It would be one of the most important tests that determination of semen in crime scene as a matter of significant evidences. Recently, it has been developed for the identification of semen in forensic specimens which was used simply, easily and reproductively. In this study, Prostate-Specific-Antigen (PSA) Rapid Test kit was evaluated for the forensic identification of semen and compared with one step semen inspection forensic rapid test kit. The sensitivity and specificity of the rapid PSA kit were examined in addition to the stability of PSA. The positive band of rapid PSA kit shown even with 1,000,000-fold diluted semen, which was at least 100 timed higher than qualitative one step semen inspection forensic rapid test kit. PSA was detected in urine from normal male adult, however, it was not detected in urine from young boys and female body fluids. It was shown that PSA was very stable to resist boiling for 20 minutes and the effect of bacteria. In crime scene investigation, rapid PSA kit is expected to help to identify semen easily in the evidences.

사용자가 안전한 WiBro 서비스를 받기 위해서 사용자 단말과 ACR(Access Control Router) 간에 인증이 선행되어야 한다. 그렇지 않을 경우, 많은 공격 위험으로부터 노출될 수 있다. 따라서 한국정보통신기술협회(TTA)에서는 휴대인터넷(와이브로$^{TM}$) 서비스를 위한 상호 인증 절차 표준을 제정하였다. 이 표준 프로토콜은 PISIM(Portable Internet Subscriber Identity Module)을 이용하여 PE(Portable Equipment)와 ACR 간에 상호 인증을 수행한다. 그러나 표준은 인증에 필요한 메시지의 수가 대체적으로 많은 편이며 PISIM의 분실과 에러가 발생했을 경우에는 사용자는 무선인터넷 서비스를 사용할 수 없게 된다. 따라서 본 논문에서는 ACR과 PSS 간에 키 동의 프로토콜을 수행하여 PSS를 인증한다. 이때 PSS의 계산량을 지원하기 위한 PSD(Power Support Device)가 키 동의 프로토콜에 참여하게 된다. 이렇게 생성된 키는 ACR과 안전한 통신 세션을 맺고 있는 KAS(Key Authentication Server)에 PSS의 식별자와 키 정보를 암호화에서 저장한다. 끝으로 제안된 프로토콜의 안전성과 효율성을 분석한다.

Background: Law enforcement communications (i.e., 911 dispatch and call takers) is a challenging and stressful occupation. The purpose of this study is to identify the main stressors associated with employment in law enforcement communications, and to identify and provide context to how these stressors affect workers' health and wellbeing. Methods: This research study included focus groups with 23 call takers and 911 dispatchers employed by a large, urban law enforcement agency in 2018. Thematic analyses were conducted to identify trends. Results: Four themes of stressors emerged (i.e., the high stakes nature of some 911 calls for service, understaffing, supervisor-related stress, and recruiting practice). Two health-related themes emerged as being occupation-related: weight gain and poor sleep patterns/insufficient sleep). Specifically, participants reported negative eating habits resulting in weight gain and obesity, lack of sleep and irregular sleep schedules, and development of hypertension and/or diabetes since beginning their jobs. Conclusion: Law enforcement communications professionals experience a number of the same stressors facing law enforcement officers in patrol. These stressors, combined with the sedentary nature of the job, could result in long-term, chronic health problems.

Recently, the rapid development of science and technology is a new challenge and opportunity in the policing environment. In the major industrialized countries of the West presents a strategy called SMART Policing the police to strengthen police capacity in accordance with this social change and actively utilize the science and technology in policing field. In this study, we attempted to discuss our country for the establishment of security technology research and development organization. First, I propose that installed the R&D planning department at the Office of Planning and Coordination in the National Police Agency. Secondly, it is need to establish the (provisional) Police Science and Technology Center, that integrate the functions of each organization's R&D-related work. Finally, it should integrate Police Science Institute and the National Forensic Service in (provisional) Policing Technology Research Institute.

