성범죄예방정책의 형성과정에서 행위자의 상호작용 패턴분석: 유형분류 및 사례분석을 중심으로 (Analysis of Actors' Interaction Patterns in the Formation Process of Sexual Crime Prevention Policy: Focusing on classification and case analysis)

  • 본 연구는 성범죄예방정책의 전반적인 정책결정시스템을 파악하고, 정책형성과정에서의 행위자의 상호작용과 패턴을 분석하는 것이 목적이다. 이는 성범죄예방정책의 실패 경우에 원인규명 및 정책개선을 제시할 수 있는 유용한 방법이다. 연구의 방법으로는 사례분석과 언어네트워크 분석을 통한 옹호연합모형을 활용하였다. 분석결과 외적환경에서는 성범죄의 낮은 신고, 예방관리를 위한 기술적개선 및 보완, 성범죄 피해자의 의식, 법률안의 개정과 대통령의지지 등이 나타났다. 옹호연합 간의 갈등은 찬성에서는 강력한 규제와 재범방지, 착용대상의 범위확대를 반대에서는 제도의 일시적 효과와 법률안의 소급을 반대하였다. 문제해결전략으로 제도의 확장을 통한 찬성의 입장과 인력부족 및 관리 소홀의 문제를 삼는 반대적 입장이 첨예하게 대립되었음을 확인하였다. 그리고, 언론보도내용 측면에서도 이러한 현상을 성범죄예방 목적의 중앙정부 차원에서 예방 및 관리의 관심도로 이해하는 경향이 강함을 시사한다. 따라서, 이제까지의 성범죄예방과 관련 연구들은 검증방법들이 매우 미흡하였지만, 이 연구를 통해 부정적 정책악순환의 연결고리를 끊는데 조금이나마 도움이 되기를 기대한다.

중장년층의 활동적 노화 정책 및 사업 연구: 서울특별시50플러스 사례를 중심으로 (A case study on active aging policies and programs of middle-aged and elderly people at The Seoul50Plus Foundation)

  • 본 논문의 목적은 중장년층의 활동적 노화를 지원하기 위하여 첫째, 서울특별시50플러스 정책 및 사업사례를 분석하고, 둘째, 분석 결과에 근거하여 활동적 노화와 평생학습을 추진하기 위한 정책 및 사업의 방향을 제안하는 것에 있다. 연구방법은 단일 사례연구를 활용하였으며, 사례의 분석틀은 정책 및 사업의 배경-환경, 이념-목표, 주체-대상, 과정-영역의 4가지로 접근하였다. 분석 자료는 서울특별시50플러스 정책 및 사업 관련 연구보고서와 관련 연구 자료, 재단 실무자의 간담회 발표 자료를 활용하였다. 연구결과는 다음과 같다. 정책 및 사업의 배경·환경에서는 고령사회로의 환경 변화 대응은 정책의 필수적 요소로 나타났다. 정책이념-목표에서는 '새로운 인생비전 창조'의 이념과 활동적 노화를 위한 일자리창출, 사회적 참여, 인생설계 측면의 3가지 측면의 정체성 접근이 주로 이루어지고 있다. 주체-대상측면에서는 정책의 실행 주체는 서울50플러스재단, 50플러스캠퍼스, 50플러스센터의 체계적인 3단계로 구성되어 있으나 대상은 50+세대(50~64세)로만 제한되어 있고, 희망자만 참여하는 문제점을 가지고 있다. 과정-영역 분석에서는 중장년층의 특성에 맞추어 교육지원, 일·창업 지원, 상담정보 제공, 신노년문화 창조 활동 등의 프로그램이 연계적으로 부가가치를 높이도록 설계되어 있다. 향후 제언으로는 정책 및 사업은 중장년층의 특성에 맞추고, 지역의 산업과 대학 등과 연계하여 추진하며, 대상자의 확대가 필요하고, 사업 간 가치를 높이기 위한 연계가 필요하다.

