A Study on the Urban Air Mobility(UAM) Operation Pilot Qualification System

  • As around the world, ground and underground transportation capacity is reaching its limit, centering on urban areas. As urban traffic becomes congested, time and cost are astronomical, and environmental destruction caused by urban pollution is becoming increasingly serious. As a way to solve this problem, the means of flying over the air are in the spotlight as the next generation of future transportation, and the concept of urban air mobility (UAM, Urban Air Mobility) is defined as systematic planning. The development of an electric-powered vertical take-off (eVTOL) aircraft that obtains electric power through a battery using a personal aerial vehicle (PAV) as a means of transportation has accelerated. As the aircraft development of new technology aircraft in the evtol method is actively carried out, the need to prepare systems such as aircraft certification standards, pilot qualification systems, and qualification management is emerging. The Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA), which lead international standards, announced new special technical conditions and temporary regulations SCVTOL-01, respectively. However, the pilot qualification system for operating the uam aircraft has not yet been clearly announced. Therefore, this paper analyzes the recently announced FAA regulations and EASA regulations to identify differences and directions in perspectives on UAMs and study the existing vertical take-off and landing aircraft (VTOL) pilot qualification system to present directions for qualification classification.

A Study on Improvement of the Air Carrier Pilot's Qualification Check in Korea (조종사 운항자격 심사제도 개선방안에 관한 연구)

  • Worldwide, air transport demand of this century is expanding rapidly, and each countries' demand is also increasing. Thus a number of low-cost carriers emerged in existing air transportation business sector and airman qualification check work regarding aviation safety management is increasing too. As the remedy for the result of aviation safety audit by ICAO and FAA in 2001 that governmental activity for aviation safety had been performed by a small number of aviation safety inspectors, airman qualification inspection system implemented by airlines was improved and the government has established the system that authorized airman qualification inspectors check airmen qualification with airlines according to the international trend. This study suggests the need of improvement of airman qualification inspection system that existing inspection system as the means of safety management can be transferred to Operations Safety Inspection(OSI) activity which is compliant with international standards.

  • Early remotely-piloted aircraft system (RPAS) development focused on simple reconnaissance to obtain information by visual observation for military demands. Currently, various types of remotely-piloted aircraft (RPA) is being developed worldwide for applications in many different areas. As RPA avionics are combined with CNS/ATM technologies, RPA capabilities will be enhanced and the market is expected to grow rapidly. ICAO has been held the Air Navigation Commission on 14 October 2011 to discuss revising Procedures for air navigation services (PANS) and guidance material related to RPA and their associated systems. It progressed that Annex 2 and 7 will be revised and came into effect from 2012. However most of incorporate revisions are not clear yet. Because the revision articles recommend follow requirements of the state(s). Considering operations of RPA in controlled airspace and between adjacent states, the qualification and training of RPA pilot will be one of the main issues for RPA operation. In this paper, we will take a look at international and domestic trends of regulation framework in ICAO and RPA advanced country in chapter 2.1 and suggest about consideration of remote pilot qualification and training for establishing regulations of remote pilot license.

  • SMART Pilot is a multipurpose small capacity integral type reactor. Main coolant pump (MCP) of SMART Pilot is a canned-motor-type axial pump to circulate the primary coolant between nuclear fuel and steam generator in the primary system. The reactor is designed to operate under condition of $310^{\circ}C$ and 14.7MPa. Thus MCP has to be tested under same operating condition as reactor design condition to verify its performance and safety. In present wort a test apparatus to simulate real operating situations of the reactor has been designed and constructed to test MCP. And then functional tests, performance tests, and endurance tests have been carried out upon a prototype MCP. Canned motor characteristics, homologous head/torque curves, coast-down curves, NPSH curves and lift-time performance variations were obtained from the qualification test as well as hydraulic performance characteristics of MCP.

Study on How to Maintain the Flight Test Currency of Certification Flight Test Crew (항공기 인증비행시험요원의 비행시험 자격 유지 방안 연구)

  • This is a research report about the method of how to maintain qualification of certification flight test crews. KCA(Korea Certification Agency) have completed the KC-100 airplane certification flight tests which is the first time experienced flight tests operation. After the certification flight test, it has been found that annual flying time requirement of 100 hours to the certification flight test pilot is too strict, and other several requirements to maintain the qualification of the certification test crew such as aircraft certification introduction training, initial flight test pilot and flight test engineer certification training, crew resource management training, aviation physiology training, and survival training was difficult to implement in Korean civil aviation environments. In this study, it was suggested that 30 hours of flying time for maintaining certification flight test pilot qualification could be applied to contribute for safe operation of certification flight test and the other training requirements of the certification flight test crew could be fulfilled using self made training courses, existing FAA training courses and Korean Air Force training resources. Therefore, it is recommended that the regulation of maintaining the certification flight test crew qualification should be refined to implement the requirement practically.

