A Study on the Effect of Adverse Weather Conditions on Public Transportation Mode Choice (강우 상태에 따른 대중교통 이용패턴 특성연구 - 부산광역시 버스통행을 중심으로 -)

  • Busan Metropolitan City government has been implementing the local Bus Quasi-Public Operating policy since 2007. As a result of the policy, financial burden to cover financial deficit has become a big social issue. For successful settlement of the policy, the government should be able to gradually cut off the financial support for the deficit by continuously increasing the bus demand, which can be accomplished by providing more convenient bus services. The weather conditions that affect the public transportation demand include rain, fog and snow. They affect the mode choice for public transportation use, which in turn results in decrease in bus demand. In short, the adverse weather conditions result in significant profit loss of bus transportation, and consequently it financially burdens the City of Busan. In this research, the pattern of travelers' use of transportation modes given various weather conditions was analyzed. In addition, the reasons why people transfer from one to other transportation modes were analyzed by conducting a field survey, and policy implications on desirable public transportation facilities and transfer system were discussed.

  • In recent years, how to promore the Utilization of Internet is a main issue of national information policy. In this study, we focused our approach to find promoting sttategies for Internet utilization on three sector's users, governments, enterprises, and households. Promoting the Internet utilization of these three sector's users is a very difficult problem, because their information levels are different and information gap among them can be regarded as bottleneck. And since the interactions between user's demands and diverse information seccor's factors are very complex, policy leverages can not find easily. By the system dynamics methodology, this paper examines the interrelationships between three user's demand mechanism and information policy sector. Information policy sector consist of four sectors, infrastruccure policy seccor, application-contents sector, governance sector, and access and price policy sector (free access policy, literacy policy, telecommunication price policy, etc.). To find and investigate policy leverage that will help understanding dynamic behavior of users in using Internet we build a causal loop diagrams and SD models by using survey data obtained from three sectors'specialized users, 488 persons.

  • This research is based on the survey of welfare beneficiaries, aiming to set up the gender-equal welfare policies. Through the survey, this research examines status of women in the family and society and also examines, the degree of perception of women's welfare policies, needs, and satisfaction. According to the survey results, the current welfare policies that are limited to needy women should expand its range, enforcing the infra structure. That employment policy for women turned out to be very important in welfare policies. Demand for more enlarged welfare policies is quite high, especially in housing, employment and elderly care. On the contrary, the degree of satisfaction degree appears quite low because of unrealistic welfare program and benefits. In order to improve the welfare policies, more active and realistic employment policies should be emphasized with the proper support for family life. To raise the status of women, proper policies for women's economic independence should be set up. In addition, consciousness of gender equality should be encouraged in the whole society. Also, women's participation in politics and decision-making process is necessary.

A Study on the Implementaion of the ASEAN ODA Fisheries Cooperation Project (ASEAN ODA 수산협력사업 추진에 관한 연구)

  • The main purpose of this study is to explore a way of fisheries cooperation through the ODA demand survey in the fisheries sector on 8 ASEAN countries. In detail, we identified the status of detailed cooperation in the fisheries sector with ASEAN countries and identified new cooperation network construction projects in accordance with the changes in external cooperation environment, and presented strategies and policy directions for fisheries cooperation projects. For this purpose, we surveyed the questionnaires of 8 ASEAN countries using structured questionnaires for local fisheries experts. As a result of the questionnaire analysis, eight ASEAN countries were classified into three groups according to DAC beneficiary standards and suggested implications. Based on the results of the survey, the basic direction of the fisheries cooperation projects in each of the eight countries surveyed was set up, and the preferred projects for fisheries cooperation projects were proposed by dividing them into groups. In addition, the research results were used to systematically establish national promotion plans.

  • This study aims to examine the problems that transmissions of an intangible cultural heritage in Korea may be cut off because of the public indifference, low demand for it and lack of government funding and seek ways to revitalize an intangible cultural heritage by increasing citizens' awareness of it and demand for it. According to recent studies, many holders of important intangible cultural properties have a difficulty doing because government funding is not enough to make their living and people who want to learn and pass on traditional skills keep decreasing. Many experts say that governments need to increase citizens' awareness of an intangible cultural heritage and demand for it in the long run to solve this problem, but governments focus on improving condition of holders rather than that. On this account, this study criticizes the government's policy and surveys citizens' awareness of an intangible cultural heritage and demand for it and suggests a plan of revitalizing an intangible cultural heritage.

  • CT(Culture Technology) became one of the leading industries with fast growth in its contribution to an economy not only in Korea, but also in the world. This study suggests policy direction and priority of CT in the perspective of technology standardization and its classification. As a result, this study proposes a new 'CT Classification' using the value chain concepts contrary to previous classification. In addition, we suggest standardization priority, especially, in the sectors of 'CT Distribution/Service', 'CT Marketing', 'General CT management' based on our survey research of production side. Consequently, our research suggests an important strategic bases for decision makers in CT policy and development both government and private sectors.

