소방사범 수사사례를 통한 개선방안 연구 (The Study on the Improvement Plan by Investigation Case of the Fire Crimes)

  • 사회의 분화와 전문화에 따라 범죄의 내용이 복잡화, 다양화 되면서 형사사법 분야에도 전문분야에 대한 범죄수사는 각 전문분야의 공무원으로 하여금 사법경찰권을 부여받아 수사함으로써 국민에게 높은 수준의 사법서비스를 제공할 수 있도록 특별사법경찰제도를 도입하게 되었다. 그럼에도 불구하고 소방사범 수사를 담당하는 특별사법경찰관은 일반사법경찰관에 비해 상대적으로 수사에 관한 경험이나 수사업무 능력이 부족한 탓으로 많은 문제점이 나타나고 있다. 따라서 본 연구는 소방사범수사사례의 분석을 통하여 문제점을 도출하고 이를 바탕으로 개선방안을 제안하여 소방사범 수사의 효율성과 전문성을 제고하고자 한다. 소방사범의 수사과정에서 나타난 주요 문제점으로는 전문수사기관의 부재, 전문 인력 부족, 전문수사요원 양성 프로그램 부재 등이다. 개선방안으로는 전담수사부서 신설, 전문인력 확보, 전문수사요원 양성 프로그램 개발, 전문수사기법 관리체계 구축, 소방사범 지식관리시스템 도입 등이다.

건강보험 청구 자료를 이용한 소방 및 경찰공무원의 암 종별 위험도 분석 (Risk Analysis of All Types of Cancer among Firefighters and Police Officers Using National Health Insurance Claim Data)

  • Objectives: Firefighters and police officers are exposed to various occupational hazards. No studies in Korea have investigated the occurrence of cancer by type of cancer for the two occupations. This study aims to investigate the risk of occurrences associated with types of cancers in firefighters and police officers. Methods: Utilizing National Health Insurance(NHI) Claims data from 2006-2015, the study included 8,871,468 general workers, 25,001 firefighters, and 102,274 police officers. Using general workers as a control group, we calculated the standardized incidence ratios(SIR) by types of cancer for firefighters and police officers. After calculating the SIR for all subjects, the SIR was calculated by stratifying according to gender. Results: SIR of colon cancer 1.38(95% CI, 1.11-1.69), cancer of the liver and intrahepatic bile ducts 1.27(95% CI, 1.04-1.54), and 1.88(95% CI, 1.28-2.65) bladder cancer were higher firefighters than general workers. SIR of Lip, oral cavity, and pharynx 1.26(95% CI, 1.07-1.47), Stomach 1.14(95% CI, 1.06-1.23), colon 1.33(95% CI, 1.21-1.46), liver and intrahepatic bile ducts 1.21(95% CI, 1.10-1.32), pancreas 1.24(95% CI, 1.02-1.49), other skin 1.60(95% CI, 1.26-2.00), bladder 1.27(95% CI, 1.04-1.54), other urinary tract 1.46(95% CI, 1.27-1.68), other parts of central nervous system 1.68(95% CI, 1.10-2.46) were higher police officers than general workers. Conclusions: Both firefighters and police officers are exposed to various cancer occurrence risks, necessitating the development of occupational medical protection measures to reduce risk exposure factors.

경찰공무원에서 외상후스트레스장애와 기질 및 성격 특성의 관계 (Relationship between Temperament and Character Dimensions and Post-Traumatic Stress Disorder in Police Officers)

  • Objective : Police officers are exposed to job-related traumatic events and have a high prevalence of post-traumatic stress disorder (PTSD). This study examined the relationship between PTSD symptoms and dimensions of temperament and character in police officers. Method : Thirty-six police officers participating in a psychological support program were enrolled. All subjects were asked to complete a demographic questionnaire, the Impact of Event Scale-Revised (IES-R), the Temperament and Character Inventory (TCI) and other self-reported symptoms scales. Results : Among all participants (age $40.8{\pm}10.2$, men 94.4%), the rate of 'post-traumatic stress symptoms group' was 47.2%. After controlling for confounding factors, lower self-directedness scores were significantly associated with higher PTSD symptoms (${\beta}=0.6$, p=0.03) in multiple regression analysis. Conclusion : Character traits, especially self-directedness, were associated with the severity of PTSD symptoms severity. These findings may provide useful information regarding personality factors related to PTSD in police officers.