  • This study is a pilot operation roadmap for the introduction of the co-pilot qualification (MPL) system, and the introduction of the MPL system in Korea is a new pilot education and qualification system based on competency. Therefore, it may be difficult to prepare for various matters such as securing initial regulations, securing training businesses or trainees, and establishing training infrastructure, so the roadmap necessary for pilot operation is very important for the successful introduction of the MPL system. In order to secure a training program and qualification system with proven MPL systems in the domestic aviation market, the government and aviation industry members will jointly participate to highlight the importance of a pilot operation roadmap for the domestic flight environment.

A Pilot Study on Air Force Pilots' Safety Consciousness and Grit (공군 조종사의 안전의식과 그릿에 관한 예비 연구)

  • The aim of this study was to analyze pilots' safety consciousness and grit level, and the correlations between them. Participants were 142 pilots for pilot qualification (n=78), certification 1 (n=12), and 2 (n=52) level. The data were gathered from questionnaire for safety consciousness and grit scale from April to August 2022. Statistical treatment were processed (by SPSS 21.0 for windows) by descriptive analysis for all variables. One-way ANOVA was processed for analyze pilots' safety consciousness and grit scale by their groups. And the correlations were analyzed for investigating relations between them. Statistical significancy was set as p<.05. The results were as follows. First, pilots' safety consciousness showed higher trend in certification 1, qualification and certification 2 as considerable. The grit scale showed higher trend in qualification, certification 2 and 1 in order. The grit and its subfactor passion showed significance (p<.05). Second, the correlations among factors showed significance(p<.05). Conclusionly, safety consciousness was importantly recognized to the certification 1(F-4/5) pilots and grit to qualification pilots. The limit of this research was in small sample size, although need further study for practical using.

Flight Simulation Training Device Operating Standards for MPL Training Programs in South Korea

  • The Multi-crew Pilot License (MPL) is a new pilot qualification introduced by ICAO to train co-pilots for transport aircraft based on efficient and stable competency to respond to changes in the operating environment and technology. ICAO and the European Union Aviation Safety Agency (EASA) require a minimum flight of 240 hours for MPL qualification training, and allow the use of flight simulation training devices (FSTDs) for most of the training, specifying the performance requirements for FSTDs. As South Korea is also preparing for the operation of the MPL training program, it is essential to establish the operating standards for FSTDs required for MPL training. This study aims to identify the international standards for FSTDs related to MPL training, and to compare them with the current operating standards for FSTDs in South Korea for presenting a standard (draft) that can be used when introducing domestic MPL training programs in the future.

  • The materials applied to the aircraft fuselage, parts, and components must be verified by relative authorities in accordance with the procedures set by the airworthiness authority to achieve the aircraft type certification. There are no examples of domestic composite materials which were verified in order to be applied to aircraft structure. In this study, the composite material certification system of NCAMP, an American composite material standard certification organization, was reviewed and used as the fundamentals of the first aerospace composite material certification system in ROK(Fig 2,8). Also updated material certification documents were developed and confirmed by material certification engineers and inspectors. This aerospace composite material qualification system is intended to modernize the material certification system for AAM(Advanced Air Mobility) as well as aircraft and to enhance the understanding of related technicians and inspectors.

A Study on the Institutionalization of UAM Pilot Training and Education

  • This study intends to present the UAM pilot qualifications and training and education systems based on the roadmap of technology for K-UAM operation system, which is being promoted for commercialization in 2025. There are currently about 250 eVTOL manufactures around the world, and they are gearing up to produce a variety of UAM aircrafts. In Korea, 35 companies including Hyundai Motor company, Korean Air, Lotte and SKT are accelerating the development of UAM aircrafts. UAM is being developed as a public goods concept centered on public transportation and urban aviation rather than private transportation. Therefore, the UAM pilot qualification and education and training system should be suitable for operations in densely populated areas and complex urban enviroments. In other words, in order to ensure safe UAM operations, the competencies and qualifications of UAM pilots should be clearly established.
