서울 경찰(警察)의 방범체제(防犯體制) 개선(改善)에 관한 연구(硏究) (A Study on The Crime Prevention System Improvement of Seoul Metropolitan Police)

  • I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

지역경찰관서 설치에 관한 연구 (A Study on the Police Station for Adoption of Local Police System)

  • 2003년 자치경찰제 도입으로 탄생한 순찰지구대는 지역경찰관서의 설치와 인력에 변화를 주었다. "경찰법"에 따르면 경찰서장 소속으로 지구대 또는 파출소를 두고, 그 설치기준은 치안수요 교통 지리 등 관할구역의 특성을 고려하도록 되어 있다. "경찰청과 그 소속기관 직제"상 지역경찰관서의 설치권한은 지방경찰청장에게 있음을 명시하고 있다. 또한 동법 시행규칙의 지구대 및 파출소 설치기준을 살펴보면, 경찰서장의 소관사무를 분장하기 위해 지구대를 두고, 교통 지리적 원격지로 인접 경찰관서에서의 출동이 용이하지 아니한 경우, 관할구역 안에 국가중요시설 등 특별한 경계가 요구되는 시설이 있는 경우, 휴전선 인근 등 보안상 취약지역을 관할하는 경우 등에 해당하는 경우 파출소를 둘 수 있다고 규정하고 있다. 이러한 기준들이 현재 원칙에 따라 적용되는지 여부, 그리고 자치경찰제 도입을 앞둔 시점에서 적절한 기준인지여부 등에는 의문이 남는다. 현재 전국의 지역경찰관서들의 현황을 살펴보면 이러한 기준들이 원칙에 따라 적용되었다고 보기 힘든 실정이다. 더욱이 획일적인 기준을 전국에 동일하게 적용하는 것은 자치경찰시대를 앞둔 시점에서 부적절해 보인다. 순찰지구대 도입이후, 편성과 인력배치는 담당구역의 광역화로 인한 순찰활동의 곤란, 지역주민과의 관계 약화, 농촌지역 치안서비스 질 저하, 범죄두려움의 증가 등의 비판을 받았다. 따라서 이 논문은 법의 획일적 적용, 지역사회 치안환경에 대한 특성 미반영, 조직구성원에 대한 배려와 소통 부족 그리고 경찰활동 평가에 대한 문제점을 지적하였다. 개선방안으로는 자치경찰제를 대비한 지역사회 특성이 반영된 기준과 법령 제시, 치안수요자인 지역주민의 의견 반영 그리고 일선경찰관의 의견수렴 과정 등을 제시하였다.

  • Due to criminal aspects spreading nation wide, their intelligence level increasing and becoming digitalized, the citizens' interest in and desire for crime security have increased. Until now, the preceding researches have been focused on finding the specific variables that have direct effects on the demand for police manpower through regression analysis and attempted to predict number of needs. However, there have never been any researches producing the accurate number of demands for crimes and human resources needed for each work load. Therefore, this research have analyzed each police station functions by interviewing the persons in charge and selected the main duty for each functions. From this, by using the method of system dynamics, this research was able to predict the standard number of manpower needed for each police station functions. Also, by making a model for each 235 police stations, the best efficient employment plan for police stations and district agencies have been further discussed based on the computer simulation results.

  • The purpose of this research is to demonstrate the propriety of the locations of the Jigudea(police boxes) through time and spatial analysis. The study area was limited to BusanJingu of Busan city which includes Seo-myeon district; the biggest downtown in Busan city. In this case, monthly crime position occurrence number of times by time analysis, criminal occurrence number of times and the position have some similarities. In case of Jigudea(police boxes) which handle crime, throngs were piled up. The other case of position which crime, there is no Jigudea(police boxes) in group or two were situated. As a result, it is required that Jigudea(police boxes) in Jin-gu should be rearranged and relocated properly.

The Protective Effect of Fair and Supportive Leadership against Burnout in Police Employees

  • Background: This study investigated the association between fair and supportive leadership and symptoms of burnout and insomnia in police employees. Burnout and insomnia can have negative consequences for health, performance, and safety among employees in the police profession, and risk and protective factors should be thoroughly investigated. Methods: Data were collected in a police district in Norway through questionnaires administered in October 2018 and May 2019. The sample consisted of 206 police employees (52% males), with an average age of 42 years and 16 years of experience in the police occupation. Results: The results showed that a high degree of fair and supportive leadership was associated with lower levels of burnout and insomnia six months later. Fair and supportive leadership explained a greater amount of variance in burnout compared to insomnia. This finding indicates that fair and supportive leadership is a more important buffer factor against burnout than it is against insomnia. Stress was positively associated with burnout and insomnia, whereas quantitative job demands had no significant association with the concepts. Conclusion: Fair and supportive leadership can help protect employees from adverse consequences of stress and contribute to improved occupational health, whereas a low degree of support and fair treatment from leaders can both represent a stressor by itself and contribute to poorer coping of stressful events at work. The important role of leadership should be incorporated in measures aimed at preventing and reducing burnout and sleep problems.

