  • Opening agricultural market expansion, reduced purchases through wholesale markets, expanding the influence large retailers of consumer's market such as changes in the distribution system to the farmer's market conditions are changing rapidly.   • This study examined the institutional improvement directions of industrial security programs, particularly focusing upon policies and practices in the U.S., to enhance the effectiveness of industrial security programs in Korea. This study also aimed to investigate the significance of institutional and/or policy implementations in preventing economic espionage attempt. Data leakage and/or loss of trade secrets in corporations has been a scary proposition and a serious headache to both the CEOs and the CSOs(Chief Security Officers). Security professionals or practitioners have always had to deal with data leakage issues that arise from e-mail, instant messaging(IM), and other Internet communication channels. In addition, with the proliferation of wireless and mobile technology, it's now much easier than ever for loss by data breaches to occur, whether accidentally or maliciously or even by an economic espionage attempt. The researcher in this study used both a case study and a comparative research to analyze the different strategies and approaches between the U.S. and Korea in regard of implementing policies to mitigate damages by economic espionage attempts and prevent them from occurring. The researcher first examined the current policies and practices in the U.S. in terms of federal government's and agencies' approach and strategies on industrial security programs and their partnerships with private-commercial-sectors. The purpose of this paper is to explain and suggest selected findings, and a discussion of actions to be taken on implementing a proactive and tactical approach to enhance the effectiveness of industrial security programs to fight against information loss or data leaks. This study used case reviews, literatures, newspapers, articles, and Internet resources relating to the subject of this study for triangulation of data. The findings during this research are as follows. This research suggests that both the private and the governmental sector should closely cooperate in the filed of industrial security to strengthen its traditional prevention strategies and reduce opportunities of economic espionage as well. This study finally recognizes both the very importance of institutional development led by the Government in preventing economic espionage attempts and its effectiveness when properly united with effective industrial security programs.

Process and Spatial Distribution of Squatter Settlement in Taegu (大邱의 貧民地域 形成過程과 空間分布의 特性)

  • The forming process of poverty region in Taegu and the feature of its spatial distribution which are reviewed hitherto can be summarized like this. 1) In the froming porcess of poverty region in Taegu, during the soverignty of Japanese Empire petty farmers became tenantry by the colonial agricultural policy of Japanes Empire and some of those came into the city and g\became urban poor class. They generally lived in poor houses or dugouts in the city, and 6.6$\circ$ of poor house and dugouts of the whole country were in Taegu and 4.9$\circ of the popolatio in Taegu resided there. During the period of disorder, because of the historic accidents, such as the restoration of independence and Korean War, the returnees from aboad and refugees converged into the big city so that those who need the country's relief stood out as new poor class. They generally made their dwellings with tents and straw-bags on vacant grounds in suburbs living form hand to mouth and shaped the poor houses area, so-clalled "Liberated Village". During the developing period, the number of those who need aid gradually decreased, but the problem of poor people by the city-concentration of the poeple who shifted from agricultrual jobs by economic development came to the front. They mostly lived in squatter area forming large poor class area, and generally located near the center of Taegu consisiting of West. South. East Ward. 2) Reviewing the the feature of spatial distribution, the proportion of poor class are highest within 1~2km from the center of the city and also high within 2~3km form the center and suburbs. The poor class area in the center of the city are mostly cleared and removed area and in suburbs by the construction of permanently leased, and leased apartments large grouped poor class areas are forming. In Taegu, 16 low-income class group residence areas and residential environement improving areas are dispersed so that they came under the so-called poor class area. But by the improvement of dewelling environment and living the poor people who lived in groups dispersed or bettered their living for themselves, so the poverty area is greatly chaning into average-levelled residence area, and on the other hand, large poor people's apartment complexes are being constructed in suburbs. 3) Up to now, the distribution of poverty area could be limited its scale to generally the area within 1~3km because the poverty region which had been in suburbs relatively came near the center of the city by the rapid urbanization and poor people preferred that area because of the living convenience facilities as well as the transportation facilities and job-hunting being near the center of the city. But now poor people's apartment complex is being constructed regardless of their zone of job sites, so the low proportion of occupation is pointed as a new problem.

Assessment of Emission Data for Improvement of Air Quality Simulation in Ulsan (울산 지역 대기질 모의능력 개선을 위한 배출량자료 평가)

