Project delivery systems determine the relationship, responsibility, authority and the scope of works of those involved in project, hence, optimum project delivery system should be selected to so that construction project would be executed successfully, Until now, the traditional design-bid-build mainly has been used for public projects, but the government is making efforts actively to introduce other methods such as design-build, alternative bidding by its policy. However, delivery systems should be determined through considering physical projects characteristics, owner's goals, external factors, etc, rather than government' policy. Therefore, the purpose of this research is to propose objective delivery system selection criteria and delivery system selection model, which help owners to select the suitable delivery system through quantitative and reasonable manner.
Hardware Transactional Memory (HTM) has greatly changed the parallel programming paradigm for transaction processing. Since Intel has recently proposed Transactional Synchronization Extension (TSX), a number of studies based on HTM have been conducted. However, the existing studies support conflict prediction for a single cause of the transaction processing and provide a standardized TSX environment for all workloads. To solve the problems, we propose an efficient hardware transactional memory scheme for processing transactions in multi-core in-memory environment. First, the proposed scheme determines whether to use Software Transactional Memory (STM) or the serial execution as a fallback path of HTM by using a prediction matrix to collect the information of previously executed transactions. Second, the proposed scheme performs efficient transaction processing according to the characteristic of a given workload by providing a retry policy based on machine learning algorithms. Finally, through the experimental performance evaluation using Stanford transactional applications for multi-processing (STAMP), the proposed scheme shows 10~20% better performance than the existing schemes.

The aim of this study is to analyze the characteristics of firms related to products for the elderly. The data are based on statistics, questionnaire surveys and interviews with the persons related to the industry. Firms are classified into $3\times3$ matrix with the indexes of innovation performance and network participation. The former is measured with the number of patents and the latter is evaluated by the degree centrality of firms' network in the industries. Combining the previous indexes with other properties, the 9 categories are merged into 5 types: 'High Performance-High Centrality' (HP-HC), 'Network Leader-Low Technology Manufacturer' (NL-LTM), 'Network Leader-Distributor' (NL-D), 'High Performance-Network Outsider' (HP-NO), 'Low Performance-Isolated' (LP-I). Finally, sectoral and spatial policy implications are explored with the results of analysis.
We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.
Under the on-going evolution of the COVID-19 pandemic, estimating the economic impact of the pandemic is highly uncertain and challenging. This situation makes it difficult for policymakers, governors, and economic entities to formulate appropriate responses and decision makings. To provide useful information about the effect of the COVID-19 pandemic on the Korean economy, this study examined macroeconomic impact analysis stemming from the pandemic shocks with different scenarios for the Korean economy. Based on three scenarios using the growth rate of 2020 GDP and consumer expenditure patterns, the 2021 GDP by industry sector was forecast with two new approaches. First, the recovering process of the Korean economy from the shock was analyzed by applying a Flex-IO method. Second, a new forecasting approach combined with an IO coefficient matrix was applied to forecast the future GDP changes. The findings of this study are summarized as follows: First, the total GDP growth rate under the Pessimistic Scenario demonstrates less rebound from the shock than that of the Base Scenario. Second, agriculture, culture, and tourism-related sectors that are suffering from the severe losses of COVID-19 showed lower resilience than other different industries. Third, information and communications technology (ICT) industry maintains a stable growth trend and is expected to take the leading role for the Korean economy in the post-COVID-19 and the Industry 4.0 eras. The findings deliver that it needs to analyze how government expenditure responding the shock into the forecasting model, which can be more useful and reliable to simulate the resilience from the pandemic.
The employment rate of a college has long been one of the most important elements in college survival strategies. Employment rates may not be key to colleges' survival in other countries, but they are fundamental to colleges in Korea as seen in the Korean government-led National Competency Standard (NCS), which has been underway since its introduction to colleges in Korea. Against this backdrop, if the engineering accreditation system can contribute to improving employment rate in this context, it can take root more quickly. The process conducive to improving employment rates can be classified as both direct and indirect methods. With dwindling school-age population having impacts on colleges and universities, the environment and the education directions of colleges have rapidly been shifting since the introduction of the NCS. Therefore, various survival strategies for colleges need to be developed. An indicator of employment rate of college graduates is among the most important things during this transition process. The Department of Mechanical Engineering at Koje College has consistently shown good records during the past 5 years by matching the accreditation schemes and employment strategies. The department will help put in place the engineering technology education accreditation system at the college through its various innovative and effective programs. To formulate a better employment strategy, it is needed to reflect and consolidate the engineering accreditation scheme into the existing employment policy of college. In short, this paper examines both the engineering accreditation scheme and the employment policy in ways that helps produce a coupling matrix structure. This study looks into the measures for improving employment rates by better adjusting the engineering education methods under the accreditation scheme.
We have witnessed several kinds of new discourses and practices in health and medicine since the 1970s, such as popular concerns with alternative or complementary medicine, inordinate attention to the promotion of 'healthy' living, rapid resurrection of traditional medicine and ecological management of health. Four structural and situational factors are discussed to underlie these new trends:(i) as 'crisis' in health care of the 1970s was translated into health care reform of the 1980s backed up by neo-liberal political philosophy, the state responsibility for nation's health is being transferred to the individual ;(ii) it resulted from the limits of biomedical paradigm in dealing with chronic diseases;(iii) medico-scientific knowledge of disease is transformed into the subjective discourses and technologies of health in postmodern society ; and (iv) it is deeply associated with the considerable increase in environmental risk perception of health and disease. There are some inherent countervailing forces in these new discourses and practices. First, while they derive from lifestyle-oriented behavioral change, medicalization of life and death is still consolidated in the new trends. Second, inasmuch as new tides are reliant upon science, they. are likely to be remote from techne that means not the practical application of theoretical knowing but a special form of practical knowing. Third, as new discourses and activities accomplished'in the name of health'increasingly occupy important strategies in forming the self-identity, they serve as moral apparatus which involves prescriptions about how we should live our lives and conduct our bodies, both individually and collectively. Therefore, two points are suggested to consider seriously whether these streams will succeed in improving the‘healthy’living of all the people. Instead of limiting tile perspective to medicine, healing and health care, a new matrix that interweave welfare, ecology and labor along with them is timely needed for enhancing the health for all. In addition, as the World Health Report fm strongly shows, inequality in health heavily depends upon socio-economic development of a society, and it is not the richest countries that have the best health status, but those that have the smallest income differences between rich and poor.

