We propose a strategic R&D resource allocation and project selection model based on national R&D policy and objectives. First, contributions to R&D policy and objectives for each R&D area are evaluated by using analytical hierarchy process (AHP). Second, fuzzy Delphi are proposed to estimate R&D budget for each R&D area. Then, a project selection grid is also introduced to implement two-phased evaluation for R&D project selection. We also discuss how to improve the consistency in AHP and how to reduce the pairwise comparison in AHP. The proposed model enables the decision makers to allocate R&D budget, and to evaluate and select the R&D proposals based on both the contribution to national R&D policy and objectives, and the size of each R&D area concurrently.

Despite manufacturers' effort to provide safe and reliable products, a number of product-related accidents occur all over the world resulting in much damage to property, personal injury and even loss of life. Considerable evidence indicates that some accidents arise from user negligence, but most are due to the design, manufacture, and distribution of unreasonably dangerous products when compared to their use. As a result, a tremendous number of product liability lawsuits have been filed, many times causing huge amount of financial damages to manufacturers. Furthermore, with increasing government regulation and growing power of consumer lobbies, manufacturers might be more exposed to product liability claims in the future than now. The objectives of this study are twofold: to provide a framework of future research on product liability and safety and to introduce a product safety policy. To accomplish these objectives, previous studies on product liability and safety were reviewed thoroughly. The product safety policy consists of two parts: (1) an engineering design strategy for reducing product-related risks and (2) a management program for a product liability loss prevention plan. The policy is essential to preventing manufacturers' liability exposure as well as designing a safer product.

The strategic importance of innovation ecosystems has received increased attention from both the academic and policy perspectives. However, there is only limited empirical evidence on the importance of these ecosystems from the perspective of younger firms. This study focuses on the role of ecosystems for young innovative companies (YICs) and is based on a unique set of phone survey data from Finland and South Korea. The results are threefold: (1) Finnish YICs participate more actively in ecosystems than Korean YICs; (2) on average, Korean YICs report to have experienced lower ecosystem impact compared to Finnish YICs; (3) in both countries, key organizations of the ecosystems are represented on the board of directors in about one-third of the sample firms.

The study of the optimization of operating policy of AGV system, which is used in many factory automation environments has been proceeded by many researchers. The major operating policy of AGV system consists of routing and scheduling policy. AGV routing is composed with collision avoidance and minimal cost path find algorithm. To allocate jobs to the AGV system, AGV scheduling has to include AGV selection rules, parking rules, and recharging rules. Also in these rules, the key time parameters such as processing time of the device, loading/unloading time and charging time should be considered. In this research, we compare and analyze several operating policies of multiple loop-multiple AGV system by making a computer model and simulating it to present an appropriate operating policy.

Background: The reaction of nurses to the advent of artificial intelligence (AI) during the fourth industrial revolution era remains questionable. Understanding Florence Nightingale's achievements may provide valuable lessons that will be helpful to contemporary nurses. Aims: To understand Nightingale's nursing philosophy and methods and provide suggestions for future nursing practice, education, research, and health policy. Source of evidence: Literature. Discussion/Conclusion: Just as Nightingale captured the situation of her time and introduced latest scientific methods, modern nurses need to learn from Nightingale's drastic actions to meet social needs. Nursing can regain a solid humanistic foundation by returning to core values of nursing and humanities, while simultaneously adopting state-of-the-art technologies. Implications for Nursing Policy: AI-driven technologies will advance nursing services and provide greater human-centered and personalized care by eliminating iterative and labor-intensive tasks. Nursing educational policy should support the advancement of nursing curricula to develop AI competencies and specialists within the nursing field.

This study investigated the healthcare status of South Korea and member states of the Organization for Economic Cooperation and Development (OECD). By employing the position value for relative comparison index, healthcare status was measured through the following components: demand, supply, accessibility, quality, and cost. Statistical analysis was conducted through the Mann-Kendall test from analyzing trends from 2000 onwards. Results showed that while Korea, on average, scores higher than the OECD average in most of the investigated components, it is below average in certain indexes including primary care and mental health care. Considering the various health issues that have been raised about these indexes, it is important these components be improved upon by policy-makers.

Despite innovative efforts to accommodate changes in the payment environment, the new types of settlement risks that are emerging require preemptive and proactive responses. Therefore, Korea should complement and develop large-value funds payment system operation and risk management policies by introducing international standards and linking with advanced financial institutions. This study examines the major issues such as the development process and characteristics of the large-value funds payment system of the two countries, the operation policy of the central bank, and the risk management policy by comparing the US Fedwire with the Korea Bok-Wire+. In addition, policy implications are suggested for efficient operation and development of Bok-Wire+.

The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.
