Characteristics and Reasonable Management Approaches of Coastal Reclamation in Korean (우리나라 연안매립의 특성 및 합리적 관리방안)

  • This paper analyzes the current status, characteristics, and problems of coastal reclamation in Korea and suggests effective management approaches. Reclamation is concentrated from the West Sea to the South Sea. In the 1980s and 1990s, most projects were intended for agricultural use, whereas in recent years reclamation for industrial and harbour sites(e.g., ship-building) have been increasing. The continuous onslaught of reclamation and development projects threatens the coastal environment, especially tidal flats and fishing areas, and fishery production has been reduced in some areas. The largest tidal flats have been used for dumping sites of dredged coastal sediments, urban development projects, and industrial complex composition. Thus, it is necessary to assess current policy using top-down approaches after establishing appropriate directions and standards for coastal management. Both short-term development profits and long-term conservation should be considered when attempting to balance development and conservation. In addition, improvements of marine environmental impact assessment and in the legal system are necessary.

A Study on Importance of Assessment Factors and Indicators of Natural Ecosystem for Environmentally Friendly Land Conservation (환경친화적 국토보전을 위한 자연생태계 평가요인 및 평가지표의 중요도에 관한 연구)

  • This study was carried out to offer the basic methodology of the system and model to objectively assess the natural ecosystem for environmentally friendly land conservation and present the alternative plan on establishing the environmental policy. The results of this study were as follows. We selected four assessment factors associated with biotic, abiotic, qualitative, and functional factors. Also, there were extracted fifty-six indicators including density, total nitrogen, hemeroby degree, and goods production. The assessment factor showed that biotic one was very important. The importance of indicators were analyzed that rare and endangered plant was important in biotic factor, in case of abiotic, qualitative, and functional factors, organic matter, landscape diversity, and conservation of ecosystem were greatly important. The results of factor analysis on the characteristics of indicators, classified biotic factor into six factors including a structural one, abiotic factor as a soil and physical one, qualitative factor as five ones including hierarchical one, and functional factor as public and conservational one. In the results of analysis on assessment model, R-square of biotic factor was 51.7%, those of abiotic, qualitative, and functional one were each 58.4%, 44.2%, and 39.3%, and statistical problem was no existence. In future, to develop the assessement model and methodology of sustainable natural ecosystem, we will have to achieve the integrated model and grouping by assessment factor.

Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

Impact of Nurse Staffing Level and Oral Care on Hospital Acquired Pneumonia in Long-term Care Hospitals (요양병원의 간호인력 확보수준과 구강간호 실시여부가 노인 환자의 폐렴발생에 미치는 영향)

  • Purpose: This study was conducted to explore the impact of nurse staffing level and oral care on pneumonia in elderly inpatients in long-term care hospitals (LTCHs). Methods: Data were obtained from the Health Insurance Review and Assessment Services (HIRA) including the profiles of LTCHs, monthly patient assessment reports and medical report survey data of pneumonia patients by HIRA in the fourth quarter of 2010. The sample consisted of 37 LTCHs and 6,593 patients. Results: Patient per nurse staff (OR=1.43, CI=1.22~1.68) and no oral care (OR=1.29, CI=1.01~1.64) were significantly related with hospital acquired pneumonia. The difference in percent of oral care by hospital was not significant between high and low group in nurse staffing level. Conclusion: In order to reduce the occurrence of pneumonia in eldery patients, effective nursing interventions are not only required but also nurse staffing levels that enable nurses to provide the intervention.

The Classification and Management Plan of City for Sustainable Development (도시의 지속가능한 발전을 위한 유형분류 및 관리방안)

  • The purpose of this study is to classify the cities on sustainability assessment score studied in advance using cluster analysis, to present efficient management and policy direction based on analysis of sustainability index in 45 cities of all over Gyeongsangnam and Gyeongsangbuk-do. According to the results of cluster analysis, 45 cities were classed into 4 clusters by "livable-welfare city", "environmental -ecological city", "scientific-technological city", and "industrial-economic city". The livable-welfare cities must keep superior environmental sustainability, promote small and medium sized business on regional characteristic. The environmental-ecological cities have to change agriculture into future environmental industry such as ecotourism, bio-industry and landscape agriculture. The scientific-technological cities are going to need support of government scale such as income enlargement of citizen and stable job security. Finally, the industrial-economic cities must increase environmental management plants and improve quality of life through securing green spaces, maintaining public peace and applying UIS because of low quality of environment and life.

Evaluating future deforestation to assess REDD implementation suitability study on Kon Tum province in Vietnam (베트남 Kon Tum 지역에서의 산림훼손지역 예측을 통한 REDD 적지 분석)

  • UNFCCC(United Nations Framework Convention on Climate Change) agreed with Reducing emissions from deforestation and forest degradation(REDD). It is necessary to develop the method of REDD suitability assessment in national scale. Existing researches suggested projection methods of deforestation area by many deforestation factors, but the causes of deforestation were different by regions. Therefore, in this study, REDD suitability in Kon Tum province in Vietnam was analyzed by several significant deforestation factors. REDD suitability value was computed using the Fuzzy set. As a result, all deforestation factors related to deforestation area and the REDD suitability value was the highest in Sa Thay district, Dak Glei district, Kon Plong district and Dak Ha district. These provinces have high biodiversity, on the other hand deforestation problem has been occurred.