셧다운제 정책 효과에 대한 인식 변화 연구 (Study on the Perception Changes of Shut down Policy)

  • 본 연구는 셧다운제에 대한 일반인 및 게이머들의 인식 변화를 살펴보았다. 셧다운제가 실시된 2011년 11월과 시행 후 1년 후인 2012년 11월, 시행 후 2년 후인 2013년 11월에 같은 문항으로 설문조사를 실시하여, 이 3년간 게이머 및 일반인들의 셧다운제에 대한 인식에 변화가 존재하는지를 분석하였다. 3년 동안 셧다운제에 대한 인식 변화를 살펴본 결과, 셧다운제에 대한 인지 정도는 일반인과 게이머 모두 증가하였고, 일반인과 게이머 모두 셧다운제에 대하여 찬성하는 정도는 감소되었다. 일반인들의 경우 2011년에서 2012년 사이에는 셧다운제에 대한 평가에 큰 변화가 없었지만, 2013년에는 셧다운제에 대한 평가가 부정적으로 변화하였다. 게이머들은 2011년부터 2013년까지 계속해서 셧다운제에 대한 부정적인 인식이 강화되고 있다. 셧다운제 초기에는 게이머들은 셧다운제를 부정적으로 보았지만 일반인들은 셧다운제에 대해 긍정적인 시각을 지니고 있었다. 하지만 2013년에는 일반인들도 셧다운제에 대한 부정적인 견해가 증가하고 있는바, 이러한 결과는 셧다운제를 계속 유지해나가야 할 것인가에 대한 정책 판단과 관련하여 많은 시사점을 줄 수 있다.

영국, 미국, 한국의 줄기세포연구에 관한 정책변동 비교 분석: Advocacy Coalition Framework 모형의 적용 (Comparative Analysis of Stem Cell Research Policy Changes in UK, US, and South Korea: Application of Advocacy Coalition Framework Model)

  • Background: Stem cell research competition is accelerating globally since President Obama signed an executive order, repealing Bush-era policy that limited use of federal tax dollars for embryonic stem cell research. Methods: In this paper, we conducted a comparative analysis of stem cell research policy changes in three countries, including the Human Fertilisation Embryology Act (HFEA) of UK, executive order 13,505 (removing barriers to responsible scientific research involving human stem cells) of USA, and Bioethics and Safety Act of South Korea. Debates on stem cell research are based on conflicts of fundamental beliefs that exist in the supporting and opposing coalitions. We compared regional characteristics of the advocacy coalitions in three countries and presented various factors that might be related to the policy changes. Results: The UK government, parliament, and the HFEA have sought expert consultations and public opinions to establish guidelines. UK has made social consensus through continued discussion for a long time. US President's veto power was one strongest factors influencing policy. South Korean policy was influenced by public opinion and policy brokers. Also, South Korea has not made social consensus. UK had a strong leadership and strong adjustment of coalitions but US and South Korea had not. Dr. Hwang's scandal has had one of the greatest impacts on policy decision in South Korea. Conclusion: The power of public opinion was critical in all three countries. In particular, the influence of public opinion was noticeable in South Korea. Also it turned out that in US and South Korea, the presence of a policy broker who could pursue his or her goals was the most powerful factor among the advocacy coalition factors.

Establishing a Policy Framework for the Primary Prevention of Occupational Cancer: A Proposal Based on a Prospective Health Policy Analysis

  • Background: Despite our knowledge of the causes of cancer, millions of workers are involuntarily exposed to a wide range of known and suspected carcinogens in the workplace. To address this issue from a policy perspective, we developed a policy framework based on a prospective health policy analysis. Use of the framework was demonstrated for developing policies to prevent cancers associated with diesel engine exhaust (DEE), asbestos, and shift work, three occupational carcinogens with global reach and large cancer impact. Methods: An environmental scan of existing prospective health policy analyses was conducted to select and describe our framework parameters. These parameters were augmented by considerations unique to occupational cancer. Policy-related resources, predominantly from Canada, were used to demonstrate how the framework can be applied to cancers associated with DEE, asbestos, and shift work. Results: The parameters of the framework were: problem statement, context, jurisdictional evidence, primary prevention policy options, and key policy players and their attributes. Applying the framework to the three selected carcinogens illustrated multiple avenues for primary prevention, including establishing an occupational exposure limit for DEE, banning asbestos, and improving shift schedules. The framework emphasized the need for leadership by employers and government. Conclusion: To our knowledge, this is the first proposal for a comprehensive policy framework dedicated to the primary prevention of occupational cancer. The framework can be adapted and applied by key policy players in Canada and other countries as a guide of what parameters to consider when developing policies to protect workers' health.

