This study seeks to identify elements of spatial planning for areas surrounding children's parks in order to improve child safety. It will identify different aspects of child safety and extract elements of safety planning for the areas surrounding children's parks from a literature review of both domestic and international research. The study classifies the space between one's residence and the children's park as either a "means of access", such as pedestrian walkways and streets, or a "boundary", which consists of the entrance, exit, and fences; then, the derived safety planning elements were categorized in accordance with this classification. In order to ensure the validity of the planning elements, an expert survey was conducted of environment planners who specialize in the palnning and designing of residential area as well as government employees who are in direct charge of managing children's parks. The survey findings were as follow. First, the pedestrian walkway(means of access) near the park is the most crucial factor in regards to the safety of children, followed by the entrance and exit(boundary), fency(boundary), and streets (means of access), in descending order of importance. Thus, improving the safety of the pedestrian walkway should be considered first and foremost, and it should precede improving the surrounding streets. Second, an investigation of the need for safety devices near the children's park showed that securing visibility, through the installation of an illegal parking prevention device, is imperative. Illegal parking near children's parks poses a grave risk to pedestrian safety and demands immediate action. Furthermore, a section of streets within 300m of the park entrance should be designated as a children protection zone, in addition to the designation of school zones near elementary schools.
Background: Learning from incidents for accident prevention is a two-stage process, involving the investigation of past accidents to identify the causal factors, followed by the identification and implementation of remedial measures to address the identified causal factors. The focus of past research has been on the identification of causal factors, with limited focus on the identification and implementation of remedial measures. This research begins to contribute to this gap. The motivation for the research is twofold. First, previous analyses show the recurring nature of accidents within the Ghanaian mining industry, and the causal factors also remain the same. This raises questions on the nature and effectiveness of remedial measures identified to address the causes of past accidents. Secondly, without identifying and implementing remedial measures, the full benefits of accident investigations will not be achieved. Hence, this study aims to assess the nature of remedial measures proposed to address investigation causal factors. Method: The study adopted SMARTER from business studies with the addition of HMW (H - Hierarchical, M - Mapping, and W - Weighting of causal factors) to analyse the recommendations from 500 individual investigation reports across seven different mines in Ghana. Results: The individual and the work environment (79%) were mostly the focused during the search for causes, with limited focus on organisational factors (21%). Forty eight percentage of the recommendations were administrative, focussing on fixing the problem in the immediate affected area or department of the victim(s). Most recommendations (70.4%) were support activities that only enhance the effectiveness of control but do not prevent/mitigate the failure directly. Across all the mines, there was no focus on evaluating the performance of remedial measures after their implementation. Conclusion: Identifying sharp-end causes leads to proposing weak recommendations which fail to address latent organisational conditions. The study proposed a guide for effective planning and implementation of remedial actions.
The purpose of this study is to develop neighborhood assessment tools from the perspective of women in order to evaluate neighborhood environments and suggest better policies and planning practices for women-friendly neighborhood environments. To do so, we analyze correlations between women's quality of life and the neighborhood environment. Specifically, we gave female participants a mapping survey, interview, and questionnaire to collect data targeting women living in Onyang 2-dong and 5-dong in Asan city. First, we developed a neighborhood assessment tool derived from an extensive literature review and particular case studies. The mapping and interview surveys indicated that specific aspects neighborhood life needed to be improved in a similar area. In particular, women complained about Onyangoncheon station, a commercial area, and detached house area. Second, analysis of the neighborhood environmental factors affecting women's neighborhood satisfaction, crime safety, traffic and walking environment, accessibility of living facilities, green and public spaces and childcare environment were statistically significant. Of these, the inclusion of green and public spaces was the most influential factor. Third, the neighborhood environmental factors affecting women's neighborhood attachment, crime safety, traffic and walking environment, accessibility of living facilities, green and public spaces and childcare environment were statistically significant. Of these, accessibility of living facilities appeared to be the most influential factor. Fourth, the neighborhood environmental factors affecting women's housing mobility decisions, crime safety, traffic and walking environment, accessibility of living facilities, green and public spaces and childcare environment were statistically significant. Of these, childcare environment was the most influential factor.
