Innovation Policy Studies Between Theory and Practice: A Literature Review Based Analysis

  • This paper reviews the emerging literature on innovation policy from a practitioner's perspective, reviews the policy implications of an evolutionary perspective in economics, and identifies newly emerging areas of innovation policy analysis. We show that an innovation system is a dominant policy discourse, that there are limits of policy implications from an evolutionary perspective, and that there is a need for explicitly policy motivated analysis grounded in a broad evolutionary perspective. Innovation policy studies are an area in pre-paradigmatic stages whose dynamism originates from the interaction of theory, policy, and policy learning. The limited usefulness of policy implications derived directly from either conceptual or empirical analysis requires more explicitly policy focused research.

  • This research analyzed. knowledge structure and its effect factor by analysis of co-author and keyword network in Korea's health policy and administration sector. The data was extracted from 339 articles listed in the Korean Journal of Health Policy and Administration, and was transformed into a co-author and keyword matrix. In this matrix the existence of a link was defined by impact factors which were calculated by the weight value of what the role was and the rate of how many authors contributed. We demonstrated that the research achievement was dependent on the author's status and network index. Analysis methods were neighborhood degree, correspondence analysis, multiple regression and the difference of weight distribution by research fields. Co-author networks were developed as closeness centrality as well as degree centrality by a few high productivity researchers. In particular, power law distribution was discovered in impact factor and research productivity. The effect of the author's role was significant in both the impact factor calculated by the participatory rate and the number of listed articles. Especially, this journal shared its major researchers who had a licensed physician with the Journal of Preventive Medicine and Public Health. Therefore, social scientists were likely to be small co-author network differently from natural scientists. It was so called 'two cultures' phenomenon. This study showed how can we verified academic research structure existed in the unit of journal like as citation networks. The co-author networks in the field of health policy and administration had more differentiated and clustered than preventive medicine and epidemiology fields.

An Approximate Order Risk Evaluation Method for the General Multi- Echelon Distribution Supply Chain (다계층 분배형 공급사슬에서 주문리스크의 근사적 계산방법과 비용개선효과)

  • The objective of this paper is to provide an improved reorder decision policy for general multi-echelon distribution systems utilizing the shared stock information. It has been known that traditional reorder policies sometimes show poor performance in distribution systems. Thus, in our previous research we introduced the order risk policy which utilizes the shared stock information more accurately for the 2-echelon distribution system and proved the optimality. However, since the real world supply chain is generally composed with more than 2 echelons, we extend the order risk policy for the general multi-echelon systems. Since the calculation of the exact order risk value for general multi-echelon systems is very complex, we provide two approximation methods for the real-time calculation. Through the computational experiment comparing the order risk policy with the existing policies under various conditions, we show the performance of the order risk policy and analyze the value of the shared stock information varying with the characteristics of the supply chain.

On The Performance of A Suboptimal Assignment Policy in N-Queue m-Server System

  • Consider N queues without arrivals and with m identical servers. All jobs are independent and service requirements of jobs in a queue are i.i.d. random variables. At any time only one server may be assigned to a queue and switching between queues are allowed. A unit cost is imposed per job per unit time. The objective is to minimized the expected total cost. An flow approximation model is considered and an upperbound for the percentage error of best nonswitching policies to an optimal policy is found. It is shown that the best nonswitching policy is not worse than $11\%$ of an optimal policy For the stochastic model, we consider the case in which the service requirements of all jobs are i.i.d. with an exponential distribution. A longest first policy is shown to be optimal and a worst case analysis shows that the nonswitching policy which starts with the longest queues is not worse than $11\%$ of the optimal policy.

Partially Observable Markov Decision Process with Lagged Information over Infinite Horizon

  • This paper shows the infinite horizon model of Partially Observable Markov Decision Process with lagged information. The lagged information is uncertain delayed observation of the process under control. Even though the optimal policy of the model exists, finding the optimal policy is very time consuming. Thus, the aim of this study is to find an .eplison.-optimal stationary policy minimizing the expected discounted total cost of the model. .EPSILON.- optimal policy is found by using a modified version of the well known policy iteration algorithm. The modification focuses to the value determination routine of the algorithm. Some properties of the approximation functions for the expected discounted cost of a stationary policy are presented. The expected discounted cost of a stationary policy is approximated based on these properties. A numerical example is also shown.

A Study on the Effect of the Inventory Policy on Military Supply Chain Performance - Focused on System Dynamics - (재고정책에 따른 군 공급체인 성과에 관한 연구 - 시스템 다이나믹스를 중심으로 -)

  • This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

A Study on the Recent Discussion and Policy Trends of Japan for the Development of Marginal Village Policy (한계마을정책 개발을 위한 최근 일본의 한계집락 관련 논의 및 정책 동향 연구)

  • This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.

A study on appropriate venture promotion model to korea among major foreign countries' venture policy (해외 주요국 벤처육성 모델의 국내 적용 적합성에 관한 연구)

  • This study examines the most recent successful venture development practices in the United States, Israel, Germany, Finland, and China. The purpose of this study was to find out which foreign country's venture promotion policy is appropriate to korea, why foreign country's venture policy is appropriate to korea and why it is not appropriate, and to draw policy implications for domestic venture promotion and development. The research method was conducted by 50 panel of venture experts using Delphi research technique called 'expert consensus'. As a result of the Delphi research, Finland's venture promotion policy has received the highest evaluation in the usefulness, ease and suitability. Like Finland, the establishment of venture ecosystem through organic activities of private, government, industry, academia, and research was analyzed as the first priority for domestic venture policy. Analyzed. In addition, it was analyzed that the venture policy followed by the private sector under the government's strong promotion policy was no longer appropriate.
