Research Trends in Agenda-setting for Climate Change Adaptation Policy in the Public Health Sector in Korea

  • Many studies have been conducted to assess the health effects of climate change in Korea. However, there has been a lack of consideration regarding how the results of these studies can be applied to relevant policies. The current study aims to examine research trends at the agenda-setting stage and to review future ways in which health-related adaptation to climate change can be addressed within national public health policy. A systematic review of previous studies of the health effects of climate change in Korea was conducted. Many studies have evaluated the effect of ambient temperature on health. A large number of studies have examined the effects on deaths and cardio-cerebrovascular diseases, but a limitation of these studies is that it is difficult to apply their findings to climate change adaptation policy in the health sector. Many infectious disease studies were also identified, but these mainly focused on malaria. Regarding climate change-related factors other than ambient temperature, studies of the health effects of these factors (with the exception of air pollution) are limited. In Korea, it can be concluded that studies conducted as part of the agenda-setting stage are insufficient, both because studies on the health effects of climate change have not ventured beyond defining the problem and because health adaptation to climate change has not been set as an important agenda item. In the future, the sharing and development of relevant databases is necessary. In addition, the priority of agenda items should be determined as part of a government initiative.

경기도사이버도서관 설립의 정책형성과정 분석: 킹던의 정책흐름모형을 중심으로 (An Analysis of the Policy Making Process of Gyeonggido Cyber Library Establishment: Based on the Policy Streams Model of Kingdon)

  • 본 연구에서는 개관 이래 지난 10여 년간 경기도 내 공공도서관의 발전의 중심 역할을 담당해 온 경기도사이버도서관 설립을 위한 의제설정 및 정책형성과정을 킹던(Kingdon)의 정책흐름모형을 적용하여 분석하였다. 킹던에 의하면 정책 형성은 문제의 흐름, 정책대안의 흐름 그리고 정치 흐름의 결합의 결과이며, 세 흐름이 결합될 때 열린 정책의 창을 통해 정책이슈가 정책의제로 나아간다. 이 때 정책선도자는 정책의 창에서 선호하는 대안을 제시하고 그것이 정책의 창을 통과하도록 노력한다. 본 연구에서는 경기도사이버도서관 정책의 의제설정과 대안의 선택 과정에서 문제의 흐름, 정치의 흐름, 그리고 정책의 흐름을 분석하고 정책의 창에서 정책선도자로서의 사서전문가집단이 어떤 역할을 했는지 분석하였다. 이러한 분석을 통해 정책형성과정의 메커니즘을 밝힘으로써 사서전문가집단이 앞으로의 도서관 정책형성과정에서 적용할 수 있는 시사점을 제시하였다.

노인장기요양보험제도 정책과정에 관한 한.일 비교연구 - 정책네트워크이론을 중심으로 - (A Comparative Study on the Policy Process of Long-term Care Insurance for the Elderly Between Korea and Japan - Focused on the Policy Network Theory -)

  • 본 연구는 정책네트워크이론을 적용하여 한국과 일본의 노인장기요양(개호)보험제도의 정책결정과정을 상호 비교, 분석하고 우리나라에의 정책적 이론적 시사점을 도출하고자 하였다. 연구결과로는, 한국과 일본 모두 노인요양(개호)문제에 대한 정책의제형성은 정부 주도로 이루어지고 정책과정단계별 특성에 따라 정책참여자의 범위가 확대되었으나, 두 나라간 노인요양문제에 대한 정책의제형성 배경에는 차이가 있음을 알 수 있다. 그리고 두 나라 모두 정책의제형성 초기단계부터 정책참여자간의 상호 작용은 비교적 협력적이었으나, 제도골격이 국민들에게 공표되면서 급격히 갈등관계 내지 비판적으로 변화해 갔으며, 정책과정단계별 특성에 따라 주도적 참여자들의 역할이 두드러졌고, 연계형태도 비슷한 모습을 보여주고 있다. 또한 정책과정별로 정책참여자의 범위와 정책산출에의 정책참여자들의 의견 반영 정도가 다르지만, 한국, 일본 모두 정부주도로 노인요양문제에 대한 정책 추진결과로 정책의제형성기부터 국회심의결정기까지 매우 유사한 정책네트워크모형을 보여주고 있다. 정책참여자의 범위 뿐만 아니라 개방적인 상호작용시스템 구축의 중요성, 개호보험제도 정책결정과정의 많은 한계점, 과도한 정부주도 정책네트워크로 인한 정책산출에 정부의지가 너무 많이 반영되는 단점 등이 본 연구의 시사점으로 볼 수 있다.

탄소배출권 거래제도 의제형성과정의 역동성 분석 (Dynamic Analysis on the Policy Agenda Setting Process of the CO2 Emissions Trading)

  • The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.

