An Exploratory Study on the Cause of the Poor Performance of Climate Change in Korea (우리나라 기후변화 대응의 저성과 원인에 대한 탐색적 연구 - 우리나라 CCPI(Climate Change Performance Index) 사례 중심 -)

  • The relevant ministries, including the Ministry of Environment in Korea, provided Post-2020 Long-term Mitigation Target and Implementation Plan. The plan consisted of four Business As Usual (BAU) reduction levels by 14.7%, 19.2%, 25.7%, and 31.3% until 2030. The Korean government finalized the mitigation target of 37%. But all the initial alternatives were below the goal, 30% from BAU, that has been promised to the international community as well as set out in the Framework Act on Low Carbon Green Growth. In order to achieve a specific goal, performance management should pursue "Justify doing the right things." Otherwise, performance management would not work properly. According to Kingdon's Policy Stream Framework, abnormal alternatives are difficult to be presented as scenarios because alternative building should focus on the role of the need to adhere to the basic principles and professionals. Such a result is possible only when the policy actors does not balance themselves. Performance management statistics has been analyzed by 6 years CCPI data since 2011, taking into account the impact after enactment. This study also has been complemented by a variety of sources, including the media, documents, and artifacts during the period. As a result, raising awareness about climate change was analyzed as one of the solutions because the climate change issue affects the normal performance management throughout the life of the people to stay linked to the environment.

  • Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.

The Study on the Spatial Change in an Aging Society (고령화에 따른 공간변화 연구)

  • The purpose of the study is to come up with counter plans to the spatial change caused by an aging society. To achieve the purpose of this study, research methods are conducted in the literature survey and the census data are compared. This study focuses on an aging society, the current status of space and related problems, based on political economic spatial concepts, and then presents five countermeasures as follows. First, the planning considering the aging populations. Second, increase in total fertility rate and increase population absorption. Third, increased economic vitality of the elderly due to increased participation in the production of senior citizens. Forth, establishment and implementation of regional development plan for the elderly. Fifth, needs to transform the spatial policies of the aged to prepare a large gap in space. The result of this paper proposes the need to change the living space policies and planning to avoid mismatching between them, reducing the aging speed simultaneously. The study is expected to contribute to the establishment of a space plan for areas where the aging population is rapidly increasing.

  • This study aims at deriving the implications for adaptation policy and research target regarding climate change risk assessment in ecosystem sector in Korea. The common ground of exemplary cases of "world leaders" in terms of adaptation policies and researches was that they emphasize nationwide study on climate change on biodiversity and ecosystem in target of establishing scientific evidence-bases and reducing uncertainty for their national adaptation policies and plans. In light of this trend, Korean government should settle down more successful adaptation structure by leading adaptation system in further national policy-settings to observe UNFCCC and CBD integratedly and effectively, considering the economic value of adaptation in policy, and strengthening scientific research programs and technology developments. Moreover, risks assessment based on diagnoses and analysis on the risk factors (hazard, exposure, and vulnerability) for climate change in nationwide habitats and species and consolidations with subsequent adaptation strategies could make adaptations in ecosystem sector more effective and successful.

Greenhouse Gas Reduction by Air Quality Management Policy in Gyeonggi-do and Its Co-benefit Analysis (경기도 대기질 개선 정책의 온실가스 동시 저감 및 그에 따른 공편익 효과 분석)

  • In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

A Comparative Study on the Consistency between Domestic Implementation of Sustainable Development Goals and Development Cooperation in the Area of Climate Change (지속가능발전목표의 국내이행과 개발협력 간 일관성에 관한 국별 비교와 시사점 - 기후변화 분야 -)

  • The issue of climate change, which calls for urgent and improved action by countries around the world, requires cooperation from the international community. Therefore, consistency among various policies on climate change is particularly important. This study analyzes the relationship between the implementation of SDGs and the scale of assistance in the field of climate change in order to see if there is consistency between domestic policy and aid policy to address climate change issues. An analysis of the correlation between the indices related to the domestic implementation of SDGs and ODA amounts in the field of climate change by OECD countries was conducted. As a result, there is a significant negative correlation between imported CO2 emissions and the portion of climate change ODA. On the other hand, the amount of CO2 emissions embodied in fossil fuel export is significantly positively correlated with the portion of ODA for climate change. Consistency between domestic and aid policies of OECD countries in the field of climate change is not sufficiently ensured, and climate change, the cross-cutting issue, is not being pursued in a consistent direction across national policy.

  • The primary focus of Korea's advertisement policy has been on the securing of stability in the market through building categorical entry barriers whenever a new broadcaster came into the market. But the recent contraction of the advertisement market is pressing the policy makers to lift the categorical barriers to create one large-enough market. This change in the policy and the market, in turn, is triggering heightened competition among drama producers to get advertisements, at times, even at the expense of cost efficiency. The market is supposed to search for its own equilibrium in principle. This means that players, who fall behind, should be left to die out and exit, and the patient policy to let the market function on its own should be institutionalized. Separately, the fee-based public broadcasters should be banned from running advertisements.

  • Purpose: Currently meaning and the needs of the times for the mental health are extensively changing. Contemporary needs for mental health has led to a change in the mental health policy and mental health facilities. But Change on Most of the mental health facilities have been focused on quantitative increase. So, changes in mental health facilities due to changes in mental health policy are needed for the study. This study investigate to the mental health facility system through this changes. Methods: In order to determine the flow of Mental health policy in Korea the mental health laws and reports were investigated Results: the result of this study can be summarized into two points. Korea's mental health policy has changed from the rehabilitation of the mentally ill to the prophylaxis of all the people. So, mental health facilities are changing form rehabilitation facilities in the private sector to public mental health center. Especially, mental medical institutions and mental health center are changing to requirement for the needs of the times. Mental medical institutions are changing from inpatient to outpatient and mental health center are changing from the rehabilitation of the mentally ill to the prophylaxis of all the people. Implications: Understand the flow of mental health policy, mental health facilities and the corresponding need.

The Ecosystem of the Smartphone Industry in Korea: Perspectives on Its Sustainable Growth (지속적 성장 관점에서 본 한국 스마트폰 산업 생태계)

  • The Korean Smartphone industry has advanced rapidly. There seems to have a considerable change in Korea smartphone industry as the security policy related to wireless devices is changed from Whitelist Policy to Blacklist Policy. In regard to such a change, this paper analyzes the smartphone market in terms of the Business Ecosystem Model suggested by Moore. This study examines how Korean Smartphone Ecosystem has been formed and how any shifts in policy will have an effect on the ecosystem. In line with this policy shift, this study also suggests the ways how these ecosystem members should establish a strategy for the continuous development of this smartphone ecosystem. Furthermore, this study presents cooperation directions among ecosystem members based on the organic connections in the ecosystem as well as each individual's corresponding measures. In addition, based on this analysis, this study puts forward Korean smartphone ecosystem's current problems, improvement, and its future.
