Police Officers' Cognitions of Police Investigation Specialization (수사경과제에 대한 경찰공무원의 인식)

  • This study set out to analyze the perceptions of investigative police officers and division police officers regarding Police Investigation Specialization, which had been in effect for four years, identify the problems, and search for alternative policies. The results led to the following alternative policies; first, the communication among the members should be facilitated by trading the jobs between investigative policemen and division members in certain percentage regularly, integrating job education and special work, and developing diverse support programs for detective activities to provide them with opportunities to experience and understand investigation. The second suggestion concerns the investigation members' morale. There should be a range of measures to boost their moral such as allocating separate budget and personnel to support the investigation department and the treatment of major criminal and civil cases, giving each investigation team an office and investigation room to improve their working environment, readjusting the promotion ratio of Police Investigation Specialization to introduce a promotion system proper for each investigation's characteristics. The third suggestion is to secure job efficiency. It's required to reinforce the current short-term specialized education program to bring up practical and professional investigators, open the certification exam of professional investigators to all members so that every policeman can have their abilities recognized and approved as long as they have the demanded capabilities, and create a system of shedding off the members idle at work by reflecting low performance records when evaluating the members to decide who to dismiss from Police Investigation Specialization. And finally, it's important to divide duties rationally. The rationality of duties division can be guaranteed by setting the guidelines for direct handling for the team leader to help him devote himself to his duties, defining objective criteria of measuring investigation workload, and creating devoted systems and teams for simple and small accidents so that experienced investigators can deal with high-profile cases.

The Study on the Improvement Plan by Investigation Case of the Fire Crimes (소방사범 수사사례를 통한 개선방안 연구)

  • Nowadays contents of crimes are complicated and diversified because of differentiation and specialization of society. For this reason, special judicial police officer system that each special field officers investigate crimes related to their special fields is introduced to produce high quality private law service. Nevertheless, special judicial police officers who deal with fire crimes show many problems because they have less experiences and ability about investigation than general judicial police officers. Then, purpose of this study is deduction problems by analyzing cases of fire crimes and suggesting improvements which are ways to improve special judcial police officers's who investigate fire crimes efficiencies and professionalisms. Problems about investigation of fire crimes are absence of professional investigation agency, a shortage of professional workforce, absence of professional investigation officers education system. Improvements are creation professional investigation agency, securing experts, developing professional investigation officers education system, construction professional techniques manage system, introduction fire crime cases manage system.

Improvement of the Working System for Forensic Agents (과학수사요원의 근무제도 개선방안)

  • Areas of forensic have been used as a tool in many fields of police investigation, detective, such as research relating to the criminal investigation. Despite it is failure to obtain a central role and status, forensic is nonetheless necessary. This study recognizes the importance of police and forensic activities, and in reviewing the level of support for actual condition of science and forensic investigations, and it has tried to find the problems. Based on this, this study discusses development plans of the working system to explore whether it can improve the efficiencies of forensic activities from the realistic restrictions. These days, one of the main problems that police forensic activities encounter is lack of labor and human resources on the arrested. Therefore, this study aimed to looking for realistic ways to improve efficiencies of forensic agents First, changing the working system and the restructuring the command system requires a long-term perspective. In other words, a regional forensic system is required. Second, the establishment of a Police Investagation Specialization to ensure the professionalism of the investigation is necessary. Third, the system should improve forensic specialties. Fourth, the R&D organization should established to improve the capability for forensic investigations.

  • With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.
