The objectives of this study were: a) to analyze the upbringing policy for woman farmers in Korea, b) to find out the needs for the policy related to women's roles in decision making of farming activities, and c) to promote the programs in agricultural system for supporting rural women according to their role types and needs. This study was based on a literature review and discussions with the panel of experts witness and professionals including rural women. The major findings and conclusions from this study were as follows: 1 ) First of all, the policy for upbringing woman farmers had been improved. however, policy measures were still inadequate and were plenty of room for development. 2) Government policies were not focussed directly to meet the actual needs of rural women according to their various roles. 3) More government efforts should be enhanced to modify the policy and social system for rural women, and should be organized into the practical programs after careful considerations on the status of woman farmers according to their role types. 4) The five-year upbringing plan for woman farmers should be expanded to include strengthening economic power, widening woman farmers' influence. development of intellectual capacity and strengthening of self-enlightenment better health care and welfare services. and providing equal opportunities for women farmers.

Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.
Reasonable usage methods of energy resources, which are limited for human beings to use, consists of new & renewable energy (NRE) and demand side management (DSM). All technologies and policies for energy resources are classified into two fields, methods for using new energy resources and methods for using conventional fuel energy resources. Various development activities for these fileds have been implemented and various subsidy programs have been operated to penetrate into markets rapidly. These subsidy programs have various types of subsidy by energy resources and programs and the budget are funded by government, which is called Electric Power Industry Basis Fund and is managed considering technology level, economic analysis, global environment, etc. These subsidy programs are managed by Korea Energy Management Corporation (KEMCO) for NRE and by Korea Electric Power Corporation (KEPCO) for DSM, the management are different among two corporations because the purposes and features of establishment are different though these are all public organization. KEMCO is managing the NRE subsidy programs according to the government will, while the management of KEPCO subjects to power system operations though the government will for DSM is considered. NRE which is on the initial phase of diffusion would not affect on power system seriously but the affects could be grown when the diffusion and importance are expanded. Hence some integrated affection analyses considering NRE and DSM are required and this paper shows the concept of integrated operation strategies with ground source heat pump systems which are related with two fields simultaneously.
The purpose of this study is to describe the characteristics associated with the hypertension educated population, and to develop and analyze a simple predictive model of the hypertension management education status. Based on the Korea National Health and Nutrition Examination Survey in 2008, a cross-sectional design was used in this study. An effective 1.165 adults(${\geq}30$) sample was divided into a participation group (n=66) and a non-participation group(n=1,099), and to compare demographic, socio-economic and health characteristics between two groups. Moreover, predictors associated with participation in hypertension education programs were identified by the logistic regression analysis. The participation rate in hypertension education in Korea is only 5.7% which is vastly low given the various programs were provided, and there are statistically significant differences between a participation group and a non-participation group in age(p=0.050), marital status(p=0.002), education level(p=0.000), and residence area(p=0.037). Furthermore, age for 40-49 years(OR : 0.207), education level of high school(OR : 2.579) and college(OR : 6.417), duration of hypertension(OR : 1.044), CVA(OR : 2.463), and blood pressure(OR : 1.041) are statistically significant predictors associated with the participation in hypertension education programs. To increase the participation of hypertension education program, variables such as age, education level, duration of hypertension, CVA, and blood pressure are more concerned. And, high-risk patients and family members need targeted outreach programs.
This study was conducted to get a resonable set of budget allocation to public health programs. Matrix Delphi technique was used to obtain the logic of study results and eventually to form a human model which could predict opinion of professionals on budget allocation. Thirty-two professionals in academic and governmental area responded to Delphi survey. Questionnaire was developed using matrix formation, and the matrix was formed by 6 decision criteria on budget allocation and 26 public health programs. The decision criteria are as following: size of problem(morbidity), severity of problem, social equity, importance of prevention, technical feasibility and efficiency of programs. Severity of problem dropped out of the model because it had significant correlation with the size of problem. A total score of each program was obtained by weighting the relative importance of each criteria which also were given by survey respondents. These total scores indicate that the most important public health program is vaccination for infants and children in terms of budget allocation. Monitoring communicable diseases, mental health program, and anti-smoking program are the next. In addition, respondents were asked of the desirable budget size of each program. The result was rearranged by multiple regression model using the scores of each decision criteria. In this process, the current budget size of central government was provided to the respondents, and included in the model. h set of desirable budgets modified using tile model was obtained. Considering the current size of budget, tile results of the model is very different from that of the total score. Managing dementia is ranked the first. Health promotion program for the elderly, rehabilitation of the disabled and monitoring communicable diseases are the next. The need to increase the budget of vaccination for the infants and children was not found as so high. The matrix structure in Delphi survey gave us the precise basis to make optimal decision, and made it possible to develop an opinion predicting model. However the plentifulness and diversity of professional opinions were not fully obtained due to the limited number of decision criteria.
