지역 빈곤의 격차와 요인에 관한 연구 (Determinants of Regional Poverty in Korea)

  • 본 연구의 목적은, 우리나라 광역 지방자치단체를 중심으로, 지역간 빈곤의 실태를 비교하고, 지역의 경제 사회적 특성에 기초한 요인을 분석하는데 있다. 이를 위해 1998년부터 2006년까지 제주도를 제외한 15개 광역 시 도의 빈곤율을 한국노동패널자료를 활용하여 측정하고, 각 지역의 정치, 경제, 인구구조, 고용, 산업구조, 재정 측면의 다양한 변수를 포함하여 결합회귀분석을 실시하였다. 분석의 결과, 우리나라 절대적 빈곤율의 평균 수치는 13.19%이고, 상대적 빈곤율은 15.50%이며, 최근 들어 두가지 지표 모두 악화되는 경향을 보이고 있다. 그리고 강원도와 충청남도의 빈곤 수준이 상대적으로 높게 나타나며, 서울특별시와 울산광역시에서 낮게 나타나고 있다. 또한 높은 수준의 재정자립도, 사회복지비 지출 수준, 상용직 비율과 제조업 종사자 비율 등이 지역의 빈곤율을 감소하는데 긍정적인 역할을 하는 것으로 밝혀졌다. 본 연구는 기존의 사람에 기반(people-based)한 반빈곤 정책의 효과성을 높이기 위해서는 지역에 기반(place-based)한 다양한 정책적 모색이 필요하다는 사실을 제언하였다.

중국의 주택상품화 과정이 주거 빈곤에 미친 영향 (A Study on the Effect of Urban Housing Reform on Chinese Urban Housing Poverty)

  • 중국은 개혁 개방과 함께 사회주의 계획경제제도에서 자본주의 시장경제제도로 이행중이며 이러한 과정에서 주택의 상품화와 함께 빈곤의 문제가 수면위로 등장하게 되었다. 본 연구에서는 장소적 빈곤의 개념을 기반으로 하여, 국내외 문헌을 통해 중국의 사회보장제도와 주택의 상품화 과정을 분석하고 파악된 내용을 중심으로 중국의 주택상품화의 특징 및 문제점을 지적했다. 아울러, 중국을 8개 권역으로 구분하여 지역의 특성을 인구 사회적 지표, 경제적 지표, 주택지표로 고찰했다. 분석결과, 주택상품화 과정은 주거빈곤에 영향을 미치고 이었으며 권역별로 상이한 특징을 보였다. 본 연구에서는 중국의 지역별 상황이 매우 다양하므로 주거정책에서 일원적 방법이 아닌 다원적 방법으로 접근해야함을 제시한다.

장소기반 정책과 도시빈곤: 일자리 미스매치와 지역노동시장의 장소성 분석 (Place-based Policy and Urban Poverty: An Analysis of Employment Mismatch and Placeness of Regional Labor Market)

  • 본 논문은 도시빈곤 이면에 중요하게 작용하는 노동시장과정으로서 일자리 및 공간적 미스매치의 실태를 고찰하고, 더 나아가 보다 효과적인 장소기반 노동시장적 개입이 고려해야 하는 지역노동시장의 지역성을 분석하였다. 광역대도시 지역노동시장의 성과로서 실업률의 변화는 노동력의 수요와 공급에 의한 불균형과 다양한 근로조건에 따른 미스매치의 역동적인 상호작용에 의해 결정되며, 그러한 결정과정도 지역노동시장에 따라 차별적임을 고찰하였다. 또한 우리나라의 대도시 고용 교외화 과정 속에서 공간적 미스매치가 인적자본 요구 수준과 취업기회의 산업선택적 특성을 통해 노동집단에 따라 차별적인 영향을 초래한다는 점도 분석되었다. 결과적으로 이 모든 과정은 개별 지역노동시장 내에서 고유한 과정을 통해 작동하는 바, 도시빈곤과 일자리 미스매치 등 노동시장 과정을 연계하고, 문제해결을 위한 노동시장적 개입을 추진함에 있어 노동시장의 장소성에 기반한 장소기반 정책이 필요하다.

