Supporting Policy for GeoSpatial Information Convergence Industry by Comparing Laws about Convergence Industry (융합산업 관련 법제도 비교를 통한 공간정보융합산업 지원방안)

  • The convergence industry is a combination of technologies or industries of the same type or various types, thereby maintaining and/or expanding the existing values or creating fresh values. As the industry is drawing greater attention over the world, each country is making huge efforts to provide support for it. GeoSpatial Information is a representative convergence industry characterized by being utilized as a basis for other industrial fields by being linked and fused with other industries and technologies. It is well recognized as being a promising industry that will likely lead the national economy in the future. GeoSpatial Information is necessary to analyze the distinctive features and obstacle factors of the convergence industry. Because it will be able to induce a smooth convergence among different industries. In this paper, we has segmented the support elements through a comparative analysis of the legal system related to (Nano Technology, Information and Communication Technology, Culture Technology, etc)the convergence industry. Based on this proposed policy support for GeoSpatial Information Convergence industry. We expect that this study will be used as basic data of the policy established to effectively support for the GeoSpatial Information convergence industry.

The ICT Operation Performance by a New ICT Investment and Policy Consistency of Government Organizations (정부조직의 신규 ICT 투자와 정책 일관성에 따른 ICT 운영 성과)

  • The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

The Effects of Entrepreneurial Self-Efficacy on Perceived Firm-Efficacy, Policy Satisfaction, and Managerial Performance in SMEs and Startups: Focusing on Government Support Policies for SMEs and Startups

  • The government's various support policies have helped Korea's SMEs and startups to grow from the beginning to the end, from domestic companies to exporters. In particular, direct business support policies such as financial support, R&D projects, and export support have been effective in helping a large number of entrepreneurs and startup companies to establish themselves in the market and have achieved tangible results every year since the establishment of the Ministry of SMEs and Startups. As such, the government is making significant efforts to create and promote various types of support policies and to help companies utilize them in their business. However, this study aims to analyze the factors that affect the satisfaction of government policies and the achievement of managerial performance from the companies' perspective and to suggest the purpose of government support policies and the direction companies should take. Specifically, this study categorizes entrepreneurial self-efficacy into marketing, innovation, management, risk-taking, and financial management, using the relationship model of self-efficacy and collective efficacy to ultimately lead to practical results for SMEs and startups support policies. It uses perceived firm efficacy as a variable to reveal the influence relationship. In addition, the direct and mediating effects of entrepreneurial self-efficacy and policy satisfaction on managerial performance were analyzed to determine what SMEs and startups support policies should do. The results showed that, first, among the five components of entrepreneurial self-efficacy, innovation, and risk-taking efficacy positively affected perceived firm efficacy. Second, the specific components of entrepreneurial self-efficacy, marketing, and financial management efficacy positively influenced policy satisfaction. Third, we found that perceived firm efficacy positively influenced policy satisfaction and managerial performance, which are factors of SMEs and startups' policy performance. Specifically, perceived firm efficacy positively influenced policy satisfaction managerial performance. Fourth, we found that policy satisfaction positively influenced managerial performance.

  • In information society, Convergence was combined with a word 'digital'. Digital convergence means a service or new product which appeared through fusion of unit technologies in information and communication regions. The effects of convergence technologies and social phenomenons are visualized in overall regions of society such as economy, society, culture, etc. In this paper, we described a prospects and technologies needed in digital convergence environment. And we described a wearable computer which was leading case in digital convergence.

  • This paper analyzed about operation environment and policy for US military tactical communication, and security policy and transmission performance of tactical link. It is presented operation communication message and framework, which is supported semi automated force, SINCGARS specification of link layer in operation environment, and analyzed COMSEC policy and application layer security in tactical security policy. Also it analyzed in respect to transmission performance and crypto synchronization detection. Security policy of tactical link and COMSEC is analyzed in respect of crypto device such as AFKDMS, AKMS, RBECS, KIV-7/HSB.

  • Ultimately, this research will focus on the activity traits of future customers in the convergence age. To accomplish that, firstly, researcher develop measures for assessing the convergence level of digital devices and digital services. Next, this will investigate the behavioral traits of people who use specific devices or services on the internet or mobile networks. This study proposed five convergence measures each for devices and services. For digital devices, measures such as converged functions, accessibility to network, portability, immediate communicability, and expandibility of functions were utilized. For digital measures such as scope of users, newness, social network level, ease-of use on mobile networks, and expandibility of information were used. We believe that the research results can provide insights for those wishing to explore the convergence level of devices and services and those developing high-level converged devices and digital services.

Security Policy Compliance Motivation: From Technology Threat Avoidance Perspective (보안 정책 준수 동기에 관한 연구:기술 위협 회피 관점에서)

  • The ultimate aim of this study is to examine the effect of security policy characteristics (policy threat, policy effectiveness, policy compliance cost, policy compliance self-efficacy, social influence) on organizational information security policy compliance motivation based on TTAT (Technology Threat Avoidance Theory). We found the following results. First, the security policy threat has a significant positive effect on policy compliance motivation. Second, it was found that the policy effectiveness has a statistically significant effect on the compliance motivation. Third, the policy compliance cost has an influence on the policy compliance motivation. Fourth, the policy compliance self-efficacy does not have an effect on compliance motivation. Finally, social influence has a significant effect on compliance motivation.

  • This research presents the development of a certain highly efficient model for group security policy negotiation using mobile agents in the IPSec environment. The conventional IP security systems has some problems. A drawback to these systems is that the required policy between each security area is different. Another problem is not possible to guarantee whether a packet is transmitted through the same path by both directions and is protected by the same policy due to the topology of the network. Unlike conventional systems, the model developed herein can be resolved by using a mobile agent technology. If each domain needs a negotiation of security policy, a mobile agent manages the result of the negotiation in the form of a passport and guarantees the authentication and reliability each other by using the passport.

  • The North Korean regime, Kim Jungun's foreign policy is changed frequently. And their military policy has no gravity. North Korea has developed nuclear weapons and long range missile. Now they have Inter-Continental Ballistic Missile. These activities redound a great threat in Korean peninsula. There are a no possibilities to give up its nuclear weapons and missile development. For the peace in Korean peninsula, we should make North Korea to abandon its nuclear himself through effective sanctions. Now China should effort to control North Korea. To reduce the threat we should coordinate the strategic interests of China and US. This study is to predict the North Korea military activities to analyze "military policies."
