방송과 통신정책, IPTV 융합정책의 지대추구론적 분석 : 지대추구의 효율성 분석을 중심으로 (A Study on the Convergence Policy of Broadcasting and Telecommunication in IPTV Convergence Service with Reference to Rent Seeking Theory)

  • This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

  • It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.

Analysis of Consumers' Choices and Time-Consumption Behaviors for Various Broadcasting and Telecommunication Convergence Services

  • In this study, we analyzed consumers' choices of various broadcasting and telecommunication convergence services and time consumption for chosen services by using survey data. A multivariate probit model was used to model consumers' choices of various broadcasting and telecommunication convergence services, and an ordered probit model was used to model consumers' time consumption for chosen services. Factors affecting consumers' choices and time-consumption behavior were identified, and simulation results of market competition and substitution were obtained. Based on these results, it was found that for the time being, consumers are highly locked into existing broadcasting services and are likely to become more price-sensitive to the new broadcasting and telecommunication convergence services. Also, the ways in which individual characteristics affect choices and time consumption were found to be very diverse service by service.

  • The convergence in telecommunication and broadcasting is one of the most popular topics in these days. For example, the characteristic of IPTV -internet protocol television-is controversial in the extreme. In Korea the IPTV operators are mainly the telecommunication service operators. So it is natural that the IPTV services are categorized to the telecommunication services. But the Broadcasting service providers, especially the CATV providers who can serve the TPS-triple play service- like IPTV players insist that the IPTV should be regulated as a broadcasting service. This paper will analyze whether the regulation in which the IPTV is categorized to one of the broadcasting services is better than the case of telecommunication services. To examine this, the social welfare analysis is conduced and the differential oligopoly market model is used. Together with that, this paper suggests that we can improve the social welfare by the asymmetric regulation between IPTV and D-CA TV. This means that in Korea the IPTV has a weak substitution relation with the D-CA TV and the IPTV should be dealed as a new convergence service that differs from traditional broadcasting services.

  • 오늘날 SNS를 포함하여 다양한 스마트미디어들의 급속한 보급으로 새로운 스마트융합시대가 도래하고 있다. 그러나 이러한 스마트융합사회가 아직 효율적이지는 못하다. 특히 장시간의 로딩시간, 비싼 단말기와 이용료, 개인정보의 유출, 스팸메일과 음란폭력물, 잦은 끊김, 접속 장애, 정보격차 등 무수한 이용의 어려움 들이 아직 해결되지 못하고 있다. 이러한 문제점들은 당연히 방송통신 정책의 과제가 될 것이다. 이러한 관점에서 본 논문은 보다 효율적인 스마트융합사회를 만들기 위하여 역동적인 삶의 질에 기초한 방송통신 정책들을 제안하고 있다. 이러한 정책들은 새로운 방송통신 콘텐츠의 개발과 생산 그리고 안정적인 서비스의 제공과 프라이버시의 보호 등 지금까지 제기되는 정책적 과제들을 해결하는데 크게 기여할 수 있는 내용들이다.

  • In this paper, we first summarize key components of integrated services of telecommunication and broadcasting. Definitions and typology of th e integrated services are organized th rough comprehensive analysis of recent convergence trend of telecommunications and broadcasting. Various issues on regulations, society cultures, and technical aspects of the convergence are identified. Next, we deal with the digital media broadcasting service which is one of the technical culmination of the telecommunication and broadcasting merged services. The focus of the analysis has been made on policy implications and comparative details with other similar services in the same category. Finally, we suggest the perspectives on forthcoming digital media broadcasting service developments, and implications to cope with this emerging technological breakthrough.

통신산업의 국민경제적 파급효과 (The Spill-over Effect of the Production and Investment of Telecommunication Service Industry)

  • This paper tries to measure the spill-over effect of the production and investment of telecommunication service industry (hereafter telecommunication industry), using the most recent data of 2003 input-output tables. The results are summarized as follows. First, the industries which have the biggest spill-over effect from the production of telecommunication industry is miscellaneous business service (including the sale commission of telecommunication service), other engineering services (including royalty), and business consumption. Second, the production of telecommunication industry induces more value-added, and less production, less import, and less employment than related industries such as radio and television equipment, communications and broadcasting equipment, and computer and peripheral equipment. Third, while the investment of telecommunication service amounts to 15% of its production, the effect of the investment on production, value-added, consumption, and employment reaches 70% of that of its production. The policy implication of this paper is that the telecommunication industry contributes to overall economy mainly through its investment.

