이 연구는 우리나라 경찰의 복지향상을 위해서 경찰 수련원의 문제점을 분석하여 그 확충방안을 모색하였다. 한국 경찰 수련원의 문제점의 분석결과, 첫째, 노후화, 둘째, 군이나 소방 등 다른 유관기관의 수련 시설과 비교할 때 시설 부족. 셋째, 운영예산의 부족이 지적되었다. 경찰 복지수련원의 문제점 해결을 위한 확충방안으로, 첫째, 경찰 수련원의 민간위탁방식 도입, 둘째, 경찰 수련원에 대한 용어 규정의 명확화, 셋째, 경찰 수련원의 효율적 운용을 위한 예산 확보방안을 제시하였다. 끝으로 우리나라 경찰 복지 향상을 위한 정책적 제언 및 이 연구의 한계에 대해서 논의 하였다.

In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.

지방자치의 궁극적인 목적은 지역사회의 주인인 주민의 복리증진이다. 주민의 복리증진은 주민의 생명과 재산의 보호로부터 시작된다. 이러한 보호활동의 대부분은 경찰의 기능이다. 따라서 주민의 복리증진을 위해서는 지역의 자율성을 바탕으로 하는 자치경찰이 개념적으로 전제가 되어야 한다. 지역사회에 뿌리를 두고 지역사회를 위하여 활동하는 자치경찰활동은 경찰과 지역사회를 재결합시켜주는 것이며, 지역의 문제해결을 중심으로 이루어지는 자치경찰활동은 범죄와 무질서, 범죄에 대한 두려움을 감소시킬 뿐만 아니라 지역주민을 동반자로 인식하며 지역사회의 전반적인 삶의 질을 개선시키기 위한 지역주민 자체의 노력의 표현이다. 자치경찰이 전면적으로 도입될 경우 정부와 지방자치단체에서는 그동안 준비해 온 여러가지 대안들을 면밀히 검토 분석하여 최적의 대안을 마련하여 시행착오를 줄이는 것이 무엇보다 중요하다. 최우선적으로는 자치경찰을 도입하려는 이유가 무엇인지 정확하게 파악해야 한다. 즉, 자치경찰의 도입은 중앙정부와 지방정부, 국가경찰과 자치경찰, 여당과 야당, 광역자치단체와 기초자치단체 간의 보이지 않는 주도권 다툼이 아니라 지방자치시대를 맞아 진정으로 지역주민들의 '안전'과 '삶의 질 향상'에 있음을 직시해야 한다.

The desires for safety of body and life can be said to be fundamental and natural in human beings. But the rapid industrialization and urbanization phenomena in our modern society is accelerating the treand for increasing diverse social pathology. Rise of serious crimes such as robbery and rape has already become an especially serious social problem and is at the point of threatening our welfare and social order. But the police, which is primarily responsible for the maintenance of welfare and social order of the public, is unable to respond actively to the increasing demand for policing due to the lack of available manpower and overwork. Thus, the purpose of this thesis is to look for a plan to actively respond to the daily increasing outcry for law and order so that the public may maintain safe and happy lifestyles without the threat of crime. One concrete and practical strategy is to resolutely separate and transfer some of the many functions of the police that can be handled by citizen organizations to those groups so that the police can be relied upon to become functionally efficient. This will decrease the work of the police, thereby allowing the police to concentrate on its inherent responsibilities. As its primary example, 'transferring the function of security' of the police to the private security industry is suggested in this thesis.

본 연구는 매일 발생하는 각종 사건 사고 처리와 국가적 재난사고 현장의 최일선에서 국민의 생명과 안전을 지키는 지역사회경찰활동으로 인해 심리적 외상(Trauma)과 외상 후 스트레스(PTSD)를 경험하는 경찰관의 심리적 복지 향상방안을 마련하는데 목적이 있다. 이를 위해 Trauma 및 PTSD 관련 문헌연구와 Trauma 및 PTSD를 경험한 경찰공무원을 심층면담을 통해 다음과 같은 대응방안을 제시하였다. 첫째, 경찰공무원을 위한 심리검사가 적극적이고 실질적으로 시행되어야 한다. 경찰공무원은 체력적인 부담뿐만 아니라 대민서비스로 인한 감정노동 스트레스도 높기 때문에 육체적인 휴식과 더불어 정기적인 심리검사가 제도적으로 확립되어야 한다. 둘째, 경찰공무원을 위한 정기적인 심리검사와 결과에 대한 적절한 조치가 필요하다. 셋째, 경찰공무원의 심리지원을 위한 제도가 정착되어야 한다. 이를 위해 경찰 마음동행센터의 확대와 내실 있는 운영이 이루어져야 한다. 넷째, 경찰공무원의 스트레스 해소기회를 제공해야 한다. 이를 위해 동호회를 활성화하도록 지원예산을 편성하고 활동여건을 조성해야 한다.