In the SW industry, the diversification of global markets and technology trends are changing due to the emergence of new services, and IT companies are in need of strategic change different from the previous one. In this study, SWOT analysis was performed by extracting the internal environmental factors and external environmental factors through the previous studies to improve the project performance competence of small IT companies, and the SWOT Matrix was reconstructed through the pairwise comparison. Based on this, the purpose of this research was to propose the project performance competency improvement plans for small IT companies based on importance and priority, and the following four strategies were derived from the result of SWOT-AHP analysis. SO strategy was drawn in direction to invest R & D in new SW industry to enhance technology competitiveness of SMEs in order to develop SMEs, and in order to secure competitiveness of SW industry, WO strategy is drawn the cultivation of professional technical manpower through SW policy. ST Strategy presented technical management through SW system improvement policy to improve SW environment, and WT Strategy presented awareness training on the construction and necessity of project management system construction. Using the strategies presented in this study, it is expected that the managers of small IT firms will be presented as references to measure the performance competence factors of current organizations and company organizations.
This study aims to explore the issue of drones and crime in newspaper articles. BIG KINDS, an online news archive of the Korea Press Foundation, collected 1,213 newspaper articles that met the terms of "drone" and "crime" in 11 central and 28 regional comprehensive newspapers between January 1, 1990 and May 1, 2021. Among them, we perform keyword frequency, centrality analysis, network structure construction, CONCOR analysis, and density matrix analysis on 117 key keywords. According to the analysis, the main issues were classified into eight, and the report analysis on drones and crimes in newspaper articles showed that the government's policy-making and social problems on protecting people's privacy, preventing illegal filming, securing navigation safety, social security and resolution. This study attempts to expand the field of humanities and social studies related to drones and crime, and specifically suggests the current status and counterplan against drone-related crimes as policy implications and media implications.

Background: The emergence of new infectious diseases threatens public health, increasing socioeconomic damage, and national risks. This study aimed to develop an evidence-based risk assessment tool to quickly respond to new infectious diseases. Methods: The risk elements were extracted by reviewing the risk assessment methods of the World Health Organization, United States, Europe, United Kingdom, and Germany, and the validity and priority of elements were determined through expert meetings and Delphi surveys. Then, the scale and level for each risk element were defined and a final score calculation method according to the risk evaluation result was derived. The developed risk assessment tool was verified using data at the time of domestic transmission of an emerging infectious disease. Results: In case of spread of actual infectious diseases, priority is determined based on the criticality of the elements in each area of transmissibility and severity, from which the weighted score of the risk assessment is derived. Then, the risk score for each element was calculated by multiplying the average value of the risk evaluation by its weight and the evaluation risk assessment score for the two areas was calculated. At last, the final score is plotted in a matrix where the x-axis indicates the transmissibility and the y-axis the severity and plotted on the coordinate plane for time series use. Conclusion: With respect to transmissibility and severity, this risk assessment method to respond to new and re-emerging infectious diseases enables rapid and evidence-based evaluation by quantitatively and qualitatively assessing various risk elements.