경찰공무원의 '징계 및 의사에 반하는 불리한 처분'에 대한 적정성 연구: 소청심사 결정사례 분석을 중심으로 (The Equity about Disciplinary and Disadvantageous Disposition of Police Officers Focused on Appeal System Cases Analysis)

  • 본 연구의 목적은 경찰공무원의 징계 및 의사에 반하는 불리한 처분에 대한 적정성 향상방안을 모색하는 것에 있다. 연구는 경찰공무원의 징계 등 처분에 대한 형평성 수준을 선행연구와 관련 문헌을 통해 검토하였고, 경찰청 정보공개청구를 통해 징계처분의 현황을 파악하는 방법으로 수행했다. 소청심사위원회의 소청사례집에 경찰관련 사건을 전수조사하여 징계의 유형, 원인에 대해서도 분석했다. 연구결과 세 가지 측면에서 발전방안을 제시하였다. 첫째, 경찰공무원의 징계양정을 여타 공무원과의 형평성을 고려하여 조정할 필요가 있다. 둘째, 경찰공무원의 징계 등에 대한 데이터를 종합한 매뉴얼을 작성하고 징계의결 단계에서 제도적으로 활용해야 한다. 셋째, 경찰공무원의 원활한 소청심사 진행을 위해 경찰을 전담하는 소청심사위원회의 신설이 요청된다.

Exploring Stress Levels, Job Satisfaction, and Quality of Life in a Sample of Police Officers in Greece

  • Background: The ongoing economic crisis in Greece has affected both stress and quality of life (QoL) at all socioeconomic levels, including professionals in the police force. The aim of this study was to examine perceived stress, job satisfaction, QoL, and their relationships in a sample of police officers in Greece. Methods: A cross-sectional study was conducted during the first trimester of 2011 in 23 police stations in the greater Athens area. A total of 201 police officers agreed to participate (response rate 44.6%). The General Health Questionnaire-28 (GHQ-28) was used to assess general health, and the World Health Organization Quality of Life-BREF Questionnaire and Perceived Stress Scale-14 (PSS-14) questionnaires were used to assess QoL and perceived stress, respectively. Results: The PSS and GHQ subscales and total scores exhibited strong, positive, and significant correlations coefficients (r): 0.52 for somatic disturbances, 0.56 for stress and insomnia, 0.40 for social dysfunction, and 0.37 for depression, yielding an r equal to 0.57 for the total GHQ score. A higher level of perceived stress was related to a lower likelihood of being satisfied with their job; in this regard, male participants and higher ranked officers reported lower job satisfaction. The PSS and GHQ scores were inversely, consistently, and significantly related to almost all of the QoL aspects, explaining up to 34% of their variability. Parenthood had a positive effect on QoL related to physical health, and women reported lower QoL related to psychological health. Conclusion: Higher levels of stress are related to an increased risk of reporting suboptimal job satisfaction and QoL. The magnitude of these associations varied depending on age, gender, and rank, highlighting the need for stress-management training.

수사경찰의 성범죄에 대한 2차피해 인식요인 탐색 (Influencing Factors of Attitude toward Secondary Victimization in Sexual Assault Cases by the Police Officers)

  • 수사경찰관들은 업무 특성상 사건의 진위를 가려내기 위한 과정에서 지나친 의심을 지닐 가능성이 높고, 이는 2차피해로 이어질 우려가 있으며, 실제로 이러한 우려가 종종 사회적 문제로 드러나기도 한다. 이 연구는 '성폭력수사를 담당하는 경찰관들이 2차피해를 유발하는 요인은 무엇인가?'라는 연구문제를 제시하였다. 아울러 탐색된 영향요인들에 대한 해결방안을 모색하여 수사과정에서의 성폭력 2차피해를 방지 또는 최소화하여 경찰의 신뢰회복에 긍정적으로 기여하고자 함에 그 목적이 있다. 연구결과, 경찰공무원 개인적 특성 중에서 강간통념, 폭력허용도, 적대적 성차별이 의심과 편견에 영향을 미쳤으며, 민감성부족에는 강간통념과 적대적 성차별이 영향을 미치는 것으로 나타났다. 직장관련 특성 중에서는 재직기간과 성폭력 사건 담당경험이 민감성 부족에 영향을 주는 것으로 조사되었다. 성폭력사건 수사과정에서 2차피해를 감소 예방하기 위해서는 성폭력 사건 관련 법 개정과 제도 개선뿐만 아니라 담당 경찰관들의 성인지감수성을 높이는 것이 중요함을 확인할 수 있었다.