Data Analytics for Social Risk Forecasting and Assessment of New Technology (데이터 분석 기반 미래 신기술의 사회적 위험 예측과 위험성 평가)

  • A new technology has provided the nation, industry, society, and people with innovative and useful functions. National economy and society has been improved through this technology innovation. Despite the benefit of technology innovation, however, since technology society was sufficiently mature, the unintended side effect and negative impact of new technology on society and human beings has been highlighted. Thus, it is important to investigate a risk of new technology for the future society. Recently, the risks of the new technology are being suggested through a large amount of social data such as news articles and report contents. These data can be used as effective sources for quantitatively and systematically forecasting social risks of new technology. In this respect, this paper aims to propose a data-driven process for forecasting and assessing social risks of future new technology using the text mining, 4M(Man, Machine, Media, and Management) framework, and analytic hierarchy process (AHP). First, social risk factors are forecasted based on social risk keywords extracted by the text mining of documents containing social risk information of new technology. Second, the social risk keywords are classified into the 4M causes to identify the degree of risk causes. Finally, the AHP is applied to assess impact of social risk factors and 4M causes based on social risk keywords. The proposed approach is helpful for technology engineers, safety managers, and policy makers to consider social risks of new technology and their impact.

  • Urban air mobility (UAM) is emerging as an innovative transportation solution for cities. However, the potential noise impact on urban life must be carefully examined. Continuous exposure to UAM noise, with its unique frequency characteristics and temporal variability, may adversely affect citizens' health by causing sleep disorders, cardiovascular disease, and cognitive impairmenet, particularly in children. NASA has formed a UAM Noise Working Group to study this issue comprehensively. In Korea, the Seoul Metropolitan Government's UAM demonstration project is expected to accelerate related research and development. Scientific analysis, including noise measurement, prediction modeling, and health impact assessment, must be prioritized. Measures to minimize noise should be established based on this evidence, such as optimizing flight modes, developing noise reduction technologies, and establishing new noise management standards. Transparency and social consensus are crucial throughout this process. Expert review and open communication with civil society are necessary to address related concerns. Sharing demonstration project results and providing opportunities to experience UAM noise through digital twin simulations can help address public concerns and build social consensus. Proactively and scientifically tackling noise issues is essential for the sustainable development and successful integration of UAM into daily life.

The Impact of Diagnostic Imaging Fee Changes to Medical Provider Behavior: Focused on the Number of Exams of Computed Tomograph (영상진단 수가 변화가 의료공급자 진료행태에 미치는 영향: 전산화단층영상진단 검사건수를 중심으로)

  • Background: Diagnostic imaging fee had been reduced in May 2011, but it was recovered after 6 months because of strong opposition of medical providers. This study aimed to analyze the behavior of medical providers according to fee changes. Methods: The National Health Insurance claims data between November 2010 and December 2012 were used. The number of exams per computed tomography was analyzed to verify that the fee changes increased or decreased the number of exams. Multivariate regression model were applied. Results: The monthly number of exams increased by 92.5% after fee reduction, so the diagnostic imaging spending were remained before it. But medical provider decreased the number of exams after fee return. After adjusting characteristic of hospitals, fee reduction increased the monthly number of exams by 48.0% in a regression model. Regardless type of hospitals and severity of disease, the monthly number of exams increased during period of fee reduction. The number of exams in large-scaled hospitals (tertiary and general hospital) were increased more than those of small-scaled hospitals. Conclusion: Fee-reduction increased unnecessary diagnostic exams under the fee-for-service system. It is needed to define appropriate exam and change reimbursement system on the basis of guideline.

Ecological Resource Assessment for Spatial Decision Support on Private land Policy inside National Parks, Korea (국립공원 사유지 정책의 공간의사결정지원을 위한 생태자원성 평가)

  • Private land within national parks has raised acute questions for impact assessment practitioners as to whether it is ecologically resourceful enough to be conserved or whether it should be removed from national parks and compensated accordingly. The purpose of this study is to provide a framework for spatial decision support through assessing ecological resource of private land within national parks. In order to assess the ecological resource, private land within national parks was analyzed and quantified based upon topography, flora and fauna. National parks, according to the ecological resource assessment, have been divided into three groups : the parks in need of careful attention for conservation; the parks needed to be retained as buffers, and; the parks that can be released to private land. According to the analysis, part of Mountain Joowang is the third-tier land that does not require conservation efforts. This case study intends to help policy-makers decide whether some private land within national parks can be released and, after the release, what should be done to prevent reckless development of the released land.
