The purpose of the present study is to examine the effect of civic cooperation with the police on the number of crime that the police must solve by conducting simulation based on system dynamics. The study sets police oriented-policing model and police-citizen cooperative model to investigate the effect of civic cooperation with the police. As a result of the simulation, the police oriented-policing model shows that the number of crime that police must solve is increasing over time, while the police-citizen cooperative model shows that the number of crime that must be solved by the police is keeping it stable in the increase of crimes. Comparing both models, civic cooperation with the police is more effective in reducing or deterring crime than police oriented-policing activity. The study proves that building cooperative relationship between citizens and the police can become a strategic method for controlling crime effectively without a rapid increase in police finance. It is meaningful in terms of presenting a dynamic change of interaction for reducing crimes between civic cooperation with the police and policing activity of the police over time.

As part of the police reform, the current government is trying to establish a police bureau under the Ministry of Public Administration and Security and improve the personnel management of the police. Like the prosecution bureau under the Ministry of Justice, the main goal of the police is to establish a police support bureau in the Ministry of Public Administration and Security to have personnel, budget, disciplinary action, and inspection. However, the government's control of police rights was opposed mainly by the "Police Workplace Council," which is like a police union, and even police officials agreed with it, and the opposition was severe. It is becoming a form of struggle between the government and police organizations. As a police major, I don't want to side with anyone and support the police. However, I thought about what democratic control of the police should be with, considered what the police reform plan is, and analyzed the legal and institutional aspects of the current police, and expressed the following issues. First, this paper is as follows: First, we considered what the democratic control of the police was. Second, We focused on reform measures such as the personnel system and institutional approach. Third, I presented my argument on what the police reform plan is.

The purpose of this study is to examine the impact of police legitimacy on public cooperation with the police. This study consists of obligation to obey, moral alignment, and legality of police actions as factors of police legitimacy. This research employs a survey questionnaire to evaluate the police legitimacy and public cooperation with the police. The number of subject of the study is 354 citizens residing in Daegu metropolitan city and some cities of Gyeongsangbuk-do province. The study employs a multi-regression analysis to investigate the effect of the three factors of police legitimacy on public cooperation with the police. The effects of the three key factors of police legitimacy- obligation to obey, moral alignment, and legality of police actions-on public cooperation with the police are significant; specifically, legality of police actions is shown to be more effective for nurturing public cooperation than the rest of these factors. The findings also have some implications for how Korean police can foster better relationships with citizens in the communities.

The concept of municipal police is in contrast to the national police, which is in charge of the overall people. With increased localization, the need for a municipal police system is emphasized in each region. This study is intended to analyze the role of municipal police uniform considering the change in security from the national to the local level based on the introduction of municipal police system. The study investigators developed the concept of centralized national police system and decentralized self-governing municipal police system based on a literature review and Internet research. The investigators analyzed the design of municipal police uniform by reviewing the systems in several other countries. The results revealed specific formative features of municipal police uniform such as representative ambivalence, expression of visual language, manifest visibility, and reflection of regional characteristics. The municipal police uniform is adapted to changes in local government requiring a shift of awareness on to municipal police compared with the existing national police. The creation of a municipal police uniform enhances the efficiency of work by projecting a resident-friendly image, social support and cooperation, which play a huge role in illustrating the exemplary service to promote a stable and peaceful society locally.

Purpose: This study examines how police's level of satisfaction over work environment influences on introduction of municipal police system and the purpose of this study is to examine the individual police's opinion by exploring the work satisfaction of police under current centralized police system and their level of expectation toward introduction of municipal police system. Method: To complete the research, this study used the survey data from in-service police and analyzed it based on regression analysis. Result: This study analyzed the influence of police's job satisfaction on expectation over introduction of municipal police system by dividing the police's job satisfaction into internal and external satisfaction. In the influence of police's job satisfaction on expectation toward physical environmental change, both internal and external satisfaction had significant negative influence. Conclusion: Thus, there should be a clear organization on municipal police and related items before introducing the system to gain trust from police.

