This study proposed to derive important aspects of developing a policy information mentoring service by analyzing the consumers' needs. To do this, we conducted a survey targeting civil servants in policy-related ministries, researchers at policy research institutes, and policy information service representatives, who will all participate in the policy information mentoring service. The results are as follows. First, the need for a policy information mentoring service the desire to participate was very high. Second, the policy information mentoring service requirements that must be considered during development were, by order of importance, the expertise of the policy information service, quantitative and qualitative improvement, and policy information sources. Requirements for a successful policy information mentoring service were to sign an agreement with organizations to participate in the service, and to then enable partner organizations to recommend their staff to act as mentors and mentees. Conditions required on the operator side of the service were securing a pool of mentors and mentees, training for both groups, financial support cooperation guarantee from the affiliated organizations for professional mentoring activities, and links to policy areas in related institution.
Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.

The present study was conducted to analyze transport mode choice factors of shippers in Korea and to suggest policy implications and directions for future research. The findings showed that the research on freight mode choice factors in Korea is somewhat insufficient compared to that of other countries. In order to enhance the research, it is necessary to expand the number of studies and to strengthen the research to reflect characteristics of each transport mode. In particular, it is necessary to focus on identifying the characteristics of multimodal transport, including railway and shipping linked to truck. On the other hand, it was confirmed that the major factors influencing the choice of transport mode of shippers in Korea overlapped with foreign research cases. In addition, the implications for policy were derived when the analysis was separately conducted for Korea and other countries regarding individual transport mode and transport range. These results could be applied to various fields such as policy making to improve the efficiency of shippers' selection of transport mode and the estimation of transport mode choice model.
Objectives: The purpose of this study is to identify the trends of jjok-bang research based on the perspective of Community-Based Participatory Research and Social Ecological Model and to provide information for future public health interventions, policy designs, and policy implementations. Methods: Studies used in the systematic review are published from 1999 to 2014 and searched using key words such as 'jjok-bang' and 'single room occupancy' using domestic and international electronic databases. However, there were no studies from abroad published during this period. Search in domestic databases such as KCI, KISS, RISS generated 119 studies. In this paper, 20 cases which meet the criteria of the systematic review were included in the final analysis. Results: The contents of research included are the life of jjok-bang inhabitants(9 cases), the demand for welfare services(4 cases) and welfare need(2 cases), mental health(1 cases), and the history of jjok-bang formation(4 cases). Fourteen cases of empirical study were analyzed focusing Community-Based Participatory Research and Social Ecological Model. Some of research was carried out forming a partnership with various community partners and this trend increased since 2008. There are high frequency of intrapersonal level and interpersonal level studies. However, studies looking at the organization, community or policy level were relatively few. Conclusions: Future studies of jjok-bang area should consider the various social determinants which affect the health delivery system, community organization and policies, as well as individual or community level.
Fraunhofer was founded in 1949 and grew into Europe's largest application-oriented research organization. Fraunhofer currently employs over 20,000 members in Germany, is internationally networked, and manages an R&D budget of over 1,8 Billion Euros per year. An important step for Fraunhofer to become an integral component of the German innovation system was the introduction of the Fraunhofer Model of financing based on a performance-related system of financial management. The underlying model of the allocation and distribution of public funding to Fraunhofer that is subsequently allotted to specific research groups is one of the success factors of Fraunhofer. Fraunhofer is proud of its decentralized organizational model. Fraunhofer is comprised of 60 Institutes in Germany working in different fields, under one legal framework, and with a strong brand value. Every Fraunhofer Institute is affiliated with a German University and every institute director simultaneously holds a chair at the affiliated university. It is a challenge for the headquarter organization to balance the intended competition of individual Fraunhofer Institutes with complementarity cooperation in science among Fraunhofer-Institutes, especially when coming from different knowledge domains; however, this goal results in a significant advantage. The unique strengths of Fraunhofer offer system solutions in a world with increasingly complex R&D challenges. While growing to become the largest organization on Europe to focus on applied research it is the challenge to remain an agile organization that is flexible in organizational structure. Fraunhofer has reached a well-recognized position in the European innovation landscape. It is often referred to by science and governments as a role model for innovation policy and a key element of the latest successes in the German economy that has recovered quicker from the latest economic crisis than most other western economies. The paper explains Fraunhofer as an organizational paradigm and its underlying management model to elaborate on the challenges of managing a research organization. We wish to show how it is possible to transfer the management model and philosophy of Fraunhofer to innovation systems with different framework conditions and challenges. A universal conclusion may be drawn based on the description of Fraunhofer; however, changes in existing structures and innovation systems cannot be implemented over night.