이상 패턴 분석을 통한 정책의 적합성 분석 연구 : S 시의 아동 급식 전자 카드 사례를 중심으로 (Analyzing the Relevancy of Policy by Abnormal Pattern Analysis : Focused on the Case of S-City's e-Card for Child Meal Support)

  • E-Card Service for Child Nutrition Program is one of the main public policy services nowadays. In case of inconvenience during the use of the e-cards, it is recommended to cooperate with related organizations in order to promptly handle and provide guidance, and thoroughly manage child feeding service such as hygiene, nutrition and kindness etc. To do so, it is very important to provide food service that meets local actual conditions and children's needs in a cost effective manner for the underage who are worried about the poorly-fed by understanding the pattern of child feeding e-card service. Hence. this paper aims to investigate how child feeding e-card service efficiently provides meals according to the local situation and children's needs through big data analysis and to propose a method of identifying welfare conditions according to the purpose of service with actual application examples. The results suggest that, first of all, this study is able to judge appropriateness of public institution's policy in a timely and repetitive manner through non-standard data analysis such as Naver News and transaction data. Secondly, this paper proposes a multi-layered analysis framework, which performs online open data analysis to detect policy issues, visualizes retrieval and preprocessing of real data, and performs abnormal pattern recognition. These will be worthy of reference to other similar projects.

Monetary Policy Rule under Inflation Targeting in Mongolia

  • This article aims to review the monetary policy rule under inflation targeting framework focusing on Mongolia. The empirical analysis estimates the policy reaction function to see if the inflation targeting has been linked with a monetary policy rule emphasizing on inflation stabilization since its adoption in 2007. The study contributes to the literature by examining the linkage between Mongolian monetary policy rule and inflation targeting directly and thoroughly for the first time and also by taking into account a recent progress in the inflation targeting framework toward forward-looking mode. The main findings were: the Mongolian current monetary policy rule under inflation targeting is characterized as inflation-responsive rule with forward-looking manner (one quarter ahead); the inflation responsiveness is, however, weak enough to be pro-cyclical to inflation pressure; and the rule is also responsive to exchange rate due to the "fear of floating", which weakens the policy reaction to inflation and output gap.

사회투자론적 관점에서 본 새 정부의 가정정책 : 분석과 과제 (The Family Policy of the Lee administration from the Social Investment Perspective : contents analysis and policy implication)

  • The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

가족정책과 학부모정책의 연계 필요성 및 방안 탐색 (Necessity and Method of Linkage between Family Policy and Parents Support Policy)

  • Family policy and parents support policy are similar in that they are both object-oriented, not function-oriented. An object-oriented policy, different from a function-oriented policy, is demander-oriented in that it combines the existing policies from the object-perspective. Parents support policy and family policy are very similar in that they are both object-oriented policies and emphasize the perspective of the demanders: the parents and family. As is the case for all policies, if the ministries concerned with the policies are different, the projects are promoted from different delivery systems, so it is difficult to link them together. However, it is essential to relate the two policies because a partnership between families and schools, the subjects of the policy, is the basis of healthy family and a healthy society. Therefore, this research analyzes the current family policy and parents support policy, and examines the necessity and possibility of relating the two policies. This analysis is meaningful in that it seeks consilience between the policy areas, and seeks a new demander-oriented paradigm construction system.

System Dynamics Modeling Approach for Manpower Planning and Policy Analysis

  • The objective of this paper is to demonstrate how System Dynamics Approach may be used to develop new ways of analyzing and projecting manpower requirements and resources. For this purpose, a System Dynamics Model is presented as an example. An examination of the model will show that a System Dynamics modeling approach is an innovative and useful tool for manpower policy analysis and planning. Second, with minor modifications, the model may be used for manpower policy analysis and planning for any skilled personnel in Korea. For example, a similar model nay be built for engineers to analyze the effects of alternative policies about engineering education, sur as the number of available places in the various institutions of training, scholarships and loans, and the duration of training. An engineer's model may also be used to make the projections of the supply and requirements of engineers in the future according to various alternative assumptions where each assumption represents a policy option.