Trends and Implications of Dairy Industry Policy in Japan (일본 낙농산업 정책의 동향과 시사점)

  • This study aims to present basic data for establishing policies related to the dairy industry in Korea in the future through analysis of the process and trends of policy changes surrounding the dairy industry in Japan. To this end, the establishment and structural changes of Japanese dairy policies from the past to the present, such as the tribal payment system, which is the beginning of the Japanese dairy policy, were examined. In addition, through analysis of the supply and demand trend of the Japanese dairy industry and policies affecting crude oil production, implications for affecting the dairy industry in Korea were presented. The reality is that Korea's dairy industry is also in crisis. According to the 2023 Dairy Management Survey released by the Dairy Policy Institute of the Korea Dairy Beef Association, the difficulties in ranching are ① debt (45.6%), ② environmental (23.1%), ③ health problems (16.8%), ④ lack of leisure time (7.4%), and ⑤ successor problems (4.6%), debt and environmental problems are the main reasons that pressure dairy farmers. Korea's milk and dairy consumption is higher than that of meat and rice, and the trend is increasing every year, but the crude oil self-sufficiency rate is decreasing every year. Even in terms of food security, securing self-sufficiency for domestic crude oil is a very important issue. Therefore, policy support for the sustainable development of the dairy industry is essential in Korea along with preparing policies to create a stable supply and demand environment.

Estimation of Willingness to Pay for Long-Term Care Insurance Using the Contingent Valuation Method (조건부가치측정법을 이용한 노인장기요양보험에 대한 지불의사금액 추정)

  • According to rapid increase of the population of senior citizens, there has been growing concern of Long-Tenn Care(LTC) services recently. Long-Tenn Care services, however, haven't been established systematically in Korea and the supply of LTC services is not sufficient despite the increase in the current social demand. This study aims to estimate the 'Willingness to Pay(WTP)' for LTC insurance which the government plans to introduce by means of social insurance, using Contingent Valuation Method(CYM). In addition, this study analyzes the factors affecting WTP for LTC insurance. An interview survey was carried out to derive WTP for LTC from 450 people who lived in Seoul aged 20 and above during the period from 16th to 21st of June 2003. Double-Bounded Dichotomous Choice Method was applied among several CVMs available to estimate both use value and no-use value of goods. There was pilot survey carried out prior to the main survey. The results show that the average monthly. WTP for LTC provided in home and residential setting is 18,192Won and 19,293Won, respectively. In the case of home care, WTP goes higher depending on reliability of LTC insurance policy and need for LTC insurance, as well as marital status, education and average monthly income. On the contrary, WTP is conversely affected by higher age and higher bids. In the case of institutional care, the factors affecting WTP are similar to those of home care, except age. This study followed NOAA's suggestions generally and the value derived through survey could be reliable. However, there can be the least bias in the process of survey because the CVM should be used under the supposed circumstances. Despite those limitations, it can be concluded that the amount the citizens are willing to pay for LTC is high enough to meet the costs needed to provide LTC.

Factors Affecting Accounting Policy Choice: Evidence from Small and Medium Enterprises in Vietnam

  • The purpose of this study is to determine the direction and significance of variables influencing small and medium enterprises (SMEs) decisions regarding accounting policy in Vietnam. Research data was collected through a survey of 296 subjects, including chief accountants, accountants, managers, and lecturers with practical experience in accounting work at enterprises. With the help of specialized software SPSS, determining the impact of factors on the choice of accounting policy of enterprises is done through a multivariate regression model with control tools Cronbach's alpha determination, EFA factor analysis, and Pearson correlation analysis. Research results show that there are seven factors affecting the choice of accounting policy in Vietnamese SMEs; in which, the factors information technology, legal environment, information demand, manager's awareness, and accounting qualification have a positive impact; and two factors are tax pressure, and financial leverage have a negative impact on accounting policy choice. These results are consistent with most of the previously published studies. However, in contrast to many previous studies, our research shows that accounting's psychological factor does not affect the accounting policy choice. This is consistent with the characteristics of SMEs in Vietnam because the role of accountants is not appreciated in the business.

  • The study strives to shed a light on the users' perception and demand on public libraries in Busan area through a survey asking the facility, materials and service conditions in public libraries. Data are drawn from a survey with three hundred respondents. The survey was implemented to figure out current status and needs regarding library facility, materials, and cultural programs. Supporting data are collected via interview as well. Since this paper discusses such an issue as current situation in public libraries, this study could provide the policy makers with basic information in developing and improving public library programs in Busan area.
