전문가 델파이기법을 활용한 한국 산업보안 생태계 인식 조사연구 (A study on the perception of the Korean industrial security ecosystem using Delphi Method)

  • 산업기술 보안 이슈는 대내외적으로 급격한 변화를 겪고 있다. 미국 등 선진국은 글로벌 가치사슬 및 해외자본 이동과 갈등을 빚으면서도 자국의 핵심 기술 보호를 위한 대응전략을 수립하고 있으며, 국내 또한 중장기 산업경쟁력 속에서 산업안보이슈를 접근하고 있다. 본 연구에서는 국내 산업보안 관련 이해관계자들을 대상으로 산업보안 생태계 정책인식 조사를 통해 주요 이슈를 도출하였다. 조사결과, 이해관계자 모두 산업보안의 중요성에 대해 인식하나 아직까지 국가전체 보안관리 역량은 낮다고 인식하고 있으며, 국가핵심기술은 국가에서 보다 책임을 지고 관리할 필요성이 있음을 제기하였다. 3라운드에 걸친 종합 델파이 조사를 기반으로 '산업보안 컨트롤타워 중심 시스템 체계화', '보안전문기업 기술력 강화 및 보안인력 양성', '인력 및 자본을 통한 기술유출 방지제도 개선', '연구개발 과정에서의 연구보안 및 선제적 기술보호 강화'를 정책개선 과제로 제시하였다. 본 연구가 산업보안 현장의 수요를 반영한 증거 기반 연구로서 관련 정책수립의 기초가 될 수 있기를 기대한다.

수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제 (Legislative and policy issues related to the advancement of the maintenance system of water resource facilities)

  • 본 연구에서는 수자원시설물의 노후화 정도와 관리현황 등을 조사·분석함으로써, 수자원시설물의 유지관리 체계 선진화를 위한 입법 및 정책과제를 제시하였다. 수자원시설물의 노후화를 분석하기 위해 한국시설안전공단에서 운영하는 시설물통합정보관리시스템의 자료를 수집하여 분석에 활용하였다. 시설물별, 종별, 시도별, 등급별로 구축된 안전등급 자료를 이용하여 위험시설물 비율과 고령화율을 산정하여 수자원시설물의 현황을 분석하고 수자원시설 관련 지침 및 매뉴얼을 조사하였다. 이를 통해 1) 수자원시설물 범위의 재조정 및 지침·매뉴얼의 보완, 2) 재해여건 변화를 고려한 유지관리 체계의 구축, 3) 시설물통합정보시스템의 개선 및 표준연계서비스 활성화, 4) 시설물의 자산관리체계 구축의 네 가지 입법 및 정책과제를 제시하였다.

  • 나노재료기술이 지속적으로 발전하기 위해서는 기술 개발 못지않게 개발된 기술이 사회에 순조롭게 용납될 수 있는 윤리적 시스템이 개발되어야 한다. 이 논문에서는 나노기술의 윤리적 문제들에 대한 국내외 연구동향을 종합하고, 특히 나노재료의 환경 건강 안전성 관련 윤리적 문제들과 이를 해결하기 위한 실용적인 도구로서 전 세계적으로 개발되고 있는 이해 당사자 간의 소통 규제 인증, 안전지침을 비판적으로 개괄하여 보았으며, 마지막으로 나노재료의 안전한 사용을 위한 윤리적 시스템 구축에 관한 정책 제안을 하였다.

The Relationship Between Information-Sharing and Resource-Sharing Networks in Environmental Policy Governance: Focusing on Germany and Japan

  • Environmental issues are among the most critical issues nowadays. These issues are no longer confined to individual countries, and international society has been progressing in building global dialogues since the early 1970s. Within these international efforts, Germany and Japan have played essential roles in global environmental governance. However, there are major differences in nation-level environmental policies in both countries. Governance based on network structure is more efficient than that based on hierarchy for solving complex problems. The network structure is formed through horizontal cooperation among various autonomous actors, and the relationship intensity among actors is one of the key concepts in the governance. Using social network analysis as a framework to explain complicated societal structures explains how interaction among actors creates networks, and these networks further affect their interactions. The purpose of this study is to investigate the structure of environmental policy governance as collaborative governance in Germany and Japan. To address this goal, this paper analyzes the relationship between the informational dimension of governance networks and its complement resource-sharing networks in both countries. The results show that the information-sharing networks have lower-level network influence on the resource-sharing networks as higher-level networks even if not all of the information factors have singular influences. The results suggest that the information-sharing networks may be one of the pieces of the puzzle for explaining this phenomenon in environmental governance in Germany and Japan.