  • Emission source term is one of the strong controlling factors for the air quality simulation capability, particularly over the urban area. Ulsan is an industrial area and frequently required to simulate for environmental assessment. In this study, two CAPSS (Clean Air Policy Support System) emission data; CAPSS-2003 and CAPSS-2010 in Ulsan, were employed as an input data for WRF-CMAQ air quality model for emission assessment. The simulated results were compared with observations for the local emission dominant synoptic conditions which had negative vorticities and lower geostrophic wind speed at 850hPa weather maps. The measurements of CO, $NO_2$, $SO_2$ and $PM_{10}$ concentrations were compared with simulations and the 'scaling factors' of emissions for CO, $NO_2$, $SO_2$, and $PM_{10}$ were suggested in in aggregative and quantitative manner. The results showed that CAPSS-2003 showed no critical discrepancies of CO and $NO_2$ observations with simulations, while $SO_2$ was overestimated by a factor of more than 12, while $PM_{10}$ was underestimated by a factor of more than 20 times. However, CAPSS-2010 case showed that $SO_2$ and $PM_{10}$ emission were much more improved than CAPSS-2003. However, $SO_2$ was still overestimated by a factor of more than 2, and $PM_{10}$ underestimated by a factor of 5, while there was no significant improvement for CO and $NO_2$ emission. The estimated factors identified in this study can be used as'scaling factors'for optimizing the emissions of air pollutants, particularly $SO_2$ and $PM_{10}$ for the realistic air quality simulation in Ulsan.

Analysis of the Effect of Heat Island on the Administrative District Unit in Seoul Using LANDSAT Image (LANDSAT영상을 이용한 서울시 행정구역 단위의 열섬효과 분석)

  • The increase in the rate of industrialization due to urbanization has caused the Urban Heat Island phenomenon where the temperature of the city is higher than the surrounding area, and its intensity is increasing with climate change. Among the cities where heat island phenomenon occurs, Seoul city has different degree of urbanization, green area ratio, energy consumption, and population density in each administrative district, and as a result, the strength of heat island is also different. So It is necessary to analyze the difference of Urban Heat Island Intensity by administrative district and the cause. In this study, the UHI intensity of the administrative gu and the administrative dong were extracted from the Seoul metropolitan area and the differences among the administrative districts were examined. and linear regression analysis were conducted with The variables included in the three categories(weather condition, anthropogenic heat generation, and land use characteristics) to investigate the cause of the difference in heat UHI intensity in each administrative district. As a result of analysis, UHI Intensity was found to be different according to the characteristics of administrative gu, administrative dong, and surrounding environment. The difference in administrative dong was larger than gu unit, and the UHI Intensity of gu and the UHI Intensity distribution of dongs belonging to the gu were also different. Linear regression analysis showed that there was a difference in heat island development intensity according to the average wind speed, development degree, Soil Adjusted Vegetation Index (SAVI), Normalized Difference Built-up Index (NDBI) value. Among them, the SAVI and NDBI showed a difference in value up to the dong unit and The creation of a wind route environment for the mitigation of the heat island phenomenon is necessary for the administrative dong unit level. Therefore, it is considered that projects for mitigating heat island phenomenon such as land cover improvement plan, wind route improvement plan, and green wall surface plan for development area need to consider administrative dongs belonging to the gu rather than just considering the difference of administrative gu units. The results of this study are expected to provide the directions for urban thermal environment design and policy development in the future by deriving the necessity of analysis unit and the factors to be considered for the administrative city unit to mitigate the urban heat island phenomenon.

  • With COVID-19 spreading rapidly around the world, research and development issues on treatments and vaccines for the virus are of high interest. Among them, Remdesivir was the first to show noticeable therapeutic effects and began clinical trials, with each country authorizing the use of the drug through emergency approval. However, Gilead Co., Ltd., the developer of Remdesivir, received a lot of criticism from civic groups for submitting the application for the marketing authorization as an orphan drug. This is because when a new drug got a marketing authorization as an orphan drug could be granted an exclusive status for seven year. The long-term exclusive status of an orphan drug comes from the policy purpose of motivating pharmaceutical companies to develop treatment opportunities for patients suffering from rare diseases, which was not appropriate to apply to infectious disease treatments. This paper provides a review of the problems and improvement directions of the domestic system through comparative legal consideration against the United States, Europe and Japan for the statutes which give exclusive status to medicines. The domestic system has a fundamental problem that it does not have explicit provisions in the statute in the manner of granting exclusive status, and that it uses the review system to give it exclusive status indirectly. In addition, in the case of orphan drugs, the "Rare Diseases Management Act" and the "Regulations on Examination of Items Permission and Reporting of Drugs" provide overlapping review periods, and despite the relatively long monopoly period, there seems to be no check clause to recover exclusive status in the event of a change in circumstances. Given that biopharmaceuticals are difficult to obtain patents, the lack of such provisions is a pity of domestic legislation, although granting exclusive rights may be a great motivation to induce drug development. In the United States, given that the first biosimilar also has a one-year monopoly period, it can be interpreted that domestic legislation is quite strictly limited to granting exclusive status to biopharmaceuticals. The need for improvement of the domestic system will be recognized in that it could undermine local pharmaceutical companies' willingness to develop biopharmaceuticals in the future, and in that it is also necessary to harmonize international regulations. Taking advantage of the emergence of COVID-19 as an opportunity, we look again at the problems of the domestic system that grants exclusive rights to medicines and hope that an overall revision of the relevant legislation will be made to establish a unified legal basis.

