Institution for Regional Innovation System: The Korean case

  • There is an implicit assumption in most regional innovation policy studies that once a policy has been made the policy will be implemented. This assumption is not valid for regional innovation policies formulated in many countries. This assumption rests upon certain political and organization conditions. It is frequently said that regional innovation system in Korea is one of the successful cases because of properly established institution for the implementation of innovation policies. The components of institution for innovation are defined in this article. For the analysis of institution for regional innovation system in Korea, three aspects such as organization, policies & programs, and governance structure were taken into account. Institution for regional innovation system in Korea is analyzed with three aspects: (1) organization for policy implementation, (2) innovation policy, and (3) governance structure. Firstly, organizations for innovation in Korea are composed of three categories such as organizations for policy formulation, organizations for policy implementation and agencies for coordination. Secondly, there are two categories of policies for innovation: (1) policies for the enhancement of national competitiveness and policies for the regional innovation capacity building, and (2) policies for fostering manpower and policy for regulatory reform. Thirdly, innovation governance in Korea is composed of three layer structure: (1) top level governance which is composed of two committee, three ministries and two agencies, (2) local level governance such as one innovation related offices and one center for regulatory reform, and (3) one category of agency for coordination as a regional platform.

An Institutional Analysis of the Large Scale National R&D Policy: Continuity and Change of Institutions (대형국가연구개발사업 정책의 제도적 분석: 정책제도의 지속과 변화)

  • This study analyzed the institutional characteristics of large scale national R&D policies in Korea. The analysis examined the continuity and change of the policy institution. It dealt with G7 Project, 21C Frontier Project, and Next Generation Growth Engine Project as the major large scale national R&D policies in Korea. The theoretical approach of this study is to the continuity and change or evolution of policy institution from the perspective of new institutionalism. Based on the theoretical analysis, it emphasized the analysis of the institutions in three different levels: macro, meso, and micro level. In the analysis, the research examined the idea of policy institution or policy goal, participants in the policy institution, and policy instruments in different levels. The outcome of the analysis shows that the policy of large scale national R&D in Korea has the institutional continuity in the macro level. In the meso level, however, the policy institution changes due to the administration change and the influence of political economic environment. In the micro level, the policy institution changes based on the symbolic influence of policy goal and the interest of bureaucrats. The research finds that the micro and meso level institutional changes cause the evolution of policy institutions and the major change of policy institution.

Policy Recommendations on the Development of Agricultural Research of Public Agricultural Institution (공공기관 농업연구의 발전 방향)

  • The purpose of this study is to suggest some policy recommendations on the development of agricultural research of public agricultural institution. Critics say public agricultural institution are not working fast enough. As for efficiency itself, it seems reasonable to conclude that privatization plan is the best plan. The change that is needed to improve the efficiency of public agricultural institution is not the point in question. I will concentrate on the extraordinary nature of agriculture. We must not forget the important of extraordinary nature of agriculture. What is important is to have a genuine debate on extraordinary nature of agriculture and agricultural research. My aim is to highlight some aspects of agricultural research of public institution. Most important thing is, agricultural research is a valuable resource for nation. As I mentioned before, the change that is needed to improve the efficiency of public agricultural institution is not the point in question But there is much room for consideration for proper method. Impatient privatization without serious consideration could have a negative impact on the agricultural research.

  • The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.

Explaining the Development of Social Policy: Social Policy Preferences and Political Institution (선호와 정치제도를 중심으로 한 사회정책 발달이론의 모색)

  • This paper presents a formal model of social policy development. The model shows that the development of social policy depends both on the social policy preferences of voters and on the political institution which mediates the preferences of voters. In the direct democracy, median voter's social policy preference is critical because he is Condorcet winner in a pairwise vote. But in the representative democracy, political parties design social policy to win the support of a majority of voters. Hence, the political institution like electoral rule may affect social policy outcome. The model presented in this paper contrasts 3 alternative constitutional features and investigates how they affect social policy outcome. In result, this papers emphasizes that policy preferences of voters and political institution may be key variables to explain social policy development and divergence among welfare regimes.