노동자의 산업보건정보에 대한 알 권리의 비교법적 고찰 (A Comparative Study on the Right to Know Industrial Health Information among Workers)

  • Objectives: By comparing and examining how important issues concerning industrial health information for workers are viewed in other advanced countries, it is intended to ascertain problems in the approach found in Korean legislation and obtain legal and policy implications. Methods: The results of a survey were introduced and analyzed through a comparative method for each case after investigating in detail what and how important issues surrounding workers' right to know industrial health information are reflected in the legislation of Germany, the U.S., the U.K., and Japan. Based on the results of this comparative analysis, theoretical and policy implications and legal policy improvement tasks were drawn to strengthen workers' right to industrial health information for each case in Korea. Results: For access to industrial health information, most of the other advanced countries clearly stipulate a right to access for current and past workers and/or their representatives. As a result, workers or their representatives do not need to use the Information Disclosure Act to access exposure records, and there is no debate over the Information Disclosure Act. In other words, industrial health information is focused on ensuring free access to workers or their representatives and is not interested in reporting it to the government. Conclusions: In order to strengthen workers' right to know about industrial health, it is most important to address the legal issues related to this right, which is considered insufficient by comparative law. This should start with a concrete and effective definition of what and how to guarantee workers' rights to industrial health, such as the right to freely access industrial health information, including for retired workers and bereaved families of deceased workers.

해양공간의 현안진단 및 정책지원 필요성에 대한 사례연구 : 인천지역 해양특화산업을 중심으로 (A Case Study on the Need for Diagnosis of Current Issues and Policy Support in Marine Space: Focusing on the Specialized Marine Industry in Incheon)

  • 본 연구에서는 사례연구 대상지역(인천)의 특화산업에 대해 LQ지수분석을 통해 해양특화산업을 도출하고, 특화산업의 해양공간 활용현황과 용도구역 설정에 따른 현안을 진단하였다. 대상지역의 해양산업에 대한 LQ지수(Location Quotients, LQ) 분석을 통해 사업체수 기준 LQ지수 1.08, 종사자수 기준 LQ지수 1.67로 전국평균 대비 높은 해양바이오산업을 인천지역 해양특화산업으로 선정하였다. 해양특화산업인 해양바이오산업의 현안진단을 위해 영흥도 실증 배양장 사례 검토 및 가장 낮은 특화도를 나타낸 해양에너지개발 부문에서의 현안 진단을 통해 해양용도구역의 중첩문제, 이해관계자간 민원발생 이슈 등 현장문제 해결을 위해서 객관적이고 정량적 근거를 기반으로 정책의사결정지원시스템 마련이 필요하다는 결론을 제시하였다.

Identifying Stakeholder Perspectives on Data Industry Regulation in South Korea

  • Data innovation is at the core of the Fourth Industrial Revolution. While the catastrophic COVID-19 pandemic has accelerated the societal shift toward a data-driven society, the direction of overall data regulation remains unclear and data policy experts have yet to reach a consensus. This study identifies and examines the ideal regulator models of data-policy experts and suggests an appropriate method for developing policy in the data economy. To identify different typologies of data regulation, this study used Q methodology with 42 data policy experts, including public officers, researchers, entrepreneurs, and professors, and additional focus group interviews (FGIs) with six data policy experts. Using a Q survey, this study discerns four types of data policy regulators: proactive activists, neutral conservatives, pro-protection idealists, and pro-protection pragmatists. Based on the results of the analysis and FGIs, this study suggests three practical policy implications for framing a nation's data policy. It also discusses possibilities for exploring diverse methods of data industry regulation, underscoring the value of identifying regulatory issues in the data industry from a social science perspective.

PERIODIC SENSING AND GREEDY ACCESS POLICY USING CHANNEL MODELS WITH GENERALLY DISTRIBUTED ON AND OFF PERIODS IN COGNITIVE NETWORKS

  • One of the fundamental issues in the design of dynamic spectrum access policy is the modeling of the dynamic behavior of channel occupancy by primary users. Under a Markovian modeling of channel occupancy, a periodic sensing and greedy access policy is known as one of the simple and practical dynamic spectrum access policies in cognitive radio networks. In this paper, the primary occupancy of each channel is modeled as a discrete-time alternating renewal process with generally distributed on- and off-periods. A periodic sensing and greedy access policy is constructed based on the general channel occupancy model. Simulation results show that the proposed policy has better throughput than the policies using channel models with exponentially distributed on- or off-periods.

The Necessity and Future Challenges of Science, Technology, Society and Humanities Fusion Research in Korea

  • Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

Emerging Practices in Foresight and Their Use in STI Policy

  • Foresight, a major methodological tool in the STI policy toolbox, has recently featured new directions in methodological development, becoming influenced by progress in information and communication technologies and online tools. However, no overview of these directions has been available so far. Based on a literature review, an interactive workshop, and an international expert survey as well as expert interviews, the research presented here attempts to shed light onto some of the relevant issues by providing a structured overview of recent changes in order to further the debate on the future directions of methodological development in foresight. The paper outlines four clusters of emerging approaches in foresight:Integrated qualitative and quantitative approaches, IT-based and automated foresight, experiential foresight including new forms of communication and interaction such as visualization and gaming, and open and crowd-sourced approaches. The benefits and challenges of the approaches known so far are categorized and summarized, and areas of potential use for each of the clusters in STI contexts are identified.