  • Networks, services and industries have been converging with the advent of digital convergence by technology advancements of digitalization, broadband and interactivity in the areas of information-communication and broadcasting technologies. Especially, this convergence of technology and market has been blurring the boundary of telecommunication and broadcasting sectors, and the severe competition seems to be inevitable due to the lack of the differentiation in broadcasting media and contents. In this study, we regard the competition phenomenon in the digital convergence between telecommunication and broadcasting as the platform competition in two-sided markets which have been actively studied since 2000, and analyzed it using modified Hotelling's location model. According to the analysis of platform competition on the effects of the differentiation of platform (t) , killer component $(\mu)$ and component compatibility $(\theta)$ , it is shown that two differentiated platforms are simultaneously used in case of the decrease of substitution effects, and the profit of platform with killer contents is increased, but the profit of platforms with higher compatibility is decreased. The policy implication is that it is especially necessary to modify the policy and regulation on media contents considering the growing competition in media. On the other hand, differentiated and reasonable policy is required to make fair competition and active market environment.

지상파 방송의 디지털 전환 완료 이후 700MHz대역 주파수 재배치에 대한 이용자 인식 연구 (A Study on Users' Perception on the Reallocation of 700MHz Spectrum After Digital Transition of Terrestrial Broadcasting)

  • 본 논문에서는 모바일 단말기를 통한 방송 콘텐츠 이용행태, 방송 통신 서비스 수신환경, 그리고 지상파 방송의 보편적 서비스 및 공익적 서비스 제공 의무에 따른 이용자 인식에 따라 지상파 방송의 디지털 전환 이후 700 MHz 주파수 대역의 할당 및 주파수 경매 선호에 대해 조사하였다. 본 연구결과를 요약하면 첫째, 모바일 단말기를 통한 DMB 이용시간이 많은 사람일수록 여유 주파수가 통신에 할당되어야 한다는 응답이 많았고, 둘째, 기술적 측면에서 디지털 지상파 방송의 수신 상태나 IP를 통한 동영상 수신 상태는 여유 주파수 할당 선호에 아무런 영향을 주지 못했다. 마지막으로 지상파 방송의 보편적 서비스가 중요하다고 인식할수록 방송용 주파수 경매가 필요 없다고 응답하였으며, 방송의 공익적 서비스 제공 의무에 대한 인식의 차이는 유의미한 영향을 주지 않는 것으로 나타났다. 이러한 분석 결과를 통해 미래의 지상파방송은 수신환경 개선이 가장 기본적인 과제라는 것을 알 수 있었다.

신규 융합형 방송서비스 속성에 대한 소비자 선호 분석을 통한 미래 방송서비스 시장 예측 (Forecasting Future Broadcasting Service Market based on the Consumer Preferences for the Attributes of New Convergence Broadcasting Services)

  • Under the recent trend of telecommunications and broadcasting convergence, much more various forms of new convergence broadcasting services are being introduced than ever before. Owing to the unique advantages, new convergence broadcasting services are expected to bring drastic changes to the current broadcasting service market. In this research, we attempt to examine what kind of attributes critically affect the competition among new convergence broadcasting services, and how much competitive they will be, based on the quantitative information about consumer preferences for the important attributes of new convergence broadcasting services. Conjoint survey was used in order to obtain stated preference data of consumers. From the results, some implications are obtained as follows. First, even though new convergence broadcasting services have many unique advantages, still price is the most important for the consumers. Second, it is expected that considerable consumer valuation exists for the unique advantages of new convergence broadcasting services like mobility and dual-way interactivity, which will add the competitiveness of those services in the future. Third, since midterm advertising puts negative utility on consumers, broadcasting services with midterm advertising will not be preferred to those with neither advertising nor midterm advertising. Fourth, service coverage and the number of consumers using the same broadcasting service have a significant feedback effect on the competition between broadcasting services from the dynamic aspect. Lastly, the consumer preference can be affected by demographic variables like age and gender, and broadcasting service usage patterns such as channel switchover for escaping advertisement and frequency of using other recorded media. Main findings of our research might become useful information for both telecommunication and broadcasting companies, contents providers, advertisers, and policy and regulation makers to cope with the uncertain environment of telecommunication and broadcasting convergence.