Perceptions of the Retailers within Green Food Zone on the enforcement of the Special Act on the Safety Management of Children's Dietary Life (어린이 식생활 안전관리 특별법 시행에 대한 학교주변 판매업자 인식조사)

  • This study is a survey of regulatees' perception on main contents and enforcement effect of the Act, the retailers at food stores within Green Food Zone, for the effective enforcement of "The Special Act on the Safety Management of Children's Dietary Life" legislated in 2008. Percentage, frequency analysis, and T-test are derived from the survey carried out to the 175 retailers at food stores within Green Food Zone, across the country except Jejudo, for the two months March and April of 2011. The survey results are as follows. Over 80% of the respondents are aware of comprehensive policy for child food safety and the enforcement of 'the Special Act' and considering the rate of satisfaction on food safety information provided by government, over 90% of the respondents, virtually most of them, are satisfied. The rate of awareness of Green Food Zone is about 80% and that of outstanding business for children is about 50%, showing little perception of it. The comparison of the survey result of 2011 with that of 2010, which have the same questions to the retailers within Green Food Zone, still indicates a need for enhancement of understanding on absolute standard, though it showed fairly better improvement in general. Several proposals are given in this study based on the survey results, which will contribute to the children food safety and health improvement in the end.

Efficacy of ISO 9001 : 2000 Quality Management System in Human Assisted Reproductive Technology Center (보조생식술 센터에서 ISO 9001 : 2000 품질경영시스템의 도입 및 시행의 효용성)

  • Objective: A quality management system of international standardization organization (ISO) 9001:2000 has been proposed to properly evaluate and improve the quality of productions and services. The purpose of this article was to describe on successful introduction and application of the ISO system to human assisted reproductive technology (ART) center. Methods: Center for reproductive medicine and infertility of Cheil General Hospital started the action for ISO 9001:2000 certification at January-2004. The ISO system of our center was monitored by measuring the customer satisfaction index and periodical internal and external audit. Reports of non-conformity described corrective and preventive actions for problems and occurrences that were not consistent with the standard process and operation of our center. Continuous management and improvement were performed on the project of customer dissatisfaction. Results: Our center has got the certification of ISO 9001:2000 for "Research and development of IVF-ET program for infertility treatment" from Korean Foundation for Quality at June-2004. The policy of ISO was "To establish the best center of reproductive medicine and infertility" and "To establish the best quality management system". We found 140 cases and 7 cases of non-conformity in internal and external audit for three years, respectively, and performed corrective action. Conclusion: Improvement of customer satisfaction, systemic documentation and transparency and efficacy of working procedure were achieved by application and operation of the ISO system to our center. This ISO system could be used as a basic institutional management system for the national guideline to the human ART center.

  • The great sudenn change of circle of dental laboratory technology brought mary discord between the new growing environmental group and the old group, In order to know the satisfactory degree of dental laboratory heads about all dental College, This Study was conducted for 49 detal technicians who graduated from junior laboratory heads in Seoul and Kyoung Gi area. The results are abtained as follow- 1. By age The degree of Satisfaction of items about all graduate dental technician were "41$\sim$45 age" group 26.53%), "46$\sim$50 age" group 22.45%, "36$\sim$40 age" group 18.36%, "31$\sim$35 age" group 12.24%, "51$\sim$55 age" group and "56$\sim$60 age" group 8.16% 60$\sim$age group 4.08% in order. 2. By Job Career. The Highest degree item out of Satisfaction about all graduated dental dental technician was 21$\sim$25 years group 28.5%, 16$\sim$20 years 20.4%, 11$\sim$15 years group 12.24%, 26$\sim$20%, 6$\sim$10 years group 4.08%, below 5 years group 2.04% in order. 3.   • Recently, policy of the marine advanced countries were switched from the preemption using ocean to post-project development. In this study, we suggest improvement and the pending issues when are deducted to the database of the marine spatial information is constructed over the GIS system for the Korean Marine Spatial Planning (KMSP). More than 250 spatial information in the seas of Korea were processed in order of data collection, GIS transformation, data analysis and processing, data grouping, and space mapping. It's process had some problem occurred to error of coordinate system, digitizing process for lack of the spatial information, performed by overlapping for the original marine spatial information, and so on. Moreover, solution is needed to data processing methods excluding personal information which is necessary when produce the spatial data for analysis of the used marine status and minimized method for different between the spatial information based GIS system and the based real information. Therefore, collection and securing system of lacking marine spatial information is enhanced for marine spatial planning. it is necessary to link and expand marine fisheries survey system. It is needed to the marine spatial planning. The marine spatial planning is required to the evaluation index of marine spatial and detailed marine spatial map. In addition, Marine spatial planning is needed to standard guideline and system of quality management. This standard guideline generate to phase for production, processing, analysis, and utilization. Also, the quality management system improve for the information quality of marine spatial information. Finally, we suggest necessity need for the depths study which is considered as opening extension of the marine spatial information and deduction on application model.