Investigations into family-friendly company culture have been carried out for various companies and conglomerates. But there has never been such investigation for police organization, so this investigation is intended to see the effect on organizational commitment and job performance of the organization culture that makes use of family-friendly program for the police organization. To this end, how the internal factors of family-friendly organization culture affects organization commitment and job performance is empirically analyzed with structural equation modeling. And it is found that family-friendly program has significant effect on organizational life and welfare, and the welfare, in return, is found to have significant effect on job performance.

The main purpose of the research is to examine the mediating effect of cooperation with the police on compliance with the law in the causal relationship between procedural justice and police legitimacy and criminal deterrence. This research employs a survey questionnaire to evaluate procedural justice, police legitimacy, cooperation with the police, and compliance with the law. The number of subject of the study is 312 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs Structural Equation Model by using AMOS 24 to analyze the mediating effect of cooperation with the police on compliance with the law. As the result of analysis, the mediating effect of cooperation with the police on compliance with the law is statistically significant at the level 0.01. The key findings of this study is that in the community-based policing, cooperation with the police and compliance with the law are very important determinants in controlling and deterring crimes and the police need to reinforce a cooperative relationship with residents to reduce crimes through strengthening the willingness of compliance with the law.

With the realization that the police's personal information gathering activities can violate the authority to decide one's information guaranteed by the Constitution, many people are interested in the legal terms of the police's information gathering and handling. The police's personal information gathering activities imply both the purpose of public welfare and order and the risk of violation of basic rights of citizens, their effective balance is critical. In this respect, this study reviews the principle of proportion as a principle of control of personal information gathering and handling (police intelligence activities) by state to discuss its implications on legislation.

The purpose of this dissertation is to examine role and license of family welfare specialist and suggest in the occurrence of domestic violence crime family welfare specialist compulsory intervention rules legislate in the Domestic Violence Law. As for the methodology of the study, by a plan of the role and intervention of family welfare specialist on the Domestic Violence Law. First, role and its license of family welfare specialist, second, intervention for domestic violence defense of family welfare specialist system, third, for support legislation of family welfare specialist on the Domestic Violence Law. Namely, family welfare specialist of role in a report obligation of domestic violence accident, family welfare specialist of intervention in an emergency aid process of police, family welfare specialist of intervention in decision process of a court, family welfare specialist of intervention in the nation obligation in regard to domestic violence accident, family welfare specialist of intervention in the domestic violence counselling center. Finally, for the successful outcome of the role and intervention of family welfare specialist on the Domestic Violence Law, after all, not only the fulfillment of the condition of the system described above but also changes in peoples understanding are important.

본 연구의 목적은 해양경찰공무원과 경찰공무원의 외상 관련 국내 연구 동향을 분석하여 향후 연구에 대한 시사점을 제공하는 것이다. KCI 등재학술지에 실린 해양경찰, 경찰의 외상 관련 논문 57편을 수집하여 논문의 기초사항, 연구대상, 연구방법, 측정도구, 관련 변인 등을 분석하였다. 해양경찰공무원과 경찰공무원의 외상 관련 연구는 2010년부터 시작되어 산발적으로 이루어지고 있었으며 57편 중 해양경찰공무원의 외상 관련 연구는 6편에 불과하였다. 연구자의 전공영역은 경찰행정분야(59.6 %)가 가장 많았고, 심리학(19.3 %), 의학 및 간호학(10.5 %), 사회복지학(8.8 %), 교육학(1.8 %) 영역에서 연구가 이루어졌다. 해양경찰공무원 대상 연구는 6편 중 1편 외에는 모두 경찰행정분야에서 수행되었다. 연구방법은 양적 연구방법(78.9 %)이 대부분이었다. 질적 연구는 3편이었는데 모두 경찰공무원을 대상으로 하였다. PTSD 척도는 IES-R-K가 가장 많이 사용되었고, PDS, PCL-5가 뒤를 이었다. 외상 관련 변인으로는 외상성 사건 경험, 회복력, 스트레스 대처 방법, 사회적 지지 순으로 연구가 많이 이루어졌다. 이러한 결과를 바탕으로 학문적 시사점과 후속 연구에 대한 제언을 하였다.