빈곤의 동태적 분석: 빈곤지속기간과 그 결정요인 (Poverty Dynamics in Korea: Poverty Duration and its Determinants)

  • 본 연구는 한국노동패널조사, 1998-2003 자료를 이용하여 빈곤지속기간과 이에 관련된 요인을 분석하였다. 본 연구의 발견에 따르면 우리나라에서는 빈곤에 진입한 사람들의 4분의 3 정도가 2년 안에 빈곤을 탈피하는 정도로 매우 활발한 빈곤탈출양상이 나타난다. 그러나 한 시점에서의 빈곤층을 볼 경우에는 장기빈곤층이 무시할 수 없는 비중을 차지한다. 5년 이상의 장기 빈곤층이 전체 빈곤층의 50%를 차지하며 10년 이상의 최장기 빈곤층도 25%를 넘어선다. 반복빈곤을 분석에 포함하는 경우 장기빈곤층의 비중은 더욱 증가한다. 장기빈곤층의 대표적 집단은 노인가구이다. 장기빈곤의 경향이 강한 다음 집단은 비노인 여성가구주 가구이다. 90년대 후반 경제위기 이래로 근로빈곤층의 증가가 커다란 사회적 관심의 대상이 되었지만 이들의 주력을 차지하는 비노인 남성가구주 가구의 대다수는 일시적으로 빈곤을 경험하는 단기빈곤층인 것으로 보인다.

방글라데쉬 농촌 개발을 위한 케이디에이비 농업 개발사업의 평가 (The Review of KDAB Agriculture Project for the Rural Development in Bangladesh)

  • Bangladesh that is known as the poorest country of the world has the large land of fertile soil and very good environment to live, even though we think she may be very bad to live. People being habituated to that good environment, the population explosion made the people to be starven, but the treatment has been simple support without deep analysis of the root of poverty. As the result it is general that the poverty is severer and severer in spite of continuous support. For the last century Korea changed from the country of poverty and despair to that of development and hope, to be model mid vision of under development countries including Bangladesh. At this point it is necessary to look back the way of development to help them to solve their poverty problem. That is the goal of this project, and this thesis is the result of it. It is evaluated for the 1st 5 years work of the project to apply the result to the next 5 years plan. This project had been proceeded from 1. Jul. 1990 to 30. Jun. 1995 at Chilmari area of Bangladesh, with teaching and training to wake up the mentality of the people, demonstration farming and cooperative association. It was proceeded as the Agriculture project of KDAB(Korean Development Association in Bangladesh, an NGO registered to Bangladesh) supported by Good Neighbors, KOICA and many churches and individuals. Especially the teaching and training work was proceeded as the branch of the Canaan Farmer`s School of Korea with instruction and support. After the basic survey for project, the confirmation of working place and the preparation of training facility, 10 times of long term training(3 months worse, boarding) was completed, with many times of short term training, informal training, demonstration farm, various demonstrating works. The results of the work are understanding of the not of problem by participatory observation, making plan to solve it, getting the trust from the people and beginning the practical work with the trainees for development of economy and living situation. The biggest problem of Bangladesh is being understood losing the desire to solve the poverty problem and the self-confidence to be able to do it. It is the conclusion that after solving the problem of thought and mentality, the education, technology and money can be effective for development. So the 1st 5 year project is evaluated as the basic work to analyse the root of problem, to chance mentality of people and to search income source. The next goal is to promote practical living level of people. For that it is necessary to develope die mentality of people including responsibility and self-confidence by teaching and training, to educate cooperative association and technology for economical development, to proceed integrated rural development work with economical development, educational improvement and reformation of environment. It is very important result that they decided to grow poultry for main economical source of Chilmari area, to do economical development work by joint operation of poultry through cooperative association.

  • 관광개발을 통한 국가발전을 도모하기위한 전략은 모든 국가들의 공통된 사안이다. 특히 경제적으로 안정된 선진국보다는 개발도상국이나 미개발국가에서 매우 선호되는 국가성장대안이 된다. 특히 인문자원보다는 자연자원을 활용하여 관광개발을 추진하려는 국가에서는 매우 신중한 개발전략 모색이 요구되며, 관광개발의 효과를 극대화하기위한 방안들이 수립되어지고 있다. 본 연구는 미개발국의 성장동력을 관광개발로 지정하고, 모든 가용자원을 접적화하여, 미래의 생존전략을 모색하기위한 방안을 강구하기위한 실증분석을 목적으로 한다. 이를 위해 아프리카 카메룬의 관련 전문가들을 중심으로 설문과 면접을 통해 국가성장동력으로의 관광산업을 지속가능하게 추진할 있는 전략을 제시하였다.

아동양육시설의 주거형태에 따른 공부행위에 관한 연구 (A Study on the Relationship between the Studying Activities of Children and Spaces In the Orphanage)

  • Children of three-to-eighteen-years-old have been brought up in the institution (Orphanage) for several reasons such as family dissolution, divorce and poverty since the Korean Was of 1950. The Cottage, where these children are housed and brought up has dining room, library and bedrooms, plays as a significant social interaction place as well as study. Since the most facilities were built during the 1950-1960s period, most of the cottages are now in the condition of being rebuilt or remodelled. Because living space and studying space are mixed, it will be necessary to provide another studying space separated from living space. And then it will be also necessary to provide a space for play or rest between the two spaces. This study was conducted to obtain some basic data necessary for design of spaces in the orphanages by examining the relations between the studying activities of children and residence types.

