Evaluation of Efficiency and Conformity of DMAIC-Based Battery Production System Challenge Solving Methodology: A Study on the Applicability for Improvement ("DMAIC 기반 배터리 생산시스템 과제해결방법론"의 효율성 및 적합성 평가: 개선을 위한 적용 가능성 연구)

  • The DMAIC methodology, which is most familiar to battery production system developers, is partially inadequate in its conformity to utilize battery production system tasks, so it is necessary to improve the function and structure of the methodology, but many battery production system developers use the DMAIC method based on experience, causing side effects such as confusion, delay in tasks, and insufficient performance during tasks. Accordingly, we intend to conduct an empirical study to improve the "efficiency improvement and conformity evaluation method" so that the DMAIC methodology can be used more reasonably and easily. Using the three-stage research model, we derive components that affect conformity through literature and questionnaire surveys in the first stage, use relational characteristics between components in the second stage to confirm the effect on conformity, and use the relational characteristics in the third stage to confirm the possibility of improving efficiency by applying them to the DMAIC methodology in actual cases. Finally, the "Conformity Assessment Index (CAI) equation" based on relational characteristics is established to enable effective conformity evaluation and continuous improvement.

Evaluating Policy Priorities in Small Agricultural Cooperatives for Distribution Systems (농업분야 소규모 협동조합 유통체계 구축을 위한 우선순위 평가)

  • Purpose - Domestic cooperatives tend to increase during the establishment of cooperatives and gradually through the basic law of social needs. However, only cooperatives' qualitative grow this secured without blessings, and their quantitative growth through government support is questionable. The purpose of this study is to analyze the agricultural cooperatives established through the Distribution System Cooperatives Basic Law, which was enacted in January 2012. Subsequently, establishing agricultural cooperatives was done briskly. However, cooperatives established rapidly after the founding of the Basic Law encountered problems. Research design, data, and methodology - To assess the performance of selected agricultural cooperatives, data were analyzed using the methodological Analytic Hierarchy Process (AHP) approach. The AHP is a set of systematic procedures to hierarchically analyze the elements of any problem. Using a survey on expertise, a series of comparative determinations of each pair is performed to evaluate the relative strengths and the strengths of the impact between elements within the hierarchy. A survey was conducted on 10 small agricultural cooperatives using AHP analysis for the examination. The purpose of such research and analysis is to recommend a direction for future policies aimed at small agricultural cooperatives. Result - This study applied three types of policy evaluation criterion, including market expansions, organizations, and cooperative projects, and 12 types of small agricultural cooperative policy measures. Market expansion policies for agricultural cooperatives are classified into four categories: school meals, direct transactions, shopping malls, and wholesale markets. Organizational policies for agricultural cooperatives are classified into four types: existing sales channel management, education, preventing free riding, and enlarging members. Cooperative project policies in agricultural cooperatives are classified into four policy areas: cooperation between cooperatives, community contribution, joint businesses, and government links. In this paper, the growth priority in agricultural cooperative policies is analyzed by applying policy evaluation criteria on the basis of a survey on expertise. The priorities of the policy program are also analyzed using a decision analytic hierarchy process. The results indicate that market expansion is the most important policy evaluation criterion therefore, improving direct transactions, school meals, management of existing sales channels, and shopping malls are crucial policy measures. In contrast, the cooperation of cooperatives, expansion of union members, and cooperation with the government were found to have low priority. Conclusions - Agricultural cooperatives should develop plans as follows. Small agricultural cooperatives need to secure school meals and direct transactions for market expansion, restructure marketing strategies to manage existing sales channels, and, finally, increase education and training for sustainable organizational development. This study has the following limitations. Because the subject of the investigation is a new cooperative, determining its sustainable growth is difficult. Therefore, through analysis and a continuous study of cooperatives, future research is expected to show that modifying the direction of agriculture cooperatives is necessary.

