A Study on the Changes of Librarians Perception in the Importance of Library Policy Before and After Pandemic: Focused on N City Public Libraries (팬데믹을 경험한 사서들의 도서관 운영정책 중요도에 대한 인식변화 연구: N시 공공도서관을 중심으로)

  • Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to 'Library Management' and 'Library Services' was high and in the 2nd survey, the importance of factors related to 'Human Resources' and 'Information Resources' increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

  • A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

  • Data, by itself, will not reveal the optimal policy choice. Nor will data alone tell us what problems to focus on or how to direct resources. It should be recognized upfront that data-driven policy making cannot provide all the answers to the challenges of good governance. Policy decisions always depend on a combination of facts, analysis, judgment, and values. In this paper, we research on factors to design an organizational policy making for Big Data.

  • Collection development policies(CDP) are becoming increasingly important to libraries of all types and sizes. The paper addresses the elements to develop a collection development policy to guide the librarians for the science and technology information resources. Instead of focusing on how well a given item fits into or supports the collection, the policy gives general guidance on the selection of information resources. The general collection development guidelines for the information resources include relevance and potential use of the information, demand for the information, ease of use of the product, subject and magnitudes, stability of the coverage of the resource, longevity of the information and evaluation mechanism.

Verifiable Outsourced Ciphertext-Policy Attribute-Based Encryption for Mobile Cloud Computing

  • With the development of wireless access technologies and the popularity of mobile intelligent terminals, cloud computing is expected to expand to mobile environments. Attribute-based encryption, widely applied in cloud computing, incurs massive computational cost during the encryption and decryption phases. The computational cost grows with the complexity of the access policy. This disadvantage becomes more serious for mobile devices because they have limited resources. To address this problem, we present an efficient verifiable outsourced scheme based on the bilinear group of prime order. The scheme is called the verifiable outsourced computation ciphertext-policy attribute-based encryption scheme (VOC-CP-ABE), and it provides a way to outsource intensive computing tasks during encryption and decryption phases to CSP without revealing the private information and leaves only marginal computation to the user. At the same time, the outsourced computation can be verified by two hash functions. Then, the formal security proofs of its (selective) CPA security and verifiability are provided. Finally, we discuss the performance of the proposed scheme with comparisons to several related works.

Enabling Fine-grained Access Control with Efficient Attribute Revocation and Policy Updating in Smart Grid

  • In smart grid, electricity consumption data may be handed over to a third party for various purposes. While government regulations and industry compliance prevent utility companies from improper or illegal sharing of their customers' electricity consumption data, there are some scenarios where it can be very useful. For example, it allows the consumers' data to be shared among various energy resources so the energy resources are able to analyze the data and adjust their operation to the actual power demand. However, it is crucial to protect sensitive electricity consumption data during the sharing process. In this paper, we propose a fine-grained access control scheme (FAC) with efficient attribute revocation and policy updating in smart grid. Specifically, by introducing the concept of Third-party Auditor (TPA), the proposed FAC achieves efficient attribute revocation. Also, we design an efficient policy updating algorithm by outsourcing the computational task to a cloud server. Moreover, we give security analysis and conduct experiments to demonstrate that the FAC is both secure and efficient compared with existing ABE-based approaches.

Farm-map Application Strategy for Agri-Environmental Resources Management (농업환경자원관리를 위한 팜맵 활용전략에 관한 연구)

  • In this study, a farm map utilization strategy for sustainable agricultural environmental resource management was derived. In addition, it is intended to present an efficient method of providing farm map-related services. As a result of the demand survey, the additional information required for the farm map includes 29% of information on crops grown on farmland, 21% of management-related information such as the owner or business entity, 17% of topographical information including slope, 15% of agricultural water information, 17% of land status information, and the addition of functions. 2% was investigated. As a result of intensive interview survey, it was found that it can be used for information on crops cultivated by agricultural businesses, actual cultivated area by township, arable land consolidation division boundary, and management of agricultural promotion zones. The farm map can be used as basic data to efficiently manage agricultural environmental resources. Since the status of support for individual farms or lots, such as soil improvement agent support and organic fertilizer support, may belong to personal information, it can be processed and provided in units required by administration or policies, such as administrative boundaries, subwatersheds, and watersheds. It can serve as a basis for executing the direct payment currently supported only by individual farms, even in a community unit that manages environmental direct payments.

Policy Analysis on AI SW Human Resources Development Using Cognitive Map Analysis (인지지도분석을 활용한 AI SW 인력양성 정책분석)

  • For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.

A Study of Policy and Agenda Adoption Trends of University Library in Korea (우리나라 대학도서관 정책과 정책과제 채택 추이에 관한 연구)

  • This study tried to present rational policy direction of future university libraries through the policy process related to university libraries and the change of policy tasks adopted in the policy making process. The 2009 Development Comprehensive Plan was established with the aim of supporting the collection of information resources at university libraries, and the plan in 2014 was developed with the direction of policies to enhance the role of librarians for competition in university research capabilities. The Promotion Comprehensive Plan for 2019 was aimed at strengthening the role of university libraries in upgrading their research support. Through the research on the policy of the university library by the government, the policy direction of the future university library in Korea was presented, and the plan was to provide an institutionalized platform (labor, physical space, resources, etc.) for the university library to maximize the research productivity of the university.

Dynamic Task Scheduling Via Policy Iteration Scheduling Approach for Cloud Computing

  • Dynamic task scheduling is one of the most popular research topics in the cloud computing field. The cloud scheduler dynamically provides VM resources to variable cloud tasks with different scheduling strategies in cloud computing. In this study, we utilized a valid model to describe the dynamic changes of both computing facilities (such as hardware updating) and request task queuing. We built a novel approach called Policy Iteration Scheduling (PIS) to globally optimize the independent task scheduling scheme and minimize the total execution time of priority tasks. We performed experiments with randomly generated cloud task sets and varied the performance of VM resources using Poisson distributions. The results show that PIS outperforms other popular schedulers in a typical cloud computing environment.
