The rapid change in the administrative environment is bringing about changes in the civil service society, and the civil service society is also aware of the difficulty in responding to the changing circumstances of the existing recruiting system, and is attempting to change the new recruiting system. However, in a civil service society that emphasizes stability, it is not easy to change the recruiting system, and it is necessary to examine whether the recruitment of public official in the future is possible by the current recruitment method. Therefore, this study presents the talented people required for the future society through the literature and examines the current recruitment method for recruiting a talented people who meet the future required officials. In this paper, we suggest a four talents in the future : flexible pioneering talents, fused collaborative talents, creative information union talents, and emotional sympathetic talents. And also we will present a direction for the development of the approach.
In this present article, the mechanical behavior of single-walled black phosphorene nanotubes (SW-αPNTs) is simulated using molecular dynamics (MD). The proposed model is subjected to the axial loading and the effects of morphological parameters, such as the mono-vacancy defect and strain rate on the tensile behavior of the zigzag and armchair SW-αPNTs are studied as a pioneering work. In order to assess the accuracy of the MD simulations, the stress-strain response of the current MD model is successfully verified with the efficient quantum mechanical approach of the density functional theory (DFT). Along with reproducing the DFT results, the accurate MD simulations successfully anticipate a significant variation in the stress-strain curve of the zigzag SW-αPNTs, namely the knick point. Predicting such mechanical behavior of SW-αPNTs may be an important design factor for lithium-ion batteries, supercapacitors, and energy storage devices. The simulations show that the ultimate stress is increased by increasing the diameter of the pristine SW-αPNTs. The trend is identical for the ultimate strain and stress-strain slope as the diameter of the pristine zigzag SW-αPNTs enlarges. The obtained results denote that by increasing the strain rate, the ultimate stress/ultimate strain are respectively increased/declined. The stress-strain slope keeps increasing as the strain rate grows. It is worth noting that the existence of mono-atomic vacancy defects in the (12,0) zigzag and (0,10) armchair SW-αPNT structures leads to a drop in the tensile strength by amounts of 11.1% and 12.5%, respectively. Also, the ultimate strain is considerably altered by mono-atomic vacancy defects.
Contemporary Buddhist scholarship in Korea has been strongly affected by its origins in the Victorian era, when Western religious scholars sought to rationalize and historicize the study of religion. Modern Korean scholars, trained within the Western scholarly paradigm, share this prejudice which tends toward the rational. The result is a skewed understanding of Buddhism, emphasizing its philosophical and theoretical aspects at the expense of seemingly "irrational" religious elements based on the direct experience of meditation practice. This paper seeks to look at the historical context in which modern Korean Buddhist scholarship had been shaped during the colonial period of Japan. Two case studies will be examined particularly in the light of post-colonial perspectives of Buddhist studies: the case of Jonghong Bak(1903-1976) and the case of Donghwa Gim(1902-1980), two pioneering scholars in the field of Buddhist studies. They share similarities as well as differences. Both were born and active at almost the same period, during which Korean peninsula experienced modernization forced upon by Japanese colonialism. And thus, the experience of colonialism and modernization brought them into conflict between tradition and modernity. Their responses, however, were different. Pak, originally trained in Western philosophy, especially German philosophy, wanted to study Korean Buddhism in the context of the so-called Korean Philosophy per se. He was motivated to seek for the national and cultural identity of Korea. And thus his scholarship on Korean Buddhism naturally led him to look for an original Korean Buddhism distinct from the Buddhism of India, China and Japan. On the other hand, Gim, who became a monk in his youth, later went to Japan for college where he was exposed to modern Buddhist scholarship. He was the first to introduce modern Buddhist scholarship to Korea, and since then, contemporary Korean Buddhist scholarship owes much to his contributions. Despite his contributions to contemporary Korean Buddhist scholarship, if we look at his efforts in the light of post-colonial perspective, his ideas need to be reevaluate.