Purpose: The purpose of this study is to investigate the COVID-19 pandemic-driven effect changes of quality factors on customer satisfaction in Korean Police Civil Affairs Service. Methods: This study fitted a regression model to the data collected by Korean National Police Agency from 2019 (before COVID-19 pandemic) to 2020 (during COVID-19 pandemic). In order to simultaneously estimate the effects of major seven quality factors on customer satisfaction for 'before the pandemic' and for 'during the pandemic', the regression model included not only customer satisfaction as the dependent variable, but also the fourteen independent variables consisting of the seven quality factors and their seven interaction terms. The interaction terms were defined by multiplying each quality factor by a dummy variable indicating either before or during the pandemic. Therefore, the coefficient estimates of the interaction terms indicate the changes of their corresponding quality factor effects on customer satisfaction between before and during the pandemic. The double bootstrap method was applied to test the significance of coefficient estimates. Results: Both before and during the pandemic, all quality factors had positive effects on customer satisfaction. However, these effects changed differently from before to during the pandemic: (increased) supportability, sincerity, and convenience; (decreased) integrity, professionalism, and fairness; (unchanged) promptness. Conclusion: This study found that the pandemic caused significant effect changes of quality factors on customer satisfaction in Korean Police Civil Affairs Service. This finding suggests the necessity of carefully monitoring such effect changes to effectively and efficiently improve customer satisfaction. This study also identified that from before to during the pandemic, supportability, sincerity, and convenience become more important and hence, need to be better managed.

Computer technology and Internet advances enable easy massive file transfer by messenger, email, and web hard service users this means that a child pornography file owner who is illegally possessing itself can quickly transfer that to other users However there are currently no specific ways to prevent or block the distribution of child pornography between messenger, email, and web hard service users. in this paper, we propose a method to prevent the distribution of child pornography using the MD5, SHA-1 hash value stored in the 'police Child pornography Profiling system' and to identify the child pornography suspects using the subscriber information. the user extracts the hash value of the file before distributing the file, compared it with police system, and if it has the same value, blocks the transmission of the file and sends warning to the owner. the service provider sends the subscriber information to investigation agency child pornography owners can conduct a quick and accurate investigation.

The purpose of this study is to verify the validation of the Korean-type destructive leadership scale in order to activate the leadership research of local police manager in Korea. For the purpose of this study, the entire police officer(under the rank of sergeant) working at the Gyeongnam Provincial Police Agency in 2017 was set up as the population. A proportional allocation sampling was used for the sampling, and the allocation standard was set up in the workplace, department, rank, and sex. Data collection was conducted from April 1, 2017 to April 30, 2017, for a total of 500 respondents, and 433 were finally used for actual analysis. In the study, reliability and validity of destructive leadership scale were verified through reliability analysis, exploratory factor analysis, and confirmatory factor analysis. As a result, the destructive leadership scale of Korean local police manager showed a high cronbach' ${\alpha}$ coefficient of 0.948 for the questionnaire related load and 0.974 in the questionnaire related organization, but, the model fit of confirmatory factor analysis was low. Therefore, through additional exploratory factor analysis and confirmatory factor analysis, we reconstructed 6 questionnaires by deleting 4 questionnaires among the load-related items. On the other hand, the organization-related items were verified to be appropriate for all of the existing 10 items, and the destructive leadership scale of Korean local police manager was finally reconstructed into 16 items with 2 factors. This study also confirmed that the above reconstruction model is statistically suitable. The destructive leadership scale of Korean local police manager can be used as the basic data of leadership research to be conducted in the future.

Preventive measures and control over cyber terrorism in Korea is a complex problem. Today laws should meet requirements made by modern technologies development, Law enforcement, special services and judicial system cooperation, their efforts coordination and their material security are priority directions, None of the country is able to prevent cyber terror independently and international cooperation in this field is vital. Taking the above into consideration, we propose and inisit that National Intelligence Service(NIS) should share cyber terror data with Police Agency and have top police authority over the cyber terror.

The reform necessity of medicolegal death investigation system is continuously issued. The problems from the current death investigation system are discussed, specially on the professionalism of the involved personnel such as policemen, doctors, prosecutors. Death investigation exists not only to prosecute the criminals but also primarily to protect the general public's health, safety, and welfare. The reform proposals of death investigation system are followed as below. Statutes require that the prosecutor be notified of certain deaths. All deaths that may reasonably result from anything other than natural disease should be investigated. A death certificate is a legal document which authenticate a death, therefore it is issued by the doctor. The postmortem examination must be rearranged on the university base and performed by the qualified doctors who are trained at least in pathology. The police officer specified in death investigation and forensic identification should be encouraged to keep doing their special work in many ways.

This paper attempts to find an improved organizational structure for operating the traffic safety facilities. Currently, police is in charge of the facilities while the local government is in charge of its budget. By doing so, many inefficiencies and problems occur in these things. A delphi technique is used to survey these inefficiencies. Problems, and improved role and organization by three expert groups in local government, police and university The survey results are analyzed by each expert group as well as by the total group. The multidimensional scaling technique is also used. The most preferable answer is to newly establish a traffic experts' agency under the local government. The second preferable answer is to set the current traffic police under the control of the local government.
