A Study on the Improving Direction of Government Policy for Micro-enterprise : Focused on Fund, Education and Consulting Service (정부의 소상공인 정책 분석 및 개선방향에 대한 연구 : 정책자금, 교육 및 컨설팅 서비스 중심으로)

  • The research investigates the changes of current government policy for Micro-enterprises with respect to the government policy fund, start-up, management education and the relevant consulting services. The examination is used for providing the improving directions of Micro-enterprise government policy reflecting on the current Micro-enterprises. While Micro-enterprise belongs to the class of Small enterprise, the impact of the government policies in Micro-enterprise is much bigger than the other. For this reason, the fundamental investigation considering Micro-enterprise is crucial. In order to provide the improving directions, this research examines the incumbent government policies. Then, the analyses provides the changing agenda for Micro-enterprise. The suggestions contributes to the improving criteria for right paradigm of Micro-enterprise.

A Field Study on Global R&D Centers in Korea: Focusing on Global IT Industry Policy with Gap Approach (글로벌 R&D센터에 대한 현장조사연구: 갭접근방법에 의한 글로벌 IT산업정책중심)

  • Innovative capacities and performance are essential for the growth of the IT industry and the development of the Korean economy. Global R&D centers are important sources of innovation in the IT industry. In order to identify the structure of the innovation environment of global R&D centers in IT industry, we conducted a field survey of 50 global R&D centers and 50 global R&D policy experts in IT industry. According to the empirical results obtained using the Linear Structure Model, it is suggested that, first, with regard to a short-term IT global policy, the direction of the Korean government's policy should act as a trigger to connect the research domain and the market domain; second, the government policy should act as a facilitator to connect the development domain and the research domain in the mid-term period; and, finally, the government's R&D policy should serve as a disseminator to connect technological capability and the market space domain in the long-term perspective. For an effective way of internationalizing innovation, IT policy planners should regard global IT R&D centers as the important components of national innovation system and encourage the effective involvements by them in the process of IT industrial innovation.

Long-term Outlook and Implications of the Marine Biotechnology Market in Korea and Abroad (국내외 해양생명공학 산업시장의 장기예측 및 함의)

  • The marine biotechnology industry is very significant as compared to other industries as one of the driving forces for economic growth in the next generation in Korea. However, the marine biotechnology market has been considered as a component of the biotechnology industry market which made difficult for creating separate research areas in relation to the scope of the relevant industry market as well as making it difficult to establish its own R&D policy strategies. Accordingly, this study was executed to estimate the future long-term market value of the marine biotechnology within the limit of industrial field and to verify the importance of national R&D investment in marine biotechnology on the basis of estimations within the industrial perspective. To this end, we classified the marine biotechnology industry into the four sub-sectors and estimated the domestic and global industrial market in 2010 and 2024. According to the results, the domestic and global market of the marine biotechnology industry will see a remarkable growth by 2024. In particular, the bio-energy, pharmaceutical and functional foods industry markets will achieve astonishing advances. On the basis of the analysis results, Korea has to establish more progressive and aggressive R&D investment strategies to strengthen national competitiveness through the marine biotechnology industry.

Paradigm Shifts in the Regional Policy of the UK National Government and the Implications for the Korean Context (영국 지역정책 변화 동향과 우리나라에의 시사점)

  • This study discusses the paradigm shifts in the regional policies of national governments which many countries have witnessed since the 1990s. Particularly, the study examines the historical trajectory which the regional policy of the UK national government has experienced until the 2000s since 1928 when the regional policy was implemented for the first time in the world, focusing on the recent trends after the mid-1990s. In the recent decade, the UK national government has shifted the focus of its regional policy towards the regional competitiveness and the devolved approach to regional development, from the interventionist top-down transformation of the spatial distribution of businesses and population via regulations and incentives for reducing regional disparities. Even in the midst of such a shift, the government has constantly sought to lessen the regional disparities in UK. Additionally, our work presents the policy implications for the future direction of regional policy which the national government of Korea should set in the face of the changing context.

  • The ultimate intention of this research is to identify the factors that have a significant effect on the perceived importance of information security as the antecedent of intention to information security policy compliance. We found that the effectiveness of information security training program did not have statistically significant effect on the perceived cost of policy compliance. Second, the effectiveness of information security policy has significant influence on the perceived cost of policy compliance. Third, perceived vulnerability has a significant effect on the perceived cost of policy compliance. Fourth, perceived cost of policy compliance has a significant effect on perceived importance of information security. Fifth, supervisor's attitude toward information security silence has a significant effect on employee silent behavior towards information security. Sixth, communication opportunities towards information security has a significant influence on employee silent behavior towards information security. Finally, it was shown that employee silent behavior towards information security had a significant influence on the perceived importance of information security.

Analysis of the Effects of Job Policy Measures in Korea: Do the job policy measures impact the marriage and fertility of the youth in Korea?

  • The purpose of this study is to analyze the effects of youth job policy measures, set forth in Korea's 2016-2020 Third Basic Plan for Low Fertility and Aging Society (December 2015), on marriage and fertility among young people. Based on the results, we provide theoretical explanations for the findings and suggest policy alternatives to overcome the low fertility phenomenon in Korea. Previous studies have shown that employment is an important factor for marriage among youth, and a job policy could increase marriage and fertility rates. To test this assumption, we performed an exact matching between Statistics Korea's Employee-Enterprise Linkage DB and the Newlyweds DB from 2011 to 2019, in order to identify all young people aged 15-34. Then, linear spline regression analysis was used to examine the impact of the youth job policy on marriage and fertility. Comparing the period before the implementation of the employment policy (2011-2015) and after (2016-2019), the fertility rate increased as the number of young people looking for work increased. In addition, it was found that these impacts were greater after the implementation of the measures (2016-2019) than before (2011-2015). It is interesting to note that job growth among young people did not lead to an increase in marriage. However, the number of births significantly increased when young people who occupy jobs got married, which seems to be related to the delay in marriage among young people who are employed. Survey results about the intentions to marry and views on fertility are utilized for the explanation of the study results.

  • As culture technology is recognized as the important element of national industry, the necessity of the related policy development for enhancement of culture technology is magnified. In this study, we use conjoint analysis to investigate how the researchers from industry and academia think differently on the importance of several attributes in government-supported culture technology research project such as research period, size of research fund, inter-affiliated research requirement and interdisciplinary research requirement, and preference on those attribute levels. Also, we describes how a simulation experiment is designed to simulate participation shares of four alternative hypothetical research project profiles. This study will help establish the more effective policy of the national research program by understanding the preferential differences between industry and academia on the research project attributes.

  • Ministry of Science, ICT and Future Planning have boosted up launching more 'GRI(Government Research Institute) Spin-off High-tech startup' to accelerate the technology commercialization of GRI technologies via the alternative of high-tech startup since 2101. This paper is proposing to found the global platform of accommodating more successful high-tech startup with diagnosing the current policy platform of launching GRI high-tech startup. This paper deliver the outcomes of case study including FGI research over developing the ideas of the experts for the policy line-up of starting from GRI technologies-Hardware Manufacture-BtoB-Global. The research result suggests that the focus of policy should falls not on the quantitative goals, but on more disruptive successful case through utilizing uprising private equity investment in the early stage of business. One of the best policy brought by this research is 'Inbound Globalization Strategy of bringing global early stage investors in Korea for incubation and investment rather than sending out our startup to global without validation by global investor.
