The Return Migration of Koreans in Central Asia to the Russian Far East (중앙아시아 고려인의 러시아 극동 지역 귀환 이주)

  • The purpose of this study is to systematically explain and discuss the return migration of Koreans in Central Asia to the Russian Far East. The Koreans' return migration is explained by the combination of push and pull factors inherent in the host and home countries. The structural or institutional push factors in Central Asia include the linguistic policy of a country, civil war, ethnic conflicts, while the micro ones are the Koreans' high concern of their children's education and the improvement of a socio-economic status. The macro pull factors operated in the Russian Far East are the permission to use the housing facilities and land previously controlled by military authorities and the laws of recovering the koreans' basic right and honor, while the micro ones are the networks of relatives and friends living in Central Asia and the Russian Far East. The two aspects related to the Koreans' return migration are also discussed. Firstly, the return migration of Koreans in Central Asia is interpreted as a migration of ethnic affinity. Secondly, the establishment of an autonomous district of Koreans in the Russian Far East is discussed.

A Study on Building a Small-Size Public Library in the Area of the Reconstruction of Old Apartment Complex: A Case Study of J Apartment Complex in Seoul (재건축 아파트 단지 내 작은 도서관 건립 방안에 관한 연구 - 서울시 J아파트 단지를 중심으로 -)

  • The number of public libraries is not good enough in Korea. The main reasons why there are not many libraries are: the lack of people's recognition of necessity and importance of public libraries, stingy investment by the central and local governments for building public libraries, and no policy on effective building of public libraries. Now, there should be a policy on building and operating small-size public libraries that the developed country adopts. Redevelopment of local areas and reconstruction of old apartment complex are the best chance of building small-size libraries in those areas. The apartment complex in which this study took place is going to be reconstructed in the near future. A small-size library can be built with a district office and a post-office as a multi-complex building. Building a small-size library with public institutions or business buildings in the place of redevelopment of local areas and reconstruction of old apartment complex is one of the best solution of solving the lack of public libraries in Korea.

  • The goal of this study is to build the environmental and geographic information system according to the administrative territory in Gyeongbuk province in order to resolve the mismatch between the environment attribute information and geographic information system. In order to do that, this study reviews the characteristics of local geographic information system and environmental attribute information. After that, this paper tries to figure out the way of integration between geographic and environmental informations using the administrative unit code. The result of this study can provide the basic database for building the environmental policy and improve the reality of policy analysis because this method can provide the environmental attribute database with the administrative territory information. And it will contribute to improve the environmental management system and to build the other attribute databases for the local government.

Analysis on the Spatial Accessibility of Mental Health Institutions Using GIS in Gangwon-Do (GIS를 이용한 정신의료기관의 공간적 접근성 분석 - 강원도지역을 대상으로)

  • Purpose: This study purposed to analyze the spatial accessibility of mental health institutions in Ganwon-Do using Geographic Information System and to suggest policy implications. Methodology: Network analysis was applied to assess the spatial accessibility of mental health institutions in Gangwon-Do. To perform the network analysis, network data set was built using administrative district map, road network, address of mental health institutions in Gangwon-Do. After building network data set, Two network analysis methods, 1) Service area analysis, 2) Origin Destination cost matrix were applied. Service area analysis calculated accessive areas that were within specified time. And using Origin Destination cost matrix, travel time and road travel distance were calculated between centroids of Eup, Myeon, Dong and the nearest mental health institutions. Result: After the service area analysis, it is estimated that 19.63% of the total areas in Gangwon-Do takes more than 60 minutes to get to clinic institutions. For hospital institutions, 23.08% of the total areas takes more than 60 minutes to get there. And 59.96% of Gangwon-do takes more than 30 minutes to get to general hospitals. The result of Origin-Destination cost matrix showed that most Eup Myeon Dong in Gangwon-Do was connected to the institutions in Wonju-si, Chuncheon-si, Gangneung-si. And it showed that there were large regional variation in time and distance to reach the institutions. Implication: Results showed that there were regional variations of spatial accessibility to the mental health institutions in Gangwon-Do. To solve this problem, Several policy interventions could be applied such as mental health resources allocation plan, telemedicine, providing more closely coordinated services between mental health institutions and community mental health centers to enhance the accessibility.

Moving Patterns of Patients and Its Implication for Regional Unbalance in Health Resources (환자이동현황을 고려한 병상공급 방향)

  • Due to the concern of regional unbalance relating to healthcare resources, the government has set up a plan to expand public healthcare services and a policy to manage the supply of hospital beds. However, it is not clear what standards are needed to measure the degree of unbalance, and to what extent the gap needs to be narrowed. Unlike the previous methodology comparing the proportions of patients who move out from their administrative district to receive medical services, this study examines the inconvenience gap patients experience when they have to move out from their actual living area. The logit and multinomial logit models are employed. The regional unbalance decreases when the degree of movement is measured based on the living area. This result implies that essential standard for achieving regional balance relating to medical services need to be based not on the even distribution of medical resources, but the complications of regional people that require proper medical services.

