This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.

This study aims to explore the critical success factors of the Water Public-Private Partnership (PPP) Projects in developing country with evidence from Indonesia. We all know that water is a basic need and therefore it becomes very important for the governments especially in the developing countries to develop and formulate a comprehensive water policy to deliver and manage the water services in the most appropriate manner as well tackle several challenges such as budget and project efficiency. In this context, PPP is a promising scheme to address the water problems, hence it becomes important to reveal the success factors of water PPP projects. An Analytic Hierarchy Process (AHP) questionnaire built from delphi methods is used to capture the perception of the relevant stakeholders in relation to the success factors. The results of this study show the most critical success factors in PPP water projects is the support and acceptance of the stakeholders from the community, whereas the private and public entities are the the second and third important factors. These findings contribute to the success of the PPP stakeholders by enhancing the policy-making decision process and by executing the water policies to support the development of PPP in the Water Sector.

This study focused on diagnosing and analyzing the level of sustainable development for each fishing communities by applying the sustainable development index in the fishing communities to support the policy of revitalizing the fishing communities. In terms of methodology, diagnostic indicators for rural areas were used through previous studies and literature surveys, and three categories, five fields and 27 indicators were finally selected through collecting opinions from experts. After deriving the weight for each indicator in detail, the final sustainable development index of the fishing communities was applied to fishing village fraternity. Based on the results of the analysis of the application of sustainable development cases in fishing communities, policy support should be implemented differentially according to regional decline factors and potential growth factors. In the population and social sector, it is necessary to consider ways to reduce population and reduce aging. In the industrial and economic sectors, fishing activation and systematic support for fishing-related industries should be provided. In the marine and built environment sector, the government's active project execution and budget support are required. In addition, it is expected to be used in various ways in the process of developing fishing communities and establishing revitalization plans that reflect the characteristics of the region.

국내에서는 일자리 창출 및 경기 회복을 위해 ICT 기술을 활용한 벤처 창업을 적극 지원하고, 이를 위해 다양한 규제개선 정책을 추진하고 있다. 규제개선 정책시행의 효율성을 극대화하기 위해서는 정책 수혜자의 의견이 정책 내용에 적극 반영되어야 한다. 따라서 본 연구에서는 정책의 수혜자인 창업자 중에서도 파급효과가 높은 ICT분야의 중소기업을 운영하는 CEO를 대상으로 정부에서 발표한 [벤처 창업 활성화를 위한 규제개선 추진방안] 내용의 중요도를 AHP 방법을 활용하여 분석하였다. 또한 2015년 3월 현재 규제개선 내용의 시행여부를 분석하여 이를 앞서 분석한 중요도와 결합하여 정책 시행의 효과성을 분석하였다. 분석결과 25가지 규제개선 내용이 1)효과기대 2) 제도시행의 시급성 필요 3) 미비시항 재정비 4) 검토 후 시행 후보군으로 분류되었다. 본 연구는 정성적인 규제개선 정책의 내용의 중요도를 정량적이고 학술적으로 분석하였다는데 의의가 있고, 향후 벤처 창업 활성화 정책의 수립 및 시행에 참고자료로 활용될 수 있다.

본 연구는 해외 주요국들에 비해 정체된 것으로 평가되는 국내 가상현실(VR) 및 증강현실(AR) 산업의 활성화를 위해 정부가 현재 추진하고 있는 정책과제들을 종합·정리하고, 산업 현장의 전문가들을 대상으로 한 AHP(Analytic Hierarchy Process : 계층화의사결정방법) 설문 분석을 통해 우선순위를 도출하며, 분석결과를 토대로 대응 방안을 모색하는 것을 목표로 한다. 각종 선행연구, 보도자료, 정책자료 등을 토대로 계층화 분류를 시도한 결과 기술적 측면, 인식개선 측면, 법/제도 정비 측면, 정부 지원 측면, 인력양성 측면의 5가지 대분류 및 이에 따른 16개의 중분류로 구분할 수 있었다. AHP 분석 결과, 대분류에서는 '정부지원 측면'이 최우선 정책과제로 나타났으며, '인력양성 측면'이 그 뒤를 이었다. 중분류에서는 '신규 인력 양성'과 '기술경쟁력 강화'가 각각 1, 2위를 차지하였다. 본 연구는 시간과 자원의 한계에 노출되어 있는 정책결정 상황에 대해 산업계의 입장과 시각이 명확히 반영된 우선순위 정책과제들을 선별하여 제시하는 한편, 실무적인 개선방안도 함께 제시하였다는 데에 의의를 갖는다.

In this paper, we analyzed two methodologies to evaluate the total quality management activities comparatively. One of them is the traditional scoring system (TSS) by analytic hierarchy process (AHP) and the other is the efficiency measuring system (EMS) by data envelop analysis (DEA), It is demonstrated that the index by TSS and the efficiency index by EMS are not correlated. Also, the efficiency index by EMS in terms of company characteristics such as the size of company and ISO certifications is different from the index by TSS. The result implies that to evaluate the quality activities by EMS is needed as a supplementory methodology.

In resource-constrained, low-cost, radio-frequency identification (RFID) sensor-based mobile ad hoc networks (MANETs), ensuring security without performance degradation is a major challenge. This paper introduces a novel combination of steps in lightweight protocol integration to provide a secure network for RFID sensor-based MANETs using error-correcting codes (ECCs). The proposed scheme chooses a quasi-cyclic ECC. Key pairs are generated using the ECC for establishing a secure message communication. Probability analysis shows that code-based identification; key generation; and authentication and trust management schemes protect the network from Sybil, eclipse, and de-synchronization attacks. A lightweight model for the proposed sequence of steps is designed and analyzed using an Alloy analyzer. Results show that selection processes with ten nodes and five subgroup controllers identify attacks in only a few milliseconds. Margrave policy analysis shows that there is no conflict among the roles of network members.

This paper focuses on the method of setting priorities for telecommunications standardization work areas (SWAs) and standardization work items (SWIs), detailed sub-areas of each SWA. It is based on prioritization of SWAs to make a strategic plan that usually includes prioritization, resource allocation and standardization schedules for each SWA in telecommunications field. We applied the simple Delphi technique and the Analytic Hierarchy Process (AHP) to the prioritization process. We also introduce 0-1 integer programming for resource allocation using the AHP result. We present analyzed results according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

The market performance of WiBro in Korea has not been as expected, and its rapid diffusion in the near future is unlikely owing to the existence of competing services. There has been little research on the factors affecting this low market diffusion. This study is based on an analytical framework in which a lack of service capability and the insufficiency of service-related activities have resulted in the current poor market performance. An expert survey was conducted on WiBro specialists and verified using the analytical hierarchy process method. The result of this analysis is as follows: underinvestment in network deployment and marketing, insufficient promotional policies, and a shortage of service capabilities are to be analyzed as the main causes of WiBro's low market diffusion.

This paper proposes the compliance collaboration index(CCI) which can be useful to measure the level of supply chain's compliance collaboration quantitatively. It can be shown that the proposed index is quite flexible when applied in real situations at the request of the index user. For instance, even if only one company of many companies in trade supply chain to be tested through the AEO certification test is not satisfied the required specification. the index is designed in such a way that the score can't be higher than a certain predetermined value. The proposed CCI can be used as the guidance for a trade company's collaboration process control strategy to increase the efficiency of compliance improvement activity. In this paper, we use the Analysis Hierarchy Process(AHP) which is one of the methods recommended by ISO/ICE as a measurement of weight to be assigned to the relevant parameters considered in the CCI.