Collaborative research and development (R&D) has been encouraged based on the belief that knowledge spill-over is mutually beneficial for partners. Although the benefits are supported by science and technology policy research, the risk of R&D collaboration has not been extensively discussed. Two independent studies suggest that there are risks associated with the overuse of collaborative research frameworks. Two sets of R&D collaboration data were analyzed: between the national bio-technology research program and 1) Data Envelop Analysis (DEA), and 2) between Stochastic Frontier Analysis (SFA). In the case of SFA, output measures were integrated into a single output, with weights extracted from research programme managers' responses to the questionnaire. While the DEA result demonstrated the inefficiency of collaborative research, SFA did not. Unlike previous research highlighting risks associated with disclosing proprietary R&D and potential conflict of interest, our study indicates that the transaction's social cost affects collaborative research efficiency. Therefore, governments promoting R&D collaborations should be carefully managed, and policy makers must reconsider the strict conditions governing compulsory collaborative R&D programs.
Background: Healthy cities of Korea have engaged in various activities regarding the Korea Healthy Cities Partnership, and research activities on healthy cities is one of the important area. In the present context, due to the current policy to pursue Sustainable Development Goals locally and globally, it is essential to emphasize the importance of healthy city. Therefore, it is important to identify the research trend related to healthy city. The aim of this study was to find out research trend of healthy city studies from 1990 to 2014 by reviewing published papers and studies systematically. Based on the finding of the study, the necessary implications on future research directions of the healthy city are obtained. Methods: The area of this study is domestic journal (Korea), international journal, thesis, and research report focusing on healthy city from 1990 to 2014. The selection of data was performed using keyword is based on domestic and international database. The analysis criteria were divided into year of publication, type of study, subjects, study methods, and study area. Results: One hundred twenty papers were selected for the analysis. Papers related to the healthy city issue were published 4.8 times in an average in a year during that the period. However, the number of papers published increased dramatically in the recent 4 years. Of total, 28 papers (44.4%) focused on the healthy city policy and urban environmental improvement, 18 papers (28.6%) focused on health promotion, and the remaining were program centered. Most papers (71 out of 120) used quantitative study methods. Of total studies, studies have conducted in Jinju city (9), Wonju city (8), Changwon city (6), and Gangnam-gu (5), respectively, as a study area of healthy city. Conclusion: First, domestic healthy city researches has been gradually increasing every year, over the past 10 years which has heightened interest in healthy cities. Second, the expansion of the various areas of research is required in order to contribute to future sustainable healthy city. Third, in recent years, by taking advantage of a variety of research methods, conducting the qualitative and mixed method research is considered to be a desirable change.
Due to the fact that the speed of climate change in Republic of Korea exceeds the global average speed, sound conservation and tourism strategies should be prepared based on the comparison between the meteorological factors and the number of tourists. In this context, almost 70 percent of the industries in Ulleung-do are closely related to tourism; hence the significance of tourism is increasing. The annual precipitation variation does not show remarkable fluctuation, and most precipitation has a tendency to fall in summer and autumn However, for the years 2010 and 2011, a different trend was exhibited with higher winter precipitation than any other periods. Precipitation intensity is usually stronger in May (in the morning), June (in the afternoon), and no big difference is shown between morning and afternoon precipitation from July to September. The number of tourist is compared to both the precipitation at Ulleung-do and the number of advisories and warnings in the East Sea of Korea using correlation analysis. The results demonstrate that the meteorological factors that reduce the number of tourist are precipitation and the number of advisories and warnings.

The purpose of the current study was to investigate the level of market size and market share of domestic research equipments for analyzing the difference of the number and amount of construction by the manufacturing countries in the basic and analytical science fields based on the information of the research equipment invested by the Korean government for the past 14 years. As of January 1 2019, from 2005 to 2018, 20,687 research facilities & equipments (main equipment with a construction cost of 30 million won or more) built in the basic and analytical science fields were selected for this study and their components, standard classification, number of construction, and amount of construction by country of manufacture were analyzed. Differences of the number and amount of construction among manufacturing countries were tested using a single sample chi-square test and one-way analysis of variance, followed by Bonferroni's post-hoc test. As a result of this study, the number of construction (p<.001) and construction amount (p<.05) were statistically different for each manufacturing country. The level of market size and market share was significantly different according to the equipment standard classification (p<.05). Therefore, differentiated strategies of the government and policy research projects will be required for each type of equipment and amount in order to support the policy for the localization of research equipment.