  • The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

A Comparative Study on Government R&D Evaluation System in Selected Countries (주요국의 정부 연구개발(R&D) 평가제도에 관한 비교 연구)

  • This study is to seek measures for streamlining the evaluation system by analyzing the examples of advanced countries. This study was conducted, based on the relevant government policy documents and previous research papers, in the manner of comparing and analyzing the issues and cases regarding the government evaluation system of public-funded R&D programs in selected countries. In Korea, a national R&D performance evaluation system was introduced by law in 2006. In United States, Obama government has enhanced government performance management by signed into law the GPRA Modernezation Act of 2010. The Japanese Government issued a newly revised Guideline on National R&D Evaluation in late 2012. European Union has also been constantly updating its evaluation system for Framework Programmes(FPs) begun since 1984. This study gets some insights from the recent development of R&D evaluation in the other countries. It is important for the government R&D evaluation system to be in line with national S&T policy and agency's mission. In micro views, specific evaluation approaches and methods by types of various R&D programs should be more illustratively developed. Additionally it is suggested to monitor recent trends and techniques on R&D evaluation by participating in activities to communicate and share their knowledge and experiences in international evaluation research networks.

  • This paper proposes a user's mobility based cooperative proxy caching policy for effective resource management of continuous media objects in mobile environments. This policy is different from the existing proxy caching policies in terms of how to exploit users' mobility. In other words, existing caching policies work based on the information about objects by referring to users' requests within a specified domain whereas the proposed caching policy runs by utilizing a number of users' requests across several domains. So, the proposed policy is applicable to random requests in mobile environments. Moreover, we also propose a replacement policy based on weights and playback time. To check the efficiency of the proposed caching policy, the proposed replacement policy is run with different size of caching unit: object or segment. The result of performance evaluation tells that segment sizes, ratio of users' mobility and weights are major factors for the efficient operation of the cooperative caching.

  • This paper dealt with developing conceptual model for making public policy on consumer product safety. The matters of consumer safety, public health and environmental protection are essential parts of making policy for consumer products. Moreover, policy authority should consider all measures based on consumer safety. In the process making regulations, policy authority has to have some methods to prevent errors on treating eligible persons as persons disqualified under uncertainty decision making of public policy. To recognize and ensure fairness on public policy, policy authority needs to establish basic policy making and fundamental concepts. Therefore, we developed conceptual model for consumer products safety, CPSPcon in this paper. The conceptual model is one part of SSM(Soft System Methodology) and can support specific policy target. The CPSPcon model can assist in evaluation of responses to an adapting or considering model.

  • The government has performed various countermeasures and policies for the efficiency of Construction Industry. However the analysis of the policy performance is not satisfied. In the study we benchmarked the construction performance evaluation system and indicators which was performed by advanced countries like the United States and the United Kingdom. So we suggested indicators for measuring performance of public construction cost saving strategy performed in 2008 by the Ministry of Land, Transport and Maritime Affairs. This paper will provide the basis for establishing future construction policies or plans.

STEM Education and Sustainable Growth in Regions: Lessons Learned from the U.S. WIRED Program Evaluation

  • It is recent that STEM (Science, Technology, Engineering and Mathematics) education emerged as a great concern of the U.S. policy makers in terms of securing national and regional competitiveness. However, few attempts to embrace STEM education as a source for sustainable regional growth have been made mainly due to methodological challenges. This paper investigates the role of STEM education in achieving sustainable economic growth. For the purpose of the paper, a U.S. federal workforce development program named Workforce Innovation in Regional Economic Development (WIRED) in Southeastern Virginia that was implemented between 2007 and 2010 is selected and evaluated qualitatively. By identifying three themes as a result of three-stage coding methods, the evaluation results call for particular attention of local policy makers and key stakeholders to STEM education as a source of sustainable long-term economic growth in regions.

  • We address the power generation mix problem that considers not only nuclear and fossil fuels such as oil, coal and LNG but also renewable energy technologies. Unlike nuclear or other generation technologies, the expansion plan of renewable energy is highly uncertain because of its dependency on the government policy and uncertainty associated with technology improvements. To address this issue, we conduct a delphi survey and forecast the capacity of renewable energy. We further propose a stochastic mixed integer programming model that determines an optimal capacity expansion and the amount of power generation using each generation technology. Using the proposed model, we test eight generation mix scenarios and particularly evaluate how much the expansion of renewable energy contributes to the total costs for power generation in Korea. The evaluation results show that the use of renewable energy incurs additional costs.