This case focuses on WE CAN Cookies, a social enterprise in South Korea that was founded in 2001 with the support of the Korean Roman Catholic Church. WE CAN Cookies specializes in the making of high quality organic cookies. As a nonprofit organization that uses a labor force of mostly mentally disabled workers, the company faces many challenges that normal companies do not experience. The company had to initially overcome the social prejudice that the handicapped cannot make good cookies. Despite the religious background and social agenda of the company, it started making inroads as a cookie-making business only after its managers, including the nuns who run it began adopting modern management philosophies and practices. The WE CAN Cookies case illustrates three main marketing-related concepts: One, WE CAN Cookies is a good example of how social enterprises face a broader spectrum of challenges when compared to conventional profit-seeking enterprises. Two, WE CAN Cookies demonstrates that social enterprises need flexibility in formulating their business strategies. Even though WE CAN Cookies is subject to many constraints, as a social enterprise it can also take advantage of new opportunities for obtaining support from the government and from the private sector. Three, WE CAN Cookies shows that these types of operations need to create greater balance in their social and business competencies to ensure the long term viability. Social enterprises are certified by governments with the stated goal of improving the lives and the wellbeing of special interest group. As important as achieving these objectives are, social enterprises also must additionally be able to build their operational capabilities not only in manufacturing but also in functions such as marketing.
Uirimchalyo (醫林撮要) was published in advance of the Donguibogam (東醫寶鑑) in the middle of the Joseon Dynasty. This book was a pioneering form of the Donguibogam. This paper examines the acupuncture and moxibustion methods used within Uirimchalyo. Because this book was produced for the general public as well as professional Korean medicine doctors, it did not present complex symptom classification and complicated acupuncture prescriptions. Instead, it summarized acupoints in a simple way and could be used as a standardized treatment guideline. In addition, in the acu-moxa methods of the Uirimchalyo, moxibustion was used more than acupuncture. This implies that the author's intention was to treat the disease gently, and furthermore, that the book inherits the acu-moxa method of Hyangyakjipseongbang (鄕藥集成方). There are many suggestions of experienced prescriptions, which can be seen as focusing on experience-based medicine. In addition, the characteristic of not using many acupuncture points served as the cause of the emergence of Saam acupuncture techniques.

This review examined the current administrative policies and guidelines for management of reclaimed soils after remediation processes and proposed practical strategies to improve the potential value of the remediated soil as a resource. Three management practices are proposed to facilitate more efficient recycling of remediated soil; obligatory use, quality certification, and tracking of the remediated soils. If properly implemented in utilization of remediated soil, these strategies could contribute to enhancing public safety by assuring soil quality. Such administrative tools, for both suppliers and demanders, are expected to mitigate potential risks associated with the transactions of remediated soil. To enhance the quality assurance process, a soil quality certification combined with the soil health assessment index was proposed. The systematic integration of the suggested practices with soil health assessment can allow to produce optimal results, encompassing affordability, efficiency, and accessibility, which helps establishing more robust 'Remediated Soil Recycling Management System (RSRMS)'. Subsequent researches should be conducted to develop more effective policies that incorporate soil health assessment tools. The proposed management practices for remediated soil, coupled with soil health assessment, can be a pioneering effort to achieve such goals. By fostering an environmentally friendly policies, the sustainable utilization of remediated soil can be attained. Overall, the proposed strategies can provide a sound framework for responsible and sustainable soil management practices.
This investigation delves into the adverse repercussions stemming from the impact of arsenic on steel pipes concealed within soil designated for rice cultivation. Simultaneously, the study aims to ascertain effective techniques for detecting arsenic in the soil and to provide strategies for mitigating the corrosion of steel pipes. The realm of nanotechnology presents promising avenues for addressing the intricate intersection of renewable energy, oil, and environmental pollution from a novel perspective. Nanostructured materials, characterized by distinct chemical and physical attributes, unveil novel pathways for pioneering materials that exert a substantial impact across diverse realms of food production, storage, packaging, and quality control. Within the scope of the food industry, the scope of nanotechnology encompasses processes, storage methodologies, packaging paradigms, and safeguards to ensure the safety of consumables. Of particular note, silver nanoparticles, in addition to their commendable antibacterial efficacy, boast anti-fungal and anti-inflammatory prowess, environmental compatibility, minimal irritability and allergenicity, resilience to microbial antagonism, thermal stability, and robustness. Confronting the pressing issue of arsenic contamination within both environmental settings and the food supply is of paramount importance to preserve public health and ecological equilibrium. In response, this study introduces detection kits predicated upon silver nanoparticles, providing an expeditious and economically feasible avenue for identifying arsenic concentrations ranging from 0.5 to 3 ppm within rice. Subsequent quantification employs Hydride Atomic Absorption Spectroscopy (HG-AAS), which features a detection threshold of 0.05 ㎍/l. A salient advantage inherent in the HG-AAS methodology lies in its capacity to segregate analytes from the sample matrix, thereby significantly reducing instances of spectral interference. Importantly, the presence of arsenic in the soil beneath rice cultivation establishes a causative link to steel pipe corrosion, with potential consequences extending to food contamination-an intricate facet embedded within the broader tapestry of renewable energy, oil, and environmental pollution.
