Regarding the role of infrastructure in the university and education sector, which is the most important factor for securing future competitiveness of a country, timely application from qualified applicants is an important factor. Thus, this study is to propose creative value regarding education and certification for smart IT sector, which will be a major topic in continuous technology development over the next 10 more years, and to bring out ripple effects by policy research regarding education and certification for smart IT sector in the software-oriented society. This research on policy regarding education and certification for smart IT sector in the software oriented society can be used as a guideline in education and certification for smart IT sector at colleges and can be also used for establishing groundwork for completing practical education required in smart ICT field at colleges and for cultivating mobile app program developers required by enterprises.

Because of its unique ordnance or operational requirements, military aircraft has potential risks different from civil aircraft. This explains why there is no global document for military airworthiness and each nation has its own sovereign authority. But harmonized airworthiness activities among authorities are required to reduce cost and time for recent multinational programs. In this study, we show the airworthiness policy of the European Military Airworthiness Authorities and U.S. DOD Authorities which facilitate recognition of certificates and approvals issued by any other authorities. And we propose future works for Korea military airworthiness society to develop organizational recognition system.

So far, electricity rate under the midnight hour incorporates policy consideration and maintains fixed irrespective of generation cost. Therefore, the promotion of midnight power apparatus has been rapidly increased due to increasing difference in substitute heating cost. This paper estimates the power supply cost during midnight times and analyzes the rate mechanism which can promote economic midnight power apparatus. In addition it provides the alternative on the direction of policy after the restructuring.

The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

The purpose of this research is to identify the overall operation status of the marine program, which operates in the Department attempted, in various qualities and operational programs consisting of lecturers derives the problem, and to the policy proposal accordingly. In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.

In a knowledge economy, accelerating the pace of knowledge building and the rapid acquisition of knowledge are keys to innovative development. However, the development of the commercialization of research results and formation of new start-up companies are often not as active as they should be with a lack of motivation and incentive being one of the contributing factors for the failure to take action. In Taiwan and Japan, the reason that widely advocated idea of industry-academia collaboration is to help advance the technological capabilities of research and development as well as produce economic benefit. The assistance rendered by the government during the transformation and the assessment of outcomes from entrepreneurial pursuits are key issues explored in this study. The results indicate that the network system in the national innovation system is important for entrepreneurship development. The domestic market of Taiwan is not as large as Japan and new entrepreneurs have to face global market challenges.

Due to almost all tracks of new Kyoungbu high-speed lines(HSL) consisting of bridges and tunnels, HSR operational safety management is very important factor for passenger safety and preventing catastrophic event. Especially, it is important to approach the scene of the accident and assist in saving lives as soon as possible under emergency conditions. Therefore it is essential to prepare access methods and available resources in advance in order to support emergency correspodances promptly and effectively. This paper persents an application of geographical information system(GIS) for developing emergency management system as well as batabase system on tracks and facilities, electric/communication equipment and safety equipment required to support emergencies. The on-site information on the proximity of HSL is expressed on the numerical map, which can be helpful to call external supports such as medical service, local authorities, police offices, fire brigades, and etc. for the emergency situations.

Mobile operators in saturated markets increasingly favor mobile network sharing (MNS) over facility-based competition. Previous research examining MNS primarily focused on its positive effects, while the negative effects were largely overlooked. This study proposes a decision-making model using an analytic hierarchy process technique to evaluate decision-making criteria among various types of MNS policies. The decision-making model was applied to Wireless Broadband services in Korea to determine the relative importance of both positive and negative evaluation criteria and preference among multiple types of MNS policies. Positive evaluation criteria (that is, efficiency) were far greater in importance than negative evaluation criteria (that is, competition harm). The preference for adopting MNS among five alternative approaches was also revealed. The study findings offer immediate policy insights in Korea and provide a decision-making framework for policy makers in other countries to utilize.
