The Impact of Innovation Policy Mix on SME R&D Investment: Focusing on Financial Instruments (혁신정책 조합이 중소기업 R&D 투자에 미치는 영향 : 재정지원을 중심으로)

  • The Government provides a financial assistance to stimulate firm R&D and innovation activities. Previous papers on the impact of public subsidies on firm R&D investments mainly had a focus on an individual policy tool regardless of potential impacts of other policy instruments. This study addresses this gap by examining the effects of policy mix regarding a subsidy and a tax credit. The empirical analyses from fixed effect model using Survey on Technology of SMEs 2015-2017 revealed valuable points. First, policy mix induces more R&D investment of SMEs, which in turn, shows a complementary relationship between two instruments. Second, even if impact of tax credit controlled, subsidy is positively associated with SMEs R&D investment. These findings justify policy mix interventions to promote SME R&D activity. Moreover, grants can be applied as a more useful policy tool for SMEs that are constrained by resources and capabilities.

  • Despite the limitations of existing security policies due to technological development, companies are unable to actively respond to changes by maintaining a closed security policy. This study classified information security policy into three types: regulatory type policy, advisory type policy, and informative type policy. For each classified policy type, the effect on the information security policy compliance behavior of organizational members was investigated by applying the extended theory of planned behavior, and the moderating effect of information security stress was investigated. SmartPLS 2.0 and SPSS 21.0, which are structural equation modeling techniques, were used to analyze the relationship affecting each factor. As a result of the study, regulatory type, advisory type, and informative type security policies affected organizational members' information security policy compliance behavior, and security stress had an effect on information security compliance attitudes and subjective norms on information security, which are prerequisites for planned behavior theory. gave. This study suggests that various types of corporate information security policies can be applied and that security stress can affect information security behaviors of members.

In environments where employees feel inundated with policies, directives, guidelines and procedures, an ID security policy should be introduced in a manner that ensures that management's unqualified support is clear.   • XML is the most common tool for data processing and data transmission in web applications. Policies are extensively used in all online business solutions and it is recognized that abinary decision such as 'yes/no' for access requests is not enough. In this paper, a method is developed to convert policy rules with provisions and obligations in logic formula formats into XML formats. The primary purpose is to enable security policy programmers to write flexible authorization policies in XML and to implement them easily. General syntaxes are defined to specify information for users, objects and actions in XML formats and an XML DTD is developed to specify authorization rules with these three components. To support various security features such as data transcoding and non-repudiation depending on data in addition to access control based on authorization policies, studies for specifying them in XML policy rules will be performed in the future.

  • Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.

  • The trade balance for the information and communications technology (ICT) industries in 2014 have reached 863 hundred million dollars as the main export products such as smart phone and semi-conductor increase, since the ICT industries have played an important role in economic growth in Korea. Until now, the consistent supporting of government and investment of company have been doing with the growth of ICT industries, as a result, Korea marked as the first in the UN electronic government preparing index, and rank 12 in the network preparing index through the policy of national information and basic plan of inter-industry convergence. However, as the unstable international economic circumstances, ICT industries is faced with the stagnation, and then preemptive development of products and services for ICT convergence industries is needed to continually get definite ICT Korea image. In this paper, the ICT convergence industry is analyzed and forecasted. In specific, the international and domestic market for cloud, 3D convergence, and internet of things is diagnosed. The market for ICT convergence industries is predicted to be 3.6 trillion dollar in the world, and 110 trillion won in domestic. From the analytical results for technology and services development, the preemptive supporting of the technology development and policy for the internet of things and 3D convergence industries is required. In addition to, through the future forecasting by socio-tech matrix method, the policy supporting for the ICT convergence area of healthcare, fintech, artificial intelligence, body platform, and human security is needed.

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

  • Networks, services and industries have been converging with the advent of digital convergence by technology advancements of digitalization, broadband and interactivity in the areas of information-communication and broadcasting technologies. Especially, this convergence of technology and market has been blurring the boundary of telecommunication and broadcasting sectors, and the severe competition seems to be inevitable due to the lack of the differentiation in broadcasting media and contents. In this study, we regard the competition phenomenon in the digital convergence between telecommunication and broadcasting as the platform competition in two-sided markets which have been actively studied since 2000, and analyzed it using modified Hotelling's location model. According to the analysis of platform competition on the effects of the differentiation of platform (t) , killer component $(\mu)$ and component compatibility $(\theta)$ , it is shown that two differentiated platforms are simultaneously used in case of the decrease of substitution effects, and the profit of platform with killer contents is increased, but the profit of platforms with higher compatibility is decreased. The policy implication is that it is especially necessary to modify the policy and regulation on media contents considering the growing competition in media. On the other hand, differentiated and reasonable policy is required to make fair competition and active market environment.
