중등학교 교육공무원 승진정책의 집행결과 평가)

  • This study has been made to see how much the execution results of the promotion policy for middle school teaching staffs succeeded for education development. The objects of the study are 70 physical education teachers in middle school in Busan, 2005, and the method is through questionnaires. The aim of the study is to grasp the propriety, the suitability, the effectiveness, the efficiency and the correspondence on the execution results of the promotion policy of middle schools' educational officials, and to refer to them at the policy. The conclusions are as follows:1. As to the propriety of promotion policy, it shows to have 65.8% support, so the aim selection proves not to be much unreasonable. 2. As to the suitability, it shows to have 52.5% support, so the selection of the policy ways for practicing the policy aim proves to be a little unsuitable. 3. As to the effectiveness, it shows to have 70.7% support, and the rate of support is the highest of the change factors of evaluation, so it proves to be very successful in the achievement of policy aim. 4. As to the efficiency, it shows to have 63.8% support, so the policy drive activity proves to be inefficient. 5. As to the correspondence, it shows to have 46.2% support, and it is the lowest mark of the change factors of evaluation. Therefore it proves that the favor-receiver, the physical education teachers have very low degree of good feeling.

A Study on the Improvement of Youth Housing Support Policy

  • Purpose: The problem of housing poverty among young people is a very important problem for the nation. Therefore, the main purpose of this paper is to identify the problems of the government's housing support policy for young people. And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

A Study on Female Workers' Recognition and Utilization about Work-Family Balance Support Policy (여성 근로자의 일·가정양립지원제도 인식과 활용에 관한 연구)

  • This study analyzed the relationship between recognition and utilization of work-family balance support policy. 'Childcare leave' was the most Implemental and utilized policy, and 'working hours reductuion', 'flexible commute time' in order. Awareness(p<.001) and satisfaction(p<.05) of using work-family balance support policy positively affected the effectiveness recognition. For intention to use work-family balance support policy, awareness and satisfaction of work-family balance support policy was not significant but family support marginally affected. This study provided implications for expanding policy consideration on female workers' family and understanding the effectiveness of work-family balance support policy.