This study aims to understand functional spaces within university dormitory, examine the influences of residential environment factors and personal characteristics on users' satisfaction through what parameters and probability among these parameters and seek improvement methods for dormitory users to live at dormitory as the best residential space through causal analysis of residential space uses at university dormitory based on such a probability. Research methods include theoretical research of architectural space characteristics of university dormitory facilities through literature survey, analysis of satisfaction with spaces and their uses through questionnaire and causal analysis of each residential environment factor after making route model using data obtained from the results of analysis. The results of this study are as follows. Factors affecting residents' satisfaction with cultural activities of residential environment factors are safety, territoriality, interior finishing and complexity and those affecting residents' educational activities are safety and amenity of space. Residential function space of university dormitory must have spatial planning that social activities including individual and small group culture and educational activities from the view of spatial territoriality and flexibility based on safety and amenity and facilities related to continuity and connection of common space and unit residential space should be decentralized rather than centralized.
Mobility in housing is a normative way to satisfy family needs for· better· living conditions. In the context of relative decisions. mobility can be understood as forced relocation or unforced relocation In making relocation. the household chooses a particular 'environmental quality profile. Therefore. the understanding of mobility and relocation in housing is needed for· the developing and planning of housing evnironment. The major findings are s follows ;1. The motives of mobility are composed of 4 factors('material porseperity’, 'convenience· safety'. environmental improvement' and 'forced relocation'). Especially, 'material prosperity' was defined the most fundamental factor· for. 2. The components of housing environment quality were composed of 3 factors related to the scale of home environment. They were 'neighborhood character factor', 'dwelling character· factor·'. And 'location character· factor'. The factor 'neighborhood character' was defined the basic factor· to choose for the housing environmental quality profile.3. It was examined that the motives of mobility and the components of home environmental quality were significantly different by the household characteristics (income. family life cycle. and tenure type).
Objectives: This study was conducted to review the Toxic UseReduction Act of Massachusetts, USA, which has been evaluated as a successfulcase of a chemical reduction policy, and to search for ways to introduce it inKorea. Methods: We analyzed the implementation of the TURA by attending TUR Planning Course of the Toxic Use Reduction Institute in Massachusetts and researching the related literature. Results: As TURA took effect, the use of chemicals in Massachusetts was reduced, and cost savings were achieved in workplaces. The success factors for the legislation are considered to be support form the federal and state governments and the active participation of business and civic group. Domestic efforts to reduce toxic substances have already begun, so if the process of TURA is appropriately applied to domestic legislation of chemicals control, it would be expected to produce visible results. Therefore, we reviewed the 'Act on Chemicals Registration and Assessment', 'Act on Chemical Control' and 'Act on the Integrated Control of Pollutant-Discharging Facilities' and sought solution for applying TURA to each piece of legislation. For the first case, 'Toxic or Hazardous Substance List' and 'Establishment of Toxic Use Fee' is applicable. For the second case, 'Annual Toxic or Hazardous Substance Reports' is applicable. For the third case, 'Toxic Reduction Plans' and 'Toxics Use Reduction Institute and 'Toxic Use Reduction Planners' is applicable. Conclusions: The government should take notice appropriateness for the reduction of toxic chemicals and provide financial support. Businesses should invest in technologies that build trust with local communities, improve productivity, and reduce costs. Finally, civic group should cooperate with government and businesses.
In this study, an evaluation system that can be used to evaluate the feasibility of developing and supplying hydrothermal energy for the operation of large-scale complex facilities was developed. To this end, this study derived factors to be considered when selecting a location for the use of hydrothermal energy using raw water from multi-purpose dams and regional water supply systems through literature survey and expert interviews. The evaluation indicators derived from this study are divided into four sectors: hydrothermal energy utilization factors, location factors, planning factors, and disaster safety factors, and are composed of 10 mid-level indicators and 34 detailed planning indicators. The relative importance of all factors was derived using the Analytic Hierarchy Process (AHP) technique, and the developed evaluation indicators and relative importance were applied to four multi-purpose dam regions in the country. As a result, it was found that in the development and use of hydrothermal energy utilizing regional raw water supply line the urban planning conditions of the supply site can have a greater impact on the location selection results than the hydrothermal energy development itself. Due to the characteristics of the evaluation indicators developed in this study and their nature as comprehensive indicators, it is believed that the results should be applied to determine the overall adequacy of site selection in the early stages of hydrothermal energy development. In the future, it is believed that it will be necessary to analyze the problems in supplying and operating hydrothermal energy using raw water from multi-purpose dams and regional water resources. Based on the analysis the evaluation system developed in this study is expected to be improved and supplemented.