서울시 환경보건정책 로드맵 수립 (Process and Results of Seoul Metropolitan Government's Environmental Health Policy Road Map)

  • Objectives: The purpose of this study is to introduce the establishment process and results of the Seoul Metropolitan Government's road map on environmental health policy. Methods: The process consisted of expert group meetings, civic participation, research, and questionnaire survey for priority environmental health policy agenda items in Seoul. Results: The announced vision for the environmental health policy was "a healthy environment, safety in Seoul". This policy was established in order to define environment health policy initiatives for a period of five years with an aim to protect Seoul citizens' health from hazardous environmental factors. The resulting Seoul environmental health policy consisted of four areas and 16 key agenda items. The four areas were "Protection for children against hazardous materials", "Enhancement of health and safety of all", "Carcinogen-free and endocrine-disrupting chemical-free Seoul (reducing environmental exposure to hazardous materials), and "Establish the foundation of environmental health policy". Sixteen key agenda items include the enhancement of management of spaces for children, certification of environmental health status at schools, establishment of a unit responsible for the environmental health of children, strengthening environmental health management for susceptible populations (children, the aged, and the socioeconomically vulnerable), management of hazardous materials, physical hazardous factors (noise, radiation, etc.), indoor air quality, and the enhancement of monitoring, research, and regulation of environment health. Conclusion: The Seoul Metropolitan Government established an environmental health policy road map for a five-year period (2013-2017). To implement this environmental health policy, budget allocation, and detailed execution plans are required.

국가 정보보안 이슈 및 정책방안에 관한 연구 (National Information Security Agenda and Policies)

  • 새로운 정보통신기술 변화에 따른 신규 보안위협의 등장, 사이버 공격의 증가, 국내외 정보보안 관련 법규 제정 및 시행 강화 등 제반 환경 변화에 따라 정보보안에 대한 대응방법의 변화를 요구하고 있다. 본 논문에서는 디지털 경제주체로서 정부, 기업/산업, 개인, 환경 등 네 가지 측면에서 국가 정보보안을 위해 해결해야 할 이슈를 도출하고 해결방안을 제시하였다. 구체적으로 국가 정보보안 거버넌스 체계 개선 방안, 정보보안 산업 육성 및 기업보안 수준 제고 방안, 정보보안 전문인력 양성 방안, 정보보안 법 제도 정비 및 문화 형성 등 네 가지 관점에서 현황 및 문제점 분석과 주요 이슈 해결을 위한 정책 방안을 제시하였다.

우리나라 대학도서관 정책과 정책과제 채택 추이에 관한 연구 (A Study of Policy and Agenda Adoption Trends of University Library in Korea)

  • 이 연구는 우리나라 대학도서관과 관련된 정책의 수립과정과 정책 수립과정에서 채택된 정책과제의 변화 추이를 통해 미래 대학도서관의 합리적 정책방향을 제시하고자 하였다. 2009 발전종합계획은 대학도서관 정보자원 수집을 위한 지원을 목적으로 수립하였고, 2014에 수립한 계획은 대학연구력경쟁을 위한 사서역할 제고에 정책의 방향성을 두고 수립하였다. 2019년 진흥종합계획은 대학연구지원의 고도화를 위한 대학도서관의 역할 강화를 정책 목적으로 하였다. 이러한 정부의 대학도서관 정책에 대한 연구를 통해 우리나라 미래 대학도서관의 정책방향을 제시하고, 대학도서관이 대학의 연구생산력을 극대화 할 수 있도록 제도화된 플랫폼(인력, 물리적 공간, 재원 등)을 제공하고자 하였다.

지역특성을 고려한 환경보전계획수립을 위한 시민환경의식 분석 (Analysis for Environmental Consciousness on Conservation Planning Considering the Regional Characteristic -The Case of Daegu City-)

  • In this study, the environmental consciousness of Daegu citizen on conservation planning considering the regional characteristics was investigated. Data were collected throughout a survey and 1400 people were selected using a stratified sampling method based on populations of Daegu administration district. Results wee followings; First, the levels of environmental consciousness were different dependent on districts' characteristics. Second, poor awareness on Daegu Agenda 21 (Clear and Green Daegu 21) were shown. Daegu Agenda 21 is the action plan for the sustainable environmental conservation activities of the City of Daegu. Third, waste was the most serious environmental problems of Daegu, air quality was second worst, and third was river water quality from the survey, but differentiated awareness was shown dependent on regional spatial factors and pollution emission factors. Last, a public environmental education was the most important issue to make invigorations and progress for future environmental policy.

선도기술개발사업(G7)의 정책결정 과정 분석: 범부처간 추진 과정 및 민간 전문가 역할을 중심으로 (Analysis for the Policy Making Process of G7 Project in 1990s)

  • This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

Research towards New Innovation Strategies in Korea via Focused Group Method

  • As the COVID-19 pandemic crisis left developing countries with economic setbacks, it is high time to highlight that innovative technologies lead the digital economy. The big powers including the United States and China are already implementing industrial policies that involve large-scale fiscal expenditures to secure the lives and safety of their people. To prepare for the future up to 2025, this paper reflects opinions of industry-academia-research experts regarding changes in the external environment and industry trends. By reflecting results of focus group interviews and changes in the external environment and industry trends, a new high-level 5X strategy (Digital Transformation, Energy Transformation, Bio Health Transformation, Supply Chain Transformation, and Research Transformation) to solve national tasks required for the existing ten policy demand fields and ten agenda during lower-level policy implementation stages were derived.
