Approaches for Developing National STI Strategies

  • This paper reviews the most central analytical and methodological issues that arise in developing national STI strategies. First, an outline of the relationship between national innovation systems and the strategic dimension is presented. The paper shows that science, technology and innovation strategy are often used in different forms and that there is no common understanding yet of the actual meaning and coverage of these strategies. The paper develops the terminology from a discussion of different approaches towards company innovation processes analyzing their evolution in different socioeconomic environments and the role and impact of science, technology and innovation policy on company innovation processes. Based on this conceptual understanding the paper defines national science, technology, innovation, and STI strategy and explains the basic terminology. From these definitions, the strategic dimension including the impact on the stakeholders is discussed. It is shown that a major success factor for STI strategy development is the involvement of stakeholders to vary and extend their use of their portfolio of instruments. Moreover it becomes evident that stakeholders follow their own interests which aren't necessarily in the interest of the national STI strategies. The analysis shows advantages and disadvantages as well as potentials and limitations of different approaches to develop STI strategies in their ability to describe the reality of innovation processes and to allow conclusions about the relationship between innovation policy and the innovation processes implemented by companies. It is shown that knowledge of these limitations is an important factor to consider in designing consistent and coherent national STI policy which aims at supporting innovation eventually. Finally the paper concludes that the STI policy mix concept needs a more systemic development approach which is integrated in the national STI strategy development and implementation.

  • The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

Comparative Analysis of Rework Policies in Multistage Production System (다단계 생산시스템에서 재작업정책의 비교분석)

  • As the quality and environmental problems become one of the most concerned issues of company, the rework policy needs to be efficiently designed and implemented to sustain the company's competitiveness. This paper examines three basic rework policies in multi-stage production systems and analyzes them in terms of costs of setup, production, inspection, and inventory. For analyzing the performance of the rework policies, we propose mathematical models which can compute total production cost and determine the optimal production batch size to minimize the total production cost. The rework policies are classified by the number and location of inspection stages. Using the mathematical models, we could analyze the performances of rework policies and suggest the optimal rework policy according to each manufacturing environment. The analyses show that the proposed model can be used to analytically evaluate and choose the rework policies.

Jobs-Housing Mismatch and Wasteful Commuting in Seoul (직주불일치 현상과 낭비통근 : 서울시를 중심으로)

  • One of interesting issues in urban land-use and transportation policy is about an unproven belief that imbalances between employment and residential sites strongly influence urban commuting patterns. The purpose of this study si to find how spatial distribution of jobs and housing affects commuting distances in Seoul Metropolitan Area using 1990 Census O-D Data. This study estimates cost-minimizing required commuting distance, given the actual distributions of jobs and housing , and compares required commuting distances with actual commuting distances. One of findings is that the standard urban economic theory explains only 1/3 of actual commuting in the case study area. The policy implication of this study is that jobs-housing balance policy will have only a minor effect on the actual commuting.

Current Systems of National and Regional Nutrition Surveys and Future Direction

  • The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level. Definition of Medical Drug Administration Cost and Development of Its Costing Model under the Korean Medical Insurance Fee-for-Service System (의료보험 의약품 관리원가의 정의 및 산정모형 개발)

  • The Government has recently planned to improve the medical insurance drug price systems by removing the drug margin occurring from the difference between the official and purchasing prices, and instead by setting prices through adding drug administration casts calculated to the purchasing costs. In the circumstances, the major policy and implementing issues are how to define the drug administrance cost and how to calculate them. This study attempts to provide for the conceptional and operational definitions and thereby develop a costing model for the cost. The relationship between the current systems of medical services costs and prices were reviewed to define the concept of the costs. The study defined the costs from the narrow and wide prospective of meaning, and three operational definitions were provided. The costing model was developed applying the departmental costing principles. Finally, several prerequisites that have to be considered for the implementation of the definition and the model from the practical viewpoint.

A Study on Small Business Development and Support Policies

  • The number of small businesses being founded nationally is constantly increasing and various kinds of aggressive efforts are being made to remain competitive. As such, political support by the government for small businesses that have great productivity and competitiveness must increase. The founding of small businesses is being promoted by the government in order to boost the economy, and interest in founding new businesses is high amongst not only college students, but even general workers. Thus, the purpose of this study is to examine problems regarding the founding of small businesses, and to give new businesses a competitive edge by presenting political answers to these problems. After analyzing the status of current issues concerning the foundation of small businesses, this paper suggests some positive policy alternatives. Existing studies on small businesses were focused on the promotion of small and medium distributors, and studies on policy alternatives aimed directly at promoting the businesses are, so far, insufficient. Further studies are required to examine political alternatives from the perspective of the roles of non-profit organizations, which the Government is responsible for, in supporting small business.

  • Road freight transport industry in Korea contains many and complicate problems such as over supply of the vehicle caused by rapid policy changes, illegal multilevel transactions, poor truck drivers working environment, lack of road freight transport related statistics and so on. Korean government has developed various logistics industrial policy trying to solve these problems in various ways. However, the relationship among the problems and action plans has been more and more entangled since the part of suggested policies have made another perverted problems. These complex structure of the toad freight transport industry in Korea makes difficult to identify and to solve the problems. Causal map method helps to give a clean picture to understand the complex industry at a glance. This study contributes for visualization of the causal relationships among the existing problems and related policy issues in the road freight transport industry in Korea by causal map. This study could be helpful to develop the actual road freight transport industrial policies including the illogical multilevel and unfair transaction in Korea.

  • The rapid expansion of regionalism has resulted in the creation of blocs of the global economy, so that those countries not belonging to one or more blocs can be discriminated. The purpose of this paper is to examine the competition policy theoretically, international background with issues, and discussion trend of global enterprise. By doing them, this paper suggests the responsive plan, future prospects, and policy directions for the competition policy by distribution service. There is not a statistically significant relationship between international diversification strategy and firm performance. However, we observed some tendency that the larger the firm size, the higher the firm performance, assuming the degree of international diversification or multinationality to be constant. However, the export productivity increase after 1~2 years, and there exits a clear evidence that the innovation investment increases a firm's export competitiveness as time goes on.
