An Analysis of Fishermen's Perception to Climate Change in Korea (기후변화에 대한 어업인 인식의 특성 분석)

  • This study indicates that 84.5% of fishermen have perceived climate change and 74.9% of fishermen have responded that frequency and intensity of the impacts of climate change are increasing. The results of regression analysis have shown that the level of fishermen experiencing the impacts of climate change differs according to individual's characteristics including age, length of experience, sea area (fishing area) and types of fisheries. About half of the respondents have shown that they are not taking any actions against the effects of climate change. The main reasons are that they either have lack of knowledge on how to respond to the impacts of climate change or have the perception that climate change is irresistible. The majority of respondents have responded that they are not aware of the government's climate change policy and emphasized that it is necessary to have effective countermeasures strengthening the provision of information about climate change policy. The result of perception survey have highlighted that it is essential for the government and the fishermen to share relevant information and to consider method of cooperation.

  • Researchers, Institutional Bioethics Committee(IBC)/Institutional Review Board (IRB) members, Research Institutions that have multiple interests in relation to research should ensure that conflicts of interest(COI) do not arise in making professional judgments. In other words, according to the role that must be performed or the obligation to fulfill it, the primary interest, which must be considered or should be prioritized, should not be affected by the secondary interest. Therefore, standards and methods should be prepared so as to prevent and solve the problems of COI that have arisen, and the basic matters on standards and methods should be clearly defined in terms of the law and policy so that all parties such as Researchers can understand and follow them. In order to establish a more realistic legal policy, it is necessary to grasp the current situation. Therefore, I have reviewed results of the questionnaire survey and interview conducted for the administrative staff of IBC/IRB to confirm their opinions on legal policy problems related to COI and countermeasures for resolving them. Also, I have reviewed the main contents of issued by the US Department of Health and Human Services in order to assist in the preparation of domestic legal policy about conflicts of interest. Finally, I have analyzed the present state of domestic legal policy in relation to the Researcher's COI, the IBC/IRB member's COI, and Institutional COI and suggested way to improve it.

  • illegal medical advertisement have been on the rise, and false and exaggerated medical advertising are increasing the damage to medical consumers. Therefore it is urgent to take countermeasures about this. Thus, this paper try to analyzes the characteristics of general commercial and other medical advertisements and looks for alternatives that can minimize the damage caused by illegal medical advertisements and institutional weaknesses by analyzing the regulatory trends in medical advertising.

  • Purpose of this paper is to enhance aviation safety in korea through comparison with aviation safety policies implemented by other countries. it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety", as well as set forth immediate vigorous efforts to support the government's aviation safety enhancement countermeasures. I hope this study would contribute and provide a variable idea and direction to enhance aviation safety management of two Korean flag carriers.

  • Since domestic terrestrial DTV transition introduces the need for a multi-channel service as raised again to multi-channel service is being promoted. Current terrestrial broadcasters to realize multi-channel services are provided jointly countermeasures. Multi-channel services also active in policy-making of Korea Communications Commission. Therefore, in this article, terrestrial technical issues that arise in multi-channel services and services for the implementation of policy measures were proposed.   • The government has performed various countermeasures and policies for the efficiency of Construction Industry. However the analysis of the policy performance is not satisfied. In the study we benchmarked the construction performance evaluation system and indicators which was performed by advanced countries like the United States and the United Kingdom. So we suggested indicators for measuring performance of public construction cost saving strategy performed in 2008 by the Ministry of Land, Transport and Maritime Affairs. This paper will provide the basis for establishing future construction policies or plans.

  • This thesis aims at presenting the improvements of terror-responsive policy that Korea has to take on the basis of terror threat to Germany and responsive policies. so, First, Korea has to prepare the ways to legislate on terror responsive policies. Second, Korea has to construct a management center to response to terror comprehensively. In addition, Korea, like Germany, has to establish cooperation center related to terror on internet to surveil and analyze information and situation.

  • This study examines a degree of city decline and confirms a existence of inertia in the city decline process, and shows how to set the policy directions of cities as its situation. With understanding these things, we are carefully able to anticipate the future direction of cities'growth or decline. This study analyzes cross-tabulations with the comprehensive decline index, and the demographic-social index, industrial-economical index, physical-environmental index to compose the comprehensive decline index in during 2005~2010. We can confirm the existence of complexity and inertia of city decline. Some cities are likely to have adhesion of decline, and these cities should convert planning tools and concept of past growth era to new one to be used in changed environment in new era. Redefining a perspective for city decline, proper managing a change of physical environment from city decline, and flexible thinking would be requested as countermeasures with adjusting spatial policy framework.

  • 2001. 9. 11 aviation terror showed us that there are lots of problems in aviation security and we need efficient counter-plans. According to this event, many countries are coming up with various countermeasures. After first hijacking in 1950, the aviation terror is occurring with more various methods until these days. And the scale is bigger than former so they're making much bigger damages. Especially, the case of 9.11 terror attracted people's eye of the world because of enormous casualties and damages. It aroused many people's self-awakening therefore as an important factor the security is given much weight in the aviation safety. In order to keep the step like this tendency and the development of aviation security, beginning with America lots of countries of the world are pursuing diverse aviation security's counter-plans of new side. At this point of time, for our development in aviation industry we should make efficient aviation security countermeasures. In this study, We compared our aviation security activities with major countries after 9.11 terror.

A Study on Risk Analysis and Countermeasures of Electronic Financial Fraud (전자금융사기 위험 분석과 대응방안에 관한 연구)

  • The methods of electronic financial fraud continue to evolve. Various research and countermeasures have been proposed to counter this problem, but it is difficult to eradicate it. The purpose of this study is to analyze the risk of electronic financial fraud through MS Threat Risk Modeling and to propose the countermeasures against the electronic financial fraud. As a result of the analysis, it is confirmed that despite the difference of authentication methods, there is a high risk of pharming, and it is difficult to prevent attack by using only additional authentication means, device security or user authentication based security system. Therefore, this study suggests the introduction of preventive measures such as readjustment of transaction limit by security means, account authentication, and additional physical security measures. It also suggests the establishment and implementation of a comprehensive electronic financial fraud prevention policy through linkage of electronic fraud prevention system and improvement of public relations and user awareness.
