일본의 개호보험체제상의 개호지원전문원제도의 구조와 특징 (The Structure and Characteristics of the Care Manager Systems in the Long-term Care Insurance of Japan)

  • 일본은 1990년 이후 사회복지제도를 개혁하는 과정에서 이용자본위의 서비스지원, 자기결정에 따른 서비스이용, 자립생활을 지원하는 서비스 등을 새로운 개혁이념으로 제시하면서, 이를 실천하는 제도적 장치의 하나로써 서비스에 대안 이용지원제도를 제시하였으며, 개호보험제도의 개호지원전문원이 당해 역할을 담당하게 되었다. 따라서 개호지원전문원의 도입은 사회복지서비스의 이용과정의 따른 패러다임의 변화를 가져왔다. 즉, 조치제도에 따른 서비스이용의 타율성과 서비스의 이용과정의 복잡성을 고려할 때, 개호지원전문원이라는 단일창구를 통한 서비스의 종합적 상담 지원 그리고 시장기능에 따라서 움직이는 개호지원전문원의 역할을 고려할 때, 요원조고령자의 서비스 선택폭은 크게 확대 강화되었다. 한편, 개호지원전문원제도는 구조적 취약점도 지니고 있다. 즉, 개호지원사업자(소)를 중심으로 한 개호지원기능 개호지원사업자와 서비스사업자간의 병행 운영, 개호지원전문원의 업무내용과 범위의 모호, 개호지원전문원의 겸무허용에 따른 업무과다, 처리역량을 벗어난 사례담당에 따른 어려움, 사회적 지원제도의 부족, 역할과 신분을 초과하는 의무와 처벌 등이 이에 해당된다. 한편, 일본의 개호보험제도와 비슷한 노인수발보장제도와 평가관리원의 도입을 추진하고 있는 한국의 입장에서 보면 이와 같은 개호지원전문원제도의 구조와 특징은 많은 시사점을 줄 수 있을 것으로 본다.

지역특성을 고려한 농촌 초등학교건축 모형개발을 위한 기초연구 - 포천군 소재 초등학교 시설현황과 특성분석을 중심으로 - (A study on the model of rural elementary school facilities based on the regional characteristics)

  • This paper is a series of study for the development of rural elementary school facilities model applying to the regional characteristics. Therefore, main theme of this paper is to pile up and analysis of elementary school facilities data in Po Cheon through a series of actual survey and interview with teachers. The results are summarized as follows ; First of all, in case of Po Cheon, it needs to study for urban model type as well as rural elementary school facilities model type. Second, extension type of buildings has separated as three types-zigzag extension type, vertical & horizontal extension type, separate building type. But another characteristics, such as type of site plan, type of corridor and module of classroom unit, outdoor space and elevation design, are monotonous. Third. the results of this analysis show that it is desirable to locate houses for teachers within boundaries. Finally, the future paper needs to be studying more various module of classroom unit, extension type, space program, type of floor plan and site plan.

제주시 원도심 골목공간의 특성에 관한 연구 - 시가지 재정비 제도를 중심으로 - (A Study on Characteristics of cul de sac Road in Old Settlements of Downtown Jeju - Focus on a Collaborative Development based on a neighborhood plan -)

  • The study is to find regional characteristics of the old town of Jeju city, "Mu-gun-sung," through researches of the status of the spatial structure in the cul de sac roads of the area. In particular, the status and characteristics of the area are clearly defined with the typology of the cul de sac roads based on the urban renewal regulations. The results are listed as follows: First, there are buildings from various periods in the area. Second, it is comparatively analyzed that there are the similarities and differences in Collaborative Development based on a neighborhood plan in Japan and Korea which pursue conservative renewals of the cule de sac roads. Third, the status and characteristics of the area are clarified through the analysis of the types of the cul de sac roads.

도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 - (Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

부산북항재개발사업에서 색채계획을 통한 경관조성방안 (Variation Landscape Enhancement Strategy through Coloring Plan in the Busan North Port Redevelopment)

  • 국내 최초로 대규모 항만재개발이 추진되고 있는 부산북항재개발 사업에서도 항만도시의 경쟁력을 위해 국가차원에서의 경관계획을 반영하고 있으며, 해양도시 이미지 개선 및 가치향상의 과정에서 고유의 자연, 역사, 문화적 자원과 함께 각종시설, 건축물, 상징물, 생태녹지대의 상황과 특성에 맞는 경관조성에 노력을 하고 있다. 본 연구에서는 먼저 부산의 경관의 특성을 분석하고, 부산시도시디자인계획(2010), 특히 색채계획과 해외의 경관색채계획의 사례조사를 수행하였다. 이를 통해 부산북항재개발 사업에서 색채계획을 반영한 경관조성방안을 다루었으며, 그 결과는 향후 다른 재개발사업에서 기초자료로 활용 할 수 있으리라 판단된다.