Major problems involved in an electrical utility expansion planning within a time horizon are how to efficiently deal with objectives considering multiple factors and uncertainty. But justification factors in study these days have considered only quantitative factors except qualitative factors. Therefore, the purpose of this paper is to develop a new model for economic evaluation of nuclear power plants through the scoring model with the quantitative and qualitative factors under uncertainty. The quantitative factors use a levelized generation cost method considering time value of money. Especially, the environmental, risk, and safety factors in this paper have been also explained for the rational economic justification of the qualitative factors under uncertainty. This paper not only proposes a new approach method using the scoring model in evaluating economy of the nuclear power plant in the long term, but also provides the more efficient decision making criterion for nuclear power plants under uncertainty.
The purpose of this study is to draw safe environmental project factors for enhancing the safety of children in peripheral space around children's park and suggest environmental project measures for peripheral spaces around children's parks, based on the survey of children's park users' consciousness on peripheral spaces. Physical space range for this study was limited to low-rise housing area wihtin the radius of 250m, as peripheral spaces around children's parks in which children's playgrounds were built. In addition, the target areas for examining users' consciousness on peripheral spaces around children's parks were selected according to following criteria. 1)areas with highter portion of children; 2) those with higher portion of single-family houses/multi-housing/tenement houses, which constitute low-rise housing areas; and 3) those with higher safety accident rate of children, which was measured based on criminal and traffic accidents. The finding are as follows: first, users' consciousness on safety accidents that are likely to occur in peripheral spaces around children's parks was examined to show that there is most prominent difference between satisfaction and necessity. This result suggests that users are clearly conscious of the necessity of environmental improvement rather than the satisfaction with the current peripheral environment around children's park.; second, for the difference between satisfaction with and necessity of environmental project factors for access/boundary spaces around children's pakrs, there is most significant difference between the satisfaction with and the necessity of establishment of facilities against illegal parking for clear visibility of community roads, for access spaces, and the separate establishment of bicycle racks around main entry into parks, for boundary spaces. Users' necessity of the establishment of them is judged to be derived from the fact that the safety of children and even adults is threatened, because bicycles invaded into the deep inside of children parks. This study analyzed a correlation between satisfaction and necessity through factor and IPA analysis, and should be initially considenred if the future environmental improvement project would be conducted to promote safe environment in peripheral spaces around children's parks in the future. It will be necessary to provide practical environmental project factors through a field investigation.
The submerged floating tunnel (SFT) infrastructure has been regarded as an emerging technology that efficiently and safely connects land and islands. The SFT route problem is an essential part of the SFT planning and design phase, with significant impacts on the surrounding environment. This study aims to develop an optimization model considering transportation and structure factors. The SFT routing problem was optimized based on two objective functions, i.e., minimizing total travel time and cumulative strains, using NSGA-II. The proposed model was applied to the section from Mokpo to Jeju Island using road network and wave observation data. As a result of the proposed model, a Pareto optimum curve was obtained, showing a negative correlation between the total travel time and cumulative strain. Based on the inflection points on the Pareto optimum curve, four optimal SFT routes were selected and compared to identify the pros and cons. The travel time savings of the four selected alternatives were estimated to range from 9.9% to 10.5% compared to the non-implemented scenario. In terms of demand, there was a substantial shift in the number of travel and freight trips from airways to railways and roadways. Cumulative strain, calculated based on SFT distance, support structure, and wave energy, was found to be low when the route passed through small islands. The proposed model helps decision-making in the planning and design phases of SFT projects, ultimately contributing to the progress of a safe, efficient, and sustainable SFT infrastructure.