참여정부의 자치경찰제 도입방안 (The Method of Participatory Government to Introduce the System of Autonomous Police)

  • 본 논문은 오랫동안 논의되어 왔던 자치경찰제의 도입방안에 대한 참여정부의 도입안이 확정됨에 따라 주요내용을 분석하고 쟁점사항을 검토하여 보완책을 제시하는데 목적이 있다. 참여정부의 자치경찰 구성은 해당 시${\cdot}$${\cdot}$구가 자치경찰제 도입의 필요성이 있다고 판단되면 의회에서 조례를 제정하여 실시할 수 있도록 했으며, 시장, 군수, 구청 조직에 과단위의 기구로 운영되도록 한다는 것이다. 주요 업무는 방범, 순찰, 교통단속 등 주민생활과 밀접한 치안서비스와 현재 자치단체가 벌이고 있는 보건, 위생, 환경단속의 업무를 수행하게 된다. 그러나 정부안의 수용을 전제로, 예상되는 몇 가지 쟁점사항을 정리하면 다음의 세가지로 요약할 수 있다. 첫째, 경찰의 기본기능과 관련된 논점이다. 정부안에는 자치경찰에게 일반범죄에 대한 수사권을 주지 않고 있어 ‘경찰의 보조원’에 불과한 것이 아닌가, 하는 것이 논점이 되고 있다. 둘째, 지자체간의 치안서비스의 균형성 논란이 제기될 수 있다. 지방 자치단체간에는 치안환경이 상이하고, 따라서 치안수요도 각기 다르다. 그러기에 자치경찰의 치안서비스는 지자체에 따라 질적인 면에서 차이를 보이게 될 것이다. 셋째, 자치단체 예산으로 운영됨으로서 예상되는 논점이다. 자치경찰이 지자체의 예산으로 운영된다는 점에서, (1) 경찰행정이 일반행정의 하위에 놓여 집행력이 약화 될 수 있다. (2) 경찰기관 간에 협조가 원활하게 이루어지지 않을 수 있다. (3) 예비경찰 보유의 어려움으로 인해 경찰의 기동성(機動性)이 다소 떨어질 수도 있다.

Associations between Sleep and Work-Related Cognitive and Emotional Functioning in Police Employees

  • Aim: We aimed to examine the cross-sectional and longitudinal associations between sleep and work-related impaired cognitive and emotional functioning in police employees. Methods: This study included 410 participants (52% men) employed in a police district in Norway at baseline, of which 50% also participated in the study at 6 months later follow-up. The questionnaires included items measuring work schedule, sleep length, insomnia, as well as impaired cognitive and emotional functioning at work. Results: The results showed that insomnia was related to impaired work-related emotional functioning measured at baseline, and to impaired cognitive functioning measured at both baseline and follow-up. Sleep length and rotating shift work were not associated with future decline in cognitive or emotional functioning. Conclusion: Our study indicates that the relationship between insomnia and emotional functioning at work may be transient, whereas insomnia can be related to both immediate and future impaired cognitive functioning. Replication of the findings in larger samples is advised. The findings call for an emphasis on the prevention and treatment of sleep problems among police employees as a mean of maintaining and improving cognitive and emotional functioning at work, and thereby reducing the risk for impaired performance and negative health and safety outcomes.

경찰공무원의 조직학습과 조직내 극대화 방안에 관한 연구 (Study on Police Officer's Organizational Learning and Maximization Plan within Organization)

  • 본 연구는 경찰공무원의 조직학습이 조직유효성에 미치는 영향에 관한 가설적 모형을 기초로 하여 경찰공무원의 조직학습과 조직유효성의 관계를 규명하는 데 그 목적이 있다. 이와 같은 목적을 달성하기 위해 2013년 7월 14일~8월 15일까지 광주지방경찰청 소속으로 재직중인 경찰관 163명을 모집단으로 선정하였다. 표본추출방법은 무작위표본추출(rendom sampling method)을 사용하여 자기평가기입법(self-administrated method)으로 설문조사에 응하도록 하였으며, 최종 분석으로 사용된 자료는 SPSS for Win Version 17.0 통계프로그램을 통해 분석되었다. 본 연구를 통하여 얻어진 결과는 다음과 같다. 첫째, 경찰공무원의 조직학습 수준이 높을수록 조직유효성의 하위변인인 조직몰입에 유의미한 영향을 미치는 것으로 파악되었다. 둘째, 경찰공무원의 조직학습은 조직몰입 뿐만 아니라 조직유효성의 하위변인인 직무만족에도 유의미한 영향을 미치고 있는 것으로 분석되었다.

A Study on the Policy Advice of Integrated CCTV Control Center

  • In recent years, public area CCTV has also begun to become more popular in the Korea. 2011, Korea's Ministry of Public Administration and Security has recommended that other local governments set up an integrated CCTV control center in each of their districts. The ministry was planning to make it compulsory for local governments to install an integrated CCTV control center by 2015. More than 570,000 public cameras are managed by public agencies and local government offices. Currently, the integrated CCTV control center is playing a very positive role in fighting crimes in the district particularly through its liaison with the district police. The CCTVs were operated by a several different agencies and departments in the district, resulting in considerable redundancy in public service, inefficiency and delays in response to crimes, and other emergency situations. Therefore, Control Center should be operated lawfully and efficiently. CCTV Control Center will be managed by three ways: (1) IT Governance through cooperation with civil areas (2) by regulated with proper laws and (3) managed by proper guideline and personal training.