Policy Measures for Improving Function and Structure of Health Centers (보건소의 기능 및 조직의 재편성 방안)

  • Since the establishment of health centers in the 1960s, the centers have been played an important role in providing basic health care for the people. Although the health centers made a great effect to prevent diseases and promote the health status of the people for the last three decades, the function of health centers should be strengthened to meet the health care need of individual, family and community. Over the last ten years, there have been great changes and developments in health related environments, such as population size and age, rapid urbanization, up-grading of the educational level, increase of income, health care demand for promotive health care measures and practical measures for chronic diseases and also practicing healthy life. According to the great changes in health related environments, the health centers should be reformed. The following policy options are recommended as a summary; First, the function of health centers should be converted from providing basic health services into promotive and preventive health care services, to meet changing needs of people. Second, the health center personnel should be reinforced for their competency to provide a qualitative services to people and also the operation of health center should be reactivated. Third, a close linkage of health centers with the private sector is an essential requirement for the operation of the health care delivery system within a health district in order to improve the health status of people. Fourth, type of manpower mix, scope of organization and health care program should be varied, based on the health care needs of people, geographical characteristics and size of population etc. Fifth, a comprehensive health care delivery system should be developed, for maintaining healthy life style of people and also the health and welfare services should be integrated in order n ensure an effective service.

Analysis of Research on Nursing Home in Korea - Focused on Theses and Journal Papers since 1990 - (노인요양시설에 관한 국내연구 분석 - 1990년 이후 학위논문과 학술지 게재논문을 대상으로 -)

  • The tendency of having fewer or no children and increasing number of single household will make the protection of the elderly with geriatric disease even harder in the future. Nursing home can provide long-term care for those who can-not be cared by the family. Korean government has been changing welfare policy for the elderly to cope with the changing needs of them regarding nursing home and geriatric disease. Researchers from various field also showed great interest in nursing home. The purpose of this study is to analyze the number and contents of theses and papers regard-ing nursing home in the 12 journals, to find out overall the research streaming of the theme, method, subject, and district of the papers in the journals. Data were collected by using keyword through library database. 246 thesis and 116 papers published from 1990 to 2006 were analyzed in 7 categories, and 66 papers in the journals were used on the content analysis for lading out research streaming. As results, research streaming according to 5 periods were identified. The most frequent subjects of theses regarding nursing home are nursing home systems and policies. Otherwise, the various subjects of papers in the journals have been deal with, especially plans of nursing home and spacial behavior of the elderly and staffs' satisfaction. In the future, the research subjects related to the nursing home should deal with total space plan as living environment for the elderly and work environment for the staffs according to privacy, spatial use and behavior, culture and lifestyle in Korea, and so on.

  • This study was to propose a basic model of specialization in home economics for vocational high school development in JellaNamdo. The results were summarized as follows. First. based on the changes in economic environment into service industry and national educational policy and local vocational educational Policy, it may be good time to socially discuss special vocational high school in home economics in JellaNamdo in the light of meeting local students' demand. Secondly, considering local students' preference and the conditions of local economy and industry. Thirdly, the system for specialization in home economics of vacational high school may be suggested. The basic model was organized plans of system reformation by stages, a substantial plans, and academic or employment course development. System reformation plans was that the high school-concentrated district should be first selected by area and department and one high school should be selected as special high school in home economics. Then specific method should proceed school name, the measure to recruit students, specific method for reorganizing department. and curriculum. Finally, the annual plan to establish new department and to recruit students should be Prepared. Substantial plans were to actually forward such methods to reorganize system and to enhance the qualify of vocational high school education. the method for making substantial should be studied further It may include: the methods to ensure special teachers, training room, and facilities. the prospect and direction of career development, employment, or initiation, special research, and the application to educational environment. Employment courses were developed SOHO establishment in small capital and special store management. And academic courses was to enter a collage or university in conjunction with major departments.

The Innovation Milieu of Red Pepper Agro-Industry District in Bonghwa County : A Cluster Perspective (지역 농산업산지의 혁신환경과 클러스터 육성전략 : 봉화군 고추농산업 사례)

  • This paper aims to explore the innovation milieu of red-pepper agro-industry in Bonghwa County, in the northern part of Gyeongbuk Province, and suggest policy recommendations for bringing up local agro-industry from a cluster perspective. It turns out that the capabilities of Bonghwa red-pepper agro-industry to innovate are remarkably weak let alone soft infrastructures such as learning networks between innovation agents and social capital. In this sense Bonghwa red-pepper agro-industry can be viewed as an agricultural area simply specialized in production sector rather than a kind of agro-industry cluster. For moving up Bonghwa red pepper industry into an innovative cluster, the paper suggests that the policy makers need to focus on cultivating local learning communities, building a region-wide incorporated brand, promoting the local agricultural technology centre as a network hub of cluster and fostering the functional links between universities and local innovation agents, covering farmers, agricultural organizations, agro-food producers and the local government.

The relationship between socio-economic factors and self-rated health among older people (노인의 사회 경제적 수준과 주관적 건강수준과의 관계)

  • The purpose of this paper is to examine the relationship between socio-economic factors and self-rated health among older people living in the community. In addition, the study tries to determine whether risk differentials by these socio-economic factors can be explained by other demographic factors, chronic diseases, and functional status. We surveyed to investigate the self-rated health of 397 study samples which had been selected by stratified randomized sampling, $2.7\%$ by each Dong (district) of S-city in Gyeonggi-do. Our study found that the socioeconomic factors such as income, occupation, and insurance were significantly associated with self-rated health. The level of social economic status was positively associated with the level of self-rated health. Two-staged multivariate analysis demonstrated that this relationship was still significant even after adjustment for demographic factors, chronic diseases, and functional status. In conclusion, there are wide socio-economic disparities in self-rated health of older people in this community. It is important that government should know not only health status but also the health-associated factors in order to prepare for the aged society and improve the health status of the elderly. Further researches should uncover causality and mechanism by which SES affects changes in functional health among the elderly.