  • This study aims to analyze the policy change which is caused by conflicts between interest groups when the Separation of the Prescribing from the Dispensing of Drugs (SPDD) was enforced. With the theory of New Institutionalism, the reason why the policy was to be changed can be explained by the concept of property right and transaction cost. As the government did not consider the change of property right and transaction cost between actors before introducing new institution, it was hard to adapt the SPDD. Though, under the established institution, the institutional change can cause the alteration in property right and transaction cost, government just focused on the new institution's execution. Therefore, the group which suffers the loss could not accommodate to the change of institution. For this reason, the adaptation of SPDD also caused huge conflicts between doctors and pharmacists. Then, this research shows that the reason why they conflict to the some issues in the content of PSPDD and why the issues was changed with the property right and transaction cost.

The necessity of ban on opening and operating the multiple medical institutions in medical law in Dental case (의료법에서의 의료기관 이중개설 금지조항의 필요성에 대한 치과 사례연구)

  • In accordance with Article 33(8) of the Korean Medical Law, it is stated that a medical person cannot open or operate a medical institution by borrowing the name of another medical person. However, the publicity of medical care is threatened by the recent illegal network dental clinics. The purpose of this study is to investigate the actual condition of illegal network dentistry and to analyze the cases and to find out the reason why the prohibition of double opening & operating of medical institution. As a result, the illegal network dental clinics treated less health care insurance treatment such as dental caries and periodontal treatment than general dental hospitals. In contrast, the rate of implementation of illegal network dentistry was high in endodontics treatment and extraction, which could lead to uninsured treatments such as crowns and implants. As a result of Supreme Court precedent analysis, it is concluded that illegal act is not only the opening of a medical institution by borrowing the name of other medical personnel, but also the duplicated operation which has the authority to make decision about management matters of medical institutions. The results of the patient's case survey also showed that excessive dental treatment due to such as dental staff incentive system. In conclusion, the illegal network dental clinics not only threatens the oral health of the public, but also causes leakage of health insurance premiums. In other words, the ban on opening and operating the multiple medical institution should be strictly applied as a strong protection device for protecting the patient in dental case.

  • The elderly in South Korea in 2012 to 11.8% now aging fast-paced world, which is older than most countries. That is, as long as the elderly people lack the time to respond on the issue could cause many problems. According to the principle of social solidarity, long-term care insurance was introduced for the elderly since July 2008 and facility and sanction salaries were supported for the level 1 (the most serious illness) - level 3 (serious illness) elderly. On the other hand, in the fields of architecture, it is difficult to receive the contents of the unified related articles when the design and construction of the elderly welfare facilities take propel commissioned. This paper not only presents the elderly welfare facilities operated according to the institution and policy of elderly welfare facilities in terms of architecture, but also provides the criteria summarized by building facilities in the field of construction of elderly welfare facilities planning, planning, design is intended to provide basic information. This study addresses are as follows: First, the aging population of South Korea and welfare facilities for the elderly are addressed. Second, in terms of architecture, the institution and policy of elderly welfare facilities in South Korea, are addressed. Third, the construction criteria of elderly welfare facilities is summarized to help architectural practitioners understand. Fourth, the future direction of the architectural design of welfare facilities for the elderly is presented.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

An Analysis of the Diseases Specific Medical Service Organization Selection Factors of Patients (주요 상병 별 환자의 의료기관 선택성향 분석)

  • The relaxation of the regulation in selection of medical institution allows patients to use their own judgement in choosing proper institution for their diseases. Since the change of the regulation, there should have been many changes in medical institution selection behavior. The analysis of the change in disease specific selection pattern is critical because there be an optimal selection criteria that ensure the efficient and effective utilization of medical resources. This study analysis the institution selection factors by comparing the choice among the cases of acute diseases, the cases of chronic diseases, inpatient services, outpatient services, and emergency medical service. The comparisons performed in terms of size, class and other characteristics of medical institutions. For the study the nationally surveyed database was used and the data were analyzed using logistic regression procedure. The results indicates that the primary care facilities were not properly utilized. This study speculates that the reason for the undesirable pattern of utilization is that the roles of primary care facilities in the healthcare delivery system was not clearly defined. Based on the results, the medical policy implications are discussed.
