A Study on Chinese User Resistance of Mobile Banking (모바일 뱅킹에 대한 중국 사용자 저항에 관한 연구)

  • There are many studies on the adoption intentions for mobile banking. But there are no apparent effect on the popularity of it. This is so because the users have resistance to innovation on Mobile Banking. Therefore, it is necessary to identify empirically the problem of user resistance. In this paper, we identified hindrance factors of mobile banking with previous papers. And then we conducted empirical study by survey reply from undergraduates and graduate students in China. The results of this study are as follows. Social Influence and Perceived Complexity have positive effect on Perceived Risk, and Trust has negative effect on Perceived Risk. Perceived Security and Perceived Protection of Private information have no effect on Perceived Risk. Perceived Risk has effect on User Resistance. The significance of this paper is that financial institutions and telecommunications companies of China could potentially establish new and more accurate strategies based on the resistance factors identified in this paper to gain more profits.

Factors Affecting Technology Acceptance of Smart Factory (스마트팩토리 기술수용에 영향을 미치는 요인에 관한 연구)

  • Smart Factory is the decisive factor of the Fourth Industrial Revolution and is a key field for national competitiveness. Until now, most smart factory research has focused on policy and technology. In order to spread more technology, it is necessary to study what factors influence the adoption of smart factory technology in the enterprise. Nevertheless, little research has been done. In this study, based on the UTAUT (Unified Theory of Acceptance and Use of Technology), which has been proved through many years of research, I have studied the factors that influence the acceptance of smart factory technology. As a result of research, performance expectancy, social influence, and facilitating conditions of UTAUT model had a positive(+) effect on behavior intention. Their relationship of influence was in the order of performance expectancy (β = .459)> facilitating conditions (β = .212)> social influence (β = .210). However, it was found that the effort expectancy did not affect the behavior intention, and the impact of the newly perceived risk on the behavior intention to use was not confirmed. The main reason is that the acceptance of smart factory technology is not a matter of personal interest but a matter of organizational choice. Trust, on the other hand, was found to be partially mediated between performance expectancy, facilitating conditions, social influence and behavior intention. For many years, many researchers have validated the UTAUT, which has been validated through various empirical studies. It is academically meaningful to begin the study of factors affecting the acceptance of smart factory technology in terms of the UTAUT. In practice, it is necessary to provide SME employees with more information related to the introduction of smart factories, to provide advanced services related to the establishment of smart factories, and to establish a standardized model for each industry.

North Korea's Special Economic Zones Strategy in the Kim Jong-Un era: Territorialization, Decentralization, and Chinese-Style Reform and Opening? (김정은 시대 북한의 경제특구전략: 영역화, 분권화, 그리고 중국식 개혁개방?)

  • This paper examines the implications of North Korea's Special Economic Zone (SEZ) strategy since the early 1990s in terms of the shifts in both North Korea's economic system and geopolitical order on the Korean peninsula. Specifically, it analyzes the shifts in North Korea's SEZ policy in three different aspects-North Korea's unique territorial logic, stress on decentralization, and comparison with Chinese reform and opening-up. Based upon this analysis, this paper criticizes a linear approach to understand North Korea's economic transformation from isolation to opening-up, and explores the dynamics of North Korea SEZ strategy in various dimensions. It contends that North Korea's SEZ strategy is neither an inevitable choice from economic difficulty nor an adoption of Chinese model of reform and opening up. Rather this paper focuses on the geopolitical logic and local development imperatives underlying SEZ strategy.

The Establishment of Security Strategies for Introducing Cloud Computing

  • Cloud computing has become one of the most important technologies for reducing cost and increasing productivity by efficiently using IT resources in various companies. The cloud computing system has mainly been built for private enterprise, but public institutions, such as governments and national institutes, also plans to introduce the system in Korea. Various researches have pointed to security problems as a critical factor to impede the vitalization of cloud computing services, but they only focus on the security threats and their correspondents for addressing the problems. There are no studies that analyze major security issues with regard to introducing the cloud computing system. Accordingly, it is necessary to research the security factors in the cloud computing given to public institutions when adopting cloud computing. This research focuses on the priority of security solutions for the stepwise adoption of cloud computing services in enterprise environments. The cloud computing security area is classified into managerial, physical and technical area in the research, and then derives the detailed factors in each security area. The research derives the influence of security priorities in each area on the importance of security issues according to the identification of workers in private enterprise and public institutions. Ordered probit models are used to analyze the influences and marginal effects of awareness for security importance in each area on the scale of security priority. The results show workers in public institutions regard the technical security as the highest importance, while physical and managerial security are considered as the critical security factors in private enterprise. In addition, the results show workers in public institutions and private enterprise have remarkable differences of awareness for cloud computing security. This research compared the difference in recognition for the security priority in three areas between workers in private enterprise, which use cloud computing services, and workers in public institutions that have never used the services. It contributes to the establishment of strategies, with respect to security, by providing guidelines to enterprise or institutions that want to introduce cloud computing systems.