The Concept of Operations (ConOps) document issued by the Korean Government (K-UAM ConOps) for urban air mobility (UAM) services takes into account not only aviation voice communication but also the use of 4G and 5G mobile communication to support the initial phase of UAM services. This paper studies a methodology to establish communication performance requirements for UAM traffic management and presents the analyzed results for communication performance requirements. To accomplish this, the operational scenarios of UAM developmental stages outlined in the K-UAM ConOps and FAA ConOps are scrutinized, and the diverse messages that must be communicated among various stakeholders for effective UAM operations are identified. A draft of communication performance requirements is also calculated by considering packet sizes, transmission frequencies, acceptable latencies, and availability. The outcomes of this study are expected to stand as a pioneering effort in defining communication requirements for UAM services, providing a crucial foundation for future initiatives such as the design of dedicated communication networks for UAM and the determination of required frequency bandwidth.
The shadow, reflection, interference, and diffraction are proper phenomena concerning sound that is a kind of wave. By the late nineteenth century, similar optical phenomena had been detected already but these phenomena concerning sound had not been convincingly detected. It was Rayleigh who succeeded in detecting those phenomena without any reasonable doubt by the virtue of his original instruments and smart experimental settings. Rayleigh could detect the sound shadow by using the corner of a building and erase the shadow by some reflectors. And he constructed some apparatus similar to Young's interference apparatus famous in optics to detect the sonic interference. Furthermore, he first succeeded in illustrating the acoustical effectiveness of Poisson's disk by which optical diffraction had already been well known, and tested the effect of diffraction by spherical obstacles to ascertain that the result coincided with his theory.
In the realm of rock excavation projects, precise estimation of the drilling rate index stands as a pivotal factor in strategic planning and cost assessment. This study introduces and evaluates two pioneering computational intelligence models designed for the prognostication of the drilling rate index, a pivotal parameter with direct implications for cost estimation in rock excavation projects. These models, denoted as the Relevance Vector Regression (RVR) optimized with the Invasive Weed Optimization algorithm (IWO) (RVR-IWO model) and the RVR integrated with the Shuffled Frog Leaping algorithm (SFL) (RVR-SFL model), represent a groundbreaking approach to forecasting drilling rate index. The RVR-IWO and RVR-SFL models were meticulously devised to harness the capabilities of computational intelligence and optimization techniques for drilling rate index estimation. This research pioneers the integration of IWO and SFL with RVR, constituting an unprecedented effort in forecasting drilling rate index. The primary objective of this study was to gauge the precision and dependability of these models in forecasting the drilling rate index, revealing significant distinctions between the two. In terms of predictive precision, the RVR-IWO model emerged as the superior choice when compared to the RVR-SFL model, underscoring the remarkable efficacy of the Invasive Weed Optimization algorithm. The RVR-IWO model delivered noteworthy results, boasting a Variance Account for (VAF) of 0.8406, a Mean Squared Error (MSE) of 0.0114, and a Squared Correlation Coefficient (R2) of 0.9315. On the contrary, the RVR-SFL model exhibited slightly lower precision, yielding an MSE of 0.0160, a VAF of 0.8205, and an R2 of 0.9120. These findings serve to highlight the potential of the RVR-IWO model as a formidable instrument for drilling rate index prediction, particularly within the framework of rock excavation projects. This research not only makes a significant contribution to the realm of drilling engineering but also underscores the broader adaptability of the RVR-IWO model in tackling an array of challenges within the domain of rock engineering. Ultimately, this study advances the comprehension of drilling rate index estimation and imparts valuable insights into the practical implementation of computational intelligence methodologies within the realm of engineering projects.