기업연금보험상품 선호도에 대한 종업원 속성의 영향 (The Impact of Employee's Attributes on Corporate Pension Insurance Products Preference)

  • Purpose - The primary objective of this study is to investigate the impact of employee characteristics on employees' preference towards corporate pension products. This study can provide a guidance for maximization of benefits for employees and their affiliated corporation. Employee characteristics include average length of labour, wage system of annual salary, age, types of interest rates and size of corporation. Existing research generally concentrate on vitalizations of corporate pension product raising an imperfection, improvements, tax benefit analysis and legal consideration. Thus, this study intensively analyses the effect of employee attributes on firms' decision for corporate pension products, such as DB(defined benefit) and DC(defined contribution) type. Research design, data, and methodology - The data were collected using self-administrated questionnaire survey on corporate pension products from CEOs or HR directors 250 foreign-invested companies', purchasing pension plans in practice with domestic financial trustees (insurance companies, banks and security companies). Hypotheses testing was conducted using Logistic Regression analysis with SPSS/PC+ 21.0. Results - The findings of the study are as follows. Employees with the long length of labour are more likely to have DB plan; more likely to prefer DC plan with the dividend distribution product regarding the types of interest rate. SMEs(less than 100 employees) are more likely to select DC plan whereas high fluctuation in wage with annual salary has no impacts. In addition, the ages has no significant effect on the preference. Conclusions - This study has examined with the empirical testing that employees' variable attributes and qualities are one of the vital factors for corporation pension plan selection. Currently, majority employees are highly likely to join DB plan and Defined interest types. Corporation with less than 10 employees prefer IRP scheme while most of corporation are intended to join DC plan. In a very near future, corporation more than 300 employees will be required to purchase mandatory plan under national regulation. For maximization of employees' contentment to corporation pension insurance and for complementing the flaws of existing plans, the future studies shall also research in a perspective of employee benefit.

대학도서관 전략적 계획의 평가에 대한 연구 - 국내 국립대학교 도서관 사례를 중심으로 - (A Study on the Evaluation of Strategic Plan of Academic Libraries - Focused on the Cases of National University Libraries in Korea -)

  • 이 연구는 국내 대학도서관의 장기발전계획의 유용성을 제고하기 위하여 장기발전계획의 내용을 분석하였다. 특히, 이 연구는 전략적 계획의 평가에 중점을 두고, 외국의 대학도서관 전략적 계획 평가 방법에 근거하여 평가기준을 도출하였다. 이에 따라 국내 대학도서관의 장기발전계획이 전략적 계획의 핵심요소를 얼마나 반영하고 있는지를 평가하였다. 평가 결과, 국내 대학도서관의 장기발전계획은 도서관 발전을 장기적 관점에서 견인하는 전략적 계획의 성격보다 일상업무로서의 도서관 운영계획의 성격을 더 많이 포함하고 있음이 밝혀졌다.

거주자 요구를 토대로 본 가변형 아파트의 서포트와 인필 시스템 (The Support and Infill System of the Flexible Plan of Multi-Family Housing Based on Inhabitants' Need)

  • The study suggests that to compensate for the variety of inhabitants, flexible housing plans are needed. Furthermore, it proposes the support and infill system for the flexible plan of multi-family housing based on the inhabitants need. The inhabitants' need for the flexible plan of multi-family housing was studied using a survey using models. The survey target was the 100 housewives living in a $126.6m^2$(sold as 45 Pyeong) Apartment in Busan. The characteristics of the respondents were first examined, then to figure out the attitude towards the need for the flexible plan of multi-family housing, the concept and preference for the plan, and the satisfaction level of the current apartment plan were analyzed. To find out the structure of the flexible plan of multi-family housing, the need for the structure, furniture, light, and finishing materials were studied. Lastly, to learn the durability of the construction material, the preferred moving period and the reasons were researched. On the basis of the findings, the support and infill system was suggested.

젠트리피케이션 대응을 위한 지구단위계획 항목 및 내용 분석 - 경복궁서측, 익선, 뚝섬주변지역 지구단위계획을 대상으로 - (A Study of the Specific Items and Contents of District Unit Plan for Responding to Commercial Gentrification - Focused On the 'District Unit Plan' of Seochon, Ikseon and Ttukseom surrounding area -)

  • This study analyzed the specific items and contents of district unit plan for responding to commercial gentrification on the west side of Gyeongbokgung Palace, Ikseon and Ttukseom surrounding area. By analyzing the major regulatory items and ranges currently used in the 'district unit plan' for responding to gentrification, it was intended to draw up the limitations of the district unit plan of the study target and the significant issues to be considered when establishing a district unit plan for future respond to gentrification. In the district unit plan around Seochon, Ikseon and Ttukseom surrounding area, location restrictions are imposed on franchises for responding to gentrification in common, and in the case of Ikseon and Ttukseom surrounding area, the maximum development scale is especially smaller than that of the surrounding areas. Also, in the Ttukseom surrounding area, incentives are given to the use of certain exterior materials to preserve regional characteristics.