Lessons from the Design of Innovation Systems for Rural Industrial Clusters in India

  • Practical experience with technology implementation of the upgrading of very small village industries in India suggests that innovation failures are not merely a result of the lack of proper interaction between the users and suppliers of technologies under implementation, but also a result of adoption of the primitive conception of competitiveness in their practice of technology development. The approach of promoting the small producers to become individually competitive by using labour intensive, small-scale intermediate technologies is proving to be totally inadequate for the achievement of technological efficiency in a dynamic sense. Guided by a primitive notion of competitiveness, the suppliers of intermediated technologies are thus being led into limiting their technological efforts in the sectors of direct interest to the rural industrial clusters to the transitional objectives of mainly poverty alleviation. Consequently they have not been able to target the small producers of these village industries for the objectives of business growth. This paper posits that under competitive conditions the self-employed small producer has not only to come together for access to resources, but also has to emerge as a multi-sectoral collective of producers, co-operating in production. With the aim to draw lessons that are generic and have policy implications for the development of innovation systems for local economy based rural industrial clusters and value chains, the author analyses in this paper the experience of innovation in technological systems for the sectors of leather, fruits and vegetable processing and agro processing by the People's Science Movement with the help of the Ministry of Science and Technology and other sectoral ministries in India where rural poor were required to pool the resources and capabilities for raising the scale and scope of their collective production organization.

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

Factors Affecting the Adoption of Innovative Service System in Public Sectors : A Case Study on Implementing Double Entry Bookkeeping With Accrual Basis in Government Accounting System (공공부문의 서비스 혁신 수용에 관한 실증연구 : 중앙정부 및 지방자치단체 회계담당자의 복식부기${\cdot}$발생주의 회계시스템 도입에 관한 사례를 중심으로)

  • Korean government is planning to adopt double entry bookkeeping with accrual basis in the government accounting system. This paper attempts to identify influencing attitudes of information producers toward the acceptance of the new service system. Several models are introduced, including Luder's Contingency Model, Cheng's Politico-Economic Model of Accounting Policy Choice, Roger's Diffusion of innovation, and Davis's Technology Acceptance Model(TAM). A set of constructs are developed as fellows : information producers' knowledges, experiences, altitudes toward the reform, characteristics of cash based accounting system and new accrual based system, a chief executive officer's willingness to support, availability of supporting systems, and social Influences from external environment. This study also incudes hey factors used in TAM, such as perceived usefulness and ease of use. Survey responses are gathered from accounting officers in government ministries and agencies as well as from local governments. Regression analysis shows that, for information producers, both 'perceived ease of use' and 'perceived usefulness' of the new system are the best explanatory variable for the dependent variable. It has also found that 'perceived usefulness' is explained best by individual characteristics such as knowledge and experiences, quality of current cash based s1n91e entry bookkeeping system, chief executive's support, Positive supporting systems and social influences. The useful guidelines for implementing double-entry bookkeeping system with accrual basis are also provided.

  • Technology standard continues to exist as an social agreement throughout all industry. With development of Information and Communication, it is recently considered as a strategic factor for enhancing interoperability and increasing market dominance. Hence, technology standard research(standardization research) have a significance in analyzing the process of standard adoption and its economic effect and deriving theoretical and policy implications. However, as existing relative researches are lack in consideration on indigenous value of technology and its interoperability, there exists limitation in drawing the result of technology centered analysis. The goal of this study is to suggest new technology centered standard method by implying function of technology differentiation rate and technology preference that are deduced by technology network analysis into two stage game theory. As an example of empirical case, we selected wireless pan technology of Internet of Things, and derive its technological structure and implications related to standard.

Predicting User Acceptance of Strong AI using Extension of Theory of Planned Behavior: Focused on the Age Group of 20s (확장된 계획적 행동이론을 통해 본 강한 인공지능 제품에 대한 이용자의 수용의도: 20대 연령층을 중심으로)

  • The rapid progress of AI technology gives us the expectation to solutions to various problems in our society, and at the same time, it gives us anxiety about the side effects that can occur if AI develops beyond human control. This study was conducted in the early 20s with less objection to advanced devices. We attempted to provide clues to understand thoughts and attitudes of the targets about the future environment that will be brought by AI through the process of finding intent the acceptance of strong AI technology. For this, we applied the Theory of Planned Behavior, and further expanded this research model to identify factors affecting the attitude toward AI. As a result, the attitude toward AI and perceived behavioral control had a significant effect on the intention to use to strong AI. In addition, we found that the expectation of the benefit of improving task performance and the anxiety on the threat of relationship disturbance had a significant effect on the attitude toward AI. This study suggests implications for AI-related companies establishing the direction of technology development and for government setting a policy direction for AI adoption.

Ways to apply the Strategic Communications to the ROK Navy (한국해군의 전략커뮤니케이션 (SC : Strategic Communication) 적용 방안)

  • The aim of this study is to find ways to apply the strategic communications to the Republic of Korea Navy. It may be a little bit late for the ROK Navy to accommodate the SC in these days because the adoption and implementation of the SC by the Combined Forces Command has already been begun. It was in 2007 when the SC was in place in the CFC. ROK's Ministry of National Defense and Joint Chiefs of Staff have also mulled over the SC and begun to apply it in part in the annual exercises such as Key Resolve command post drills and Foal Eagle field training exercise, etc. For the ROK Navy, in addition to those exercises, it is faced with further areas like North Korean maritime provocations and other maritime incidents where its version of SC is needed. As noted, the SC is not intended to deter or defend directly those provocations and incidents, but aims to create conditions favorable to the achievement of the navy's strategic objectives. The ROK Navy has to establish a SC planning center and implementing organizations within the Headquarters to be consistent with its above organizations such as MND, JCS, and CFC that have already applied the SC in part or in entirety. SC center and other related organizations need to be under the control of VCNO and the center needs to be located and administered by the policy division in N-5 at the HQs. The vision of the navy's SC is the winning without combats and the least damages in time of war. In other for the navy to reach the vision, the strategies to be executed are early establishment of SC implementing organizations, forming consensus over the need for the SC within the navy, strengthening core competencies to apply the SC, acquiring the SC experts and making doctrines on the SC. The SC, in addition, in the navy has to be planned and implemented in not only peace time and crisis time but also war time.