여성경찰관의 근무특성에 따른 역할인식차이에 관한 ANOVA분석 - 수사분야 등 경찰목표 달성을 위한 역할 중심으로 - (ANOVA Analysis on the Role Perception by Work Characteristics of Female Police Officers)

  • 이 연구는 여성경찰관을 대상으로 근무특성에 따른 여성경찰관의 역할인식 차이를 분석하여 수사분야 등 경찰목표달성과 관련된 역할정립을 새로이 하고자 시도하였다. 근무특성은 실무적 차원에서 분석적 의미가 있는 계급과 근무지역, 근무기간 등으로 하였으며, 역할인식은 과업역할과 집단유지역할 그리고 개인역할로 세분하였다. 그 결과 계급별, 근무지역별 집단간 차이는 과업역할과 집단유지역할에서 유의한 차이를 보였으며 계급이 높고 사건 발생율이 많은 지역에서 근무하는 여성경찰관은 과업역할인식과 집단유지역할인식에서 높은 평균값을 나타냈다. 근무기간의 경우에는 근무경력이 장기간인 여성경찰관이 과업역할과 집단유지역할인식에서 높은 평균값을 나타내었다. 이러한 분석은 그들이 경찰목표 달성을 위한 범인검거 및 예방 등에 대한 강한 과업역할 인식과 조직화합에 대한 높은 집단유지역할 인식을 갖고 있다는 의미 있는 시사점을 제시한다고 볼 수 있다.

Influence of Work Characteristics on the Association Between Police Stress and Sleep Quality

  • Background: Police officers' stress perception, frequency of stressful events (stressors), and police work characteristics may contribute to poor sleep quality through different mechanisms. Methods: We investigated associations of stress severity (measured by stress rating score) and frequency of stressors with sleep quality and examined the influence of police work characteristics including workload, police rank, prior military experience, and shift work on the associations. Participants were 356 police officers (256 men and 100 women) enrolled in the Buffalo Cardio-Metabolic Occupational Police Stress Study from 2004 to 2009. A mean stress rating score and mean frequency of stressors occurring in the past month were computed for each participant from the Spielberger Police Stress Survey data. Sleep quality was assessed using the global score derived from the Pittsburgh Sleep Quality Index survey. Linear associations of the stress rating score and frequency of stressors with sleep quality (Pittsburgh Sleep Quality Index global score) were tested. Age, sex, race/ethnicity, and smoking status were selected as potential confounders. Results: The stress rating score was positively and independently associated with poor sleep quality (${\beta}=0.17$, p = 0.002). Only workload significantly modified this association (${\beta}=0.23$, p = 0.001 for high workload group; p-interaction = 0.109). The frequency of stressors was positively and independently associated with poor sleep quality (${\beta}=0.13$, p = 0.025). Only police rank significantly modified the association (${\beta}=0.007$, p = 0.004 for detectives/other executives; p-interaction = 0.076). Conclusion: Both police officers' perception of stress severity and the frequency of stressors are associated with poor sleep quality. Stress coping or sleep promotion regimens may be more beneficial among police officers reporting high workloads.

개인적 특성에 따른 경찰공무원의 직무만족도에 관한 연구 (The Job Satisfaction of Police Officer Based on Life-Style)

  • The purpose of this study is to analyse the job-satisfaction of police officer. The subjects of this study are selected by convenience sampling of random sampling method. The population is male and female incumbent police officers in Seoul and Gyeonggi province. The 347 cases are used to analyse the job-satisfaction among 400 police officers who answer the question. The Jod-Satisfaction Survey(Choi, 2001) are used for collecting data. In consequence of and 4 sub-factors(job-satisfaction) are found. Cronbach's alpha coefficient revealed $.058{\sim}.804,\;.846{\sim}.871$, respectively. For the statistical analysis, SPSS version 12.0 are utilized. The verification of research hypothesis are conducted by T-test, ANOVA, correlation, and multiple-regression. The significance level of all tests are set at .05. The findings of this study can be summarized as follows: Based on the demographic factors, the differences in life-style among police officers are identified. There is significant differences in gender and ages on individualism and accomplishment, in marital status on individualism and fashion-pursuing, and in income level on fashion-pursuing and accomplishment. There is also significant differences in education, religion, position and service period on accomplishment, individualism and fashion-pursuing.

Impact of Organizational Justice and Perceived Organizational Support on Effectiveness of Police Crime Control

  • The main purpose of the research is to examine impact of organizational justice and perceived organizational support on effectiveness of crime control in police organizations. This research employs a survey questionnaire to measure organizational justice, perceived organizational support, and effectiveness of crime control. The number of subject of the study is 285 police officers working in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs regression analysis to analyze the effect of organizational justice and perceived organizational support on police performance. As the result of analysis, the effect of organizational justice on effectiveness of crime control is statistically significant at the level 0.01, perceived organizational support at the level 0.05. The key finding of this study is that in the performance-based management system, the reciprocal relationships between managers and individual officers with organizational justice and perceived organizational support play an important role in building a sustainable growth system in the police.