It is true that the police have been faithful to the role of the regime's sewer and committed many disruptions and errors, and have been criticized and criticized by the public. It should now be the foundation of the democratic police and an organization supported by the people. The problem is that the quality, personality, and values of 130,000 police officers should be changed and should be in line with the spirit of the times. One of the theories of police corruption is the "rotten apple hypothesis." The theory is that there is a high possibility that the entire police force will be corrupted, as if the defective apple in the apple box is rotten and the whole apple is rotten, without filtering out potential corrupt police officers during the recruitment phase. In other words, the cause of corruption is based on personal flaws. This study intends to analyze the causes of police corruption and improvement measures. The purpose of this study is to ensure that police officers in charge of national security are usually armed with ethics and good conduct. The police should be trusted by the people and need a stronger prescription for police corruption. In this respect, this study aims to solve the corruption problem of police officials, analyze anti-corruption, and find out what are the desirable countermeasures. The main study methods of this study are as follows; First, we first tried to collect data through research on corruption-related literature. The analysis was focused on the related papers of police corruption and government reports. Second, police corruption theory and anti-corruption alternatives were analyzed. It was reviewed focusing on the theory of corruption or translated data. Third, a literature survey was analyzed to examine the National Police Agency's perception of police corruption. Based on these research methods, we tried to derive the desirable control measures for the hypothesis of police corruption. This study is believed to have contributed to supporting the organizational corruption and culture of the apple box, including the personality of the individual's values, which is a rotten apple theory of police corruption.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

The study aims to analyze the factors affecting citizens' willingness to cooperate in police activities and to verify the intermediation effects of citizens' trust in police in these relationships. In order to achieve the purpose of such research, we selected factors that are expected to affect cooperation in police activities and police confidence by conducting a survey of 502 adult men and women living in Seoul and utilized them for analysis. The results from the analysis are summarized as follows. First, procedural fairness was confirmed as an influence factor on the cooperative history of police activities. In other words, it is necessary to have police activities conducted more fairly and citizens recognize them in order to induce cooperation from citizens, as the fairer police activities are shown to increase the willingness of citizens to cooperate. Second, it was confirmed that the level of citizen awareness of patrol activities and level of disorder in the community affected cooperation in police activities through the medium of police trust. It can be said that the more positively citizens evaluate police patrol activities, the more police confidence increases and this trust leads to citizens' cooperation in police activities. In addition, as the disorderly environment in the community improves, citizens' trust in the police increases, leading to civic cooperation in police activities. Based on this, the police trust was able to confirm that it had a fully operational effect. Third, if the procedural fairness of police activities increases, citizens trust the police, and this police trust leads to cooperation in police activities. In addition, it was found that procedural fairness had a direct impact on citizens' cooperation in police activities, so it was able to confirm that there was a partial selling effect.

Korean police have been established as a national police system since the liberation of Korea and have been operated as a centralized police system for a long time, and a police committee was established under the enactment of the Police Act in 1991. However, the National Police Commission has a problem that it cannot perform the functions of the original National Police Commission because it is only a simple advisory body, not an institution that reviews and decides major policies related to police administration. As a result, despite the passage of a full amendment to the Police Act in 2020 and the revision of the Act to the Organization and Operation of the National Police and Local Police, operational and compositional problems still exist. Therefore, this study intends to propose the current state of operation and problems of the police committee system and measures for improvement.

This research is aimed to clarify police officer's working personality characteristics. The sample was divide in two sub-groups according to research group of career police officer and comparative group of novice police officer. The followings are list of significant tendencies. First, career police officer have aggression, cynicisms, suspicion contrast to novice police officer. Second, working personalities of aggression, cynicisms, suspicion is relationship between age, rank, service term. Findings of this study is that working personality of police officer in korea was made survey empirically, and identified change process of police officer's working personality.