미국의 재판외 분쟁해결제도 (A Study on the Alternative Dispute Resolution in America)

  • This Study is divided into 5 separate Parts and an Abstract. Part Ⅰ, Ⅱ consist mostly of a collection of problems, current status, motives and the future of ADR. In Pert Ⅲ was described ADR as policies of judicial settlements. We must accept that a diversity of legal culture will always continue to exist. Accordingly we must learn to accommodate those differences of 'culture' around us and to harmonize conflicting laws. This recognition of our reality should in no way be confused with pessimism. In fact if one accepts this perspective of the world ,the study of law seems enriched and becomes academically more challenging. Recently, in the United States, interest in alternative settlement mechanism has increased greatly, which leads me to wonder why such a phenomenon has taken place. In the first place, I'm amazed at the extent to which conciliation or mediation-or the new word, I guess, is alternative dispute resolution, which by now has its own acronym, "A.D.R,"-have gained attention here recently. When 35 years ago, there was virtually no interest in conciliation in this country at the time. What interest there was, was no in the law schools. But looking at the situation now, we have a spate of publications on the subject; we have organizations that are established for no other reason than to promote alternative dispute settlement. We have courses in the law schools. The American Association of Law Schools and the American Bar Association also have active programs. So we have to ask ourselves why. The difference between now and 35 years are striking. On the other hand, I think the interest of the public in ADR has probably been greatly enhanced by the politics of the so-called "poverty programs." I think that many of these assistance programs for the poor-and I do think the "poor" have become a rather expansive political movement beyond simply taking care of the most marginal people of society-have generated money to explore this kind of dispute resolution.

Current Status of Fishery Resources in Kenya

  • Fishing in Kenya, until the discovery of Nile perch as an export commodity in the early 1990s, has basically a subsistence occupation for the lake and coastal communities. The government also did not recognize the importance of fisheries as a contributor to the macro-economy and therefore, did not pay much attention in terms of resource allocation for the development of the sector. Most fishing in Kenya is artisanal, with a little industrial fishing by prawn trawlers. The deep sea (EEZ) fishery resources are currently exploited by DWFNs through a licensing system. Only a small quantity of catch from the EEZ is landed in Kenya, primarily tuna loins for processing for export. Currently capture fisheries, mainly from Lake Victoria, earn local fishers over Kenya shillings (K Sh) 7 billion, while exports earn the country K Sh 5 billion (US$ 50 million) in foreign exchange annually. The government has been putting in place an enabling environment to promote investment activities in order to achieve economic recovery as well as for the development and sustainable use of fisheries resources in the country within the specified period. The Department's major roles are to ensure sustainable exploitation of fisheries resources; to promote aquaculture development; to assure quality and safety of fish and fishery products; and to facilitate fish marketing in order to maximize the benefits that can be derived from fisheries. The contribution of fisheries to local incomes, subsistence and food nutrition is significant, as this occurs in areas with the highest incidences of poverty in the country.

Can tailored home-delivered meal services alleviate self-rated frailty of the low-income older adults in Korea?

  • BACKGROUND/OBJECTIVES: This study aimed to examine whether the tailored home-delivered meal (HDM) services included nutrition counseling impacts alleviating self-rated frailty among low-income older adults in Korea. SUBJECTS/METHODS: Pre- and post-test were implemented on May 27 and on November 25 in 2019 during 3 weeks, respectively, before and after the 6 months intervention program. Participants completed a questionnaire measuring frailty, malnutrition, food security, depression, and underlying diseases. Initially, 136 older adults were selected as participants for this study, they were recipients of a free meal program from 2 senior welfare centers in Seoul, the final sample size of those who completed the intervention program was 117 (female 70.9%, male 29.1%). Statistical analyses were conducted with IBM SPSS package program, paired t-test and χ2 test to validate the test. RESULTS: There were statistically significant differences in the score of the Tilburg Frailty Indicator (TFI) before and after receiving the tailored HDM services (pre-test 9.46, post-test 2.8, P < 0.01). The differences in the score of TFI by 3 risk groups at the pre-test decreased as a result of receiving these services. CONCLUSIONS: The tailored HDM services alleviated the self-rated frailty of low-income older adults with limited mobility in a community setting. Based on the positive outcomes this study could be applied to developing social services for aging in place.