Purpose - It is necessary to identify the level of marketing activities of the businesses that are recognized and carried out by the small and midsize businesses that have been supported by the government's small-business policy Research design, data, and methodology - The method of data analysis of this study was conducted by the researcher's acquaintances and center staffs who visited small business owners in a small - scale company operating a business. Results - It is found that the financial support part of the support programs for the small business owners is not related to the center affection among the support programs for the small business owners of the government. This is a fact-finding process that can be regarded as a forming process that has a significant effect on. As a result of the analysis, both marketing activity and center attachment were found to be possible parameters which have significant influence on business performance. Conclusions - Developing a variety of contact and customer management programs with small business owners in the field has enabled the government's policies to effectively penetrate the site, and these efforts eventually resulted in more business results for small business owners.
This study seeks to analyze trends in Korean government support for marine biotechnology R&D investment. The quantitative analysis proposed in this paper provides useful data to inform government policy making decisions in relation to R&D investment in the marine biotechnology. Data used in this study is from NTIS (National Science & Technology Information Service) DB. Empirical results indicate that national R&D investment in the area of marine biotechnology has recently been increased in terms of the number of R&D programs and the amount of R&D investment. The results also show that the R&D programs in the area of marine biotechnology involve various Ministries of the government of Korea, although the Ministry of Oceans and Fisheries (MOF) performed a key role in the R&D investment in the marine biotechnology. Finally, the results of social network analysis in this study reveals that most of the R&D programs in the area of marine biotechnology seeks the development of new materials using unique features of marine bioresources.
The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.
Background: To help future generations make accurate value judgments about nuclear power generation and radiation, this study will provide an effective education plan suitable for South Korea by applying and analyzing programs for the understanding of nuclear power within the diversely operated programs in the current Korean education system. Materials and Methods: This study analyzed the difference in educational effects by operating a 13-session regular curriculum for one semester and a one-session short-term curriculum from March to July 2016. Results and Discussion: As a result of operating a 13-session model school and a one-time educational program to analyze behavior changes against the traditional learning model, it was found that all elementary, middle and high school students showed higher acceptability of nuclear power in South Korea. The variation was greater for the model school than the short-term program. Conclusion: To prevent future generations from making biased policy decisions stemming from fear regarding nuclear power, it is necessary to bolster their value judgments in policy decisions by acquiring sufficient information about nuclear power generation and radiation through educational programs.
Purpose: We examined the relationship between the health-related issues of elderly women and bone density and identified specific factors that affect the prevalence of osteoporosis to provide basic data for developing a health care program on osteoporosis prevention. Methods: This study is a secondary data analysis of 118,903 66-yr-old women who received a health examination conducted by the National Health Insurance Corporation in 2008. Multiple logistic regression analysis was used to identify factors affecting the prevalence of osteoporosis. Results: The prevalence of osteoporosis was 46.8%, whereas the prevalence of osteopenia was 38.4% among elderly women in this study. Statistically significant differences were observed between the osteoporosis and non-osteoporosis group in terms of smoking (p<.001), exercise (p<.001), obesity (p<.001), waist circumference (p<.001), depression (p<.001), falling experience (p<.05), and the cognitive function risk (p<.05). Based on the multiple logistic regression results, the risk for osteoporosis was high in those who were under-weight, smoked, or were depressed. In contrast, moderate or high level obesity showed a negative relationship with osteoporosis. Conclusion: The prevalence of osteopenia and osteoporosis was 85.2%. Therefore, there is a need to develop health care programs pertaining to osteoporosis intervention and prevention for elderly women. Because smoking, non-exercise, and obesity are main osteoporosis risk factors, it is highly recommended that some sound practical life programs and psychological support programs be considered for this population.
